a world renowned tourist destination
Rajasthan is one of the most picturesque parts of Incredible India and the state is one of the most favoured tourist destinations in the country for both, domestic and foreign tourists. Its desert dotted with rugged forts and beautiful palaces, lakes, wildlife and bird sanctuaries, charming cities, fairs and festivals, and colourful culture form the most fascinating and unique basket of attractions for any tourist. Tourism accounts for about 15% of the state's economy. During the calendar year 2010, up to December, the number of tourist arrivals in the State was 26.8 million (25.5 million domestic and 1.3 million foreign). Cities of Rajasthan, especially Jaipur and Udaipur, are very popular MICE destinations. They host scores of conferences of national and international level. These cities and many lesser known destinations are also host to lavish destination weddings. Rajasthan has a well developed tourism infrastructure, with over 6,000 hotel rooms in more than 150 hotels. Of these, over 1,400 rooms belong to the heritage category. Some renowned players like the Taj and Oberoi groups have a strong presence at multiple locations. Their properties like the Rambagh Palace, Rajvilas and Udaivilas regularly feature among the best in the subcontinent. The State offers well-developed information & communication facilities. Seven basic and cellular telephone service providers cater to the growing needs of the State. Cellular and landline services are available off the shelf across Rajasthan. Internet connectivity is available throughout the State and a statewide optic fibre cable backbone is in place.

Industrial Power
Rajasthan is taking firm steps to augment availability of power for industrial, commercial and domestic consumption. The State has an installed capacity of 9241mw (May 2011). In the state budget 2011-12, over 42% of the outlay is on augmenting of power generation capacity. 14 new power generation projects with a total installed capacity of 11590 mw have been approved to be set up in Rajasthan during the 12th five year plan (2012 to 2017) including 5 projects in the private sector. The State is also targeting to harness the renewable energy sources in a big way.

Higher Education
There are 1,135 colleges in the state. Out of these, 127 are government colleges, 15 government law colleges, 71 aided colleges, 911 private colleges, 9 institutes running under scholarship for service and 3 colleges are running under Public Private Partnership mode. A total of 9 lakh students are pursuing higher studies in Universities and their affiliated colleges. Prestigious academic institutions such as BITS (Birla Institute of Technology & Science) and The Mayo College are located in Rajasthan. Besides, several well known institutions are currently setting up campuses in the state IIT (Indian Institute of Technology), FDDI (Footwear Design & Development Institute) and NIFT (National Institute of Fashion Technology) in Jodhpur and IIM (Indian Institute of Management) in Udaipur.

Mustard Farm

Agriculture
Contrary to common perception of a desert land, Rajasthan has a highly diversified agricultural produce. The agri-products include numerous crops with tremendous value addition potential. Rajasthan is a leading producer of (mustard and rapeseed), seed spices (fenugreek, cumin seeds and coriander), guar and maize. Other major crops include soyabean, wheat, gram, groundnut and pulses. Rajasthan is also Indias largest producer of guar seeds. Citrus fruits and vegetables like tomato, potato and onion are also available in abundance. Last year (2010-11), Rajasthan recorded a production of 20.2 million tonnes of food grains (cereals and pulses) and 6.1 million tonnes of oilseeds.
Livestock
Rajasthan is the largest producer of wool in India with an annual production of 12,529 tonnes (2009-10). It accounts for almost 29% of the countrys wool production. The State has 3rd largest cattle population in India with some of the finest breeds of milch and draught cattle. The estimated average milk yield per animal per day in Rajasthan is 16% to 66% higher than the national average. The state is the third largest producer of milk in India with an annual production of 9548 thousand tonnes (2009-10) and it accounts for 8.4% of the countrys milk production.

Minerals
Rajasthan is a mineral rich state blessed with 79 varieties of minerals, of which 58 are being commercially exploited. State has virtual monopoly in the production of major minerals like wollastonite, leadzinc, calcite, gypsum, rock phosphate, ochre, silver and minor minerals like marble, sandstone and serpentine (green marble) etc., which contribute almost 90% to 100% of national production.
Mangala oil field discovery in 2004 was the largest oil discovery in India since 1985.
Cairn India has been exploring oil in the Barmer district in Rajasthan and yielded 25 discoveries. Mangala oil field discovery in January 2004 was the largest oil discovery in India since 1985. The current production from the Mangala field is 125,000 bopd. In addition, the fields Bhagyam and Aishwariya have the potential to produce 50,000 bopd and 10,000 bopd respectively. With a resource base of 6.5 billion boe in place, the production potential from these fields is in excess of 300,000 bopd. This is $4.2 billion (`20,000 crore) development project including ~700 km heated pipeline, which is perhaps the longest insulated crude oil pipeline in the world.

Quality of Life
Infrastructure
Well planned and congestion-free cities of the state have good urban infrastructure wide roads, parks, drinking water and sanitation. The ADB-aided US$390 million Rajasthan Urban Infrastructure Development Project is underway creating and strengthening facilities in all major cities of the state.
Healthcare
Modern healthcare facilities are available across the state. Cities and towns now have a number of specialty and super specialty hospitals.
Education
The cities have excellent educational institutions including public and convent schools. Some of them like the MGD Girls School and The Mayo College are institutions of national repute. Undergraduate and postgraduate colleges and technical colleges offer a variety of traditional and new age courses.

RIPS 2010 is a package of financial incentives and subsidies for investors. RIPS also simplifies the procedure for grant and disbursement of subsidy, and transparency in system, by introducing the system of online disbursement of subsidy.
Subsidies
!Investment subsidy and Employment generation subsidy !The maximum amount of subsidy shall be 50% of the tax deposited, i.e. VAT and CST or SGST (whenever introduced). !Employment generation subsidy has been announced @ `15,000 per employee/annum. For women, SC/ST and persons with disability this amount has been enhanced to `18,000 per employee/annum. !For entrepreneurs belonging to Women, SC/ST, or person with disability category, an additional investment subsidy amounting to 10% of the taxes deposited has been kept. !These subsidies have been announced for 7 years, but to give boost to the MSMEs in the notified area, time limit has been extended to 10 years. !Procedure for subsidy disbursement has been simplified by introducing a Challan for Adjustment through Treasury (Form VAT-37B).

DMIC in Rajasthan
With nearly 39% of DFC passing through Rajasthan, opportunities for industrial establishment along the route are eminent, as the corridor will make Rajasthan easily accessible to western and northern markets. About 60% of the State's area falls within the project area of influence including major districts such as Jaipur, Alwar, Kota and Bhilwara. With this, the State will be positioned as an attractive destination for setting up industrial and support infrastructure units. Khushkhera-Bhiwadi-Neemrana industrial region has been identified to be developed as an Integrated Industrial Township in the first phase and JodhpurPali-Marwar area has been identified as an industrial area.

Agro-processing
Rajasthan is Indias largest producer of oilseeds, seed spices & coarse cereals and also a major producer of soyabean, wheat, gram, groundnut & pulses. These offer good potential for value addition and exports. The State exported `2869 crore worth of agro and food products in 2010-11. Rajasthan offers opportunity in the areas of organic farming and contract farming. Opportunity also exists in creation of postharvest infrastructure such as special ware-houses and cold chains and testing & certification facilities. Availability of local work force and large number of marginal workers makes farming and allied activities cost effective. RIICO has developed Agro Food Parks at Kota, Jodhpur, Sriganganagar and Alwar and units located in these parks are eligible for duty remissions and incentives. Rajasthan is rapidly developing into an important automotive manufacturing hub with Bhiwadi, Neemrana and Pathredi in Alwar district being host to over 100 automotive and auto component manufacturing companies. Key players such as Honda Siel Cars, Ashok Leyland, Eicher, Caparo, Federal Mogul, Honda Motorcycle & Scooter India (HMSI), Continental Engines, Gapai, RPSC, Nissin, Bestex, Havells, Shriram Pistons & Rings, Tafe, Bosch, Amtek India, etc. have set up their manufacturing base in the State. In Bhiwadi, a special Auto & Engineering Zone has also been developed in the Pathredi Industrial Area. Two Automotive zones, one for OEMs at the Khushkhera Extension & another for auto components at Tapukara extension, will be created. To address availability of trained manpower, particularly for shop-floor operations, a Tool Room & Training Centre is being planned over 10 acres.

Higher & Technical Education
Rising literacy and education levels in the state have opened up potential for setting up of institutions of higher education. Besides, well connected, safe and low cost cities of Rajasthan are attracting students from across the country and Rajasthan is being recognised as an education hub. The number of technical colleges have been growing at an average annual rate of 20 percent over last 2 years, with intake capacity growing at a much higher rate. Private and technical universities and colleges can be set up in Rajasthan as a notification is in place for setting up Private Colleges and Private Universities. Incentives are also available for setting up engineering colleges and polytechnics in lagging areas and for adoption of ITIs.

Mineral Processing
A large number of base & noble metals, ceramic minerals, dimensional stones and fertilizer minerals are mined in the state and exported for processing. These rich reserves offer opportunities for profitable investment in mineral processing and value addition. The state has recently announced new Mineral Policy, amending its earlier, 1994 policy. It provides for streamlining of mine lease and allotment procedures. It also lays out guidelines for joint ventures and simplification of rules and procedures, bringing in more transparency.
IT & ITeS
IT/ITeS industry in Rajasthan has grown rapidly over the last few years. The State has 126 registered STPI units, of which 96 units are operational. IT/ITeS exports from Rajasthan have touched the `4.7 billion mark in 2010-11 and have grown at a compounded annual growth rate of 25% in the last 5 years. The state offers advantages such as low cost of setting up and operations, skilled manpower, strong industrial base, market connectivity and good quality of life. The State IT and ITeS Policy 2007 offers attractive rebates, incentives and concessions for setting up IT and ITES units. Rajasthan Incentive Scheme for BPO Centres & KPO Centres encourages private players through subsidies and financial support to set up BPO centres in tier-2 and tier-3 cities of the state.

Non-conventional Energy
The power generation sector has witnessed increased private sector participation over the last few years. A policy to promote private investment in power generation is also in place. The state is aggressively augmenting generation capacity; and non-conventional energy sources solar, wind and biomass are focus areas. Non Conventional Energy Policy, 2004 and Solar Policy, 2011 offer incentives for investment in the sector.
Solar Energy
Rajasthan is endowed with two critical resources that are essential to solar power production: high level of solar radiation and large tracts of relatively flat, undeveloped land. Rajasthan has emerged as the preferred destination among project developers, accounting for 571 mw (81% of the total allocations) of 704 mw made so far under the NSM, including the migration projects.
Wind Energy
Rajasthan is India's leading state in tapping wind energy for power generation. The gross wind energy potential in the State has been estimated at 5400 mw out of which a total of 1336 mw wind power capacity has been installed, almost 97% of which is in the private sector. Leading players like NEPC, Suzlon, Vestas RRB, JN Investment & Trading and Enercon India are already operating in the State.
Biomass Energy
Rajasthan is fast catching up for tapping biomass energy. State Government has even issued 'Policy for Promoting Generation of Electricity from Biomass 2010' for encouraging investments in the sector.

Tourism
Rajasthan is a leading tourist destination and the state draws millions of tourists every year. Tourism accounts for about 15% of states economy and it is a major thrust sector for the state government. Thousands of new hotel rooms across categories and price points will be needed in near future to cater to the growing tourist influx into the State. Attractive opportunities also exist in development of specialised tourism products such as spas, adventure tourism, camping sites, etc. States Tourism Unit Policy 2007 is in place which provides various concessions and incentives for setting up tourism units.
Financial Services
Rajasthan is known to produce proficient and skilled finance and accounts professionals commerce graduates, Chartered Accountants, Cost Accountants and Company Secretaries in large numbers. This coupled with low cost of operations makes it an attractive location for setting up back office operations in accounting & finance and financial services. Numerous financial BPOs including ICICI and Deutsche Bank are already operating in the State.

Cement
Rajasthan is the largest producer of cement in India. With a production of over 30 million tons per annum, Rajasthan accounted for over 18% of Indias cement production in 2010-11. The cement industry in Rajasthan has been witnessing significant growth in recent years. Rajasthan in endowed with vast resources of limestone with estimated reserves of about 7000 million tonnes. Almost all major cement producers have a significant presence in the State.

Textiles
Textiles is an important industry in Rajasthan and it offers significant competitive advantage owing to its network of backward and forward linkages. Abundance of raw material and trained labour has promoted growth of the industry in the state. In 2010-11, the State exported over `2500 crore worth of textiles. Rajasthan enjoys leading position in the production of polyester viscose yarn and synthetic suiting material as well as processing of low-cost, low-weight fabric. Bhilwara has emerged as India's largest manufacturer of suiting fabrics and yarn. Barmer has been added in the list of Towns of Export Excellence. Six Textiles Parks have been sanctioned in Rajasthan under the Scheme for Integrated Textile Parks (SITP).
Retail
Indian retail industry has seen phenomenal growth in the last 5 years. Organized retailing is now contributing significantly to the growth of the Indian retail sector. The same trend is visible in Rajasthan and with growing purchasing power, the State is throwing open a tremendous opportunity. The emerging cities and overall economic boom have attracted top retail brands and chain stores to Rajasthan.
Biotechnology
RIICO has developed special purpose biotechnology industrial parks at Sitapura in Jaipur and Bhiwadi in Alwar and extends special land package for industries and institutes to locate here. The States Biotechnology Policy offers a number of benefits for creation and upgradation of quality infrastructure for research and commercial activities.
PPP Projects
The state envisions mega investments in the infrastructure sector and requirement of funds for these cannot solely be met by budgetary resources of the Government. A number of PPP projects are in the pipeline in the areas of road construction, power transmission, water supply & severage and social sector. PDCOR is a dedicated project development company set up in association with IL&FS, with a mandate to structure and attract private sector investment into various infrastructure projects in the State.
Urban Infrastructure
A number of ambitious urban infrastructure projects have been undertaken by the State Government in recent past. Setting up of the Bus Rapid Transit System (BRTS), Metro Rail, and Ring Road are some projects in the pipeline for Jaipur city. The Jaipur Development Authority has also chalked out plans for a worldclass city, called New Jaipur. The Rajasthan Urban Infrastructure Finance Development Corporation Ltd. (RUIFDCO) is the nodal agency for developing urban infrastructure in the State.
Handicrafts
Rajasthan is known worldwide for its handicrafts. These include products in wood, metal, stone, ceramics, leather, paper and textile. Jodhpur and Jaipur are prominent centers for handicraft industry and States exports exceeded `1350 crore in 2009-10. Several institutions for capacity building and support to the industry have been set up, such as Indian Institute of Crafts & Design, Rural Non-farm Development Agency and Centre for Development of Stones.
Road Construction
Rajasthan has been in the forefront of successfully implementing a number of road sector projects in the PPP mode. Rajasthan Road Development Act, 2002 is in place and the state has adopted Model Concession Agreement for State Highways of Planning Commission, as standard model document. Private sector road development and O&M companies can invest in a number of construction, upgradation and maintenance projects in the state.
