Bali Trash Scavenger Returns $30,000 in Jewelry Thrown Out with the Trash
Amidst the negative image of Bali and suggestion of w i d e s p r e a d dishonesty, a young scavenger who makes his living from sorting through other people garbage at the local rubbish tip has made the news and given renewed hope in the basic decency that remains the predominant characteristic of the people who make the Island of Bali their home. As reported by The Jakarta Post, the young scavenger named Ahmad discovered three boxes of gold in the back of a garbage truck in Denpasar, Bali. Bedazzled by his find easily worth years of his meager income, he immediately contacted his Balinese boss, Made Raka, to seek assistance in making sure the gold found its way back to its rightful owner. continue to page 9

a nod to the swarm of lawmakers below in the Fifth Republic's lower house. Six volunteer beekeepers from among the National Assembly staff will tend the hives, which are nestled together on a raised platform on the roof of a rear palace building. Despite their enviable Parisian vista, the bees will be packed tightly into their windowless homes, with each of the hives housing up to 50,000 bees in the summer months, a population that will drop to 15,000 in the winter. Left-wing lawmaker L a u r e n c e Dumont said estimated annual honey production should fill around 800 pots a year which would be g i v e n t o schoolchildren on educational visits or charities. The farm ministry is working to revive beekeeping and r e d u c e a dependence on imported honey, and Paris already sports bee hives atop other prestigious buildings including the Garnier Opera and the swanky Tour d'Argent leftbank restaurant. Meanwhile another species began doing its civic duty in the city this week as four f l u ff y b l a c k s h e e p w e r e unleashed in a public garden under a new plan to use grazing animals, rather than machines, to trim city lawns.

After reviewing the video reports, Pastika said I am very concerned, because this can damage Bali's image. There is no need for tourist visitors coming to Bali to be tricked or extorted. Calling for an end to such practices, the governor immediately called and wrote to three separate institutions: The Bali Police, The Minister of Justice and Human Rights and Bank Indonesia. In contacting the Bali chief of police, the governor insisted that all field officers be gathered together and warned not to participate in extorting foreign Bali's chief policeman. prosecuted. Beehives create buzz above French parliament

The roof of France's National Assembly is ready to buzz with activity after the arrival of three large bee hives this week as part of a project to promote pesticide-free honey.
The bees are expected to be moved in once the weather warms up, should produce up to 150 kg of honey a year and help pollinate flowering plants around the capital at a time of worldwide decline in bee numbers. The project is part of a new trend across Europe to put bee colonies on city rooftops, taking advantage of the fact that bees adapt well to urban living and can target the many varieties of long-blooming i n n e r - c i t y greenery. "This is a great symbol for us," Thierry Duroselle, head of the Society of F r e n c h Beekeepers, said about the new hives perched atop part of the grandiose 18th Century palace on the Seine River that houses the lower house of parliament. "We think it's a nice opportunity to educate people, the public and politicians on the role of bees." Despite their reputation for painful stings, bees are vital for human existence. A global decline in their numbers, the reasons for which are baffling scientists, is alarming everyone from farmers to European Union policy makers. The loss of habitat due to urban expansion, and, in France, an invasion of beeeating Asian hornets, is adding to a phenomenon known as Colony Collapse Disorder. More than two-thirds of the 100 crop species that provide 90 percent of the world's food are pollinated by bees, including fruit, nuts and grains. A 2011 United Nations report estimates the work done by bees and other pollinators to help food crops reproduce is worth $196.57

He also agreed if the police decide to prosecute the Dutch journalist Van Der Spek, adding, That would be good if those paying bribes are prosecuted because of their involvement in the interaction. In addressing the Minister of Justice and Human Right,

BALI THE RIGHT WAY

G'day again punters and welcome to another week in paradise. The week that just slipped by was a fairly good one by so many measures with the best one being the weather we have been having. It looks like all but the most of the wet season has about finished and we will get to enjoy some good weather from here till about the end of October. A great time to be on the island for a holiday and an even better time to be parked here for good. The week just gone was a ripper in the A.F.L with a slight redemption to my tips by getting the complete nine correct, which pastes an extra point to my aliasj@kutaweekly.com tally helping make up for the dismal attempt in the first round. I'm sure a heap of punters would have done well and I know there was old mate Jacky Russell who even got the margin on Friday night right, but lost a point when the Mighty Pies took a win and cost him the full tote plus his bonus for getting the margin. How sad, too bad mate. Last week I rambled on about the current state and mind set of a few Aussie's that have a background in politics and I further went on to detail just how they have gotten their heads in a space that over time they may realize is slightly clouded. I am talking about the current federal leadership of Australia. We did get a few much more civil letters this week that I am happy to share with you and they are as follows: Dear Aliasj, I read your editorial every week without fail and apart from a very few minor spelling mistakes I think you are good at writing about things that are happening in Bali. Last week you mentioned about Mrs Gillard and that lots of people don't like her too much and you got me thinking about it and after reading what you said about a few things that are good for us I think you are right. My boyfriend and I come to Bali at least 4 or even 5 times a year and we have done this for a long while now and when we come here the exchange rate for our cash is wicked. We get around 10,000 Bali dollars for every Aussie dollar we change and this makes us have a really good holiday. We are able to spend our money to have a great time and even help out a family we sponsor here. At home we both work and actually have a really good life and don't seem to have many issues with our money and yes you are right our life quality is really good so long as me and david keep working. I think I will be voting for Mrs Gillard so we can keep living a good life. Thanks again for the weekly paper. Brittany & David, Perth, Western Australia Hello Aliasj, I read your editorial on Facebook last week and was surprised that you struck a note on the current state of politics in Australia and was in favour of the Gillard team. I have been a Labour supporter for many years and agree in total that the quality of life in Australia, albeit expensive, is one of the best living standards in the world. You mentioned a few positives but I feel there were so many other positives that you missed with the one I feel you should have focused on much more being the education system we have in Australia. People come from all over the world to study in our nation with some of the best teaching houses in the world we continually reach milestone after milestone on so many different platforms. Keep up the good work mate. Keith from Queensland. So there you have it folks a few more happy readers that took the time to put pen to paper and actually contribute something that wasn't a profanity fest which we simply couldn't publish. I'm sure there are people that say the exchange rate is causing them to lose sales to overseas markets out of Australia, and these people will usually be farmers, and they will complain like hell, but at the end of the day once you have listened to their plight, ask them what year and model car they are driving and to hazard a guess I'd say it's a top of the line, latest model, that the general public, like myself and the rest of us, simply couldn't afford, so in my book they aren't doing too bad in the grand scheme of things. Anyways as I said the Kuta Weekly isn't a political newspaper, nor will it ever be. I think the crux of this ramble is the great exchange rate us Aussies are getting at the moment to help have a great time while living here or enjoying a holiday. On that note I will close and trust that the most of you stay safe, happy, healthy and always remember, All the clocks have been wound back an hour as daylight saving has finished for another year in the eastern states, vote for Abbott, and you best wind the clocks back 60 years. Enjoy your week. ALIASJ.

BALI, LOCATION TO SUIT EVERYONE

JIMBARAN
Jimbaran is just south of the airport and Kuta. This was formerly a real backwater of south Bali, just a tiny fishing village with a daily market. That all started to change in the 1980s and Jimbaran is now home to several world class 5 star beach resorts, plus a few more moderate mid-market hotels. There is however little in the way of budget accommodation and there are also many high-end villas in this area, particularly on the ridges of high ground above Jimbaran Bay. This has resulted in monikers such as the "Beverly Hills of Bali" or "Millionaire's Row". The bay itself has a pleasant white sand beach and is very safe for swimming. The three clusters of grilled seafood restaurants on the beach are a major tourist draw in the evenings, as is the truly stunning sunset. Jimbaran is also home to a Norwegian University, Gateway College, with around 500 students studying athletics, philosphy, culture, economics and journalism. The school is located in Kedonganan close to Sari Segara Resort and in Jl, Bantas Kau where it also has a small cafe. Jimbaran has an increasing number of rather chic shops but there is little or no nightlife here. It has the advantage of being a little closer to Kuta and Seminyak and the cultural highlights of Central Bali.

THE BUKIT
Much has been written about this dusty, arid and rugged area, which forms the southern most tip of the island. Limestone cliffs of up to 100 meters in height provide some of the best views in the world, along with some deserted white sandy beaches. Everyone wants a piece of this are, from international hotel chains such as Bvlgari, Versace and Banyan Tree, to established residential villa developers looking for that perfect plot. The area offers secluded beaches, and exclusivity to name but a few reasons why this is fast becoming the place to be. Prices have more than tripled in the area over last 2 years alone with still plenty of potential to be realized, so now is a plan. Only a short 15 minutes drive from the international airport, The Bukit is fast being referred to as the new Millionaires Row.

The Bali Daily (The Jakarta Post) says the provincial government of Bali is planning to draft a strategic master plan on tourism development. Bali's governor Made Mangku Pastika said: We're eager to improve the tourism sector and build linkages with other sectors including agriculture. Our priority program is drafting a strategic master plan that manages the tourism sector. The Governor is seeking input from all tourism stakeholders, including the Indonesian Tourism Industry Association (GIPI), in drafting the Master Plan. The plan is expected to deal with steps to preserve Bali's agricultural character on an island where tourism has supplanted farming to become the dominant force in the economy. Tourism is now calculated to comprise 66%

has a different economic structure from other provinces in Indonesia. We rely on tourism as the leading sector. Suggesting that controls are lacking, Pastika said that tourism needs to be controlled in order to realize sustainable d e v e l o p m e n t . M o r e o v e r, accommodation developers are refusing to incorporate Balinese architectural accents in their finished buildings. Adding: Once, I was invited to a new hotel facility in Kuta. I really deplored that the hotel didn't adopt Balinese architecture and I spoke to the management about the issue directly. We have to realize that Balinese architecture is a must for all investment on the island. The proposed Master Plan will also address means to control the current accommodation boom in Bali that is resulting in unhealthy price competition. Planners will also be asked

to incorporate new business sectors in the Master Plan, such as retirement tourism, sports tourism and cruise tourism. Some sources are expressing pessimism, doubting that any final Master Plan will not be embraced by the regencies and metropolitan areas of Bali. Efforts by the governor to introduce an island-wide zoning law and a moratorium on new hotel building have been zealously resisted by the Island's Regents and Mayors who are unprepared to release control of their lucrative right to issue easements and licenses. www.balidiscovery.com

The best option for you will depend on your personal situation, the type of property, risk factors and the type of investment model. Even though it states in Indonesian law that foreigners are not allowed to hold a 'freehold' land title, there are ways that have been in practice for a number of years that enable foreigners to control a freehold title indirectly or to hold a leasehold title in their own name.

NOMINEE SYSTEM FOR HAK MILIK

This structure is a regularly practiced procedure in Indonesia, whereby the foreigner nominates and Indonesian representative to acquire the land and to hold the 'freehold' title (Hak Milik) on behalf of the foreigner. Ownership of the land is transferred from the previous owner to the Indonesian nominee. The foreigner and the Indonesian nominee then sign an agreement which recognizes the Indonesian nominee as the legal owner of the property whilst declaring the foreigner as the rightful owner of the property. This agreement denotes that the Indonesian nominee will carry out any directives from the foreigner regarding the land. This agreement must always be concluded in the presence of a public notary.

How Ya Gonna Keep 'Em Down on the Farm?

Although the provincial administration says that the income of farmers in Bali continues to increase annually, wages earned by agriculturalists still remain below the average per capita income figures in 2012. At a plenary meeting of the Bali Legislative Council in Denpasar Bali Governor Made Mangku Pastika said, The farmers' annual per capita income has continued to increase from an average Rp 6 million [US$600] in 2008 to Rp 9 million (US$900) in 2012. While delivering the accountability report for Bali's integrated agriculture (Simantri) program, The Jakarta Post reports that Pastika considered the improvement of farmers' welfare to be of major importance in the context of developing Bali's agriculture industry. Pastika said, In order to support food self-sufficiency here in Bali, development in the agriculture sector was addressed to encourage optimum agricultural resources, while simultaneously improving the welfare of farmers in Bali. annual per capita income to Agriculture Programs The Simantri program has Rp 12 million can be achieved. To qualify for assistance farmers must be willing to adopt organic practices including the use of non-chemical fertilizers. The program also involves responsible stockbreeding practices and the establishment of biogas power plants. Biogas, bio-pesticides and organic fertilizer are produced from animal waste. The Bali Agriculture Agency head, Ida Bagus Wisnuardana, admitted that despite the income growth, many obstacles to further growth remain. The report disclosed that despite the income growth, farmers' annual per capital income was below the Island's average of Rp 20.74 million (US$2,074) in 2012. Wisnuardana claims the main obstacle is the limited land owned by farmers. Yet he remains hopeful that the program's long-term target of increasing the farmers' We are optimistic that we can reach our target, he said. Head of the Subak Research Center at Udayana University Wayan Windia considers the growth in the farmers' income as an inadequate indicator that the welfare of the farmers has also increased. Their income could have increased, but expenses could have increased at a greater level than their income, as inflation has also increased, Windia said. Windia added that tax subsidies are also important for improving the farmers' welfare. Land tax has burdened many farmers. The (tax) subsidy really needs to be implemented. Windia also suggested that without empowering subak the traditional water management system of Bali, the Simantri program will be unable to run at an optimal level to strengthen the farmers' economic condition.

Bali Government Preparing to Locally Collect Manpower Training Fee
The provincial government of Bali is targeting an income of Rp. 20 billion (US$2 million) in 2013 from official retribution fees collected for registered foreign workers in Bali. Quoted by the State News Agency Antara, the chief of the Bali Manpower and Transmigration Office, I Gusti Ngurah Agung Sudarsana, said, The only remaining problem is the implementation of the retribution to be paid for extending foreign work permits (IMTA) in our region. That assumption on total money to be generated, however, is based on collecting retributions from January December 2013,

(on retribution), within the national context it's the second fastest province nationwide in formulating regulations for the extension of the IMTA, said Sudarsana. In the past the IMTA was charged on a national level from Jakarta, a power that is now in the process of devolving to the provinces. Regulations on the national level stop IMTA retributions on December 2012, but provinces can only begin to collect these fees of US$100 a month when the empowering regulations have been put in place on a provincial level. www.balidiscovery.com

Spice paradise in Badung market

For centuries, Indonesia has been wellknown as a heaven for spices. In fact, its abundance of spices caused some countries Portugal, the Netherlands and the UK, to colonize the archipelago such were the riches to be had from this harvest.
Even today, spices are still widely grown across the country, including in Ambon, Sumatera, Java and Bali. But now, you don't have to colonize Indonesia or travel the seas around the archipelago to get your hands on some of these treasures, since the biggest traditional market in Bali provides it all. Badung traditional market is located in the center of Denpasar, Bali's capital city. The four-story building is open 24-hours a day to accommodate various commodities. Kiosks selling spices are located on the market's second floor, shown by a signboard reading Los RempahRempah. There is a huge range of spices available here, including the basics like pepper, onion and chili, to the more exotic saffron, cloves and others that many customers can only recognize or distinguish from the aroma or shape. Some of the spices are sold completely unprocessed, while others have been wrapped in attractive packages for tourists and local customers alike. These spices have been processed into powders and packed in transparent plastic, and even have their English names, like hot curry, black pepper, lemongrass or cinnamon powder, written on them. The variety seems endless. Prices depend on the size of the package and range from Rp 10,000 (US$1.03) for the small packages of 100 grams, to Rp 20,000 for larger packages of 200 grams. Some spices are dried and sold in their original form, including vanilla priced at Rp 700,000 per kilogram or Rp 200,000 per 10 pods. As in any traditional market, there is no fixed price, so the price you get depends on how good you are at bargaining. If you are unfamiliar with the market, you can ask for help from the porters in the market, who will be more than happy to guide you as you explore. Porters offering a price double that of the original is a common practice in the market. So if you are traveling in Bali and are looking for an interesting experience, and getting some of that souvenir shopping done, exploring for spices in Badung market could be an option, while simultaneously educating you on the harvest that made Indonesia a colonized country.

while, the implementation of the retribution is still under review by the Bali Provincial House of Representatives (DPRD-Bali) in April. Even though Bali has yet to complete its provincial regulation

Two Beggars
Two beggars are sitting side by side on a street in Rome. One is holding a cross, the other one is holding the Star of David. Many people go by, look at both beggars but only put money into the hat of the beggar holding the cross. Eventually the Pope comes by. He stops to watch the throngs of people giving money to the beggar who holds the cross while none give to the beggar holding the Star of David. Finally, the Pope approaches the beggar with the Star of David and says, "My poor fellow, don't you understand? This is a Catholic country and this city is the seat of Catholicism. People aren't going to give you money if you sit there holding the Star of David , especially when you're sitting beside a beggar who is holding a cross. Infact, they would probably give more money to him just out of spite". The beggar with the Star of David listens politely to the Pope, smiles, then turns to the beggar with the cross and says, "Moishe, look who's trying to teach the Goldstein brothers about marketing!"

Ride for endangered orangutans

ProFauna Indonesia has declared that the orangutan population is endangered and the protected animal's situation is quite critical.
Orangutans are now only found in Sumatra and Kalimantan, and the population is only about 6,000. The largest orangutan populations now exist in West Leuser, East Leuser and Rawa Singkil, ProFauna Indonesia spokesman Made Astuti said on the sidelines of the launch of the campaign Ride For Orangutan 2013? in Malang on Sunday. According to Made, about 20 thousand years ago, orangutans could be found in great numbers all across the region, from the island of Java in the south and to the northern reaches of the Himalayas and southern China. He said that in the last 10 years, the population of orangutan declined by about 80 percent, so the current population is now critical. This is due to the decimation of forests, poaching and illegal trade. Made Astuti said the orangutan is the only great ape that lived in Asia, while three relatives; the gorilla, chimpanzee and bonobo lived in Africa. orangutan population has triggered ProFauna to conduct a campaign to arouse public awareness of the importance of preserving the Sumatran orangutan and its habitat. The campaign will start with a tour of the island of Sumatra with motorbike. Four ProFauna Indonesia activists will travel the distance of about 7,000 kilometres and cross six provinces in Sumatra. The bike campaign will start on 20 April and finish around the end of May. Along the journey, the campaign will set up an education and public awareness display in community centres with the involvement of local communities. We will also visit the orangutans in their wild habitat and the orangutan rehabilitation centre in North Sumatra and Aceh, he said.

The Hawks watched their lead diminish at each break, from 28 after the first term to 26 at the half then 19 going into the final period, but a true challenge from the Eagles never came.
In fact Hawthorn kicked its secondhighest fourth-quarter score ever, racking up a mammoth 8.3 in the home stretch, to finish victorious 23.10 (148) to 15.8 (98). Star forward Lance Franklin shook off some previous ordinary form at the venue by booting five goals while Cyril Rioli and Luke Breust had four each as the Hawks had their way. Firstly, my husband travels for work and has for a while, a frequent mobile number started appearing on my husband's mobile. There were a few text messages and phone calls but only enough to make me wonder who it was. He never came home for Christmas but instead travelled away with friends on a fishing trip. He continually kept telling me that the mobile number was a mates girlfriend and he had to ring it to get in contact with the mate cause he didn't have a mobile. That was proven to be a lie when photos of him over the Christmas / New Year period emerged of him and her together. To this day he still states they are only friends but very rarely telephones, texts or emails me, unless it is to do with nothing of a personal nature and only business related. He also has an email account on his laptop that I do not have access to and a secret facebook account. He has also travelled over to visit her on what appears to be a monthly basis. That is only a fraction of the story but gives the general idea of my problem. I believe they are more than just friends and he is lying. When I ask what is going on with them he now says I cannot talk

Dear Mey, My goodness dear, do you need him to take out a banner ad? Of course he's having an affair. How you talk to him doesn't really matter. By the sounds of it you'll be lucky just to get him on the phone. When he does finally answer I suggest cutting to the chase. Don't bother to chit chat about the weather. Just say: I know you are having an affair and I am going to leave you. If you value our marriage at all you will return home to 'fess up and try to sort this mess out now. My guess is you will get a fair indication of how much he values the marriage by the speed with which he does - or doesn't - return home. Martha

The Troggs
The Troggs were an English rock band from the 1960s that had a number of hits in the UK and the US. Their most famous songs include the Hot 100 chart topper "Wild Thing", "With a Girl Like You", and "Love Is All Around". "Wild Thing" is ranked #257 on the Rolling Stone magazine's list of The 500 Greatest Songs of All Time and was an influence on garage rock and punk rock.Fronted by Reg Presley, the Troggs were from the town of Andover in southern England and were originally called the Troglodytes. Three of the Troggs' recordings, "Wild Thing", "With a Girl Like You", and "Love Is All Around", each sold over one million copies and were awarded gold discs.[5] History The Troggs formed in 1964, Reg Presley (Lead vocals), Chris Britton (Lead guitar), Pete Staples (Bass guitar) and Ronnie Bond (Drums). They were signed by Larry Page, manager of the Kinks, in 1965. They recorded on Page's Page One Records, and Page also leased them to CBS for debut single "Lost Girl". Their most famous hit was the single "Wild Thing" (written by Chip Taylor) (the song on the b-side of the single depended on the country where it was sold), which with the help of television exposure on Thank Your Lucky Stars reached number 2 in the UK (c/w Reg Presley's song 'From Home') and number 1 in the United States in July 1966. Its combination of a simple heavy guitar riff and flirtatious lyrics helped it to quickly become a garage rock standard. It was recorded in one complete take (take two) at Olympic Studios in London, with Keith Grant engineering. Because of a dispute over US distribution rights, "Wild Thing" was released (along with the first album of the same name) on two labels: Fontana and Atco. The band's success in the US was also limited by not touring there until 1968. They also had a number of other hits, including "With a Girl Like You" (a UK number 1 in July 1966, US number 29), "I Can't Control Myself" (a UK number 2 in September 1966; their first UK single release on the Page One label, POF 001; this was also their second and final dual-label release in the US, with Fontana retaining the rights to all subsequent releases), "Anyway That You Want Me" (UK number 10 in December 1966), all at Olympic Studios, " Give It To Me" (UK No.12 1967), "Night of the Long Grass" (UK number 17 in May 1967), "Love Is All Around" (UK number 5 in November 1967 and US number 7 in May 1968) plus "Hi Hi Hazel" (UK No.42, 1967) . With chart success later eluding the band, they split up in March 1969. Ronnie Bond was the first to release a solo record, with the "Anything for You" single in March 1969, followed in April by Reg Presley with "Lucinda Lee". Chris Britton released a solo album, As I Am, the same year. The band reformed later that year, with former Plastic Penny bassist Tony Murray replacing Staples, and in 1974, after a spell on Pye Records, in an attempt to recreate their 1960s successes, the Troggs re-united with Larry Page, now running Penny Farthing Records. The resulting cover version of the Beach Boys hit "Good Vibrations" did not capture the public's imagination. A reggae version of "Wild Thing" also failed to chart. The band found a sympathetic ear at French label New Rose in the 1980s, the label releasing 1982's Black Bottom LP and 1990's AU. The band attempted to capitalize on this new exposure with a couple of bizarre collaborations on new versions of "Wild Thing". In 1992 they teamed up with actor Oliver Reed and snooker player Alex Higgins, with another version the following year featuring Wolf from the TV show Gladiators, which actually reached number 69 in the UK Singles Chart. In 1994 Wet Wet Wet's cover of "Love Is All Around" was #1 in the UK for 15 weeks, netting Presley a handsome royalty. The band's original drummer, Ronnie Bond, died on 13 November 1992. Dave Wright, another founding member, died on 10 October 2008. In January 2012, after over 40 years of touring, Reg Presley retired due to lung cancer, apparently ending the Troggs. However, the remaining members, Chris Britton (guitar), Pete Lucas (bass) and Dave Maggs (drums), plan to continue the Troggs and are going back on the road. They are joined by special guest Chris Allen on lead vocals, who has been in the Denny Laine Band, the Commitments and part time with the Animals. Reg Presley died on 4 February 2013 at age 71.

Ennis says Williams will be treated the same as any other opponent. "I wasn't here so I can't comment on what the fans are feeling, but our focus is about winning the game and not Sonny Bill," he said. "He is a great player but the Roosters have a lot of those in their side." Prop Aiden Tolman echoed Ennis thoughts but says stopping Williams is vital to beating the Roosters. "It's a game of footy and anything that happens should happen on the field," he said. "Hopefully our fans can go out there and support us in the right way. Saudi court orders criminal to be surgically paralysed

Amnesty International has condemned a reported Saudi Arabian court ruling that a young man should be paralysed as punishment for a crime he committed 10 years ago which resulted in the victim being confined to a wheelchair. The London-based human rights group said Ali al-Khawaher, 24, was reported to have spent 10 years in jail waiting to be paralysed surgically unless his family pays one million Saudi riyals ($270,000) to the victim. Khawaher had stabbed a childhood friend in the spine during a dispute a decade ago, paralysing him from the waist down. Saudi Arabia applies Islamic sharia law, which allows eye-foran-eye punishment for crimes but
allows victims to pardon convicts in exchange for socalled blood money. "Paralysing someone as punishment for a crime would be torture," Ann Harrison, Amnesty's Middle East and North Africa Deputy Director, said in a statement. "That such a punishment might be implemented is utterly shocking, even in a context where flogging is frequently imposed as a punishment for some offences, as happens in Saudi Arabia," she added. A government-approved Saudi human rights group did not respond to requests for comment. Khawaher's 60-year-old mother said her son was a juvenile aged 14 at the time of the offence. She said the victim had demanded 2 million riyals to pardon her son and later reduced this to 1 million. "But we don't have even a tenth of this sum," she said. Al-Hayat said an unnamed philanthropist was trying to raise funds to pay the blood money, but it was not clear how much time remained before Khawaher's sentence was to be carried out. Amnesty said the case demonstrated the need for Saudi Arabia to review its laws to "start respecting their international obligations and remove these terrible punishments from the law". Saudi judges have in the past ordered sharia punishments that include tooth extraction, flogging, eye gouging and in murder cases death.

A try to winger Sandor Earl kept the Raiders in the But the Raiders were all but finished, with a hunt, making it a four-point ballgame with 14 minutes to try to winger Edrick Lee in the 45th minute play. The fight-back then culminated three minutes from the final siren when Raiders centre Jarrod Croker converted his own try to steal a two-point win. It was the icing on the cake for Croker, who was celebrating his 100th game for the Green Machine. "It's something you dream about. To finish off like that is a good thing," he said. "Obviously our try-line defence in the first-half - I think they were done there three times and scored every time ... we know that's not acceptable." Croker said it was important not to go down four times in the first five rounds. "We talked about that and we talked about making Canberra Stadium a fortress again. Two from two here is obviously a really big thing," he said. Raiders captain David Shillington heaped praise on Croker's performance. "It was his night and he scored the winning try and the winning goal - couldn't ask much more from him, such a great achievement for a 22 year old," he said. Roosters five-eighth James Maloney said his side were let down by their defence - an area that they pride themselves on. "It was all good in the first half but once one point was conceded we got very loose and started losing the ruck," he said. We fell away and it is something we will have to address - it's a disappointing end."

Its legs, which have unique daffodil-yellow markings, span a massive 20cm. The arachnid also has a distinctive pink band around its body. The new species was found in the war-torn north of the South Asian country by scientists from Sri Lanka's Biodiversity Education and Research (BER) organisation. It has been named Poecilotheria rajaei, in recognition of a senior police officer called Michael Rajakumar Purajah, who guided the research team through a hazardous jungle overrun by civil unrest in order to seek out the spider. The arachnid had originally been presented to BER three years ago by villagers in Mankulam, who had killed a male specimen. Scientists immediately realised the dead spider was not in the former doctor's quarters of the village's hospital. According to wired.com, Ranil Nanayakkara, the cofounder of BER, said: 'They are quite rare. 'They prefer wellestablished old trees, but due to Nanayakkara is quoted as saying none of the tarantulas found in Sri Lanka have bites that are deadly t o h u m a n s . Peter Kirk, who covered the discovery for the British Tarantula Society's journal, said 'Ranil has been working on these spiders since 2009 out in Sri Lanka and this is the first of what is thought to be a number of new species he has discovered in what was previously the inaccessible northern region of the island. 'It demonstrates that wildlife continues to survive whilst we are in the throes of conflict and that they can adapt to its changing environment but also highlights that we risk destroying the habitats of species new to science and condemning them to extinction before they are even discovered.'

He said it was a game the Dragons would not have won two weeks ago. "That was a tough game, obviously it came down to the wire," he said.

Pay by weight plan "fairest" way to fly

A Samoan airline that says it is the world's first carrier to charge passengers by their weight rather than per seat defends the plan as the fairest way to fly, in some cases actually ending up cheaper than conventional tickets.
Samoa Air, which opened in 2012, asks passengers to declare their personal weight during booking, which is then charged per kilogram (2.2 lb) at a rate dependent on flight length. The customers will also be weighed at the check-in counter. "The industry has this concept that all people throughout the world are the same size," Samoa Air CEO Chris Langton said. "Aeroplanes always run on weight, irrespective of seats." "There is no doubt in my mind that this is the concept of the future. This is the fairest way of you travelling with your family, or yourself." Though the airline instituted the plan last November, it caught attention last week when the carrier began international flights to neighbouring American Samoa and coincided with the publication of a report by a Norwegian economist suggesting that airlines should charge obese passengers more. charges up to WS$1.32 ($0.57) per kg for domestic flights and WS$2.40 ($1.03) per kg for its only international flight to American Samoa, around 250 miles. A 150 kg person flying oneway internationally would be charged $154.50. Children under 12 are charged 75 percent of the adult rate, with fares also based on weight. Any overweight baggage is calculated at the same rate as the passenger's personal weight. The plan could actually prove cheaper in some cases, such as for families travelling with small children, and Langton said customer feedback has mainly been "amazingly positive". "When the initial shock has worn off, there's been nothing but support," said Langton. "People who are up around 200 kg recognize...they're paying (for) 200 kg, so they deserve to get 200 kg of comfort," he added.

Swimming Australia makes leadership changes

Swimming Australia (SA) has made two key appointments, as the wash-up from the London Olympics continues to take effect.
Michael Scott will take up the role of director of high performance, while Mark Anderson has been announced as SA's new chief executive. Scott was a former AIS and NSWIS director and he joins SA after serving as British Swimming's national performance director. Anderson will step down as Hockey Australia's chief executive, having previously held a position with AFL club Essendon. "These appointments are just another positive step in setting up the best leadership structure to enable athletes and coaches to perform at their best," SA president Barclay Nettlefold said in a statement. Anderson will start next month but Scott's commencement date is yet to be confirmed. The appointments follow two reviews into Australia's poor performance in the pool at the London Olympics that pointed to a lack of leadership and a poor team culture. The Olympics proved disastrous for Australia, who returned with just one gold, six silver and three bronze medals, its worst showing at a Games since 1992. It was also the first Olympics since 1976 Australia had not won an individual gold medal. Head coach Leigh Nugent resigned from his position last month, having been heavily criticised for his handling of the men's 4x100 metres freestyle relay team's misbehaviour. The six-member relay team took Stilnox and knocked on doors of swimming team-mates at their Manchester hotel ahead of the London Games.

The appointment of Scott and Anderson also comes in the wake of the Australian Sports Commission's (ASC) directive to swimming to adhere to mandatory reforms or have their funding cut by as much as 20 per cent. The ASC says it is demanding higher standards and greater accountability and its reforms focus on three areas of governance - the structural model, composition of the boards and financial transparency.

Australian record price of $5 family down, we really started No decision has been made million. Lot 131, by champion sire Redoute's Choice out of broodmare Helsinge, was the star lot of the Inglis Easter Yearling Sales, which opened Tuesday in Sydney. The blue-blooded colt was knocked down to a syndicate from BC3 Thoroughbreds, which bought Black Caviar's half-sister last year for $2.6 million. The viewing areas in and around the ring at the Newmarket sales complex were at near capacity as a spirited bidding war developed between BC3 and Adam Sangster from Swettenham Stud. Interest in the sale was immense and the Inglis website crashed about 10 minutes before the colt went through the ring. The previous national record of $3 million was held by colts sold at the Inglis sales in 2006 and 2007. The Australasian record had been the $NZ3.6 million paid at New Zealand's Karaka sales for a Zabeel colt, who raced in Australia as Don Eduardo and went on to win the 2002 AJC Derby. Helsinge's last two yearlings to go through the sales were a colt by Casino Prince champion three-year-old All Too Hard - and BC3's unraced Redoute's Choice filly named Belle Couture. BC3 chairman Bill Vlahos said stable clients had put up most of the money but a small share was still available - the smallest looking at this horse," Vlahos said. "We're just pleased that the purest of Australian blood stays in Australia." Vlahos said his vets had given him the green light despite some respected judges putting a knock on the horse. "We've got some good clients, there's also some of our money in that too, so we're not on a trainer, although Marshall said Black Caviar's trainer Peter Moody and All Too Hard's trainer John Hawkes would be considered. The day's other sales were highlighted by Lot 123 - a halfbrother to Caulfield Guineas winner Starspangledbanner which was knocked down for $2.4 million. Meanwhile, Sydney's recent wet weather has the Australian Turf Club facing a nervous wait to see if Black Caviar goes for win number 25 at the Derby Day meeting on Saturday. The mare's connections are adamant she will not contest the $1 million TJ Smith Stakes (1,200m) if the Randwick track is heavy. Showers at the track have the track rated as a heavy 8, but ATC spokesman Matt Rudolph says fine weather forecast for later in the week is expected to help dry out the track. "Just talking to the track manager and it's a heavy track, but with the rain at the moment and the weather forecast ahead of Saturday, it's actually ideal conditions." Black Caviar worked in Melbourne on Monday and Moody described the speed of her gallop as "scary". The great mare is one of 17 horses nominated for the Group One TJ Smith, a race she won two years ago.

going to be headless in making decisions like this," he said. "Our owners trust us implicitly." The stallion potential of Lot 131 was a big factor in his record price. All Too Hard, a winner of three Group Ones including the Caulfield Guineas, was bought for $1,025,000 in 2011 and sold last year to Vinery Stud in a deal worth more than $25 million. Former top jockey Simon Marshall, now BC3 sales manager, said the colt would not be rushed onto the racetrack. "We know how good Belle Couture's going and it is just great to get the full set with this colt," he said.
