Key infrastructure demands include power, water, transport and social infrastructure however Kenya has limited resources and so must manage these resources as effectively as possible through aligned and coordinated Government institutions. Roads, in particular, are key to economic development. Not only can investment in roads stimulate an economy through injection of capital and generate employment but they are also the conduits for trade, freeing trade, making trading more efficient and increasing access to markets. This improves returns and places additional money in the economy, potentially providing trading income to rural communities and thus alleviating poverty. Roads also help achieve social goals such as access to education and health care, social cohesion and distribution of wealth by allowing the free movement of goods, services and people.

The roads sector in Kenya has made some great advances over the last five years, with the formation of the three roads authorities, KeNHA, KeRRA and KURA, and implementation of some landmark projects particularly on the northern corridor. However despite these successes it also faces a number of challenges such as sourcing sufficient funds through means other than Government, appropriate approach to road maintenance and dealing with the maintenance backlog by managing the network and its assets in a more strategic manner, with good data informing these strategies; low contracting and consulting capacity in Kenya and the roads authorities need to determine ways in which to attract new capacity into the market; and road safety. Description of project The overall objective of the project is to enable the Transport Infrastructure sector to contribute to improved conditions for national and regional economic growth and equitable poverty reduction. The purpose of the contract is to support the GoK policy and institutional reforms through improved management of road networks at all levels (national, rural, urban) and improved road network condition and road safety. The TOR has defined the following five results to be achieved by the Consultant: i) To guide the Ministry of Roads (MoR) in leading the sector with strategic decision making based on analysed accurate information; ii) To promote operating on results based management system aligned to the mandate in the road authorities (KeNHA, KeRRA and KURA); iii) Strengthen coordinated management systems operating throughout the road agencies including KRB for maintenance funds allocations and audits and MoR as regulator and development coordinator; iv) To support the development of a functional database for management information on road pavement conditions and construction materials made easily accessible to user (MoR, KRB, RAs, researchers) for planning, contract and research purposes; v) Strengthen the capacity of the National Road Safety Council (NRSC) to conduct road safety campaigns established. The technical assistance will support the main sub-sector institutions of the Government of Kenya in developing their capacity to plan, programme and manage the development and maintenance of the national, rural and urban road networks.
