POSITION PAPER COMMITTEE: disarmament and international security (DISEC) COUNTRY: Hungary

Hungary is a landlocked country in Central Europe. It is situated in the Carpathian Basin and is bordered by Slovakia to the north, Ukraine, and Romania to the east, Serbia, and Croatia to the south, Slovenia to the southwest and Austria to the west. The country's capital, and largest city, is Budapest. Hungary is a member of the European Union, NATO, the OECD, the Visegrd Group, and is a Schengen state. The official language is Hungarian, also known as Magyar, which is part of the Finno-Ugric group and is the most widely spoken non-Indo-European language in the European Union. Following a Celtic (after c. 450 BC) and a Roman (AD 9 c. 430) period, the foundation of Hungary was laid in the late 9th century by the Hungarian prince rpd, whose great-grandson Saint Stephen I was crowned with a crown sent by the pope from Rome in 1000 AD. The Kingdom of Hungary existed for 946 years, and at various points was regarded as one of the cultural centres of the Western world. After about 150 years of partial Ottoman occupation (1541 1699), Hungary was integrated into the Habsburg Monarchy, and later constituted half of the Austro-Hungarian dual monarchy (18671918). A great power until the end of World War I, Hungary has lost about 70 percent of its territory, along with one third of its ethnically Hungarian population,[10] and all its sea ports under the Treaty of Trianon,the terms of which have been considered excessively harsh by many in Hungary. The kingdom was succeeded by an authoritarian regime, and then a Communist era (19471989) during which Hungary gained widespread international attention during the Revolution of 1956 and the seminal opening of its border with Austria in 1989, thus accelerating the collapse of the Eastern Bloc. The present form of government is a parliamentary republic, which was established in 1989. Today, Hungary is a high-income economy. Hungary is one of the thirty most popular tourist destinations in the world, attracting 10.2 million tourists a year (2011).The country is home to the largest thermal water cave system and the second largest thermal lake in the world (Lake Hvz), the largest lake in Central Europe (Lake Balaton), and the largest natural grasslands in Europe (Hortobgy). In 1998, the European Union began negotiations with Hungary on full membership. In a 2003 national referendum, 85% voted in favour of Hungary joining the European Union, which followed on 1 May 2004. TOPIC A: A bioterrorism attack is the deliberate release of viruses, bacteria, toxins or other harmful agents used to cause illness or death in people, animals, or plants. These agents are typically found in nature, but it is possible that they could be mutated or altered to increase their ability to cause disease, make them resistant to current medicines, or to increase their ability to be spread into the environment. Biological agents can be spread through the air, water, or in food. Terrorists tend to use biological agents because they are extremely difficult to detect and do not cause illness for several hours to several days. Some bioterrorism agents, like the smallpox virus, can be spread from person to person and some, like anthrax, cannot. Hungary is totally against biological warfare and the deliberately inflicting health issues upon people which is also a serious crime. TOPIC B: Militarization of space refers to use of outer space for strategic purposes which may result in benefiting the parties carrying out the operations in terms of technological advancements and achievements. This may include stationing of satellites for strategic and/or defensive purposes. Science today tends to play with that part of nature of which it is not fully aware of yet, meaning that without knowing the boundaries of space several countries have started to station strategic weapons such as spy satellites and global positioning systems (GPS) in space. This race dates back to end of World War II, when the world was engaged in sorting out differences between communism and democracy. This difference in approach along with nuclear weapons race gave birth to militarization of outer space in order to hold dominance over each other. Space warfare is responsible for creating competition and hostility between most advanced countries, bringing peace to the boundaries of oblivion. Hungary promotes peace and hospitality between the nations, trying to prevent world wars. Thus Hungary is against space warfare.
