Bill Description Drivers license application procedures and requirements modifications Assumptions Assume an effective date of January 1, 2014 Assume expedited rule making will be needed for EDL because the rules necessary for administration of the Enhanced Driver License program will now be excluded based on the bills repealer language. Assume DVS will absorb programming costs for capturing the attestation of MN address on DVS information system. Assume the DL/ID card cost of $1.275 per card Assume postage cost of $0.421 per card Assume 31,000 cards with status check indicator would be remade removing the status check indicator Expenditure and/or Revenue Formula Expenditures: FY2014: Produce 31,000 cards at $1.275 per card and $0.421 for postage = $52,576 Revenue: None Long-Term Fiscal Considerations The DVS budget is fee-based and must cover the cost of business through the fees collected. Any increase in expenses may require increasing fees.
