A new sector law governing waste management in oman, the oman environmental services Holding Company (beah) has the mandate to restructure and privatize the countries solid waste structure. the government has set up a plan to establish 16 state of the art landfills and 65 waste transfer stations and 4 waste treatment plants as its initial step towards meeting the global standards of waste management. Arafat is a Waste Infrastructure Delivery Monitoring Manager working in the Climate, Waste and Atmosphere Directorate (CWA) for Defra. Defra is a Central Government Department in the UK responsible for policy and legislation in areas such as: the natural environment, biodiversity, plants and animals, sustainable development and the green economy, food, farming and fisheries, animal health and welfare, environmental protection and pollution control and rural communities and issues. Arafat is responsible for providing high level environmental strategy, policy and technical support. He co-ordinates technical service developments and change management. He is responsible for the production of key waste data to provide quality and performance information to very senior managers and manage waste data from England infrastructure Waste Private Finance Initiative and Public Private Partnership projects. He is responsible for driving waste minimisation, reuse and recycling and working with Local Authorities, community organisations, schools and waste operators. He provides projection of possible performance against European Union Landfill Directive Targets Arafat has worked on environmental technical projects and was responsible for supporting environmental performance audits of major waste projects in London and England regions. He has conducted environmental audit inspections of clearing and construction activities to evaluate, verify and report on contractor compliance in meeting environmental management Plans, and environmental protection plans.

Marthinus Joubert, beah (oman environmental services Holding Co), director:Strategic planning
Mr Joubert is currently heading the Strategic Planning Department in the Oman Environmental Holding Services Company (beah) and is therefore responsible for all Strategic Planning matters in the company. This relates to both the technical as well as the commercial aspects of the company. In this regard he works closely with all other departments in the company. beah has overall responsibility for Waste Management operations in Oman. He holds a Masters Degree in Environmental Science (1988) as well as an Educational Diploma (1975) from the University of Pretoria (South Africa) and has through several additional formal environmental and waste management courses gained a wide professional knowledge and expertise within environmental, waste and project management. Formal courses included Environmental Management Systems, Environmental Impact Assessment, Environmental Law, Environmental Auditing, as well as Hazardous Waste. Apart from his teaching experience both at university as well as secondary schools level, he also gained and developed substantial experience and expertise in Strategic Planning within the Waste Management and Environmental field. Some of the key projects he was involved in as Project Manager included the development of a National Integrated Pollution and Waste Management Policy as well as a National Waste Management Strategy for South Africa (National level). From 2000 to 2010 he operated as an independent consultant. He also acted as Project Manager for the development of a National Waste Management Strategy for Swaziland and was also involved in the development of both the National Environmental Management Act as well as Waste Management Act for South Africa. He was also Project Manager for the Department of Environmental Affairs and Tourism (DEAT South Africa) for the African Stockpiles Programme (Pesticides) funded by the World Bank. Furthermore, he was also contracted by COWI Consultants as Waste Management consultant in Qatar. He has more than 25 years of working experience in the Waste and Environmental field. His involvement with technical issues on waste management included planning, information systems, minimisation and recycling, collection, treatment and disposal and have been balanced with facilitation and coordination of capacity development elements. Mr. Joubert has also been involved in development of institutional frameworks, legislation and skills development.
