INTRODUCTION
It is an honor for Sampron Consulting Associates LLC (SCA) to offer this price quotation, including the sale, transportation, and delivery of computer random access modules (RAM chips), to the United States Air Force Space Command (USAFSC). Through solicitation FA2517-09-T-6155, the USAFSC, an agency of the United States Department of Defense, solicited a Request for Quotation (RFQ). In this RFQ, the USAFSC seeks a quote to buy 14,000 RAM chips of specific designs from a small business. The small business must deliver the RAM chips within 30 days after the date of contract (ADC), in one batch, to USAFSCs location in Colorado Springs, Colorado. SCA proposes to deliver RAM chips to USAFSC as specified in the RFQ. SCA proposes to do so using its three key strengths: 1. a unique relationship with a chip manufacturer, allowing SCA to quickly acquire the relatively large number of RAM chips specified 2. an aggressive, focused plan to transport and deliver the RAM chips to USAFSCs location on time 3. a team of expert subcontractors to provide key services at any time SCAs Owner and Project Manager, Robert Sampron, has a unique, 36-year relationship with the U.S. sales manager for Mini Micro Inc., a world-renowned manufacturer-importer of RAM chips. Because Mini Micro makes RAM chips for personal computer manufacturers, like Dell Computers, it has ready access to a large number of the specified RAM chips (the order). Ready access to the RAM chips allows SCA to acquire, transport, and deliver the order to USAFSC on time.

This section demonstrates how SCAs unique relationship with Mini Micros experts affords it a proper understanding of the scope of work. SCAs relationship with Mini Micro gives it an insight that other vendors may not have about why the USAFSC needs such a relatively large order. It is important that any vendor who replies to this RFQ fully understand this requirement; otherwise, that vendor may not provide the proper RAM chips on time. 2.1 Understanding the Scope of the Work This proposal begins with SCA confirming the full scope of USAFSCs RFQ. USAFSC seeks to purchase and receive the following types and quantities of RAM chips from a small business like SCA: 7,000 units of Kingston PN# KTD-DM8400C6/2G, or 7,000 units of Equal IAW FAR 52.211-6 (1999), and 7,000 units of DDR2 SDRAM, 240 pin, 2GB, 800 Mhz, 1.8v, CL6
The small business, like SCA, must also meet the following transportation requirements: Deliver the order in one batch, with no partial deliveries Because the delivery location does not have a loading dock, the delivery truck must have a lift gate.

2.2 Understanding the USAFSCs Core Need Mini Micro Inc. advised SCA these specific RAM chips are usable only with the Dell OptiPlex 740 desktop minitower computer. Each Dell computer has four memory slots, making them upgradeable to eight gigabytes of RAM. SCA speculates the USAFSC will upgrade memory for approximately 3,500 computers. When processing increasingly large volumes of data with existing computers, processing times inevitably slow. SCA speculates that USAFSC seeks a prudent means for increasing processing speeds. Two means exist for doing so: buying new computers, with increased central processor unit (CPU) capacity and faster clock speeds, or buying new RAM chips
The first scenario, buying new computers, is relatively expensive. The USAFSC must not only pay for the new computers, it must also pay to dispose of the old computers. This means it must pay to transfer data from the old to new computers; destroy old computer hard drives that may contain classified data; and destroy or recycle old computer parts. The second scenario, buying new RAM chips, is far less expensive. It works on the theory that, as processing demands increase when using the same amount of RAM resources, processing speeds slow significantly.

When a CPU lacks adequate RAM to process all data available, it juggles the data between the CPU and hard drive in two steps. First, it transfers excess data from the CPU to the hard drive. Second, as room for data opens in the CPU, it transfers data back from the hard drive for processing. Each time the CPU juggles data, it slows processing speeds. By increasing RAM, the USAFSC eliminates the data juggle in most situations and significantly quickens processing speeds. After comparing these costs, the USAFSC likely saw the best value was to increase RAM by adding chips to the existing computers. SCA and its expert RAM chipmaker, Mini Micro, agree that this is the more prudent decision. With this understanding, SCA knows it can help the USAFSC achieve its goal of faster, economical data processing speeds.

APPROACH
In this section, SCA proposes the following technical approach for planning the work. This approach demonstrates how SCA will draw on its experts to obtain and transport the relatively large order on time. SCA organizes the work plan into the following tasks: Task 1 Importing the RAM Chips Task 2 Renting the Transport Vehicle Task 3 Hiring and Using Labor Resources Task 4 Delivering the RAM chips Task 5 Accounting for the Transaction Task 6 Performing Customer Service 3.1 Work Plan Tasks Task 1 Importing the RAM Chips Upon receiving the order from the USAFSC, Robert Sampron immediately will order 14,212 RAM chips, in the varieties specified, from Chris Flanagan, Mini Micros Sales Manager in Los Angeles. o Mini Micros RAM chips have a failure rate of 1%, among the lowest in the industry. To assure the USAFSC receives 14,000 working chips, SCA will deliver an additional 212 chips (106 units of each variety). SCA discusses this assurance in section 7.0 Cost Estimates. o Mr. Sampron already has informed Mr. Flanagan about the potential order.

Task 2 Renting the Transport Vehicle Upon receiving the order from USAFSC, Robert Sampron will contract with U-Haul Inc to rent a delivery vehicle with lift gate. Task 3 Hiring and Using Labor Resources Upon receiving the order from USAFSC, Robert Sampron will contract with Ready Temporary Service (RTS) to hire two properly documented day laborers. On delivery day, RTSs day laborers will: o load the RAM chips onto the U-Haul vehicle at SCAs location o unload the RAM chips from the U-Haul vehicle at USAFSCs designated location Task 4 Delivering the RAM Chips Upon receipt of all RAM chips from Mini Micro, Robert Sampron will: o contact USAFSCs Receiving Manager, Don Hopper, to schedule a delivery date and time Mr. Sampron also will ask for a second delivery date in the event of significant inclement weather on the original delivery date. o contact U-Haul to finalize rental of the delivery vehicle

In this section, SCA describes its plan for managing the work. This management plan demonstrates how SCAs team of experts assures delivery of quality RAM chips on time. Though only in business for one year, SCAs owner and experts make a significant difference. Each has stellar experience completing the tasks detailed in the work plan. SCA organizes the management plan as follows: Business Background Organization Description Project Personnel Communication Plan Reporting Plan
SCAs management plan assures that the USAFSC receives the timely order, receives Mr. Samprons full attention while fulfilling the order, and is fully satisfied with the order. 4.1 Business Background SCA is a Colorado Limited Liability Company. The owner is Robert Sampron. Established in 2008, SCA contracts successfully to import and deliver goods to customers throughout Colorado. SCA successfully completed one delivery contract for the U.S. Department of Defense in June 2009. 4.2 Status of Limited Liability Company In 2008, the state of Colorado granted Limited Liability Company (LLC) status to SCA. The same year, the U.S. Small Business Administration registered SCA as a small disadvantaged business.

4.3 Subcontractors Subcontractors for this project include Mini Micro Inc., U-Haul Co., and Ready Temporary Services. Mini Micro Inc. is a Taiwan- and California-based provider of RAM chips to major computer manufacturers, like Dell Computers. Because it controls the RAM chip manufacturing process, Mini Micro affords its worldwide customers a faster time to market. Mini Micro also offers outstanding technical support, with dependable delivery and quality. U-Haul Co. is a national, well-known, reliable transportation-sharing corporation. U-Haul has 1,450 company-owned stores and 14,500 contract outlets throughout North America. SCA will rent a delivery vehicle with lift gate from Raul Jiminez, a Denver-area U-Haul contractor, to transport the order. The U-Haul contract outlet is an S corporation and small business. Ready Temporary Services (RTS) is a Denver-based provider of quality, professional day laborers for construction, industrial, manufacturing, hotel, and convention businesses. RTS has provided Colorado-based companies with laborers for 42 years, and it places over 250 laborers per day. SCA will contract with RTS to provide two documented workers to load and unload the RAM chips. 4.4 Organization Description Figure 4-1, the Project Organization Chart, describes the proposed organization. The figure provides the names, titles, and places in the workflow for each responsible person and organization. SCAs organization builds its team from expert subcontractors. 4.5 Communication Plan There are two communication plans for the project: internal and external. The following describes each plan. 4.5.1 Internal Communication Plan
All internal communication will flow between SCA and its subcontractors. No subcontractor will contact USAFSC personnel at any time, unless specifically requested by the USAFSCs personnel. When the USAFSC awards the contract to SCA, Robert Sampron will order the RAM chips by telephone from Chris Flanagan of Mini Micro. Mr. Sampron and Mr. Flanagan will continue to communicate by telephone and Email. Mr. Flanagan will invoice SCA by Email and U.S. mail. Mr. Sampron will contract for services in person with U-Haul and RTS. Follow-up will be by Email and telephone. When Mr. Sampron receives invoices from Mini Micro, U-Haul, RTS, and Public Storage, he will present them in person to Roy Gibson C.P.A. Any further communication with Mr. Gibson will be by Email, U.S. mail, telephone, and in person. This internal communication plan ensures Mr. Sampron will be in contact with each expert subcontractor throughout the project. Again, no subcontractor will contact the USAFSC at any time, unless specifically requested by the USAFSC to do so, assuring message continuity between SCA and the USAFSC personnel. 4.5.2 External Communication Plan
All external communication will flow between SCA and the USAFSC, including its agency personnel at Peterson Air Force Base. Agency personnel include:

In this section, SCA demonstrates that its team members are experts, with many years of experience in their fields completing each task in the work plan. Team members were excited to hear SCA was submitting this proposal. They are eager to provide quality products and services through SCA to the USAFSC. SCA organizes this section as follows: Project Personnel Personnel Qualifications
SCAs team involves many experts, including: Robert Sampron, Owner and Project Manager, Sampron Consulting Associates Mr. Sampron holds a B.A. in Political Science and Public Administration and a B.S. in Technical Communication. He has 17 years experience managing projects for many organizations. These organizations, from the private, public, and political sectors, include Bank of America-Merrill Lynch, University of Colorado, Community College of Denver, Jefferson County Democratic Party, and Kelley Daniel for House District 23 campaign. Mr. Sampron personally manages each project from beginning to end, and will not accept other business until he delivers the order to USAFSCs RFQ-designated location. Chris Flanagan, Sales Manager, Mini Micro Inc. Mr. Flanagan holds a B.A. in Philosophy. He has 12 years experience as a sales manager, importing electronic components from Asian companies. Mini Micro, his employer of the last five years, supplies RAM chips to

major computer manufacturers worldwide, including Dell Computers, the manufacturer of the USAFSCs OptiPlex desktop computers. Mr. Flanagan will ship the RAM chips from his companys U.S. and Taiwanese stock to SCAs Public Storage facility. Roy Gibson C.P.A., Public Accountant Mr. Gibson holds a B.S in Business Administration and an M.B.A. In 1982, he received a Colorado Certified Public Accountant license. Mr. Gibson has served as Mr. Samprons personal accountant for 10 years and business accountant for one year. On behalf of SCA, Mr. Gibson will prepare all invoice and tax documents and pay all costs owed to subcontracts. Raul Jiminez, Owner-Contractor, U-Haul Inc. Mr. Jiminez is an authorized ownercontractor for U-Haul Inc. He has been in business in Colorado as a U-Haul contractor for 12 years. He will offer the delivery vehicle with lift gate for rent to SCA. Due to excellent past success, Mr. Sampron contracts exclusively with Mr. Jiminez to rent delivery vehicles. In the event of a mechanical failure, which has never occurred while Mr. Sampron rented any of Mr. Jimenezs vehicles, U-Haul can quickly provide a replacement vehicle anywhere along the route from Denver to Colorado Springs. Alicia Gonzalez, Account Manager, Ready Temporary Services Ms. Gonzalez holds a B.S. in Human Resource Management, and is a member of the Society for Human Resource Management. She has been an account manager with RTS for five years. Mr. Sampron will hire legally documented day laborers through Ms. Gonzalez to load and unload the delivery vehicle. 5.2 Personnel Qualifications 5.2.1 Personnel Qualifications Matrix

In this section, SCA again demonstrates its unique understanding of project deliverables. Its knowledgeable experts and owners years of experience make this understanding possible. To satisfy the USAFSCs need for RAM chips and information, SCA divides the project into two sets of deliverables: Delivering the RAM Chips Delivering Progress Reports to USAFSC
6.1 Delivering the RAM Chips To review from the core RFQ, the USAFSC wants to purchase the following number of chips in the following varieties: 7,000 units of Kingston PN# KTD-DM8400C6/2G, or 7,000 units of Equal IAW FAR 52.211-6 (1999), and 7,000 units of DDR2 SDRAM, 240 pin, 2GB, 800 Mhz, 1.8v, CL6
SCAs RAM chip provider, Mini Micro, suggests and SCA proposes to deliver 14,212 RAM chips to the USAFSC in the following units and varieties: 7,106 units of Equal IAW FAR 52.211-6 (1999), and 7,106 units of DDR2 SDRAM, 240 pin, 2GB, 800 Mhz, 1.8v, CL6
Because the Kingston RAM chip is proprietary, no company except for Kingston may produce it. However, Mini Micro produces the generic equivalent, the IAW FAR 52.211-6 (1999), and has a full supply in its United States inventory.

The DDR2 SDRAM chip is also in nearly full supply in Mini Micros United States inventory. Mini Micro can easily ship the remainder from Taiwan, so SCA can make the full delivery on time. As briefly discussed, all RAM chip have a failure rate. Mini Micros rate is 1%, among the lowest in the industry. Because SCA and Mini Micro want the USAFSC to receive 14,000 working RAM chips, SCA proposes to provide 212 additional chips (1.5%) at no extra cost to the USAFSC. This assures that at least 14,000 chips will operate properly from the start. 6.2 Delivering Progress Reports to USAFSC In the RFQ, the USAFSC did not request nor require that the vendor provide progress reports. However, SCA feels it would be remiss for not informing David Dikes, the USAFSCs Contracting Specialist, about the shipments progress. As a result, SCA proposes to make three progress reports to Mr. Dikes as follows: 6.2.1 Report One

This section discusses plan cost estimates. In this section, SCA briefly discusses project cost estimates for providing RAM chips to the USAFSC. It fully itemizes project cost estimates in section 9.1 Appendix A Cost Estimates. SCA understands that cost is an important factor in upgrading RAM for the USAFSCs existing Dell OptiPlex computers. As a result, SCA offers to provide the products and services listed in RFQ FA2517-09-T-6155 to the USAFSC for the price of $656,211.10. SCA also seeks to assure that the USAFSC receives 14,000 working RAM chips, adding 212 units to the order, in 106 units of each variety, at no extra cost. All chips carry a 730-calendar-day (two-year) warranty. SCA will assist the USAFSC with any warranty issues for 90 calendar days after delivery. At the conclusion of 90 calendar days after delivery, Mini Micro accepts full responsibility for any remaining or outstanding warranty issues. SCA factors business costs over a 30-day (one-month) period, based on normal business costs over a 12-month (one-year) period. Monthly business costs include management costs, equipment depreciation costs, and office costs.
