Joseph Tripi; Tran Ly My Dung; Tran Thao Coteccons Group Le Minh Quoc; Hoang Van Xuan; Huynh Thi Thanh Tuyen Hank Hundhausen Safety Fine for Workers not Tied Off 10,000,000vnd Dear Mr. Dong, At approximately 11:15 AM on 02 August 2012 I witnessed two workers not tied off on while washing the concrete off of core #3 that is being casted. There was one worker hanging on the outside of the wall form and he quickly climbed down to the platform before I could take a picture and there is another worker leaning over the guardrail pressure washing the excess concrete off of the wall form. This is a direct violation of the PSC Safety policy and this has been noted in the weekly safety inspections that are held every Friday. According to the statistics that are issued by OSHA falls account for 264 out of 774 total deaths in construction in CY 2010 (34%). Fall protection is the second highest violation on construction sites and CTC should understand this being the largest and most recognized contractor in Vietnam. Turner has a strict policy regarding workers being tied off and this has been conveyed to CTC multiple times. The safety fine for workers not being tied off is 10,000,000vnd and this fine can be imposed for each inidvidual meaning that this occurrence could amount to 20,000,000vnd. It should be noted that PSC Policy has been in effect since the first week of August and Turner has allowed CTC the dubious luxury of time to understand and comply with the requirements. Therefore; CTC is being fined for the amount of 10,000,000vnd for this occurrence. A job hazard analysis is required for working at heights and CTC is required to have a job stand down meeting regarding this to ensure that the project management staff educates all workers regarding the PSC safety policy for being tied off 100% at heights greater than 1.8m.
