Unit cost should bebased on quotations from severalspecialist contractors. When the cost andscope of ground treatment and slopestabilization works are significant, sayRM5juta or more, alternative designmay be allowed; but the acceptancecriteria shall be clearly specified on Drgand specifications. Generally the designcriteria should be the post constructionsettlement should be less than 100mrn in5 years or less. (Refer to GeotechnicalDesign Criteria for Road Works). 2.3Earthwork design (a)The following notes should be specifiedin the earthworks design drawing/ specification:"The Contractor shall submit detailedweekly programme, time-location chartand construction sequences with detailsof constructional plants deployment forSO's prior written approval beforecommencement of earthworks for eachlocation/hill/valley. Intercepted drain andother drains if

specified or directed bythe SO should be constructed first withproper permanent or temporary outletbefore bulk excavation for roadway orfilling is allowed to proceed. Slopeprotection such as hydroseeding or turf ing or as specified or directed by the SOshall be carried out immediately within14 days after the bulk excavation orfilling is initiated. All cut slopes shall begraded smooth by suitable grader. Forcut slopes to be hydroseeded, suitablehorizontal grooves (Not verticalgrooves) should be constructed. Thenecessary bench/berm drains shall becompleted with proper temporary orpermanent outlet before it is allowed toproceed the earthworks to the nextberm/ bench. If the Contractor fails tocomply with any of these requirements,the SO reserves the right to order stopwork and the contractor shall be heldresponsible to rectify at his own cost forall the defects/failures due to whateverfactors/ causes within the defect liabilityperiod".(b)Quantities for common excavation, rock excavation and imported material fillshould be clearly justified. Basis of estimation should be made known to]KR in writing especially for projectswith excavation exceeding l x 101m3.(c)Estimation of rock quantities should bebased on some geological evaluation,rock profile based on SI or seismic survey and site inspection. (ReferTable 4.14 ]KR Standard Road Spec).Class SRI should be adopted for all R4,R5, R6 new Roads. Class SR2 should befor urban roadand the design speed isless than 60 km/hr. SR3 should be forR1 Road.It is suggested that each traffic lane hasto be tested longitudinally. Transversedirection should be tested at 100mspacing. The full extent of the areawhich does not comply with the specshall be made good based on acceptablemethod of rectification approved by theSO. ABQ item "To carry out allnecessary Quality control tests forpavement works including surfaceevenness test - L.Sum" should beIncluded. such as ADT, % of commercial vehicles,annual growth rate, equivalence factor,subgrade CBR shall be, elaborated and justified. 5.Concrete/Structures 5.1Piling WorksBakau piles are riot allowed in ]KRproject (arahan KPKR).Local product (`f/Trebars or H piles etc)should be used as reinforcement formicropiles. All precast concrete piles(spun/RC/prestressed) should complywith MS 1314 Part 1. Environmentalproblems of piling works should beadequately addressed especially in built-up areas eg. No diesel hammers in Cityareas; only non-displacement piles nearrailway lines or built-up areas etc.Pile schedule including locations of piles, types 8t no. of piles, estimated pilelengths, design load, test load etc. shouldbe shown on Drg. Criteria of determining founding levels of pilesshould also be specified on Drg.5.2All bridge designs especially the floodlevel, free board and hydraulic capacityshould be cleared from ]PS. Demolitionof existing bridge or major culvertshould be justified. Structural andhydraulic capacity, foundation conditionetc should be assessed before makingrecommendations. no of traffic lanesand capacity should not be reducedespecially during the peak hours; theexisting profile of road, if possible,should not be reduced or raisedsignificantly ( > 0.3m) unless properdiversion is arranged etc. The Contractorshall engage a full time safety officerwith at least, with SPM qualification andmin 5 year working experience in roadconstruction to supervise and maintain

all traffic diversion and safety matters.The Contractor has to provide andmaintain the approved traffic diversionplan in good order at ,all time (no pothole, good road marking, adequate signboards, traffic barrier/cones/New JerseyBarrier, blinker light etc). If thecontractor fails to comply with theserequirements within 2 hours after SO'soral or written instruction, the SO or hisrepresentatives reserve the right to orderstop work under Clause xx and/or toengage any other third party to carry outany of the works deemed necessary bythe SO and all the cost incurredincluding at least 25% administrativecost shall be borne by the Contractorand will be deducted accordingly fromthe Contractor's interim payment. Theserequirements should be included in Specand Drgs to ensure satisfactoryimplementation of traffic diversion planwhich should be prepared bar qualifiedtraffic engineer.7.Services relocation plan should beproperly prepared. Type, size or capacityof the buried or overhead utility/serviceswith their respective locations should beshown on Drgs. These details should bebased on information furnished by therelevant utility agency plus siteinspection plus trenching or otherreliable probing or testing. state OPEN and Town and CountryPlanning Department about roadsidedevelopment plans which should beincorporated into the design. 9.Miscellaneous 9.1No imported material to be incorporatedin the design unless prior writtenapproval from Treasury and MITI havebeen procured.9.2Road kerbs should not exceed 150mmhigh. New JKR kerb design should beadopted. Embankment kerb drain (shallu drain) should be used instead of half circle drain.9.3Interlocking blocks for raised walkwayor under the flyover should be replacedby cast insitu or precast concrete slab if found necessary.9.4All Consultants should be constantlyreminded to take note of the following:Use JKR Standard Spec with necessaryaddendum but QC tests and necessarysubsequent rectification (if necessaryand appropriate) for each section of works Spec should be proposed andincluded in Addendum Spec.
