CHAPTER I THE PROBLEM AND ITS BACKGROUND Introduction According to Acero, et.al.

(2000), the term assessment refers to the full range of information gathered and synthesized by teachers about their students. Information can be gathered on students in informal ways such as through observation and verbal exchange. It can also be gathered through formal means such as homework, test, and written reports. Salandanan, et.al. (1990) stressed that assessment is concerned with the gathering of data or evidence about a particular knowledge, skills, or attitudes that a person may or may not possess. On the other hand, evaluation is concerned with the total growth or progress attained by the person. Based on the results of a number of assessment

procedures, an assessor forms an overall judgment about someones growth. Assessment characteristically starts with an analysis of the criterion and the environment in which an individual lives, learns and works. It attempts to determine the psychological pressures the environment creates, the roles expected, and the demands and the pressures their hierarchical arrangement, consistency, as well as conflict. It

then proceeds to the determination of the kinds of evidence that are appropriate about the individuals who are placed in this environment, such as their relevant strengths and weaknesses, their needs and personality characteristics, their skills and abilities (Bloom, 1970).

Students final educational encounter is on their tertiary level. On this part, they are deciding on what to choose as their course which fits on their abilities, interests, and skills. College students take variety examinations in order to test and evaluate their learning. College graduates who aspire to become teachers should take (Licensure Examination for Teachers), engineers (Board Licensure Examination for Engineers), nurses (Board Licensure Examination for Nurses), lawyers (Bar Examination),

accountants (CPA Board Licensure Examination) and other aspirants who are hoping to be professional should passed first their prescribed examinations. The Professional Regulation Commission, otherwise known as PRC is

responsible for supervising the practice of the professionals who constitute the highly skilled manpower of the country. Its purpose is to assure the quality of professional services with the publics welfare in mind. For aspirant teachers, to learn whether or how licensure tests might promote teacher quality, the committee believes it is important to distinguish teacher quality from teaching quality. States and local districts play an important role in promoting teaching quality. If schools are not well organized and supportive, it is possible that even good teachers will not be successful (Raudenbush et al., 1992). Successful teaching depends on many factors, including the level of instructional resources available, staffing levels, continuing professional development, (Johnson, 1990). and support from administrators and parents

The school and community forces that shape teachers practices and

student learning are numerous and important.

This study will serve as a track record of BASC LET passers to be a guide for those who will conduct the further study.

Statement of the Problem This study will be guided with the following problems: 1. How is the passing percentage in Licensure Examination for Teachers of education graduates at Bulacan Agricultural State College from 2007-2011? 2. Is there any improvement in the results of LET in years 2007-2011?

Scope and Limitation of the Study This research will be conducted to determine the passing percentage of education graduates in Licensure Examination for Teachers at Bulacan Agricultural State College from 2007-2011.
