The Organization
The Center for Disaster Preparedness (CDP) is a regional resource center based in the Philippines that endeavors to promote Community Based Disaster Risk Management (CBDRM), facilitate interactive learning and discourse on disaster risk management, and advocate for policies and programs that protect the environment and mitigate disaster risk through its various programs and services in training, consultancies, interactive fora, research and publication, networking and advocacy, through developmental and participatory principles and methodologies. It works with non-government organizations, people's organizations, communities and government agencies in various countries to enhance their capacities in disaster preparedness, mitigation, emergency response and recovery.

The Center for Disaster Preparedness Foundation Inc. (CDP) entered its thirteenth (13th) year of service in 2011 as a resource center in community based disaster risk management (CBDRM). From its early beginnings in 1997 as the Disaster Resource Training Center carved out of the Training and Education Desk of the Citizens' Disaster Response Center, CDP was registered as an independent institution with the Philippine Securities and Exchange Commission on January 4, 1999. With capability building as its core competency, CDP has contributed to the enabling of communities and service providers from the NGOs and government sector in various areas of CBDRM. Through training, interactive fora, consultancies, research and publication, networking and advocacy, CDP has contributed to the mainstreaming of CBDM, specifically the proactive measures of preparedness, mitigation and prevention, in the agenda and operations of local and international groups. From capability building projects implemented from 1997 to 2001 alone, 161 training with at least 2,600 participants were conducted with community, non-government organizations and local government partners all over the Philippines. Key project partners for CDP institutional and training activities in the Philippines were the Dutch Relief and Rehabilitation Agency (now CARE-Netherlands) through the "Preparedness Support Program" together with the Citizens' Disaster Response Network, Diakonisches Werk through the "Institutional Support" and "Ideally Prepared Communities", the

Japanese Embassy Small Grants Assistance for Grassroots Projects through the "Improvement of Community Based Disaster Management in Selected Regions in the Philippines", and Caritas Netherlands (now CORDAID) through the "Translation of Disaster Management Manual Project". After the end of key training projects in 2001, CDP had been contracted by local and international agencies to facilitate CBDRM training and workshops. Aside from active participation in the development of the CBDRM course module and instructional materials of the Asian Disaster Preparedness Center (ADPC), CDP has been engaged to facilitate CBDRM training in Bangladesh, Laos and the Pacific Islands through ADPC and the World Vision network. CDP has been successful in promoting the CBDRM framework and the Philippine experiences and practice through local and international networking and advocacy. CDP spearheaded in 2001 the formation of the Philippine Disaster Management Forum (PDMF), a network of disaster management practitioners currently engaged in advocacy for enabling legislative and policy environment for CBDM. CDP championed the holding of the First National in Conference on Community Based Disaster Management in the Philippines in January 2002, which was jointly organized by the National Disaster Coordinating Council-Office of Civil Defense and PDMF. CDP also seized opportunities to present papers in international conferences to show and tell that CBDRM works. The Second National Community Conference on Disaster Risk Reduction was convened by eleven (11) community organizations Buklod Tao, PROMISE-Dagupan City 8 Barangays (Brgys. Mangin, Pogo Grande, Pogo Chico, Lasip Grande, Bacayao Norte, Bacayao Sur, Salisay, Tebeng) Bigkis Lakas ng Maliliit na Mangingisda sa Balanacan, and COTIPABA Sorsogon with support from CDP, CBDRM Training and Learning CirclePhils, Christian Aid Building Disaster Resilient Communities Project, and DRRNetPhils. The past years were indeed full of opportunities to enrich knowledge and practice in CBDRM which benefited not only CDP's partners, but also CDP itself. In 2009, CDP continues to commit itself to more sharing and learning in CBDRM to achieve public safety, disaster resilience and equitable and sustainable community development. New areas in CBDRM which CDP will continue to engage in include urban disaster mitigation, children and youth participation, governance, climate change and environmental management, and gender. ____________________________________________________________________________________ _____

The Staff
MARIA "MALU" FELLIZAR- CAGAY is the Managing Director of the Center for Disaster Preparedness. She has been in the field of development work for more than 15 years. She is an expert on Community Based Disaster Risk Management (CBDRM). Furthermore, she specializes on Training Management, Participatory Disaster Risk Assessment (PDRA), Emergency Response Management, Community Organizing/Mobilization and Organizational Management. She worked as Project Manager for the Community Led Innovation in Drought Preparedness and Mitigation Project of Care International Timor Leste from 2006 to 2008. She has also provided consultancy work for the Asian

Disaster Preparedness Center (ADPC), World Vision, Oxfam Great Britain, and the United Nations Development Programme (UNDP). Maria is the focal person of the Views from the Frontline (VFL) 2011 project in the Philippines, a participatory survey that aims to conduct a global review to collect perspectives from the local level as to how the Hyogo Framework for Action (HFA) is progressing. She earned her Bachelor of Science in Social Work from the University of the Philippines-Diliman.

MAYFOURTH D. LUNETA is currently the Project Manager of the Christian Aid funded Banaba Disaster Risk Reduction Project, an initiative implemented in partnership with Buklod Tao that aims to strengthen the community people's capacity in disaster preparedness and safety. She also sits in the Board of Directors of the Center for Disaster Preparedness Foundation. Apart from the abovementioned, Mayfourth is also an expert trainer in Community Based Disaster Risk Management at the national and international scales. She is also a resource person on the following topics: Emergency Health, Natural Healing, Community Organizing, Breastfeeding in Emergency Situations, Team Building, Emergency Response Management, Evacuation Center Management, Leadership Training, Evacuation Drills and Simulation. She has also advocated child rights in disaster risk reduction through leading a research grant on Child Oriented Participatory Risk Assessment and Planning where she was given the opportunity to present her work in Thailand and Tanzania. She has likewise promoted the importance of linking DRR with Good Governance in 2006 up to present through serving as Project Manager of the USAID funded Program for Hydro Meteorological Disaster Mitigation in Secondary Cities of South and Southeast Asia (PROMISE) in the cities of Dagupan and Pasig. The said initiative paved the way for establishing good relationship between the barangay and city governments towards the achievement of safe and disaster resilient communities. She earned her Master's in Public Health from the Adventist University of the Philippines and Bachelor of Science in Community Development from the University of the Philippines-Diliman.

JESUSA GRACE J. MOLINA presently works as Program Office of the Center for Disaster Preparedness. She firmly advocates disaster risk reduction through her engagement in research work, manual development and training. Among her relevant research endeavors in the past included the Children's Voices in Disaster Policy Spaces and Critically Analyzing Risk Communication

Pathways: Lessons from the Child-Centered DRR Approaches in the Philippines in partnership with the Institute of Development Studies UK and Plan International Philippines and Mobilization of Children and Youth to Offset Vulnerabilities for Empowerment: An Action Research on Child-Oriented DRR under the ProVention Consortium Applied Research Grants Programme. She has also engaged in the Research on the Recovery Status of Southern Leyte with the International Recovery Platform and Study on the Climate Change Impacts and Adaptation Strategies of Children and Communities with Save the Children. Grace also became a member of the team that developed child oriented DRR manuals for UNICEF Philippines, Plan Bangladesh and World Vision Philippines. She also took part in the implementation of the action research Views from the Frontline 2011 particularly in coordination work and crafting of the report as member of the National Coordinating Organization. She also involves herself in training facilitation particularly on Community-Based Disaster Risk Reduction and Management and Child-Centered Disaster Risk Reduction. She has also written articles for local and international publications with special focus on child participation in DRR and CCA. She graduated Magna cum Laude at the University of the Philippines-Diliman with a Bachelor of Science Degree in Community Development in 2006. FATIMA GAY J. MOLINA is the Project Officer of the Center for Disaster Preparedness. Her current research works include the Climate Change Impacts and Adaptation Strategies of Children and Communities in Thailand and the Philippines, Multi-site Studies for Children in a Changing Climate's (CCC) Children and Disasters' research program, specifically the Enabling Environments for Child-Centered DRR, and Recovery Status Report on Southern Leyte Philippines Landslide. Fatima was also involved in the Research on Critically Analyzing Risk Communication Pathways: Lessons from the ChildCentered DRR Approaches in the Philippines. Apart from various DRR related researches, she also did a study on the Digitized Scandal and the Culture of Piracy in the Philippines for the University of the Philippines Third World Studies Center. She graduated cum laude at the University of the PhilippinesDiliman with a Bachelor of Arts Degree in Anthropology in 2008.

JELYNE F. GEALONE is the Databank Officer of the Center for Disaster Preparedness. She is responsible in ensuring system in the records of the office, from filling to updating. She also

manages the library of the center. Apart from records keeping, she also assists in logistical preparations and coordination work when the center has local, national and international events such as conferences, trainings and study visits.
She finished her Bachelor of Science Degree in Education Major in Library Science at the Philippine Normal University.

LEIZL LOVE B. JIMENO is the Administrative Officer of the Center for Disaster Preparedness. She does transactions related to finance namely preparation of vouchers and check, banking and accomplishment of financial reports. Furthermore, she also involves herself in logistical preparations and coordination work when the center has local, national and international events such as conferences, trainings and study visits. She earned her Bachelor of Science degree from the Technological Institute of the Philippines.

MICHAEL VINCENT D. MERCADO is the Advocacy Officer of the Christian Aid funded Barangay Disaster Risk Reduction (BDRR) project implemented in partnership with Buklod Tao, a people's organization in San Mateo, Rizal actively involved in DRR and CCA initiatives. Holding the aforesaid position, he does coordination work with various stakeholders to mainstream DRR into local governance. He is also the Editor-in-Chief of Bukluran, the bi-monthly newsletter of the BDRR project. In 2009, he also worked as Field and Communications Officer for the Humanitarian Assistance Project of Oxfam Hongkong and CDP to assist the survivors of Typhoon Parma in Northern Luzon. Michael also specializes in video production and graphic designs. Some of his DRR related works included the video documentary of the action research Mobilization of Children and Youth to Offset Vulnerabilities for Empowerment under the ProVention Consortium Applied Research Grants Programme (2008) and the IEC materials of the Global Launch of the One Million Safe Schools and Hospitals Campaign (2010). He is presently finishing his undergraduate thesis at the University of the Philippines Film Institute.

PROGRAMS AND SERVICES

Training and Course Development The Center conducts courses on Disaster Preparedness and Mitigation, Emergency Response, Risk Assessment (Hazard, Capacity and Vulnerability Assessment) Training Management, Project Development Monitoring and Evaluation in Disaster Situations, Emergency Health, Gender Considerations in Disasters, Evacuation Center Management, and Organizational Development and Disaster Response Organizations

Networking and Advocacy The Center works with non-government and people's organizations, church groups, academe and government agencies. It advocates policies favorable to the interest of the disadvantaged groups and vulnerable communities.

Research and Publication The Center looks into issues, practices and newly evolving concepts related to disasters and development through studies and researches. Findings are used to complement training services and advocacy. The gap between the layman and technical experts is bridged through the production of popular education and preparedness materials.

Interactive Learning The Center organizes fora, discussion groups and exchanges to encourage and facilitate learning on disaster risk management.

Consultancies on DM Related Subjects The Center provides consultancy services on the community-based development oriented disaster risk management and capacity building of disaster response organizations.

Integrating DRR in Local Government Facilitator's Guide and Source Book for Barangay Disaster Management Training developed collaboratively by representatives of national and local governments and CSOs in the Philippines.
