This template is to be used as a guide as part of the Commissioning Handover Takeover process, it is not exhaustive and individual project requirements need to be included.

The commissioning plan should include the following: Table of contents 1. Key Stakeholders 2. Introduction/Summary (overall purpose and description of the commissioning process). 3. Commissioning Scope of Work (a detailed series of sections for each discipline setting out the systems to be commissioned and the TAB tasks to be carried out; this needs to include the tasks to be undertaken during the design phase (eg details of what has to go into each disciplines commissioning specifications for contractors to price and carry out) as well as the more familiar TAB processes undertaken during and at the end of construction). 8. Commissioning Meetings (a schedule of commissioning specific meetings to be held throughout the project and invitees). 9. Commissioning Issues Procedure (develop a procedure for recording and logging issues as they arise and are resolved; the finalised log will be included in the Commissioning Report). 10. Commissioning Schedule (a detailed schedule eventually listing all commissioning activities and ultimately interfaced with the builders construction program; this will start out during the design phase with a listing and schedule of major activities and their anticipated time frames and should be properly allowed for in the project program. The schedule should also include information on frequency and expected attendance for commissioning team meetings). 11. Commissioning Forms (a listing of all the forms and documents to be completed for each of the commissioning tasks for each of the disciplines and where they can be obtained; they should all be appended to the Commissioning Plan; once completed, these forms form the bulk of the Commissioning Report. Forms might include task/action checklist, testing methodologies, test data, performance trend log, sign-off procedures, issues log, etc. Completion of every form must include the signature of the person(s) undertaking the work, date and the signature of all witnesses). 12. Owner/Operator Staff Training and Handover (development of training programs and documentation, identification of personnel to be trained and instructed and setting of key dates for the building occupants and those responsible for operating and maintaining the building). 13. Building Tuning (program of dates and tasks to be carried out during the Defects Liability Period including identification of responsibilities, output to Post Occupancy Evaluations (POE) and recording documentation). 14.

The Commissioning Plan may include the Defence Functional Design Brief, Final Design Documentation and Basis of Design (if separate), Project Specifications, Commissioning Meeting minutes, Commissioning Issues log, Construction Checklists, Commissioning Forms, training materials, warranty listings, POE reports, lessons learned. The Commissioning Plan template should include the following outlines for typical elements to be included in the commissioning requirements for a building. The commissioning requirements should include, as applicable, for each item of plant and system:

Manufacturing testing (QA records); Factory performance testing (e.g. thermal performance, controls, type testing of switchboards); Delivery to site records; Installation testing (e.g. pressure testing, drive alignment); Individual system testing, adjusting and balancing; and System integration tests.

In the commissioning plan template, commissioning tests should include specific tests to demonstrate building performance in energy efficiency, water efficiency and building environmental quality. When relevant, the Commissioning Plan should include inspections by relevant Technical Authorities (TA) or a suitable representative agreed by the TA, particularly for critical infrastructure such as; Aircraft pavements Airfield Lighting Systems Central Emergency Power Systems Fire Suppression Systems Fuel Farm and Hydrant Systems Preparation of Preliminary Commissioning Schedule 17. The Preliminary Commissioning Schedule gives an indicative list of items that are typically to be included in the Commissioning Plan. It is expected that this schedule will require considerable revision as the project progresses, for example, calendar dates will be added during the construction phase as the builders program is developed. The schedule should include a list of major commissioning activities for each building system leading to commissioning milestones, the estimated time or date range for each and a list of prerequisite activities (either construction activities or Version 5 Date 4 Dec 2007 Page 4

other commissioning activities) eg dates when utilities are connected and available, dates when the building envelope is complete. Preparation of Commissioning Forms 18. There is an extensive resource of sample/pro forma commissioning forms available from many of the organisations involved in the various building services disciplines and all specialist testing, adjusting and balancing companies will have developed their own standard forms. All forms should have provision to record as applicable, the names and signatures of the testers and witnesses for all procedures as well as the date, time and any comments. Forms should provide for ready comparison of the relevant design parameters and the succession of those parameters as tested. Commissioning Report 1. The commissioning report captures the detail and analysis from the commissioning process and activities undertaken, namely outcomes from:

Factory tests and on-site (construction phase) tests of equipment and systems. Full commissioning tasks at end of construction (as part of the handover / takeover requirements). Building tuning during defects liability.

The Commissioning Report should include all documentation recording that all building systems are complete, tested and operational. Records of all testing and balancing shall be provided, including factory test results, integrated system tests and all unsuccessful tests with details on what was done to correct and finalise each item (eg adjustment of set points, changes to control routines, details of faulty equipment). It will provide information on the witnessing of tests and end of construction commissioning, and involvement of NOD and CMSC during all commissioning phases. The following areas should be included in the commissioning report. 1. Summary. An overview of the building and the complete commissioning process - maximum of 2 pages. Background to the philosophy of the commissioning processes adopted for the particular building. (Project Requirements Brief) Description of Defences requirements for the building including relevant design criteria.

System Details, Testing and Balancing This is the main section of the report to include for each building service testing and balancing details of each item of equipment, each sub-system and each complete system as appropriate. Include equipment performance data such as water and air pressure drop curves/tables for pumps, fans, valves, heat exchangers and the like, alignment of drive trains, levelling of equipment. Record dates and personnel details.
