Subgroup has been established by APANPIRG with considerable terms of reference to deal with ICAO Annex 11, 12 and 15 to the Chicago Convention. ADS-B is the future surveillance strategy adopted by ICAO which will replace the existing SSR surveillance system particularly to support the future Global Navigation satellite System (GNSS). The meeting provides opportunity to share knowledge / expertise of other states for the development of procedures / techniques for implementation for ADS-B in consultation with adjacent states. ICAO also asked the states to mandate the carriage and use of ADS-B equipment in their area of responsibility and provide priority for access to such airspace for aircraft with operative ADS-B.

Asia Pacific Regional Aviation Safety Team (ARAST) Meetings of Asia and Pacific Region (APANPIRG)

ARAST has been established under ICAO COSCAP to achieve ICAO global safety objectives. The terms of reference were expanded to cover both flight operations and Air Traffic Management Issues. To ensure promotion of aviation safety and for implementation of safety enhancements procedures in regional harmonization, Pakistan is essentially required to participate in the meetings (OPS-ATM and Flight Operation as members).

Pakistan is situated at transition boundary of Asia & Pacific and Middle East Regions. The decisions made by Mid Region effects Pakistan directly as most of the air traffic from Middle East to APAC and vice versa operate through Pakistan. Participation will keep Pakistan abreast of all the developments of Air Navigation Plan of the region in continuous and coherent manner. It will also help to liaise with adjacent states of Mid region.

The APAC office has formed Regional Monitoring Agencies (RAMs) to monitor large height deviation and aircraft RVSM approvals. The RMAs are responsible to Regional Airspace Safety MONITORING Advisory Groups (RASMAG) which in turn coordinates with APANPIRG to check the States compliance status regarding provision of Annex-6 and Annex-11 pertaining to safety in the region. Participation in these important meetings will help Pakistan to share experience / development made by ICAO and other states to resolve the height deviation issues and ensure safety.

ICAO has made mandatory for the member states that their Air Traffic Services Providers implement Safety Management System (SMS) in the provision of air traffic management to comply Standards and Recommended Practices as contained in Annex-11, 14 , ICAO Doc-4444 and SMS Doc 9859 to ensure acceptable level of safety adopted by the states to meet ICAO standards. It demands proactive / predictive approach during provision of air traffic services for the traffic operating in the airspace and at aerodromes. It also needs to develop the procedures in harmonization with adjacent states to ensure continued safety at the time of transfer of control of traffic from one A TC unit / state to another.
