SHAHBAD DAULATPUR BAWANA ROAD DELHI 110042 ABSTRACT In the present world due to the advancement in Information Technology there is widespread of information that eventually leads to information explosion. And in this information era use of computer and internet plays a great role in storing, retrieving and dissemination of information for the future and generations to come. The international network or the network of computers will be the major role player in distributing the information from distributed computers nodes supporting files and transfer data from different users. Thus the net will appear as interconnected spaces of information objects. In order to manage and capture the wide range of intellectual assets or information a digital repository is in great need as digital repository can hold a wide range if materials for a variety of purposes and users. It can support research, learning and administrative process. It is also important for the universities and colleges. As particularly in India, Engineering Institutions and Colleges are ranked and Graded by various surveys conducted by different Magazines and Journals or Journalists given importance to its parameters like placements, brand value and intellectual capitals. Intellectual capital of an engineering institutions is the published scholarly material of its faculty consisting of articles presented in conference, seminars, articles published in journals, case studies, books written and edited, etc. Here, in order to collect and disseminate the information Open Source D-Space Institutional Repository Software has been implemented in Delhi Technological University. And the purpose of this paper is to describe the different considerations for implementing or developing the Institutional Repository Software at Delhi Technological University. Introduction: An Institutional Repository is an online locus for collecting, preserving, and disseminating in digital form the intellectual capital or the intellectual output of an institution, particularly a research institution. For a university, this would include materials such as research journals articles, before(pre print) and after (post print) undergoing peer review, and digital versions of theses and dissertations, but it might also include other digital assets generated by normal academic life, such as administrative documents, course notes, or object. In the context of academic institutions, Brains argues that more an more faculty and students in a university utilize information technology not only to access information but also to create new intellectual output in digital form He suggest that the approach to knowledge management is relevant to the implementation of Institutional Repositories that manage a wide range of digital information created in university. The main objectives of having an institutional repository are: To provide open access to institutional research output by self-archiving it; To create global visibility for an institutions scholarly research: To collect content in a single location; To store and preserve other institutional digital assets, including published or unpublished. The Directory of Open Access Repository (Open DOAR) lists the institutional repositories worldwide based on the software they used, the availability of the content, etc. The Directory of Open Access Repository(Open DOAR) lists 395 Institutional Repositories in the United States, 208 Institutional Repositories in the UK, 164 Institutional Repositories in Germany and 54 Institutional Repositories in India(Directory of Open Access Repository (Open DOAR) OUT OF TOTAL 2217 INSTITUTIONAL REPOSITORIES LISTED IN DOAR as on 1.11.2012).The development of institutional repositories in India is still in its infancy as compared to other countries.Of the 54 institutional repositories listed in India . Driving Force Digital Repository in Engineering Institution: In Academic Institutions Faculty and Student especially Research Scholars contributes to the development of the Organization or the Institution through their Research Papers and through their Scholarly publications. Their Research material which consist of Articles published in Magazines, Journals or the Paper presented at conferences, their case study , their Thesis, etc. were the intellectual capital which helps in bringing growth and development in the Organization as well as in the field of Engineering. This materials like Research papers or their scholarly publications are knowledge intensive and should be captured and maintained in the Institutional Repository for knowledge sharing and learning.

In India, a large number of Institutions are coming up to cope with the demand of trained engineering man power every year. There is a growing demand to evaluate the quality of these engineering institutions. In order to evaluate the quality of the institutions various organization and Newspapers, Magazines like Outlook, India Today, etc. gives rank to the engineering institutions in India on different parameters through their market surveys. It can be observed that the parameter Intellectual Capital and Faculty is given the highest weight age. Thus, we can see that there is a need for a mechanism to capture, preserve, retrieve and make visible this intellectual capital of the engineering institute and enable knowledge sharing among the engineering institute. The Institutional Repositories are emerging technologies for capturing intellectual capital, knowledge sharing and management in academic and research institutions. There are many engineering institutions in India with very limited infrastructure, library facilities, access to e-journals, and access to quality scholarly and teaching material. Thus there is a need to share the resources primarily within and amongst the engineering institutions. Delhi Technological University: With a history stretching back over 71 years, providing technical education within a modern educational environment and strong academic staff, Delhi Technological University formerly Delhi College of Engineering is strongly identified with engineering education in India. DTU is an institution which defines and continues to update methods of engineering in India. It provides its students with modern educational facilities while retaining traditional values, as well as using its strong industrial contacts to mold young, talented individuals who can compete in the global arena. Keeping abreast with modern developments, DTU is constantly restructuring itself and renovating its physical infrastructure as well as its research and education facilities. Its researchers produce hundreds of Document in the form of Projects Reports, Dissertation, Theses and Journals papers every year. The Delhi Technological University has a Main Central Library and ten other Departmental Libraries. The Library has a collection of more than 1,60,6000+ bounds books and 1,600+ e-journals. Type of contribution to the Institutional Repository: After making the final decision to set up the institutional repository the faculty and the students were asked about the different types of information/document which they would like to contribute in the repository. Information like Published articles, published journals papers, seminar papers, written or edited scholarly books, teaching materials, presentations, technical report/papers, photographs/image, audio/video material, etc were suggested to be deposited in the repository. It is also observed that most of them preferred published materials like articles, journal papers and conference papers to be deposited and document like unpublished material, presentation, technical reports were less preferred Managing the institutional repository: For the proper functioning and continuous running of institutional repository there needs to be a concern person to look after. A concern responsible person who may be the Information Technology or computer staff, the library staff, the contributors or joint

venture of IT staff, library staff and the contributors needs to be assigned the jobs. In some case, a special staff is recruited for this by the institutions. A special staff being recruited and trained for the purpose of managing the repository means that the library required more man power and costs. If rapid development of the repository and continuous updates are priority for the institution then recruitment of special staff is to be considered. Accordingly, a proposal was framed for extra manpower and a work study was conducted for the purpose by Govt. NCT of Delhi and a post of Dy. Librarian and Assistant Librarian were created in Delhi Technological University. The Institutional Repository D Space at Delhi Technological University is being developed with the following Objectives: Purpose : to collect, preserve the intellectual capital and enhance institutional visibility. Content : contributions of faculty students and other documents created by the institute and related to the institutions. Users : faculty, Research Scholars and Students within and outside the University. Culture : promote a knowledge sharing.

D-Space @DTU is currently available at http://www.dspace.dce.edu/. A screen shot of the homepage is given below. Furthermore, institutional repository is Open Archive Initiative (OAI) enabled and can be harvested by search engines like Google. It is registered at D-Space Instances worldwide (D-Space Instances,n.d.),Directory of Open Access Repositories(Open DOAR),Cross Archive Search Services for Indian Repositories (CASSIR).

Implementation Implementation efforts were started in April 2006. initial implementation efforts were done with the help of documentation available on the DSpace site. P-IV @3.0 GHZ< 1 GB RAM, 160 GB HDD was the hardware used with Ubuntu 10.4 LTS Desktop edition as the Operating system. The latest version available of the pre-requisites Apache Tomcat, J2SDK, Apache Ant, Postgres Sql were downloaded from their respective sites and DSpace version 1.4.2 was used.

. After implementing ,it was found that the configuration was present system were not sufficient to handle the large number of hits being received and the storage space was also falling short ,then it was decided in 2009 to shift to the new system ,the components used were the following:

Training Staff A major challenge was in imparting training to different staff about the usage, management and maintenance of the repository. Different aspects of the repository management were distributed among the staff. The technical aspects had to be taught to the senior library staff Installation, daily Startup, Backups, server maintenance The operational aspects like the following were taken up by the library staff and they had to be taught about the following: DSpace Usage Creation of Communities, Collections Uploading Documents, Metadata entry,etc

The various collection and communities of the repository are shown in figure 1. Faculty & Research Staff had to be taught about DSpace Usage Browsing, Searching Submitting Softcopy to Library, Self archiving Backup and Restore Repository, when populated with real data needs back-ups to be able to restore incase of server breakdown or crash. It is important that backup are taken on a periodic basis, that is, from time to time. Knowledge what exactly is needed to be backed up and how to restore it is vital. Different backups were taken and restoration exercises were conducted to verify whether they worked. Finally a procedure was noted to take the backup & how to restore it. Future Plan: Developing Institutional Repository is a continuous learning experience and involved many challenges. Workflow management, Handle Registration, Faculty self-archiving are some of the areas that are slowly being initiated at the Repository. Besides that policy regarding copyrights, acknowledging authorship need to be addressed. After setting up the Institutional Repository at the Delhi Technological University is completed, there is an ambitious plan to set up institutional repository of the intellectual capital at all the different Engineering Institutes of Government NCT of Delhi. All the

proposed repositories would be using Open Source Digital Repository Software and be OAI compliant. This would provide visibility to the intellectual capital of all the individual institutes. As far as the importance of IR is concerned in related to Engineering Institutions, from the Open DOAR it can be seen that only few Engineering Institutions in India have Open Access Institutional Repositories available and are showcasing the intellectual output of the faculty and students. As developing an Institutional Repository provides a means for the Institution to create archives and make available their wealth knowledge, increase visibility and prestige through exposure to its digital scholarship. It is hoped that Engineering Institution in India will initiate that creation of IRs and promote information sharing within and among the institutions.
