Last weeks concession from the U.S. Attorneys Office came in response to a motion filed by a North Baltimore man seeking to unseal five documents as well as any other papers which pertain to the issues of either attorney disqualification or prosecutorial misconduct alleged in the case. William C. Bond, a frequent pro se litigant who has crossed swords with one of the Bromwell attorneys on other matters, argues that since the prosecution is over, any valid reasons for sealing portions of the record have likely expired. This case has been conducted as if a terrorist trial in a secret court, rather than the public corruption scandal it is which stems from the root of all evil money and the power it buys, Bond wrote. This citizen of Maryland will not abide by the continued secrecy in this case. No reason has been given for sealing the documents, Bond notes, in violation of the relevant federal rule. were properly sealed, Dalglish said. Hes at least due an explanation. Prosecutors have not challenged Bonds standing to intervene, and Dalglish said it shouldnt present a problem. The issue is public availability, and this guys the public, she said. All about Martin? But Gerard P. Martin, who first represented Mary Pat Bromwell and then the former senator, said Bonds goofy filing is all about me. In 2001, Martin represented the defendants in a lawsuit filed by Bond after his unpublished manuscript, Self-Portrait of a Patricide: How I Got Away with Murder, surfaced in a custody battle between Bonds wife and her ex-husband. Bond claimed the use of his manuscript which he called a highly fictionalized and stylized account of the killing that led to his juvenile commitment in 1981 amounted to copyright infringement. When he lost the copyright suit, he filed a fraud on the court case naming Martin and others, plus a FOIA action against the U.S. Attorneys Office and the U.S. District Court of Maryland. He recently lost those cases as well; the Supreme Court denied his certiorari petition on Feb. 23. Two weeks later, on March 9, Bond filed the current motion. It says he has reason to believe that sealed documents in the Bromwell case contain allegations of provable criminal or unethical conduct by Martin and the Bromwells other lawyer, Joshua Treem and that he has zero interest in Treem. I try not to follow it even though its all about me, Martin said Tuesday. Ive beaten him every step of the way. Hes been suing clients of mine, and then me, for years. As for the allegations, I dont have any idea of what hes talking about. I think he thinks that because I was let out of the [Bromwell] case that theres some sinister reason, that I did something wrong, Martin said on Tuesday. Nothing could be further from the truth. The filing also alludes to prosecutorial misconduct, which U.S. Attorney Rod J. Rosenstein has vehemently denied. He declined to comment on the motion. Hearing sought Reached at his home on Friday, Bond conceded his primary interest is Martin but also said hes performing a public service. Im not the only person who wanted this, said Bond. The five numbered items Bond wants are simply marked as Sealed Document on the case docket sheet. However, they were identified in another court document after The (Baltimore) Sun sought to unseal them in March 2007. Among the documents are a December 2006 filing titled Governments Notice of Possible Attorney Conflict and two that refer to an alleged incident of government misconduct that was then the subject of a grand jury investigation.

While The Sun gained access to many documents, Judge J. Frederick Motz declined to unseal the items Bond now seeks. This time, Assistant U.S. Attorney Kathleen O. Gavin wrote last Monday, the government has no objection to unsealing the specified documents, but does object to unsealing unspecified documents or the rest of the case. Of about 200 numbered records on the online case docket Friday afternoon, at least 24 are shown as sealed. Online court records show that both Martin and David B. Irwin, representing Schulman, Treem, Kaminkow & Gilden P.A., filed oppositions to Bonds motion on Friday. Other attorneys formerly in the case are weighing whether they should also seek to intervene so they can respond to Bonds motion. Bond has requested a hearing, which had not been scheduled at press time.
