SITUATION 1. Refs A and B have identified Ex Altcar Challenge (The UKRFA International Military Skills competition) as the primary event being sponsored by the UKRFA SNCO Committee for training year 2012 2013. 2. The exercise will be held over the period 4 May 5 May 2013 at Altcar Training Camp, Hightown, Liverpool, Merseyside as identified through Ref C. The event is organised by the UKRFA SNCOs Committee of Unit Representatives and is open to Senior and Junior ranks of all United Kingdom Volunteer Reserve Forces tri-service Units.

a. The exercise is not open to Regular Service Personnel, Non Regular Permanent Staff (NRPS), Commissioned Officers and University Officer Training Corps (UOTCs) Units from overseas of similar status to UK Volunteer Reserve Forces are also invited to participate.

5. HQ Personnel and Support Command Andover have deemed Altcar Challenge as a Type 1 Event in the 12/13 International Programme of Events for VRF. It is requested that all Units promulgate this information accordingly. EXECUTION 6. Concept of Operations. a. The exercise will consist of a number of challenges based on tri-service theatre operations military skills and command tasks that are designed to test knowledge, practical application and physical stamina as described at Annex B. b. The challenges are effected through a range of Unit sponsored stands that include such military activities as Driver Skills, Combat Engineering, Battlefield Casualty Drills, Weapon Handling, Patrolling, Shooting, Map Marking, Survive to Fight, Field Combat skills and Assault Course. -1c. The aim of the exercise is to encourage all member Units of the UKRFA to raise

their overall standard of military skills through participation in varied tasks against other services from the United Kingdom and overseas. 7. Outline Tasks. To enable effective management and administration, Ref A identified the following individuals as the Exercise Steering Group for Ex Altcar Challenge 2012. CO-ORDINATING INSTRUCTIONS 8. Key personnel are to report to Altcar Training Camp (TC) Hightown Liverpool from Tue 30 April 2013. 9. Timings: Detailed timings for Advance Party personnel, DS and Competitors will be identified in the event Training Support Instruction/Joining Instructions in due course. Ex Altcar Challenge proper commences Sat 4 May 2013. 10. Unit Team Bids/Applications. To assist with planning arrangements, a Team Sheet/Unit Nominal Roll is attached at Annex A. Completed copies of these sheets can be forwarded to the exercise Administrator identified at Para 17, as soon as Units deem it appropriate. a. Terms & Conditions: The maximum number of teams the exercise can accommodate is 48. At this stage, each participating unit may enter up to two teams. iii) Should over subscription to the exercise occur, then the policy of viewing applications on a First come First served basis shall be used by the exercise Steering Group to determine entrants. However, applications will be monitored to provide an even balance across Units

& Formations and to ensure that teams competing for the first time are given a fair opportunity to participate. iv) Applications received from Units under the same parent Unit command that collectively exceed the limit of two teams, shall also be taken into consideration during the decision making process. b. Team Structure: adhered to: i). ii). iii). iv). In submitting Team Sheets, the following criteria must be

4 members per team Teams may be all male, all female or mixed. A mixed team is classed as such where the gender mix is 2 x male 2 x female. Rank range of Pte Sgt (or other service equivalents). A Team Captain is to be identified.

c. Costs: Entry costs per team will be 80.00. Payment is to be made by cheque only. All cheques together with a copy of the Team Sheet must be sent to the Ex Altcar Challenge Administrator at the address shown at Para 17. -2 d. Timescale: The closing date for entries is 19 Apr 13. Applications received

after this date will require agreement to participate by the exercise Steering Group, subject to the provisions of Para 10a. e. Should circumstances necessitate the provisions of Para 10a iii for Over Subscription, then Units will be contacted accordingly. In the event that teams subsequently give advance notice of non attendance/voluntary withdrawal and hence vacancies emerge, then the provisions of Para 10a iv (multiple bids) and Para 10d (late bids) shall be invoked as necessary to identify replacement teams. Note: Any instances of non attendance at the exercise proper will result in entry costs being forfeited. f. Communication shall be provided to all Units of receipt of their application and payment. Confirmation of Team participation in the exercise will be supplied after the closing date for entries. g. Provision of a Team Sheet from a Unit without payment does not guarantee participation. h. In all cases, decisions made by the exercise Steering Group in accordance with Para 10 shall be final. 11. Dress & Equipment. Dress for the training period for all attendees is Combat 95/PCS Dress and equipment requirements for each unique exercise Stand will be notified in due course. SERVICE SUPPORT 12. Administration. before March 2013. A Training Support/Administrative Instruction will be issued

13. Accommodation & Messing. Accommodation and messing will be provided at Altcar TC. All attendees at the exercise will be expected to share accommodation. 14. 15. Medical. Visitors. a. Military. Only those pers designated as nominated Visitors by participating units and identified as such on the applicable Team Sheet/Nominal Rolls will be granted access to the Ex Altcar Challenge training areas. Admin/support staff should be kept to a minimum and declared on team sheets. These personnel are subject to tasking by the organising committee for the duration of the competition. b. Observers. Names and titles of any team accompanying non serving personnel and civilian visitors must be provided to the exercise Administrator in advance. Access to Altcar TC may be denied to personnel without appropriate authorisation. Accompanying non serving personnel and civilian visitors are required to pay a 20.00 per head attendance fee. c. Guests. Individuals invited to the exercise as Guests of the UKRFA will be notified in advance by the exercise Steering Group and will not be subject to the provisions of Para 15b. -3To be advised.
