ABSTRACT The purpose of this research is conducted to determine the Implementation of Regional Regulation Number 1 of Palembang on the Implementation

of the Terminal and to know the factors to be supporting and inhibiting the implementation of these regulations. The method used in this research is descriptive qualitative research method. Sources of data obtained from primary data through interviews and observations, secondary data through the archives, reports, books and other sources relating to the implementation of these regulations. Once these data are obtained and then the data is displayed and given in-depth interpretation and analysis in accordance with aspects contained in this research. This research involves the Department of Transportation City of Kilkenny as a builder and operator terminal UPTD Terminal Work. The key informant is the Head of Work Terminal Jaya, Head of Administration of Work Terminal and user terminals Karya Jaya Jaya. Operation of terminal services consist of 7 (seven) services, namely services and public transport facilities to the incoming terminal, service and special parking facilities, passenger service with tickets platform, service and waiting room facilities, services and bathroom facilities and small rooms, services and facilities rooms, office / booth, stall / plot, day care goods and restaurants, and health service and VIP lounge. The results showed that the implementation of Regional Regulation No. 1 of Palembang on the Implementation of the terminals has been available all, only the passenger service with tickets only platform that does not exist. There are factors that influence the implementation of policy: supporting factors and inhibiting factors. supporting factors include communications made by many parties such as police, TNI, Police Civil Service, and RS Prog Bhayangkara, adequate human resources both in quality and quantity and the clear bureaucratic structure of the division of tasks. Inhibiting factors include the absence of the regular budget for the terminal causing delays of activities that require funds that are immediately and lack of awareness of the user terminal itself to take advantage of the existing terminal as a means to use public transport. Departure from these findings, suggestions are recommended UPTD Karya Jaya terminal further enhance cooperation with the parties involved in service delivery at the terminal, made regulations that are giving a tough sanctions against violations committed not only by drivers, but also by officers which does not carry out their duties or abuse of power, in order to attract passengers using the terminal as a means of change of mode of transportation should develop the existing land for investors seeking to build business at the terminal or around the terminal and the need for improved facilities and infrastructure of both the main facility and supporting facilities.
