Waste Transfer Stations The waste transfer station is an important component in any efficient waste management system. AECOM has extensive experience in planning, design, and construction of some of the worlds largest strategic transfer stations.

Landfill Design Services Many factors affect landfill site selection and design approaches, including land use compatibility, wetland impacts, regulatory permitting requirements and community interaction. AECOM works closely with our clients to help make the best decision possible when selecting a design approach. Our complete scope of services includes site investigations; permit modification; linear and cap design; leachate collection and removal system; phased construction and operational sequencing; operating and reporting plans; gas management; surface water management; closure plans; financial assurance estimates; and end use plans.

Material Recovery Facilities AECOMs resource recovery service is to help clients develop solutions in dealing with solid waste that are environmentally sound and economically viable. Our past experience has provided us the opportunity to develop systems ranging from target segments of the waste stream, such as food and yard waste composting to fully integrated systems, such as Materials Recovery Facilities (MRF) or Transfer Facilities that receives, separates and prepares recyclable materials for marketing to end-user manufacturers. In addition, we assess the merits and cost effectiveness of various resource recovery options as an alternative to land disposal.

Integrated Waste Management Facilities (IWMF) Phase 1 - Feasibility Study

Organic Waste Treatment Facilities, Phase 1 Feasibility Study


Location: Hong Kong Client: Environmental Protection Department

The study comprised an overall investigation of technical feasibility, preliminary design, site selection, and Environmental Impact Assessment (EIA) of a proposed 3,000-tonne-per-day (tpd) municipal waste treatment facility. The Phase 1 of IWMF would be designed to include an advanced thermal incineration plant of 2,800 tpd equipped with energy recovery capabilities together with a sorting/recycling plant of 200 tpd.

The collected source-segregated organic waste (a capacity of 200 tpd), will be treated by means of anaerobic digestion followed by a composting process for the production of compost, while the biogas generated from the anaerobic digestion process will be used for generation of electricity. AECOMs scope of services under this project included: i) Engineering feasibility and environmental impact assessment (EIA) studies; ii) Tender document preparation and tender evaluation; and iii) Contract documents preparation.

Development of an Incineration Bottom Ash (IBA) Recycling Plant based on the DBOO Scheme

Disposal Facility Design for the South East New Territories (SENT) Landfill
Location: Hong Kong Client: Green Valley Landfill Ltd.

The project was to conduct a comprehensive cost benefit analysis (CBA) study on incinerator bottom ash (IBA) recycling, structure the regulatory and quality regime(s) and prepare a contract for a private sector company to develop an incinerator bottom ash (IBA) recycling plant based on a design-build-own-operate (DBOO) scheme. A key scope of study was to structure and propose a take-or-pay or other financial arrangement to ensure that the DBOO scheme addresses all of the Governments needs while remaining attractive to investors and bidders.

AECOM developed process detail design, equipment specifications and procurement assistance for a landfill leachate treatment system and air pollution control equipment for the contractor in Hong Kong. To cope with the corrosion/humidity concerns of a sub-tropical environment, AECOM designed a leachate treatment system which could handle high leachate generation rates and provided extensive training to ensure local operators could operate the highly automated facility.

Engineering Design Services for Municipal Solid Waste Landfills in China

Program Management for the Development of a Biodiesel Plant


Location: Hong Kong AECOM was appointed by a biodiesel company to be the Project Manager for the construction of a 100,000 tonnes per annum (tpa) biodiesel plant in Hong Kong. The plant will utilize and convert a multi-feedstock, which consists of Waste Cooking Oil (WCO), Grease Trap Waste (GTW), Palm Fatty Acid Distillate (PFAD) and animal fats into useful products, offering cleaner alternative diesel fuel to Hong Kong and European markets.

AECOM was appointed by the client to provide engineering design services for various municipal solid waste landfills in China. Key services include: i) Site investigation; ii) Preliminary design of the landfill; iii) Airspace and material balance calculations; iv) Construction level drawings; and v) Construction assistance.

Refurbishment and Modification of West Kowloon Transfer Station Feasibility Study

Integrated Waste Management Planning to Support Sustainable Development of Jurong Lake District
Location: Singapore Client: Urban Redevelopment Authority

AECOM was appointed to undertake an end-of-contract condition survey and a technical feasibility study to give recommendations on modification & upgrade requirements, as well as on improvements to be made in the follow-on contract. The scope of refurbishment study includes investigation of the marketing and contractual arrangements for the sale of Lipofit, an oily by-product recovered from the Grease Trap Waste (GTW) which can be recycled as biodiesel.

As part of AECOMs masterplanning services for the development of Jurong Lake District, various waste management scenarios were evaluated with all environmental and sustainability implications taken into account. The key issues that have a bearing on development waste management plan were included to form part of AECOMs in-house Sustainable Systems Integration Model (SSIM) which served as a designing tool to optimize aspects of economic, social and environmental health and help achieve exemplary status as a sustainable district.

Planning and Site Review of the South East Kowloon Material Recovery and Transfer Station

Improvement, Operation and Maintenance of Kowloon Bay Pilot Composting Plant


Location: Hong Kong Ultimate Client: Electrical and Mechanical Services Department

AECOM was appointed to operate the Kowloon Bay Pilot Composting Plant and provide advice on the optimization of the in-vessel composting system. The overall objective of the project was to promote source-segregation and recycling of food waste among commercial & industrial establishments in Hong Kong to facilitate the development of the full scale Organic Waste Treatment Facilities.

The project was to undertake planning and site review for the development of a marine-based material recovery and transfer station with a capacity of about 3,000 tpd. A key part of the project was to study the cost and benefit of territorial collection, transfer and disposal of waste arising under three waste management scenarios and to strategically formulate the future Refuse Transfer Station (RTS) network and collection arrangement.

Integrated Solid Waste Management Blueprint for a region in Malaysia


Location: Malaysia Client: Federal Government of Malaysia

AECOM was engaged to develop an integrated solid waste management blueprint for a region in Malaysia. The blueprint seeks to establish a cost effective, environmentally sound, practical, long term sustainable solid waste management system for the area with a 1.35 million population.

Transaction Advisory Service


Technical and Commercial Due Diligence of Waste Treatment Facilities
Location: South Korea AECOM was commissioned by a global investment bank to conduct technical and commercial due diligence of four waste treatment companies in South Korea. Key scope of services delivered include: technology evaluation, process review, operations and personnel review, regulatory landscape and market analysis, business growth review, capex and opex review for 10 years.

Municipal Waste to Energy Project


Location: China Client: Asian Development Bank (ADB)

AECOM was commissioned by ADB to provide technical assistance (TA) to support ADBs first loan in private sector municipal solid waste management project. AECOM supported China Everbright International Ltd. (CEIL) to: undertake technical due diligence to evaluate the performance of the facilities assist CEIL in developing the environmental and social management system (ESMS) disseminate lessons learned to ADBs developing member countries (DMCs) to encourage wider use of clean waste-to-energy technologies.

CEIL is a leading waste treatment project developer in China and has got a US$200 million loan from ADB to fund its waste-to-energy plants in the country.

Bandung Waste-to-Energy Project

Technical Due Diligence in Support of Acquisition of Anaerobic Digestion Facilities


Location: China AECOM was commissioned by a corporate investor to conduct rapid due diligence assessment of two municipal solid waste treatment plants in Shanghai and Beijing being constructed by a Chinese waste management company. Both plants apply Anaerobic Digestion technologies as the major component for MSW treatment. The main objective of this study is to evaluate technical feasibility of the facilities, as well as highlighting key issues and potential risks to the future operation of facilities.

AECOM was appointed to carry out an Australian Agency for International Development (AusAID) project under the Indonesia Infrastructure Initiative (IndII) to assess technical and commercial due diligence for a WtE facility in Indonesia. The key objectives of the Assignment were to (i) conduct a technical study of the Project, including the viability of the technology selected; and (ii) provide an opinion on whether the financial estimate provided in the project is reasonable.
