ARTICLE I - NAME AND ORGANIZATION Section 1. Name: The name of the organization shall be the Choral Section of the North Carolina Music Educators Association in affiliation with the North Carolina Association of Educators and the Music Educators National Conference, which is an affiliate of the National Education Association.

Section 2. Relationships: This organization shall maintain a close relationship with the North Carolina Music Educators Association, the North Carolina Association of Educators, the North Carolina State Department of Public Instruction, The Music Educators National Conference, the American Choral Directors Association, and the National Association of Jazz Educators and with other organizations devoted to the cause of music education. ARTICLE II - OBJECTIVES AND FUNCTIONS Section 1. Objectives: o (a) The advancement of musical concepts and education, choral music in particular, throughout North Carolina on the senior high school level, grades nine (9) through (12); and o (b) The fostering of a closer relationship among the choral directors throughout North Carolina, thereby bringing an interchange of ideas beneficial to all. Section 2. Functions: o (a) The Choral Section shall encourage and promote music education in North Carolina by means of clinics, exchange of concerts, festivals, workshops, joint concerts, institutes, and other activities sponsored or approved by the Choral Section; and o (b) The Choral Section shall promote a membership drive each year at the city, county and/or regional levels in an effort to reach and inform all senior high school choral teachers, especially new teachers and those transferring from out-of-state. ARTICLE III - MEMBERSHIP Section 1. Active membership may be granted to any individual engaged in choral music education in North Carolina who is a member of the North Carolina Music Educators Association. Section 2. The right to vote, to serve as an adjudicator, or hold office, elective or appointive, is reserved to active/retired members. ARTICLE IV - DUES Active membership in the North Carolina Music Educators Association shall be the only dues requirement in the Choral Section of the North Carolina Music Educators Association. ARTICLE V - GOVERNMENT Section 1. The elective officers of the Choral Section of the North Carolina Music Educators Association shall be a chairperson, a chairperson-elect, a secretary, a choral activities coordinator, an All-State coordinator, an Honors Chorus coordinator and five (5) members-at- large, for a total of eleven (11) elected officers. Section 2. The executive committee shall consist of the elective officers and the immediate past chairperson of the Choral Section for a total of twelve (12) members. Section 3. The term of office for all elected officers shall be a period of two (2) years. Section 4. Vacancies in all elective offices shall be filled upon the recommendation of the executive committee of the Choral Section until an election for the unexpired term is held at the next regularly scheduled general meeting of the membership. Section 5. For the purpose of serving current needs in Large Choral activities such as the regional choral festivals, workshops, and solo-ensemble festivals, offered by the Choral Section of the North Carolina Music Educators Association, the state of North Carolina shall be divided into eight (8) regions as follows: o Eastern Region #1: Chatham, Durham, Franklin, Granville, Harnett, Johnston, Lee, Orange, Person, Vance and Wake.

Eastern Region #2:Beaufort, Bertie, Camden, Chowan, Currituck, Dare, Edgecombe, Gates, Greene, Halifax, Hertford, Hyde, Lenoir, Martin, Nash, Northhampton, Pamlico, Pasquotank, Perquimans, Pitt, Tyrrell, Warren, Washington, Wayne, and Wilson. o Eastern Region #3: Bladen Brunswick, Carteret, Columbus, Craven, Cumberland, Duplin, Jones, New Hanover, Onslow, Pender and Sampson. o Central Region #1: Alamance, Caswell, Forsyth, Guilford, Randolph, Rockingham, Stokes, Surry and Yadkin. o Central Region #2: Anson, Hoke, Montgomery, Moore, Richmond, Robertson and Scotland. o Western Region #1: Cabarrus, Davidson, Davie, Mecklenburg, Rowan, Stanly and Union. o Western Region #2: Alexander, Allegheny, Ashe, Burke, Caldwell, Catawba, Cleveland, Gaston, Iredell, Lincoln, Watauga and Wilkes. o Western Region #3: Avery, Buncombe, Cherokee, Clay, Graham, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Swain, Transylvania and Yancey. Section 6. The executive committee and/or the choral section membership by majority vote may combine regions and/or districts or divide existing ones to better serve the needs of teachers and students in choral activities offered by the Choral Section. ARTICLE VI - ELECTIONS Section 1. o (a) The chairman elect, the choral activities coordinators, the secretary, the All-State coordinator and the Honors Chorus coordinator shall be elected by secret ballot in even-numbered years at the fall In- Service Conference. The outgoing chairperson-elect shall automatically succeed to the office of chairperson. Installation of said officers shall precede adjournment of this Conference. Section 2. o (a) An elections/nominations committee appointed by the executive committee shall prepare a slate of candidates who have consented to serve. The slate of officers to be elected shall be presented to the membership at All-State. The slate should be racially balanced and represent a cross-section of the state membership; o (b) Additional nominations may be made by the Elections Committee and/or from the floor by any active member at the All-State meeting.; o (c) Voting shall be done by secret ballot at the Fall In-Service Conference during the business meeting. Official action will result from a simple majority of the ballots cast. ARTICLE VII - MEETINGS Section 1. The Choral Section of the North Carolina Music Educators Association shall meet bi-annually as determined by the membership. Additional meetings may be approved at either of these regularly scheduled meetings. Section 2. The executive committee shall meet upon the call of the chairperson and must meet prior to the two regularly scheduled meetings at the Fall In-Service Conference and the All-State Choral Festival. A quorum of six (6) members of this committee shall be required for the transaction of business. ARTICLE VIII - QUORUM AND VOTING Section 1. A quorum shall consist of members registered and present at either of the regularly scheduled meetings or any of the additional approved meetings. Section 2. o (a) The election of all officers shall be by secret ballot only; o (b) All other business shall be voted upon by a counted show of hands or, upon request of an active member present, by secret ballot. Section 3. A mail ballot may be conducted at the discretion of the executive committee or at the request of the members present. Official action may result from a simple majority of the mail vote returned.

ARTICLE IX - AMENDMENTS AND BY-LAWS Section 1. The Constitution and By-Laws of the Choral Section of the North Carolina Music Educators Association may be amended first with the approval of the executive committee followed by the approval of two-thirds (2/3) of the membership present at either of the two regularly scheduled meetings. Section 2. The Constitution and By-Laws may be added to or deleted from upon the approval of the executive committee and with the approval of two-thirds (2/3) of the membership present at either of the two regularly scheduled meetings. Section 3. Proposed amendments to the Constitution must be submitted by mail to the entire membership at least thirty (30) days prior to a regularly scheduled meeting.

ARTICLE I - DUTIES OF OFFICERS Section 1. The chairperson shall: o (a) Preside at meetings of the Choral Section; o (b) Enforce due observance of the constitution and by-laws and standing resolutions; o (c) Call meetings of the executive committee; o (d) Appoint committees not otherwise provided for in the constitution; o (e)Provide the committees the necessary information pertaining to the carrying out of their responsibilities; o (f) Secure guest conductors for Honors Choruses and All-State Choruses o (g) Plan agenda for the Fall In-Service Conference including securing clinicians and performing ensembles o (h) Serve on the North Carolina Music Educators Association Executive Board o (i) Prepare articles and submit all reports and materials from the choral section to the editor of the North Carolina Music Educator in a timely manner. When an immediate decision is necessary, the chairperson shall be empowered to act with the concurrence of the executive committee. Section 2. It shall be the duty of the chairperson-elect to perform all the duties of the chairperson in the event of the absence of the chairperson. Section 3. The immediate past chairperson of the Choral Section shall serve as consultant to the active chairperson and shall perform such other duties as are assigned by the active chairperson and the executive committee. Section 4. The secretary shall keep minutes of all meetings and shall furnish the editor of the North Carolina Music Educator a summary of said minutes for immediate publication; shall maintain an active membership list, and shall perform other duties as directed by the chairperson and/or the executive committee. Section 5. The choral activities coordinator shall: o (a) Oversee the planning and the execution of all the district and regional choral activities o (b) Appoint a chairperson of each district and regional event and instruct said chairperson as to their duties o (c) Determine and assign adjudicators for district and regional choral activities o (d) File a complete financial report with the NCMEA Executive Director and furnish a copy of Financial report to the Choral Section o (e) Furnish the Choral Section chairperson the results of the district and regional events for publication in the North Carolina Music Educator o (f) Serve as editor of The Chorale, the bi-annual newsletter of the choral section

(g) Submit changes to the Constitution, By-Laws, and Rules and Regulations to the NCMEA Executive Director for inclusion in the NCMEA Handbook. Section 6. The All-State coordinator shall: o (a) Work with the executive committee and the Choral Section membership in planning the annual All-State Choral Festival o (b) Select locale and dates for said event o (c) Secure necessary equipment and materials and accompanist(s) for said event o (d) Determine rehearsal and performance schedules o (e) Determine student quotas from each school o (f) Establish deadline dates for withdrawals and refunding of monies o (g) Establish all rules and regulations governing student and teacher participation in said event o (h) Oversee the execution of said event o (i) Furnish the Choral Section chairperson a summary of said event as well as a copy of the complete financial report filed with the NCMEA Executive Director within sixty (60) days o (j) Report on said event at the following NCMEA In-Service Conference Section 7. The executive committee shall: o (a) administer the business and educational affairs of the Choral Section and have responsibility for its general policies and program of activities; o (b) fill vacancies in offices by temporary appointments pending regular elections; o (c) have supervision in matters pertaining to the geographic regions of the Choral Section; o (c) Have supervision in matters pertaining to the geographic regions of the Choral Section; o (d) Recommend/select repertoire for the Honors and All-State Choruses o (e) Serve as the Rules and Regulations committee o (f) Appoint an elections committee Section 8. The Honors Chorus coordinator shall: o (a) Work with the executive committee and the Choral Section membership in planning the annual Honors Chorus o (b) Secure necessary equipment and materials and accompanist(s) for said event o (c) Secure adjudicators and audition sites o (d) Determine rehearsal and performance schedules o (e) Establish deadline dates for withdrawals and refunding of monies o (f) Establish all rules and regulations governing student and teacher participation in said event o (g) Oversee the execution of said event o (h) Furnish the Choral Section chairperson a summary of said event as well as a copy of the complete financial report filed with the NCMEA Executive Director within sixty (60) days o (i) Report on said event at the following All-State Festival ARTICLE II - STANDING COMMITTEES Section 1. The music list revisions committee shall consist of at least six (6) members of the Choral Section on the senior high school level appointed by the Choral Section Chairperson. Section 2. The constitution committee shall consist of at least three (3) members appointed by The Choral Section Chairperson. Section 3. The elections/nominations committee shall consists of at least three (3) members appointed by the executive committee of the Choral Section. Section 4. The rules and regulations committee shall consist of the executive committee of the Choral Section. Section 5. The educational affairs committee shall consist of three (3) members representing a cross-section of the state appointed by the executive committee of the Choral Section. ARTICLE III - DUTIES OF THE COMMITTES Section 1. The music list revision committee shall review annually the results of the regional and district choral activities, as well as new releases from the various music publishers, and make recommendations for

deletions or additions to the existing choral festival list, specifically those lists for the regional choral festival. This committee will be responsible for current choral lists being included in each edition of the North Carolina Music Educator. This committee shall furnish copies upon request of said information to the general membership. Section 2. The constitution committee shall review annually the constitution and by-laws and make recommendations for revisions and/or amendments. Section 3. The elections committee shall supervise all elections to the end that only active members shall cast secret ballots. It shall also be the duty of this committee to count the votes and announce the results. Section 4. The rules and regulations committee shall be charged with enforcing the existing rules and regulations governing the district solo and small ensemble festivals, the regional choral festivals and workshops, the All-State Choral Festival, and all other activities sponsored by the Choral Section, and in making recommendations to the membership for revision of said activities, rules and regulations. This committee will be responsible for current rules and regulations being included in each edition of the North Carolina Music Educators Association Handbook. In addition, this committee shall furnish upon request copies of said information to the general membership. Section 5.The educational affairs committee shall: o (a) Inform the membership of impending legislation, local, state, and national, which relates to the Choral Section o (b) Work closely with the North Carolina State Department of Public Instruction arts consultants o (c) Utilize MENC, ACDA, and NCAE as resources ARTICLE IV - RULES OF ORDER Roberts Rules of Order Revised shall govern all business meetings of the Choral Section in all cases to which they are applicable, and in which they are not inconsistent with the by-laws or the special rules of order of the Choral Section.

Choral Activities Policies and Procedures


The following includes all revisions and additions as voted upon by the Choral Section of NCMEA through Jan 1, 2012 A ninth (9 ) grade student shall participate in Jr. High/Middle School activities if that schools configuration includes ninth (9 ). The student shall participate in Sr. High activities if that schools configuration is ninth through twelfth grades.

A. The Honors Chorus


1. Purpose a. To honor outstanding singers from high school choral music programs in our state by giving them the opportunity to perform at the highest level of achievement. b. To provide an outstanding educational experience for both the students and the teachers of choral programs across the state. c. To supplement the choral activities offered by the Choral Section Eligibility a. The Choral Director of each student participating in Senior High Choral Section activities must be a current member, in good standing, of the North Carolina Music Educators Association b. The choral member must be enrolled in a scheduled choral class which receives one unit of credit in the current school year. Quota and General Information a. The group should consist of only the most outstanding voices which will be selected by objective auditions b. There will be a chorus of mixed voices not to exceed 176 students (11-12-01) drawn from students in grades 9, 10, 11, and 12. c. The Honors Chorus will perform at the NCMEA Fall In-Service conference d. Selection of the conductor will be accomplished by the same process used to select the All-State conductor. e. The Honors Chorus will rehearse for two days prior to performance. f. The selection of judges for auditions will be based on the same criteria as Music Performance Adjudication judges. g. All students auditioning for a particular voice part shall be heard by the same judge. Results of the auditions will be sent the following week. h. Judges will be paid $275.00 per day and NCMEA per diem i. The number of auditionees from a school should not exceed ten percent (10%) of that schools choral enrollment j. The coordinator will be paid at the same daily rate as adjudicators. Fees a. Audition fee - $20.00 per student b. Registration fee - $20.00 per student th c. Fees for auditions will be mailed to the Honors Chorus Coordinator by September 10 . d. Honors Chorus registration fees must be mailed by the Honors Chorus Coordinators designated postmark deadline. Failure to adhere to the deadline will result in forfeiting of privilege of participation. Regulations a. Auditions for the Honors Chorus will be the last Thursday, Friday, and Saturday in September in Central, Eastern, and Western locations. b. Notification of withdrawal must be in to the Honors Chorus coordinator no later than five days prior to the opening rehearsal of the Honors Chorus. A letter will be sent informing the schools principal of the directors non-compliance, except in the case of extenuating circumstances excused at the discretion of the event coordinator. c. Registered students are expected to attend all rehearsals, the final concert, and any other activities planned by the Choral Section officers or Honors Chorus coordinator during the event.

Each student must know the music thoroughly although not necessarily from memory. There will be a screening of students prior to the first rehearsal. Students who are not adequately prepared will be sent home with no refund. A letter will be sent informing the schools principal of the students elimination from the event. Soloists will sing his/her voice part from the designated audition selection. The honors coordinator will announce the selection at the previous meeting. Soloists will be required to display abilities in sight reading and/or vocalizations at the discretion of the judges. A simple rating form used by the adjudicators will be returned to teachers for each participating student if director submits a self addressed, stamped envelope. Each director is responsible for the conduct of his students at all times. The director should remain on the premises for the duration of the festival and attend rehearsals, business meetings, etc, as well as be with his students from his school at night. If the director cannot attend because of an emergency, he must notify the Honors Chorus coordinator and send another faculty member designated by the administration of the school to come in the directors place. This faculty member must also follow the same rules and regulations of the director for whom he is replacing. This includes staying on the premises at all times.

A. SOLO-SMALL ENSEMBLE DISTRICT NCMEA MUSIC PERFORMANCE ADJUDICATION

Eligibility a. The choral director of each student participating in Sr. High Choral Section activities must be a current member in good standing of the North Carolina Music Educators Association b. The choral member must be enrolled in a scheduled choral class which receives one unit credit in the current school year. Regulations a. Schools are not limited as to the number of contestants entering. b. A student entered in the Solo-Ensemble Music Performance Adjudication will be limited to one prepared selection in the solo contest and to participation in two ensembles of unlike nature. c. Schools will be expected to register and participate in their own regions except where travel will be shorter to another region or when conflicts in dates might be avoided. Where groups have reason to participate outside their own region, the regional chairperson to whom they are applying will rule on their acceptance, dependent on time and space available. In no case will a group be permitted to enter more than one Regional Choral Music Performance Adjudication per year. d. Registration blanks and fees from each school participating must be completed and mailed to the st district chairperson on or before February 1 . (Choral directors will not receive any information from st the district chairperson prior to February 1 .) District chairpersons will set deadlines (and enforce penalty) for submission of all required Music Performance Adjudication forms, titles of selections, etc. See district list by counties. e. There will be no repetition of repertory by a single director from a single school with any ensemble or chorus within a two (2) year period; therefore, directors may not choose the same music for SoloEnsemble and/or Regional Choral Music Performance Adjudication within a two year period f. Notification of withdrawal must be made to the district chairperson postmarked no later than three weeks prior to the Music Performance Adjudication date; otherwise entry fees will not be refunded. g. Student or ensemble may participate either for rating and/or criticism. Each entrant or group entering for rating will be assigned an honor rating of Superior, Excellent, Average, Below Average, or Poor, to accompany the adjudicators comments. st h. Qualified adjudicators will be appointed to judge in a particular region. If any choral director is dissatisfied with the rating or comments given he/she should not confront the adjudicator but take this matter up at a business meeting of the choral section. The district chairperson will be required to complete all reports and forward correct copies to the choral activities coordinator and the NCMEA Executive Director within forty-five (45) days after the event. Failure to do so will result in forfeiture of the District Chairpersons honorarium. The Chairperson will be paid at the same daily rate as adjudicators. Soloist: $15.00 Ensembles of 2-4: $20.00 Ensembles of 5-24: $50.00

Soloists and ensembles; six minutes. If a selection runs longer, cuts must be made and marked by director. Performance: Soloists a. Confined to soprano, mezzo-soprano, alto, tenor, baritone, bass, and boys unchanged voices b. Choice of material, at the discretion of director. c. Each soloist is expected to sing from memory. Two selections may be performed if together they do not exceed the time limit. A good performance of one number is preferred. d. A copy of music must be presented to the judge before performing. All cuts must be clearly indicated and measures numbered. e. Music duplicated mechanically or by hand is a violation of the copyright laws and will not be accepted. Judges will be instructed not to adjudicate groups using illegally duplicated music. Music from legal public choral domain websites may be adjudicated as long as the music includes proper citations. Performance: Ensembles a. May be of three types: male, female, and mixed voices b. May include duets, trios, quartets, etc., and any larger group to 24. c. Duets, trios, and quartets will perform one selection from memory. Ensembles of 5-24 will perform two selections from memory. Any group participating must perform music particularly suited and/or written form the voicing of the group and of sufficient quality as to demonstrate clearly the vocal skills of the performers. Appropriate classifications include, but are not limited to madrigals, vocal chamber music, selections of the type included on the large Music Performance Adjudication list which are suitable for a small group, and barbershop selections. The use of Broadway, gospel, and pop settings is not appropriate for this activity. d. Copies of scores must be presented to the judge with cuts clearly indicated and measures numbered. e. Music duplicated mechanically or by hand is a violation of the copyright laws and will not be accepted. Music from legal public choral domain websites may be adjudicated as long as the music includes proper citations. Districts: See page 4

Purpose a. To give students and select small ensembles a chance to perform individually for experience and evaluation. b. To give our better singers an opportunity to work at a higher level than is possible in the large school group. Adjudicators a. Adjudicators will be assigned to each Solo Small Ensemble Music Performance Adjudication as needed to provide one adjudicator per ensemble and one adjudicator per soloist. Adjudicators must have taught in the state of North Carolina for two (2) years.

Solo adjudicators must be voice majors or collegiate instructors When adjudicators assign honor ratings lower than the top rating of superior, they will be asked to be specific in their comments. Adjudicators will be paid $275.00 per day and per diem. Adjudicators will be paid $137.50 per half day (three hours or less) and NCMEA per diem.

REGIONAL CHORAL NCMEA MUSIC PERFORMANCE ADJUDICATION

Purpose a. To provide each performing group with an opportunity to improve and to evaluate its performance by comparison with a set standard of excellence, and by comparison with the performance of other groups Eligibility a. The Choral Director of each student participating in Senior High Choral Section activities must be a current member, in good standing, of the North Carolina Music Educators Association. b. The choral member must be enrolled in a scheduled choral class which receives one unit of credit in the current school year. Regulations a. Schools will be expected to register and participate in their own regions except where travel will be shorter to another region or when conflicts in dates might be avoided. Where groups have reason to participate outside their own region, the regional chairperson to whom they are applying will rule on their acceptance, dependent on time and space available. In no case will a group be permitted to enter more than one Regional Choral Music Performance Adjudication per year. b. Registration blanks and fees from each school participating must be completed and mailed to the st district chairperson on or before February 1 . (Choral directors will not receive any information from st the district chairperson prior to February 1 .) District chairpersons will set deadlines (and enforce penalty) for submission of all required Music Performance Adjudication forms, titles of selections, etc. See district list by counties. c. Each choral group will be permitted to participate in any Regional Choral Music Performance Adjudication for criticism only, or for criticism and a rating. Each group requesting criticism and rating will be awarded one of the following ratings: Superior, Excellent, Average, Below Average, or Poor. e. Each choral group wishing criticism and rating will determine the classification by selecting music from the official NCMEA graded music list. There will be six graded classifications. Choral groups wishing only criticism are not bound to the official NCMEA classification. Each group will be required to perform at least one selection from the graded music list. f. There will be no maximum limitations concerning the size of the choral groups. If a school has more than one choral group of like nature, each will be permitted to enter, provided there is no duplication of personnel within like groups unless director provides verification (signed by principal) of dual enrollment to site chairperson with Music Performance Adjudication application. Such groups need not enter the same classification. A student may participate in two groups of unlike nature (for example: male chorus and mixed chorus.) st g. Deadline for application is February 1 of each year h. There is no size limitation for any chorus i. If neither of the two selections performed is from the Music Performance Adjudication list, the group will be allowed to sing for a rating as Grade I.

Regional chairpersons will set deadlines (and enforce penalty) for submission of all required Music st Performance Adjudication forms (except registration statewide deadline, February 1 ) i.e., judges information, titles of selections, etc. k. There will be no repetition of repertoire by a single director from a single school with any ensemble or chorus within a two (2) year period; therefore, directors may not choose the same music for Small Ensemble and/or Regional Choral Music Performance Adjudication within a two-year period. l. The regional chairperson will be required to complete all reports and forward correct copies to the activities coordinator and the NCMEA Executive Director within forty-five (45) days after the event. Failure to do so will result in forfeiture of the regional chairmans honorarium m. Use of recording devices: one adjudicator of the three will be asked to make his comments using a recording device. The adjudicator making comments by recording will use the standard printed form for recording his rating of the performance. n. Special recognition of superior ratings a plaque will be made available for purchase from the Executive Director to all groups with superior ratings at the participants expense Performance a. Each group will prepare from memory two selections of equal difficulty. For those groups wishing to receive ratings, one of the two selections MUST be from the official current NCMEA music lists. b. All choral directors must deposit their prepared compositions (three copies) with cuts clearly indicated and measures numbered to the regional chairman prior to performance. c. Music duplicated mechanically or by hand is a violation of the copyright laws and will not be accepted. Judges will be instructed not to adjudicate groups using illegally duplicated music. Music from legal public choral domain websites may be adjudicated as long as the music includes proper citations. d. Ratings will not be posted in the performance area. e. Timing; not to exceed ten minutes per entry. f. Failure to observe the rules and regulations of the Choral Section for any event may cause the school to forfeit participation in the event the following year. A letter will be written to the school principal and to the choral director/teacher. Sight-Reading a. Sight-reading will be optional. Directors may select which voicing their groups will sight-sing. Sightreading will be graded separately from performance and not included as part of the cumulative grade. The choral activities chairperson shall be responsible for securing and distributing sight-reading material appropriate for all voice classifications. There will be no observers, other than assigned student teachers. The procedure will take place in a room close to the performance area. The site coordinator will secure an accomplished accompanist for sight-reading. A separate adjudicator will be employed for the sight-reading when necessary. b. Each chorus should be met at the door by an attendant and told to file in and take seats quietly and quickly, rearranging to the accustomed seating arrangements. Attendants can assist in rearranging seats. If one group arrives before another has finished its performance, it should be detained at a point far enough away so that the members will be unable to hear the music distinctly. c. The attendants may pass out the music after the chorus members take their seated positions. The music is not seen until instructions have been given. d. The judge shall go to the conductors stand and read the rules of the Music Performance Adjudication and/or deliver such other instructions as he feels will assist the organization in doing the best possible job of sight-reading. i. Each group shall perform one (1) rhythmic exercise of the adjudicators choosing. The group will have one (1) minute to examine the exercise. The director may not actualize any rhythm. The method of execution of the rhythmic exercise shall be at the discretion of the director. i.e., clapping or any rhythm syllables. ii. Each group shall also perform one (1) singing exercise in the voicing selected by the director. The director may not actualize any rhythm, harmonies or voice leadings. The director shall not sing any part of the selection (rhythmic or melodic) or play it on the piano.

iii. Students are each given a copy of the music. They and the director are given four (4) minutes to study and discuss the music. The students may ask questions but may not discuss or rehearse the music in any way. After the four minutes are over, the key may be established by students singing the scale and/or tonic triad at the direction of their director. The pitches are given at the piano; the group may hum or sing their starting pitches and sing through using solfege syllables, scale degree numbers, or lyrics, the piece one time with piano accompaniment. After that, they may have one (1) minute to discuss the piece, then the pitches are given again and the piece is sung a capella, using solfege syllables, scale degree numbers, or lyrics. The final performance will then be sung a cappella (lyrics optional). During all readings, the director may only conduct. He/She may make no audible contribution to the groups performance. iv. The sight-reading demonstration should be treated as performance, not as a rehearsal. While it is not against the rules to call out numbers to the singers while they are performing or to stop and begin again, the director is admitting a sight-reading weakness which must be taken into consideration by the judge. v. At the conclusion of the audition, members of the group should remain seated until all music has been returned and counted. The director should caution students to gather their belongings before exiting the room. The director should be given a few seconds for any instructions he/she wishes to give, and the singers should then be asked to leave quietly and quickly to make room for the next group. 6. 7. Fees: a. $125.00 per chorus Adjudicators a. Three adjudicators (who must be members of NCMEA) will be assigned to each Regional Choral Music Performance Adjudication. Adjudicators must have taught in the state of North Carolina for two (2) years. b. When adjudicators assign honor ratings lower than the top rating, Superior, they will be asked to be specific in their comments. c. Adjudicators will be paid $275.00 per day and per diem d. Adjudicators will be paid $137.50 per half day (three hours or less) and NCMEA per diem. Regions: See page C-2

Purpose a. To provide more students in each region an opportunity to participate in a large choral group similar to All-State Choral Festival directed by an outstanding choral director from within the state b. To create more interest and encourage participation from smaller school units who hesitate to perform for criticism and/or rating Regulations a. Schools will be expected to register and participate in their own regions except where travel will be shorter to another region or when conflicts in dates might be avoided. Where groups have reason to participate outside their own region, the regional chairperson to whom they are applying will rule on their acceptance, dependent on time and space available. b. Regions should decide prior to the Fall In-Service Conference the type of activities to be held in each region. Activities may include the choral Music Performance Adjudication only, the choral workshop only, or a combination of Music Performance Adjudication and workshop. It is the duty of each

regional chairperson to contact the members of his region. If there is no reply the decision will be made by the regional chairperson. Registration blanks and entry fees must be completed and mailed to the regional chairperson on or before the designated deadline. Notification of withdrawal must be made to the regional chairperson postmarked no later than three weeks before the workshop date; otherwise entry fees will not be refunded. th th Deadline for entering is September 10 for fall events and January 15 for spring events. There will be no maximum limitations concerning size of group provided registration does not exceed available facility space. If registration is too large, the regional chairperson must determine the quota for each school participating.

D. ALL-STATE CHORAL FESTIVAL


1. Purpose a. To give outstanding students from high school choral music programs a chance to participate with other students of like ability in a highly selected group b. To give these students an opportunity to work with outstanding choral directors Eligibility a. The Choral Director of each student participating in Senior High Choral Section activities must be a current member, in good standing, of the North Carolina Music Educators Association and the school must have participated in an NCMEA HS Choral MPA event at least once in two years prior to the AllState event with the exception of a new director or a new school. b. The choral member must be enrolled in a scheduled choral class which receives one unit of credit in the current school year c. Students, accompanied by their director or principals designee, must attend a district rehearsal to participate in the NC All-State Choral Festival Quota a. There shall be one SATB choir for students in grades nine and ten and one SATB choir for students in grades eleven and twelve, each with the maximum number of participants allowed by local fire codes. The repertory of each choir will include one selection for women only and one selection for men only. b. The quota for each school will be determined by the All-State coordinator. Allotment is based on the th th th th number of 9 , 10 , 11 , and 12 grade students in the choral program in your school with no student being counted twice if registered for more than one class. Fees a. $20.00 per student participant Regulations a. Each director must indicate to the All-State Coordinator by mail or official registration blank or th facsimile a desire to enter the event by September 10 . b. The official registration blank, signed by the school principal, along with necessary fees must be paid by the All-State Coordinators designated postmark deadline. Failure to do so will result in a school losing its allotment for that year.

Notification of withdrawal must be to the All-State coordinator, postmarked no later than two weeks before the festival date. A letter will be sent informing the schools principal of the directors noncompliance, except in the case of extenuating circumstances excused at the discretion of the event coordinator. d. Registered students are expected to attend all rehearsals, the final concert, and any other activities planned by the choral section officers during this event. e. Each student must know the music thoroughly although not necessarily from memory. There will be a screening of students prior to the first rehearsal. Students who are not adequately prepared will become audits. Students who have not prepared the full All-State Festival repertoire as given by the All-State Coordinator and/or the Choral Section Chairperson must secure the missing selections and will be screened again at a time designated by the All-State Coordinator and Section Chair during day 1 of the All-State Festival. Students who do not pass this second screening will become audits f. Directors are responsible for the conduct of their students at all times. Directors must attend the zone-rehearsal with their students and remain on the premises for the duration of the festival and attend rehearsals, business meetings, etc. If the director cannot attend (either the festival or zone rehearsal) because of an emergency, notification must be made to the All-State coordinator and a principals designee must come in the directors place. This designee must follow the same rules and regulations as the director. This includes staying on the premises at all times. Guest Conductor a. Recommendations for guest conductors can be made at bi-annual meetings b. The selected conductor and the repertoire for the All-State event is to be announced no later than the following fall conference. The Choral Section Chairperson shall be notified by the All-State coordinator immediately in the event of any emergency situation concerning changes.
