The Command and Control capabilities provided to NATOs air forces are an essential part of national sovereignty. The inherent speed and flexibility of air power also enables NATO and the Nations to quickly intervene in distant theaters. To support these air operations it is necessary to carefully plan and task air assets in advance and to have full situational awareness to manage and control forces during the execution phase.

Currently NATO's Air Command and Control (C2) is accomplished through a variety of NATO and national systems using a diverse set of C2 assets. This complex Air C2 structure no longer meets NATO's operational requirements of a single, integrated air defense system which, at the tactical level, will provide the capability to plan, task and execute defensive and support air operations both in and out of the NATO area. The increasing complexity and diversity of the global threat environment further compounds this situation.
Based on evolving operational priorities, NATO has identified the capabilities needed to meet the challenges of the twenty first century. Future threats will be of many different types and may come from any direction and any area of the world. As recent NATO operations have shown, NATO will need the ability to react quickly in order to project military forces more effectively and sustain them both in- and out-of-area. NATO's Air C2 system requirement comprises a mixture of static and deployable entities to meet these challenges and to provide seamless planning and tasking, monitoring, and control and execution of the full spectrum of air operations in NATO Europe and beyond. The Air Command and Control System (ACCS) from ThalesRaytheonSystems will provide NATO with the capability to meet these challenges. NATO ACCS LOC1 is the only fully integrated Air Command and Control System with the key capabilities to ensure mission success for today and tomorrow. With its common core software, open architecture and system-wide humanmachine interface, ACCS delivers unmatched situational awareness as well as reliable coordination with civilian Air Traffic Control (ATC) systems. A single system across NATO Europe and beyond
ACCS will replace the existing Air C2 systems in NATO Europe a mix of several Air Defense Ground Environment (ADGE) systems operating from Norway to Turkey. NATO ACCS LOC1 will meet the full range of requirements in air operations including capabilities to counter terrorist threats and provide support in peacetime, crisis and war. NATO ACCS LOC1 sets new standards of integration for air operations in NATO Europe, introducing a single, integrated approach to planning, tasking, monitoring and execution. (DARS), can be used for combined Joint Task Force, NATO Response Force operations including peacekeeping, crisis management and sustainment. The DCAOC, with equipment packed in carrying cases for transport, provides the deployed operational planning and tasking capability. The DARS, is a fully shelterized, deployable command and control entity and includes a full suite of operator control positions, ADP servers, communications equipment including antenna masts, cables and other auxiliary equipment in logistics shelters.

In 2008, the program successfully conducted a factory system test of its core software. Initial deployment of five NATO ACCS LOC1 validation and integration sites is currently underway in Belgium, France, Germany, Italy and The Netherlands, which will be followed by sites in 11 additional NATO countries for a total of 17 operational European locations.

NATO ACCS LOC1 is standards-based, fully compliant with NATO C3 Technical Architecture (NC3TA) and NATO Architecture Framework (NAF), uses non-proprietary, open Internet protocols and formats (TCP/IP, XML, SOAP, JAVA), is independent of communications carriers (NGCS, SATCOM) and is fully deployable away from static locations.
