How PVC do the Construction at Site?

PVC established a Site Management Board with about 30 engineers, including one Director (Nguyen Dinh Hung) and two Deputy Directors (Tran Trong Hung and Trinh Xuan Tuan Anh). The Site Management Board is divided into some groups such as: Construction Supervisor Group(lead by Tran Trong Hung), to supervise the work and schedule of construction subcontractors: PVC-HN, PVC-ME, PVC-VINCONEX

Design Supervisor Group (lead by Trinh Xuan Tuan Anh), to monitor the work and schedule of design subcontractors: JVC, DMC, SEEN

Procurement Group (Lead by Ha Huu Thanh and Nguyen Dinh Hung) to finalize the vendor packages: Pumps, Chiller, Cooling Tower, Boiler and STG,

In regard to PVC construction subcontractors, PVC subsidiary companies are arranged to carry to specific tasks by lump sum contracts with PVC. PVC-HN is in charge for all general civil work, such as soil excavation, pilling, road and paving, foundations and sleeper, brick wall and concrete columns. Stunt piles are used and provided by FECON (one of the big share holders is PVC). The concrete was prepared at site by a medium size mixing station. Cement was provided by Thai Nguyen Cement agencies. Most of the PVC-HN workers are unskilled labors, locally employed. Only engineers and supervisors are experience and permanent personnel. The construction equipments such as excavators, drilling machines, trucks are brought from Hanoi. The construction material such brick, gravel, sand and crushed stone are local supplied by small providers around Phu Tho. PVC-ME is in charge for steel fabrication and erection all steel frames, pipe racks and platforms. A part of the steel fabrication work was subcontracted to Lisenco, a subsidiary company of Lilama. The other part was done by PVC-ME at the construction site. The anchor bolt installation inside foundation and the equipment installation are also carried by PVC-ME. All the welders are transferred from other PVC-ME projects and certified at site. The installation workers are locally employed. The cranes and operators are brought from Hanoi. Most of the formed and plate steel are originated from China and provided by PVC-ME1, a subsidiary company which has the function to import construction

material. Some of the big anchor bolts are imported from Korea and also provided by PVC-ME1. PVC-VINACONEX is a joint stock company of two share holders PVC-HN and Vinaconex, established to concentrate mainly on the office building market. This company itself has no experience on tank fabrication. On the other hand, the parent company PVC-HN was a subcontractor of several tank projects (ChanMay, Dinh Vu). Many engineers and welders have been transferred from PVC-HN to PVC-VINACONEX to join this Bio Ethanol project. But because of the lack of management, the progress of tank fabrication is slow. Some of tanks are subcontracted to Lisenco which fabricates tanks in its mechanic house. All steel plate are originated from China and provided by PVC-SH whose main functions are investment and trading.

In addition to PVC Site Management Board, there is an independent consultant group PMC hired by PVB (the Owner) to supervise and expedite the construction work. As per my observation, both PVC Site Management Board and PMC are not processional in control the construction sequence. They have no clear plan to foresee and concentrate in the critical works, such as no underground pipe and cables were installed but the paving had been completed for Admin area. In the peak period, there are about 800 engineers and workers on the site. In other periods, the number is down to just more than 100. In these times, PVC is a kind of hungry to request all his subcontractors JVC, DMC, SEEN and other Vendors to issue documents at once even the information for design and the interface between these subcontractors are not clear. To solve the outstanding problems, many meeting were held by both PVC Site Management Board and PVC Top Management, requested the attendances from all parties.
