Por primera vez en la historia la corte suprema de justicia de Delaware tendr una juez
hispana. La noticia ha sido recibida con orgullo y emocin dentro de la comunidad hispana de
Delaware, no es para menos.
Con la ratifcacin de la Dra. Vivian Rapposelli como Jueza por parte del Senado estatal, el
mircoles 23 de enero, la presencia de una mujer hispana en la ms importante instancia del
poder judicial en el estado entra por la puerta grande de la historia.
Rapposelli trabaj en la primera administracin del Gobernador Jack Markell en el cargo de
secretaria del Departamento de Nios y sus Familias, formando parte de su gabinete, la nica
presencia hispana hasta el momento en el gabinete del gobernador del estado.
Ahora, a su trabajo como defensora de los nios ha de agregar el ttulo de Honorable, que es
la forma como se estila dirigirse a los magistrados de la corte. Sabemos que es un reto muy
interesante y compartimos con ella el hecho de que su mismo origen tnico le permitir dar un
aporte al enriquecimiento cultural al resto del sistema judicial del estado, a la vez que sensibili-
zarlo a la diversidad que implica la hispanidad.
Confamos que su desempeo como jueza en los prximos 12 aos ser tan justo y sabio
como el que ms y por ello nos unimos a la alegra y orgullo de sus familiares ms cercanos
que en la tarde del 23 de enero la acompaaron a la sede del Senado del estado a recibir su
ratifcacin.
Personalmente no deja de impresionarme ver a la madre de una mujer como Vivian L. Rappo-
selli dejar escapar una lagrima, a pesar de hacer un enorme esfuerzo para no hacerlo, al ver a
su hija ser investida por ese honor y esa responsabilidad que implica ser escogida como jueza
de la corte superior del estado. En mis 40 aos en este pas, me ilusionaba que podra llegar
lejos pero nunca me imagin que vivira este momento, nos coment. Y es que no hay orgullo
como el de una madre, nada compite con eso.
No deja de ser anecdtico que en el evento de ratifcacin de la Honorable Jueza Rapposelli,
pudiramos ver al recin estrenado Senador Hispano, Ernesto Lpez, unindose sonriente
a la mocin que aprob la medida. Dentro de poco compartiremos con nuestros lectores la
visin que Lpez tiene de su papel en la legislatura regional.
Por ahora, felicitaciones Vivian, ojala nos sigas deparando gratas sorpresas en el futuro.
For the frst time in history, the Supreme Court of Delaware will have a Hispanic justice. The
news was received with pride and emotion within the Hispanic community in Delaware,
and with good reason.
With the ratifcation of Dr. Vivian Rapposelli as Judge by the state Senate on Wednesday,
January 23rd, the presence of a Hispanic woman in the most important instance of the judiciary
in the state enters triumphantly in history.
Rapposelli worked on the frst administration of Governor Jack Markell as secretary of the
Department of Children and Families, as part of his cabinet, the only Hispanic presence so far
in the cabinet of the state governor.
Now, to her work as an advocate for children, she adds the title of Honorable, which is how it
is customary to call the judges of the court. We know its a very interesting challenge and we
share with her the fact that her same ethnicity will allow her to contribute to the cultural enrich-
ment on the rest of the state judicial system, as well as to sensitize
diversity involving Hispanics.
We are confdent that her performance as a judge in the next 12 years will be as fair and wise
as they come and so we share the joy and pride of her closest relatives who in the afternoon of
January 23rd accompanied her to the State Senate to receive her endorsement.
Personally I cant help but be impressed to see the mother of a woman like Vivian L. Rapposelli
let out a tear, despite making a huge effort not to do so, seeing her daughter being invested
with such honor and responsibility that comes with being chosen as a judge of the superior
court of the state. In my 40 years in this country, I fantasized that she could go far but I never
imagined that I would live this moment, she told us. There is no pride as that of a mother,
nothing competes with that.
It is somewhat anecdotal that in the event of ratifcation of the Honorable Judge Rapposelli,
we could see the brand new Hispanic Senator, Ernesto Lopez, smiling joining the motion that
approved the nomination. Soon we will share with our readers the vision that Lopez has of his
role in the regional legislature.
For now, congratulations Vivian, we hope you continue bringing us
pleasant surprises in the future.

El Distrito Escolar de Christina se prepara para implementar cambios en la
enseanza del ingls como segunda lengua.

Tal como informamos en nuestra edicin anterior, la administracin del Distrito de Christina imple-
mentar una serie de medidas para mejorar la enseanza del ingls en las diferentes escuelas del
distrito. Para conocer ms sobre el proyecto, nos reunimos con la Superintendente Adjunta para la
Enseanza y el Aprendizaje, Dra. Fara Zimmerman; la Directora K-12 de Currculo y Desarrollo Pro-
fesional, Dra. Judi Coffeld; la Especialista en Gestin de Operaciones, Amber Herrera, y la Gerente
de Comunicaciones y Ofcial de Informacin Pblica del Distrito Escolar Christina, Wendy Lapham,
quienes nos facilitaron la informacin que hoy compartimos con nuestros lectores.
En este momento 3.196 estudiantes hispanos estn inscritos en las escuelas del distrito. De un total
de 17.223, el aumento ha sido del 42.7%, mientras que la poblacin estudiantil general ha bajado en
6.9%, lo cual es indicativo del impacto de la juventud hispana en el distrito.
Dicho esto, se comprende la razn por la que se plantea comprobar si el modelo que se est apli-
cando funciona para atender las necesidades de esta poblacin hispana. De all que los administra-
dores recurriesen al Centro de Lingstica Aplicada y a un trabajo de investigacin llevado a cabo
por Julette Grusell sobre el estado actual de la enseanza del ingls (as como su evaluacin), y
como consecuencia emergieron algunas propuestas con el fn de mejorar el mencionado modelo.
La Dra. Zimmerman quiso dejar claro que el tema es muy importante para ella. Normalmente no se
rene con la prensa, pero ha hecho una excepcin con el Tiempo Hispano ya que entiende que el
tema lo amerita.
Mi plataforma es el trabajo de Angela Valenzuela y sus investigaciones sobre educacin urbana
desde una perspectiva sociolgica y multicultural, con especial atencin a minoras jvenes en las
escuelas, en particular en el nivel K-12. Me mud de un distrito que tena mayor poblacin de habla
hispana que ste, algunas escuelas tenan muchos nios ESL (Ingls como Segunda Lengua),
por lo que me es familiar. En ese sentido lo que estamos haciendo aqu, ms que algunas otras
cosas que puede que usted escuche, es permitir o alentar a los nios a permanecer en las escuelas
cercanas a sus hogares.
Un detalle importante que encontraron durante la revisin de procedimientos es que lo que
estbamos llamando servicios bilinges no era realmente bilinge, era una especie de servicios de
traduccin en el que los maestros estaban traduciendo al espaol para los nios, pero no esta-
ban poniendo a la disposicin de los estudiantes materiales en espaol. Se ordenaros libros para
algunas escuelas, pero sus maestros no estn utilizando los materiales, explic Zimmerman con
la ayuda de Amber Herrera. No tenamos maestros hablando espaol, interactuando con los nios
en espaol, manteniendo parte de la jornada en espaol y parte en ingls. Esto s eimlemnatara el
prximo ao en Pulaski.
Lo que tenemos, lo que hemos llamado bilinge, y todava lo hacemos, no necesariamente coincide
con los modelos de prcticas adecuadas. As que estbamos llevando a los nios lejos de sus
barrios para ir a la escuela. Los profesores son una maravilla, el programa era bueno, pero los
estbamos moviendo largas distancias en lugar de prestarles servicios lingsticos en las escuelas
de sus vecindarios. Y lo que estamos haciendo ahora es proporcionando el lenguaje en las escuelas
de sus vecindarios.
Cmo defne el programa bilinge?
Hay varios modelos diferentes bilinges, uno de ellos y el que tenemos la intencin de adoptar, pone
a los nios a aprender en ingls y espaol en el mismo saln de clases, presentando una cantidad
cada vez mayor de ingls a los nios.
Coffeld interviene para agregar que la teora detrs de esto es que se utiliza la lengua materna
del nio para ensearle contenido, de manera que los nios no queden rezagados mientras se est
enseando ingls, y a medida que adquieren ms y ms ingls, enseas ms y ms contenido.
Pero esto requiere que los estudiantes tengan una buena base en su primer idioma. Muchos de
nuestros estudiantes no necesariamente vienen alfabetizacin en lectura y escritura en kindergar-
ten.
Zimmerman contina explicando, una de las cosas que creemos que ocurrir como resultado de
algunos de estos ajustes es que los nios van a recibir la instruccin que necesitan en funcin
del nivel de habilidad en donde se encuentran. Por lo tanto, si necesitan apoyo intensivo con el
lenguaje, vamos a tener un maestro en la sede para darles apoyo intensivo el nmero de horas que
necesiten para recibir ese apoyo intensivo. Si se trata de un nio que est cerca del nivel de aptitud,
los pondremos en situaciones en las que utilizarn ms ingls y an darles el apoyo que necesitan
para alcanzar el nivel de competencia. Quizs ste sea uno de los puntos al que sea ms difcil
adaptarse, ya que signifca que el personal docente debe tener un nivel fuido, vamos a asignar ms
horas docentes donde haya mayor necesidad.
La idea es alinear la enseanza en el saln de clases con los estndares comunes del estado
(the common core state standards), los cuales son los estndares que se esperan lograr para el
momento en que se graden.
Cules son los principales cambios que se van a aplicar?
El principal cambio es que cuando los estudiantes llegan al distrito en kindergarten, en lugar de
decir a los padres si quieren un apoyo intensivo para el desarrollo de ingls de su hijo tienen que
ir a uno de los centros, estamos diciendo a los padres, su hijo permanecer en la escuela de su
vecindario y le proporcionaremos el apoyo intensivo en esa escuela, en todas las escuelas del dis-
trito. Signifca que nosotros iremos a ustedes en vez de ustedes a nosotros. Estamos comenzando
con kindergarten. Si el nio de kindergarten tiene un hermano o hermana en uno de los centros
bilinges, a la familia le gustara que ese nio regresara a su escuela de origen. Estamos ofreciendo
esto para que todos los hijos de la familia puedan estar en la misma escuela.
Si el nio se encuentra en uno de estos centros bilinges, tiene la opcin de quedarse
all?
S, tienen la opcin de quedarse, as que si usted tiene un estudiante de cuarto o quinto en Wilson,
el nio puede permanecer en Wilson hasta el cuarto grado y quinto grado. No hay cambios en
absoluto para la secundaria.
Qu otras preocupaciones tienen en este momento?
Tenemos un gran nmero de nios de habla espaola que no terminan la escuela secundaria, y ese
es un tema que tenemos que abordar. Tambin creemos que existen otras preocupaciones con re-
specto al lenguaje, que tal vez quisiramos mejorar, y tenemos que hacerlo, pero hasta el momento,
dnde obtienen enseanza del lenguaje se mantendr igual.
Cmo fue la participacin de la familia en la toma estas decisiones?
Julette Grusell es una maestra de Christiana High School. Ella hizo su tesis de grado doctoral en
Participacin Familiar y Educacin Bilinge, y los estudiantes de ESL le pidieron que presentara sus
resultados a un grupo de nuestro personal. Ella encuest a padres de Wilson y comparti su estudio
con nosotros. Tambin tenemos a nuestras secretarias interactuando con los padres y ellas nos
dicen acerca de las preocupaciones de los padres sobre el aprendizaje de ingls.
Grusell entrevist a 60 padres escogidos al azar en dos escuelas del distrito, tanto de padres que
escogieron que sus hijos estuvieran en el programa ELL, como aquellos que prefrieron inscribirlos
en las clases regulares, en todos los casos se mantuvo la identidad confdencial. En su estudio,
la investigadora seala que Parece que parte del problema de comunicacin es el resultado de
la escasa documentacin y la alta rotacin de personal. Cuando los documentos se solicitaron al
distrito, las respuestas fueron varias veces que la persona no haba estado en esa posicin por
mucho tiempo o que ellos mismos han estado tratando de reunir la misma informacin. Estos temas
deben ser abordados para mejorar el proceso de comunicacin y para mantener la continuidad y la
coherencia, incluso cuando el personal del distrito cambia.
Sabemos que el prximo gran paso para nosotros ser reunirnos y hablar con los padres sobre los
planes de enseanza de idiomas para sus hijos, dijo Zimmerman.
Tienen fecha?
No sabemos la fecha an, pero defnitivamente va a ser pronto. Hemos tratado de hacer esto en
la secuencia correcta y que la gente supiera lo ms rpido que pudimos, y tambin para darles la
oportunidad de discutir esto con nosotros.
Cul cree usted que es el aspecto ms importante de estos cambios que
todos los padres deben conocer?
Si yo fuera un padre lo que yo quisiera or es que nos estamos ocupando del cuidado de sus hijos y
estamos tomando medidas para asegurar que tengan la mejor educacin que podamos darles. Es
difcil escuchar un extrao hablar de tus hijos y decir, por favor, nosotros nos encargaremos de ellos,
creemos que esto es lo mejor, pensamos que van a obtener un mejor servicio de lenguaje de esta
manera, lo que actualmente tenemos es muy bueno, pero lo que estamos viendo es que un gran
nmero de nios deciden no participar en ella, y queremos ser capaces de proporcionar ms apoyo
en lenguaje en cada escuela.
Qu pasar con los maestros y directores?
Dennos un par de semanas para que la gente sepa lo que va a pasar con ellos. Porque hemos
tenido los centros, es probable que haya cierto movimiento de los maestros en todo el distrito desde
los niveles K al quinto.
No hay ms aulas bilinges, es esto cierto?
No vamos a tener la misma situacin que tenemos actualmente, en donde un grupo de estudiantes
cuya lengua materna es el espaol estn en una clase juntos todo el da con un profesor que est
enseando en espaol o ingls. Los estudiantes estarn en mltiples clases con apoyo brindado,
a lo largo de los ltimos aos hemos encontrado en Christina que lo que actualmente llamamos
bilinge no se ajusta a ninguna defnicin de bilinge.
Tenemos que salir con ms informacin, nuestra nica motivacin y meta es asegurarnos de que
estos estudiantes tengan acceso a la educacin que ampliar sus oportunidades.

The Christina School District is preparing to implement changes in
teaching English as a second language.
As we reported in our last issue, the Christina District administration will implement a series of
measures to improve the teaching of English to English language learners in the different schools in
the district. To learn more about the project, we met with the Deputy Superintendent for Teaching and
Learning Dr. Fara Zimmerman; the Director K-12 Curriculum and Professional Development, Dr. Judi
Coffeld; the English Language Learners Specialist, Amber Herrera; and the Manager of Communi-
cations/Public Information Offcer Christina School District, Wendy Lapham, who provided us with
the information we share today with our readers.
At present, 3,196 Hispanic students are enrolled in schools in the district. Out of a total of 17,223,
the increase has been of 42.7%, while the overall student population has dropped by 6.9%, which is
indicative of the impact of Hispanic youth in the district.
Having said this, we understand the need to assess whether the current service delivery model be-
ing implemented meets the needs of the districts English language learners including the Hispanic
population. Hence the administrators contracted with the Center for Applied Linguistics and to a
research carried out by Julette Grusell on the current state of English language learner services.
Some recommendations to improve the before mentioned model have emerged.
Dr. Zimmerman wanted to make clear that this issue is very important to her. She usually does not
meet with the press, but has made an exception with El Tiempo Hispano, as she understands the
issue so warrants.
My platform is the work of Angela Valenzuela and her research on urban education from a sociologi-
cal and multicultural perspective, with a focus on minority youth in schools, particularly at the K-12
level. I moved from a district that had larger Hispanic speaking population than this one, certain
schools had very many ESL children, so it is familiar to me. In that context, what we are doing here,
more than some other things you may hear, is allowing or encouraging children to stay in schools
near their homes.
An important detail found during the review of procedures is that what we were calling bilingual
services was not really bilingual; it was a sort of translation services in which teachers were translat-
ing into Spanish for children, but didnt use Spanish materials. There were some books ordered for
certain schools but not all of the teachers are utilizing the materials, Zimmerman explained with
the help of Amber Herrera. We didnt have teachers teaching in Spanish, interacting with children
in Spanish, having instruction in Spanish as a formal part of the day and English in part of the day.
This design is something that we will have in place by next year at Pulaski.
What we have, and we have been calling bilingual does not necessarily match the best practice
models. So we were taking children away from their neighborhoods to go into ELL program schools
for services. The teachers in these programs are wonderful, and the program was good. However,
we were moving the elementary children long distances instead of providing language services for
them in their neighborhood schools. The changes will allow us to provide the language services in
their neighborhood schools.
How do you defne a bilingual program?
There are several different models for bilingual. One of them, and the one we intend to have, has
children learning in English and Spanish in the same classroom, with increasing amount of English
being introduced to the children.
Coffeld intervened to add that the theory behind this model is that, you use the childs native
language to teach the content so the children wont fall behind while they are learning English. As
they acquire more and more English, you teach more and more of the content in English. That model
requires students to have a good foundation in their frst language. Many of our students dont come
with reading and writing literacy in kindergarten necessarily.
Zimmerman continued explaining, One of the things we believe will happen as result of some of
these adjustments is that we will have children receive the instruction they need based on their skill
level where they are. So, if they need intensive support with lan-
guage, we will have a teacher in the building to give them intensive
support the number of hours they need to receive that intensive
support. If it is a child who is near profciency, we will have them
in situations where they will be using English more and still give
them the support they need to reach profciency. That maybe one
of the diffcult issues for the people to adjust to, because it means
that the teaching staff will need to follow the students. Well assign
teachers more hours where there is greater need.
The idea is to align the teaching in the classroom with the common
core state standards, the standards which are expected to be
achieved by the time they graduate.
Which are the major changes you are going to ap-
ply?
The main change is that when students come in to the district as
kindergarten children, rather than saying to the parents, if you
want intensive support for your childs English development, you
need to go to one of the centers, we are saying to the parent,
you will stay in your neighborhoods school and we will provide
the intensive support in that school, in every school in the district.
It means we will go to you instead of you coming to us. We are
starting to phase in the changes with kindergarten students next
school year. If the kindergarten child has a brother or sister at one
of the bilingual centers, and the family would like for the older child
to come back to his home school, we will make that offer so all the
children of the family can be in the same school.
If the child is in one of these bilingual centers, do they have the option to stay there?
Yes, they have the option to stay. If you have a fourth or ffth grader at Wilson, the child may stay at
Wilson through fourth grade and ffth grade. Theres no change at all for secondary schools.
What other concerns have you now?
We have a large number of Spanish speaking children who do not complete high school, and that
is an issue we need to take on. We also believe that there are other concerns with language that
maybe we want to enhance and we have to, but so far, where they go for their language instruction
will remain unchanged.
How was the family involvement in taken these decisions?
As a part of the Center for Applied Linguistics study, they conducted interviews with teachers,
administrators, students and parents. In addition, Julette Grusell, a teacher from Christiana High
School, did her dissertation for doctorate degree in Family Engagement and Bilingual Education,
and ESL students. The district asked her to present her fndings to a group of our staff reviewing the
services. She surveyed parents from Wilson, and she shared the study with us. The district also has
secretaries interacting with parents on a regular basis and they tell us about parents concerns about
learning English.
Grusell interviewed 60 parents randomly selected in two schools of the district, among parents that
chose their children to be in the ELL program as well as among those who chose to enroll them in
regular classes. In all cases, identity was kept confdential. In her study, the researcher notes that
It appears that part of the communication issue is a result of poor documentation and high staff
turnover. When documents were requested from the district, repeatedly the responses were that the
person had not been in that position for very long or that they themselves have been trying to collect
the same information. These issues need to be addressed to improve the communication process
and to maintain continuity and consistency even when district personnel changes.
We know that the next major undertaking for us is to meet and speak with parents about the plans
for language instruction for their children, stated Zimmerman.
Do you have a date?
We dont know the date yet, but defnitely it will be soon. We have tried to do this in the right se-
quence and to have people know as quickly as we could, and also to give them the opportunity to
discuss it with us.
What do you think is the most important aspect about these changes that
every parent should know about?
If I was a parent, the thing that I would want to hear is that we are taking care of your children and
we are taking steps to make sure that they have the best education that we can possibly give them.
Its hard to hear a stranger speak about your children and say, please we will take care of them, we
believe that this is the best, we think that they will get better language service this way, what we cur-
rently have is very good but what we are fnding is that a large number of parents? children choose
not to participate in the programs offered at the center sites, and we want to be able to provide
deeper language support in each school.
What about the teachers and principals?
Give us a few weeks to let people know about the changes. Because we have had the centers, there
is likely to be some movement of teachers around the district K through fve.
No more bilingual classrooms, is this statement true?
We will not have the same situation that we currently have, where a group of students whose home
language is Spanish are in a class together all day with a teacher who is teaching in Spanish or
English. The students will be in multiple classes with support given. What we currently call bilingual
in Christina, we have found out over the past few years, does not ft any defnition of bilingual.
We need to get out front with more information, our only motivation and goal is to make sure that
these students have access to education that will extend their opportunities.

ExPOrtiNg NAtUrAl gAs WOUlD BOOst thE
AMEricAN EcONOMy
Theres nothing like being a victim of your own success.
That must be what American natural gas producers are thinking right
now. Their profound success in recent years in expanding our national
energy supply has inspired American policymakers to consider strapping
them with strict new trade restrictions.
These regulatory efforts are deeply misguided and will, ultimately, deprive
the country of jobs and growth.
Thanks to major innovations in drilling techniques, America is facing
a natural gas surplus, with the per-unit price of gas now sitting at just
$3-about one-third to one-ffth the price in Europe and Asia. Utility plants
have shifted from cheap coal to even cheaper-and cleaner-natural gas.
As a result, energy-related carbon emissions have been declining rapidly
and now sit at levels not seen since the early 1990s.
But natural gas supply is outpacing demand. So, producers have cut
back on extraction and the drilling of new wells. Many are turning back to
more proftable oil plays. The number of natural gas rigs now in operation
is half the total of a year ago.
As a result, natural gas producers are looking for new markets. The
United States does currently export some natural gas to Canada and
Mexico, but the real opportunities lie in overseas markets, where prices
are much higher.
Shipping natural gas across great distances is challenging. This sub-
stance cant be easily loaded on a tanker like crude oil, so producers
have to liquify it. The process involves super cooling gas to -260F, and
the necessary facilities to cool it are predictably quite costly.
Most distressingly, however, is that the Department of Energy has been
dragging its feet when considering natural gas frms applications to
establish export facilities. The department was waiting on a just-released
study intended to assess the impact of natural gas exports on domestic
natural gas prices. The study concluded that expanding natural gas
exports would be an economic winner.
In all of these cases, benefts that come from export expansion more
than outweigh the losses from reduced capital and wage income to U.S.
consumers, and hence LNG exports have net economic benefts in spite
of higher domestic natural gas prices, according to the report. Well have
to see how the DOE responds.
Private sector companies have also been raising concerns that expand-
ing exports could also force them to pay higher gas prices. They claim
that cheap natural gas is spurring economic growth here at home and
providing Americas manufacturing sector with a valuable competitive
advantage.
But their concerns, while understandable, are overblown. Allowing natural
gas exports would, at worst, drive up domestic prices only slightly. The
consulting frm Deloitte took a close look at the issue and determined that
allowing exports would increase domestic prices by just 1.7 percent over
the next 20 years.
Whats more, banning exports might have the unintended consequence
of driving gas prices up. Firms are already cutting back on production
because of historically low prices. If they cant sell at higher prices in
foreign markets, this ratcheting back will continue, causing the domestic
gas supply to shrink anyway and forcing prices skyward. Thats the very
last think we want.
And even if expanding gas exports pushes domestic prices up initially,
natural gas producers would have a new, substantial fnancial incentive
to further ramp up production and develop more wells. This expansion
would increase supply and put downward pressure on domestic prices.
Plus, expanding natural gas production to meet new foreign demand
would create new jobs right here at home. Banning exports would deprive
Americans of those opportunities.
Thats precisely the effect wed expect if policymakers installed a similar
export ban on, say, American car companies. Ford and the like would
take a massive hit as demand for their product declined. The car industry
would suffer signifcantly lower revenues, inevitably leading to layoffs.
This exact same causal chain will transpire if federal policymakers
prohibit gas exports.
There are vast new international markets for cleaner-burning natural
gas. Allowing U.S. energy companies to fll that demand makes good
economic sense and would lead to the creation of many new high-paying
jobs.
Trade restrictions are almost always a bad idea. In the case of natural
gas exports, they would be particularly foolish and economically disas-
trous.

Does your nonproft use the arts to help accomplish its mission? Does
your town put on concerts, festivals or artistic events? If so, you may be
eligible for a grant from the Delaware Division of the Arts.
In addition to grants offered to arts organizations and individual artists,
the Division offers grants to community organizations that sponsor arts
programs. If you are a 501 (c)(3) organization whose main mission is
not the arts, or a municipality that provides arts programs, you may be
eligible to apply to the Division of the Arts for support for your project.
The Division of the Arts, a division of the Department of State, is dedi-
cated to nurturing and supporting the arts to enhance the quality of life for
all Delawareans. With that in mind, the Division offers both Opportunity
Grants and Project Support grants to nonproft community-based organi-
zations and municipalities.
Organizations applying for the frst time may wish to apply for a smaller,
simpler Opportunity Grant designed for frst-time grantees, smaller
projects, or new opportunities.
Project Support grants are intended for larger, or more established, proj-
ects. Applications are competitive and judged by a panel of evaluators.
They are evaluated for artistic quality, accessibility to the community, and
management of the project.
Community organizations wishing to request Project Support for an arts
program in FY2014 must apply by March 1, 2013 at https://artsdel.egrant.

Bueno, parece que el invierno ha llegado y se me haba olvidado cmo se siente el fro.
Con las bajas temperaturas que estamos comenzando a experimentar, ya he sufrido las
consecuencias de que se congelen las tuberas. Nunca en los casi treinta aos que he
vivido en Delaware, he despertado sin tener nada de agua debido a que las tuberas estn
congeladas. Esto es slo un pequeo inconveniente y por suerte, soy miembro de un gim-
nasio, as que me puse mi ropa de ejercicio y me fui al gimnasio a ducharme. Sin embargo,
necesitaba mi caf de la maana y me sent un poco desanimada ya que mi rutina diaria
fue interrumpida debido a la falta de agua.
Pero este inconveniente hizo que me detuviera y de alguna manera mostrara humildad
y contara mis bendiciones al pensar en los menos afortunados, como las personas sin
hogar de todas partes, pero especialmente las de Delaware, ya que es aqu donde yo vivo.
A veces, debido al tipo de trabajo que yo hago, entro en contacto con algunas familias y
jvenes sin hogar.
Segn un estudio federal de 2002, cada ao cerca de 1,7 millones de jvenes tienen su hogar en
las calles. Y los nios menores de 18 aos de edad representan el 39% de la poblacin sin hogar.
De esa cifra, el 42% eran menores de 5 aos. Sencillamente me duele el corazn de pensar en
esta realidad. La otra estadstica alarmante que he ledo de la Alianza Nacional para Acabar con
la Falta de Hogar fue que el 10% de la poblacin sin hogar son veteranos de guerra y que en una
sola noche en enero del ao pasado, 62.619 personas sin hogar en nuestro pas eran veteranos de
guerra. Quedo en total incredulidad ante esta realidad alarmante.
Como una madre con un hijo en el ejrcito (Army mom), estoy enojada y decepcionada de que es-
tos hombres y mujeres que han servido a nuestro pas y han puesto en peligro sus vidas no cuenten
con mejores servicios y oportunidades. S de primera mano los sacrifcios hechos por estos seres
humanos, as como el sufrimiento y el dolor infigido a sus familias.
Mi hijo va a ser asignado en junio a alguna base en Afganistn y tengo miedo por l, pero admiro
el hecho de que l quera servir a su pas, y espero que su pas le sirva a l. S que por lo general
no nos detenernos a pensar en estas cosas, pero cuando pequeos inconvenientes entorpecen
nuestras vidas, slo hay que preguntarse cmo hacen otros para sobrevivir con menos.
En este momento en que la temperatura est en valores frgidos y se encuentren en la calidez y el
confort de su hogar y refugio seguro, piensen en aquellos menos afortunados y los que han luchado
por ustedes para que puedan gozar de la libertad que vivimos y disfrutamos.
Sean amables y den una mano solidaria, porque a pesar de que el ttulo de este artculo es la letra
de una cancin muy conocida, una que me gusta y me parece juguetona, la realidad es que cuando
hace fro, probable nosotros encontremos calidez en nuestros hogares,

Well it seems as though winter has fnally arrived and I had forgot-
ten how the cold weather feels like. With the freezing temperatures
that we are commencing to experience, I have already suffered from
having frozen pipes. Never in almost thirty years that I have lived in
Delaware, have I waken up without any water due to pipes being fro-
zen. This is just a little inconvenience and luckily, I have a membership
to a gym so I just put my exercise gear on and went to the gym and
showered. However, I needed my morning coffee and I felt somewhat
out of sort since my daily routine was interrupted due to lack of water.
But this inconvenience just made me stop and somehow made me
feel humble to count my blessings as I think of those less fortunate,
like the homeless people from all over, but especially in Delaware
since is here where I live. At times, due to the work I do, I come in contact with some homeless
families and youth.
According to a 2002 federal study, it said that close to 1.7 million young people call the streets home
every year. And that children under 18 years of age accounted for 39% of the homeless population.
Of that number, 42% were younger than age 5. My heart just aches to the thought of this reality. The
other alarming statistic that I read from the National Alliance to End Homelessness was that 10%
of the homeless populations are veterans and that in a single night in January of last year, 62,619
homeless in our country were veterans. I am in complete disbelief at this alarming reality.
As an Army mom, I am angry and disappointed that these men and women who have served our
country and have put their lives in danger are not provided with better services and opportunities.
I know at frst hand the sacrifces made by these human beings as well as the suffering and pain
inficted to their families.
My son will be deploying in June to some base in Afghanistan and I am scared for him, but I admire
that he wanted to serve his country, and I hope his country will serve him well. I know that we usually
dont stop and think about these things, but when little inconveniences do inconvenience our lives,
you just have to wonder how others do to survive with less. At this time when the temperature is at
frigid numbers and you fnd yourself in the warmth and comfort of your home and safe haven, think
about those less fortunate and those who have fought for you to enjoy
the freedom we live and enjoy.
Be kind and extend a helping hand, because even though the title of this article is the words to a
much known tune, one which I like and fnd playful, the reality is that when is cold outside, we prob-
ably will fnd warmth in our homes, but not the homeless.

Recently, Habitat has seen a decrease in potential Partner Families, which Beverly Ward, Director
of Family Services for Habitat for Humanity of New Castle County says is a result of, homeowners
counting themselves out before they even fully understand the qualifcations for our program.
We are here for the families; if an interested family doesnt qualify on the frst try, we tell them what
they need to do in order to qualify in the future. We currently have four partner families who followed
our suggestions and were approved the second time they applied.

Five years ago, Habitat expanded their building area and constructed several houses in Middletown,
DE, which Ward describes as a high-demand area. With 15 more houses in the works in Middle-
town and 11 in Wilmington within the next year and a half, there is ample opportunity for interested
families to become frst-time homeowners. Coming to one of our Homeownership Seminars is a
great way for interested families to gain more insight into what we do and how to qualify, says Ward.
For many families its the frst step to achieving the American dream of homeownership, all with a
0% interest mortgage. Homeowners project to save over $92,000 over the length of the mortgage.
Attending a seminar is required to receive a homeownership application.

March for Peace
on Martin Luther King, Jr. Day Seeks End to Gun Violence
At a March for Peace on Monday, January 21, 2013 at 1:00 pm, more than 200 people will meet at
St. Pauls Church at the corner of 4th and Van Buren and then march up 4th St. to call for an end
to gun violence in our city, our state and our
nation. The march will show support to all the
families who have suffered the pain of losing a
loved one through violence. Marchers will be
standing together to show that Wilmingtonians,
like the rest of our nation, have reached our
limit in tolerating the level of violence affecting
our communities.
26 people were fatally shot in Wilmington in
2012 and Wilmington was named the most
violent city in the nation last year. The march
will send a clear message that Wilmington residents will no longer tolerate the violence that has
earned our city this reputation and that we join the rest of the nation in calling for an end to gun
violence. Nationwide, more than 8,000 people a year lose their lives due to gun violence, including
the December shooting at Sandy Hook Elementary School in Newtown, CT that claimed the lives of
20 frst graders and 6 adults.
Honoring the legacy of Dr. Martin Luther King, who was awarded the 1964 Nobel Peace Prize for his
work organizing the civil rights movement and advocating for peace and social justice, the March will
conclude with a Community Celebration at Be Ready Church on 4th and Rodney from 2:30-5:00 PM.
According to Dr. Martin Luther King, Jr., If you lose hope, somehow you lose the vitality that keeps
moving, you lose that courage to be, that quality that helps you go on in spite of it all. And so today I
still have a dream. The Community Celebration will include childrens activities and music, spoken
word and dance performances celebrating the diverse cultures of Wilmington residents and demon-
strating the potential for ending the violence and creating peace in our communities.
The march is organized by West Side Grows Together and the Wilmington Peacekeepers. West
Side Grows Together is a network established to promote the revitalization of Wilmingtons West
Side of West Side residents, neighborhood associations, businesses, neighborhood planning coun-
cils, and institutions
In June, 2012, West Side Grows Together created and began to implement the West Side Revitaliza-
tion Plan, which outlines a 10 year strategy to grow jobs, improve housing, create more opportunities
for youth, promote public safety and build a stronger sense of community in West Side neighbor-
hoods.
Wilmington Peacekeepers is a group of volunteers dedicated to ending violence, addressing the
roots of crime, and promoting peace in the City of Wilmington.

Tribunal Superior
El Gobernador Markell nomina a Rapposelli, para su designacin a la
Corte Superior.
Los tres nominados por el Gobernador Markell para ocupar cargos en el sistema judicial del estado,
Vivian L. Rapposelli y Paul R. Wallace para la Corte Superior, y Carl C. Danberg para el Tribunal de
Causas Comunes, fueron ratifcados por el Senado de Delaware el mircoles 23 de enero a las 4 de
la tarde.
Los puestos para los cuales la Sra. Rapposelli y el Sr. Wallace fueron nominados son los nuevos
cargos de jueces del Tribunal Superior recientemente autorizados por la Asamblea General del
Condado New Castle. El Sr. Danberg fue nominado para llenar la vacante en el Tribunal de Causas

trmites de apelacin ante el Tribunal Supremo de Delaware y otros tribunales.
Como abogado del Departamento de Justicia desde hace ms de 20 aos, s de primera mano

Superior Court
Governor Markell nominates Rapposelli, for appointment to
Superior Court.
Governor Markells three nominees for positions
in the States judicial system, Vivian L. Rap-
poselli and Paul R. Wallace for appointment to
the Superior Court, and Carl C. Danberg for ap-
pointment to the Court of Common Pleas, were
ratifed by Delawares Senate on Wednesday,
January 23rd at 4:00 pm.
The positions for which Ms. Rapposelli and
Mr. Wallace were nominated are new Superior
Court judgeships recently authorized by the
General Assembly for New Castle County. Mr.
Danberg was nominated to fll the vacancy
on the Court of Common Pleas created when
Judge Eric M. Davis became a Superior Court
judge.
Since 2009, Ms. Rapposelli has served as
Secretary of the Department of Services for
Children, Youth & Their Families, a 1,200-per-
son state agency charged with providing and managing a range of services for children who have
experienced abandonment, abuse, adjudication, mental illness, neglect, or substance abuse. From
2004-09, she served as president and owner of Rapposelli & Gonzales, the states frst law frm
comprised entirely of bi-lingual and multi-lingual attorneys, where her practice included immigra-
tion and civil rights litigation. Previously, she served as an associate at Young Conaway Stargatt &
Taylor LLP, where she practiced in the areas of personal injury, workers compensation and medical
malpractice, and as a supervising attorney at Delaware Volunteer Legal Services.
Ms. Rapposelli, a Democrat, is a graduate of Ursuline Academy, the University of Delaware and
Widener University School of Law.
Vivian Rapposelli is an outstanding attorney, an exceptional manager and a dedicated public ser-
vant, said Markell. Whether serving as an attorney in private practice or as head of the Department
of Services for Children, Youth & Their Families, Vivian has proven that she is an individual who is
committed to justice and the rule of law.
I am honored that Governor Markell has chosen to nominate me for this important position, said
Rapposelli. If I am confrmed by the Senate, I look forward to serving the people of Delaware as a
member of our states world-class judiciary.

the Superior Court of Delaware. Today I have felt a great thrill, I never thought when I came to the
United States that my daughter would have a position like shes accomplished, she has worked hard
for it and I think she deserves it, said the excited mother.
Also members of the community, of the Hispanic Commission and
personal friends were present to accompany and compliment the
new judge.
A 23-year veteran of the Delaware Department of Justice, Mr.
Wallace has served as DOJs chief of appeals since 2008. In that
capacity, in addition to supervising ten deputy attorneys general, he
regularly represents the state in appellate proceedings before the
Delaware Supreme Court and other courts.
As an advocate for the Department of Justice for more than 20
years, I know frsthand the important role our judiciary plays in the
lives of our citizens, said Wallace. I am honored greatly by the
trust Governor Markell has placed in me with this nomination. If I
am confrmed by the Senate, I pledge to do my best to continue the
well-established tradition of excellence of the Delaware judiciary
and its outstanding staff.
Mr. Danberg currently serves as Commissioner of the Department
of Correction, a position he has held since 2007. In that capacity,
he is responsible for an annual budget of over $250 million and
2,500 employees supervising 16,000 offenders in the community
and 6,500 offenders in 11 facilities. From 2005-07, Mr. Danberg
served as Attorney General of the State of Delaware, where he was
appointed by Governor Minner to complete the unexpired term of
the Hon. M. Jane Brady. From 1996-2005, he served as deputy
principal assistant to the Commissioner of Correction.

1 libra de pechuga de pollo sin piel o huesos, cortar
en trozos de una pulgada
1 paquete (de 1 onza) de sazn para tacos
de taza de agua
1 paquete de tortillas
taza de queso Chedar rallado
1 taza de salsa
24 palillos
2 tazas de aceite vegetal para freir
Preparacin
Calentar 1 cucharadita de aceite vegetal en una
sartn sobre fuego medio.
Agregar el pimentn y la cebolla; cocinar y revolver
la cebolla hasta que suavice y aclare, como 5
minutos.
Subir el fuego a alto y agregar el pollo. Cocinar y
revolver el pollo hasta que ya no este rosado por dentro, como 10 minutos. Deshebrar el pollo.
Agregar la sazn y el agua.
Sofrer hasta que el lquido se evapore, revolver ocasionalmente, como 10 minutos.
Agregar el queso, sacar del fuego y dejar reposar.
Mojar cada tortilla con una capa de salsa. Esparcir alrededor de 2 cucharadas de la mezcla de
pollo en una lnea cerca del margen de la tortilla. Presionando, enrolle la tortilla hasta crear un
cilindro, y asegure las puntas con uno o dos palillos.
Repetir con el resto de las tortillas.
Calentar 2 tazas de aceite a 375 grados F (190 C) en una sartn grande.
Frer las fautas en el aceite precalentado, no ms que 4 a la vez, hasta que doren y queden
crujientes. Escurrir las fautas en papel absorbente.
Botar los palillos y cubrir las fautas fritas con la salsa sobrante.

1 (1 ounce) package taco seasoning mix
cup water
1 (10 ounce) package of tortillas
cup shredded Cheddar cheese
1 cup salsa
24 toothpicks
2 cups vegetable oil for frying
Preparation
Heat 1 teaspoon vegetable oil in a skillet over
medium heat.
Stir in the bell pepper and onion; cook and
stir until the onion has softened and turned
translucent, about 5 minutes. Increase heat
to medium-high and stir in the chicken breast.
Cook and stir until the chicken breast is no longer pink in the center, about 10 minutes. Shred the
chicken using two forks.
Stir in the taco seasoning and water.
Simmer until the liquid has evaporated, stirring occasionally, about 10 minutes.
Stir in the Cheddar cheese, then remove from heat, and set aside.
Lightly brush each corn tortilla will a layer of salsa. Spread about 2 tablespoons of the chicken
mixture in a line along the bottom edge of the tortilla. Tightly roll the tortilla into a cylinder, and
secure the ends with one or two toothpicks. Repeat with remaining tortillas.
Heat 2 cups vegetable oil in a large skillet to 375 degrees F (190 degrees C).
Fry the fautas in the preheated oil, no more than 4 at a time, until golden and crisp, about 4
minutes. Drain the fautas on a paper towel-lined plate. Discard toothpicks and top fnished fautas
with remaining salsa.

Escasez de Vacunas
Libres de Mercurio
La Divisin de Salud Pblica de Delaware (DPH por sus siglas en ingls)
ha emitido una declaracin que permite a los mdicos de Delaware a
utilizar una vacuna contra la gripe que contiene mercurio (timerosal) como
conservante para los prximos 12 meses.
Normalmente, el Ttulo 16 510 del Cdigo de Delaware prohbe el uso de la vacuna que contiene
mercurio para mujeres embarazadas y nios menores de 8 aos. Sin embargo, el director de DPH
podr autorizar el uso de vacunas que contienen mercurio si se cumplen ciertos criterios. El CDC
ha declarado que la temporada de gripe ha alcanzado niveles de epidemia, y Delaware est experi-
mentando una escasez de vacunas libres de mercurio, ambos factores que permiten suspender la
prohibicin.
Delaware ha tenido dos muertes relacionadas con la gripe este mes y 713 casos confrmados de la
gripe esta temporada. Eso se compara con cuatro casos confrmados y ninguna muerte a la misma
fecha el ao pasado.
La ley requiere que el proveedor que administra la vacuna que contiene mercurio informe al cliente,
al padre o al guardin legal del cliente que la vacuna contiene mercurio, que creen que la vacuna es
mdicamente necesaria, y que el Director de Salud Pblica ha hecho una determinacin formal de
que la vacuna puede ser administrada debido a la escasez de vacunas libres de mercurio.
La declaracin emitida permite el uso de vacunas que contienen mercurio la para mujeres embaraza-
das y nios menores de 8 aos de edad para la temporada de infuenza 2012-2013.
El Departamento de Salud Pblica se ha enterado a travs de los proveedores mdicos que las
vacunas sin timerosal se han vuelto difciles de obtener, dijo el Dr. Karyl Rattay, pediatra y director de
DPH. Y sabemos que las mujeres embarazadas y los nios pequeos son especialmente vulnerables
a la gripe. El Departamento de Salud Pblica quiere asegurarse de que la vacuna est disponible para
aquellos que lo necesitan en Delaware.
De acuerdo con la FDA, el timerosal ha sido objeto de muchos estudios y tiene un largo historial de
uso seguro y efcaz para prevenir la contaminacin bacteriana y fngica de las vacunas, sin ningn
efecto negativo salvo reacciones menores locales en el sitio de la inyeccin.

Los residentes que an no se han vacunado deben contactar a su proveedor de cuidado de salud

nas con condiciones mdicas subyacentes, o personas de la tercera edad, se vacune. Las vacunas se

Shortage for Mercury-
Free Vaccines
Delawares Division of Public Health (DPH) has issued a declaration al-
lowing Delaware clinicians to use an infuenza vaccine containing mercury
(thimerosal) as a preservative for the next 12 months.
Normally, Title 16 510 of the Delaware Code bans the use of mercury-containing vaccine for
pregnant women and children younger than 8 years. However, the DPH director may permit the use
of mercury-containing vaccines if certain criteria are met. The CDC has declared the fu season has
reached epidemic levels, and Delaware is experiencing a mercury-free vaccine shortage, both fac-
tors which allow the lifting of the ban.
Delaware has had two fu-related deaths this month and 713 confrmed cases of the fu this season.
That compares to four confrmed cases and no deaths at this time last year.
The law requires a provider administering a mercury-containing vaccine to inform the client, parent
or legal guardian of the client that the vaccine contains mercury, that they believe the vaccine to be
medically necessary, and that the Director of Public Health has made a formal determination that the
vaccine may be administered due to the existence of the shortage of mercury-free vaccines.
The issued declaration allows the use of mercury-containing vaccine for pregnant women and chil-
dren younger than 8 years of age for the 2012-2013 infuenza season.
Public Health has heard from medical providers that thimerosal-free vaccine has become diffcult to
access, said Dr. Karyl Rattay, DPH director and a pediatrician. And we know that pregnant women
and young children are particularly vulnerable to the fu. Public Health wants to ensure that vaccine
is available for those who need it in Delaware.
According to the FDA, thimerosal has been the subject of many studies and has a long record of
safe and effective use preventing bacterial and fungal contamination of vaccines, with no ill effects
established other than minor local reactions at the site of injection.

Residents who are not yet vaccinated are encouraged to contact their health care provider about get-
ting vaccinated. Anyone age 6 months and older can get vaccinated for the fu. It is particularly im-
portant that anyone who works or lives with the young, persons with underlying medical conditions,
or seniors, get vaccinated. Vaccinations are offered through physician offces, and many pharmacies
and grocery stores. DPH is also expanding vaccination opportunities at public health clinics.

ware- compuesta por lderes escolares y comunitarios, proveedores de primera infancia y familias,
para construir alianzas que
aseguren que sus nios peque-

y apoyos crticos para entrar al
kindergarten listos para apren-
der y alcanzar el xito escolar

Delaware is launching a new community-based initiativeDelaware Readiness Teamsmade up
of school and community leaders, early childhood providers, and families, to build partnerships that
assure its young children,
birth to age 8, have
the critical resources
and supports to enter
kindergarten ready to
learn and achieve early
school success. 90% of
brain development occurs
before the age of fve,
creating 700 neural con-
nections every second.
Early experiences count
- positive experiences
enhance lifelong positive
outcomes.
Successful applicants
will receive up to three
years of support (up to
$1000 for each team in
the frst year) to establish
their Readiness Teams,
complete a community-
based needs assessment
and prioritize action
steps to directly address
the needs of families,
schools, and early care/
education programs.
In addition, Readiness
Teams will receive techni-
cal assistance, resources,
and professional develop-
ment to support their
communitys unique needs. As many as 20 Readiness Teams will be selected to participate in the
frst years implementation phase, beginning in late April.

diocese of San Marcos in Guatemala in February. Our two dioceses have engaged in a solidarity
partnership since 2003.

I look forward to being on Latin American soil again. I lived and ministered in Brazil for 16 years and
was transformed by the experience of the Church of Latin America. We have much to learn from
their practice of collaborative ministry where bishops, clergy, religious and the laity are responsible
for forging together the pastoral plan for each region.
The Church of the People is a lived reality, continues Marguerite. Another helpful area
is their emphasis on the parish, and the diocese, as community. From parish planning to diocesan
vision, the faith is fostered through shared worship, study, ministry to the poor, and community
building, even in places where the community might lack the constant service of the clergy. Their
faith nourishes everything
they do. They carry the
burdens of life together.

2.500 nuevos abrigos de invierno distribuidos a nios en Delaware
El viernes 18 de enero, el captulo de Delaware de Ciencias de la Salud de los Estudiantes de
Amrica (Health Occupations of Students of America -HOSA por sus siglas en ingls), unir sus
fuerzas una vez ms con la Operacin Warm (abrigado) para ayudar a distribuir 2500 abrigos a los

ayudarn a organizar y distribuir las cajas en el centro Collette Education Resource Center del

Operation Warm
2,500 New Winter Coats for Children Distributed in Delaware
On Friday, January 18th, the Delaware chapter of HOSA, Health Occupations of Students of
America, will join forces again with Operation Warm to help distribute 2,500 coats to children in need
in Kent and Sussex Counties. HOSA members from Polytech High School will help organize and
distribute boxes at the Delaware Department of Educations Collette Education Resource Center.
Staff from Twenty-eight elementary schools will pick up brand new winter coats from Operation
Warm at the event to distribute to children in need across Sussex and Kent Counties.

chapter of HOSA started in 2011 and has been working with Operation Warm almost since its incep-
tion in Delaware. We wanted to engage our students and leaders with opportunities for service, and
Operation Warm was a great ft, said the Delaware State Advisor for HOSA, Peggy Enslen.
Operation Warm serves children in need across the United States. In 2012-2013, Operation Warm
will serve approximately 200,000 children living in poverty. Nationally, 16.4 million children live in
poverty in the United States. In Delaware, 37,000 children live in poverty.
This is a program that strengthens communities and the overall well-being of children stated, Paul
Daigle, Director of Development Initiatives at Operation Warm. A new coat allows families to stretch
limited fnancial resources to other basic necessities, such as food and shelter. The unfortunate real-
ity is that these schools requested even more coats than we hand funding to provide. To fnd out

- 2012 tax returns (for the student and guardians)
- Students drivers license (if applicable)
- Alien Registration Number if student is not a U.S. citizen
- Federal tax information or tax returns, including W-2 information for stu-
dent and the students spouse if he/she is married, and for the guardians
if applicant is providing guardian information
- Records of untaxed income
- Information on cash, savings, checking account balances, and invest-
ments
