DRY FLY ASH SYSTEM A. 1. GENERAL INSTRUCTIONS TO TENDERERS:

This specification covers the work Dry Fly Ash System for Chandrapura TPS Units- 1, 2 & 3 (3x140 MW) with the scope Design, engineering, manufacture, third Party inspection, packing and forwarding, supply of main equipment, maintenance tools & tackles and mandatory spares FOR site, intra-site handling, erection including all civil works, testing and commissioning of Dry Fly Ash System complete with required equipment and accessories hereunder to be installed at Chandrapura TPS Units- 1, 2 & 3 (3x140 MW) The tenders shall be submitted in single stage - three envelope system i.e. Cover-I Cover-II Cover-III : : : EMD Part Pre qualification and Technical bid. Price Bid.

The tenders of all Cover-I, Cover-II and Cover-III shall be submitted before the due date and time specified. 3. In opening the tenders, the Cover-I i.e., EMD will be opened at the time and place. In case, after examination, EMD is not in line with NIT requirement, the Cover-II and Cover-III will not be accepted and returned unopened. Subsequently, Cover-II i.e Pre qualification and Technical Bid of qualified bidders will be opened. In case the qualifications, the experience, technical suitability and other requirements are found to be inadequate after examination of Pre qualification and Technical Bid, Cover-III: Price Bid will be returned unopened. Only those tenders which contain the full information and which comply with the requirements regarding experience, technical and financial, qualifications etc will qualify for opening of Cover-III Price Bid . The date and time of opening of Cover-III will be intimated to the qualified tenderers. Not-withstanding anything stated above, DVC reserves the right to assess the tenderers capability to perform the contract, should the circumstances warrant such assessment in the overall interest of DVC. In this regard, the decision of DVC is final. 4. Tenders received from those not having the previous experience, financial standing, manufacturing capacity, sufficient field organization to execute the works and after sales services, tools and plant, etc shall not be considered. The validity as specified i.e, 180 days from the date of opening of Cover-I: EMD and Cover=II: Pre-qualification and Technical Bid should be super-scribed on the Tender covers of both Cover-I and Cover-II. The tenders without validity will be summarily rejected.

Normally the tender should not differ from the terms, conditions and Technical specifications of DVC for this work. In case these are deviated in the Tender, the same should be specified in Part-I: Pre-qualification and Technical Bid under heading - i. Commercial Deviations and ii. Technical Deviations, in Schedule E as stated in Clause No. 27.0 of Technical Specification. In case Part-II: Price Bid after opening is found to contain any deviation from the information furnished in Part-I: Pre-qualification and Technical Bid , the tender is liable to be rejected. DVC reserves right to reject any or all bids or cancel/withdraw the invitation to the Tenders at any stage of bid process without assigning the reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. Note: The material specifications of various equipments, pipes etc., shall conform to those specified in this specification. The material specifications and make of any other equipment not specified in this specification shall be to the approval of the DVC.

M/s. DESEIN PRIVATE LTD., who was engaged by DVC, Kolkata to provide consulting services for the preparation of the feasibility report including the DPR & the Bid Document of the Dry Fly Ash Implementation Project for Unit#1,2 & 3 of CTPS, and any of affiliates of M/s. DESEIN PRIVATE LTD. will be disqualified from participation in the tender for the Dry Fly Ash Implementation Project for Unit#1,2&3 of CTPS .

B. 1.

QUALIFYING REQUIREMENTS: The Dry Fly Ash System to be supplied shall be the product of reputed and experienced manufacturers and shall be of proven design i.e., plant and equipment based on this design shall be in satisfactory commercial operation for the past two (2) years. Plant reliability and availability shall be of primary importance. Qualifying Criteria: Technical Eligibility Criteria:

A) The intending Bidder shall furnish certificate of satisfactory execution of similar works during last seven years (ending last day of the month previous to the one in which offers are invited) as detailed hereunder : a) 3 (three) similar completed works each costing not less than 40% of estimated cost. OR b) 2 (two) similar completed works each costing not less than 50% of estimated cost. OR c) 1 (one) similar completed works costing not less than 80% of estimated cost.

The Party has to furnish proof of execution of similar work on behalf of any TPS having Pulverised fuel Boiler in the Private or Public Sector eg.WBPDCIL, NTPC APGen Co. etc. by furnishing Xerox copies of POs together withTransporters challans and Inspection certificate containing dispatch clearance, Excise Invoice (Xerox copies) and proof of executed value of work in the form of certified copy of RA bills and also satisfactory completion certificate of the job completed. Similar Work means Design , Engineering , manufacture , supply , erection, testing & commissioning of at least 2 (two) nos Dry fly ash systems of capacity not less than 40 TPH per stream to a distance of not less than 600 meters incorporating pressure conveying system which are in successful operation for the past 2(two) years in thermal power plants having pulverized coal fired Boiler. Successful operation certificate required. B) For Civil work , the Contractor with which the intending bidder would like to be

associated shall have constructed at least 2 (two) nos Silos (of RCC construction) of capacity not less than 600 MT with ship form technology.

The bidder to furnish complete information on each of the following aspects with full documentation a) Minimum average annual turn over (MAT) for the best 3(three) years out of last 5(five) financial years shall be : 1.5 x Estimated cost -------------------------Completion period in year = 1.5 x Rs.33,37,36,250 ----------------------------1.5

= 34 crores. b) Audited annual account report of preceding 3(three) years to determine working capital position,overall profitability , debt equity ratio , average annual turnover etc (in schedule-VI).

4. The bidder shall furnish the following documents invariably :

a) Details of installations of specified capacity or higher supplied,erected and commissioned by the bidder in schedule I . The performance reports issued by customer shall be furnished by the bidder in proof of the particulars stated in the statement alongwith details of contact persons , address , phone no etc of issuing organization and period of satisfactory operation.

b) Details of installations tendered for and on hand in schedule II .

c) Details of manufacturing capacity of his organization in schedule III .

d) Details of manufacturing organization , field organization for erection, testing and commissioning of the specified plant / system, details of the organization for rendering service during operation of plant after commissioning in schedule-IV.

e) Details of plant and machinery installed in the works of bidder relevant to the bid in schedule-V. Notwithstanding anything stated above, DVC reserves the right to assess the bidders capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of the DVC.

5. A tolerance limit of +/- 5% on the quantity of QR is allowed to take care of the marginal shortfall. 6). The intending bidder must enclose self attested copies of the following. a) Regarding status of the bidder where it is company incorporated under companies act Memorandum of association & articles of association company registration certificateand where the bidder is a partnership firm or individually owned,a copy of partnership deed & empowerment in favour of partner carrying on business and or affidavit where the eligible bidder is an individual.
