Copies of the ITDCL Environmental, Health and Safety Policy shall be prominently displayed on site and brought to the attention of personnel during induction training. D. SCOPE The Safety plan covers various aspects of organization, planning, hazards and risk analysis, emergency plans and site rules in order to protect the health and ensure welfare of all personnel engaged on the project and others who may be affected by it. The Environmental, Health and Safety Plan reflect the high priority and commitment of the Skanska Cementation India Ltd upon `Environmental, Health and Safety at work. The plan is meant to ensure that adequate measures are taken to : Protect the health and safety of all personnel at work Comply with all statutory and Contractual Health, Safety and Environmental regulations. Ensure that all construction planning takes into account all aspects of environment, health and safety. Provide and maintain plant, places and systems of work that are safe and without risk to health. Provide all personnel with adequate information, instruction, training and supervision. LEGAL AND CONTRACTUAL OBLIGATIONS. SCIL and its agencies shall observe all legal duties imposed by the local bodies. Additionally, each agency is responsible for ensuring that all personnel under their control observe the legal requirements of the local. NHAI or his authorized representatives, bodies like the ENGINEER and ENGINEERS REPRESENTATIVES and ITDCLs employees retain the right to stop and resume any operation activity or erection of plant; equipment etc. if it is considered that there is a risk to the safety or health of any person. All personnel under control of ITDCL and with agencies shall obey any written or verbal instruction given by an authorized SCIL representative or ITDCLs Project Manager, Safety Engineer or Safety Officer in respect of health and safety as well as by NHAI or his authorized representatives. ITDCL shall comply with each requirement or prohibition contained within health and safety documentation.

PROJECT NAME: PROJECT CODE: METHOD STATEMENT FOR ENVIRONMENTAL, HEALTH AND SAFETY PLAN ITDCL will ensure that theirsafety manuals, statutory notices, registers, guidance notes, safety procedures and all other safety documents are provided, made accessible to, and understood by their personnel. All alcoholic drinks and drugs are forbidden. Anyone found consuming or affected by these would be refused entry and removed from site. Individuals who fail to comply with safety practices required on site will be subject to counseling, coaching and / or disciplinary action. At least once in any 12 month period during the construction period, the Project Manager of ITDCL and the Safety Officer of ITDCL shall review the Environmental, Health and Safety Plan and where necessary shall revise and reissue the plan. G. G.1. ARRANGEMENTS FOR IMPLEMENTATION OF SAFETY PLAN. INTERFACE WITH OTHER PARTIES. In day-to-day activities, there should be interface with other parties, their vehicles, plant and personnel. Proper co-ordination will be carried out to ensure that safe procedures as required by the client and legislation are strictly followed. G.2. SAFETY OF WORKERS AND VISITORS. All reasonable steps will be taken to ensure that all works area, scaffolds, excavations, etc. are effectively secured and fenced off with suitable signs displayed and adequately light during darkness. Induction: Induction training is identified as the stepping stone for achieving the high standard of safety set for the site. Induction training is made with the goal of as much as possible information to the inductee regarding the site. Visitors: All visitors will be permitted only after obtaining permission from the Project Incharge or his authorized representatives. All visitors to the project will be required to attend a Visitors Induction Course where the following information will be provided. They would be briefed about safety procedures and escorted. Scope and layout of the project. Safety Objectives Appropriate site rules. Protective Clothing and Equipment. First Aider recognition and location of welfare facilities Emergency procedures General Safety and Foreseeable Hazards.

Project Construction Personnel. All persons required to work supervise/inspect in construction areas, apart from visitors shall receive a General Induction Course This course will be mandatory for all personnel engaged on the site, including engineers, management, supervision and persons required to work on the project. Agencies will be required to provide advanced notice of details of all persons who will attend the Induction Course. Records and signatures will be kept at lease until the end of the project of all persons attending any of the foregoing courses. Copies of the site rules will be displayed on notice boards around the site. The induction course content will include Safety and health policy objectives. The Sequence leading to hazards / incidents and accidents Importance of personal attitude. A description of the project, its scope, and foreseeable hazards using drawings, sketches etc. A description of the health and safety culture applied on the project, including zero accident performance the Project Environmental, Health and Safety Plan. Site rules General Safety and Foreseeable Hazards. ENVIRONMENTAL SAFETY:

SCIL attaches a great importance to Environmental safety and all out efforts will be made to preserve environmental and ecological balance. Suitable arrangements should be made to As part of the projects environmental, health and safety culture planned environmental, health and safety walk will be undertaken by senior management. These Health and Safety walks are designed to be a highly visible walkabout by senior management with the aim of demonstrating management commitment to its environmental, health and safety policy. Clients Environmental, Health and Safety Requirements - Clients environmental, health and safety (EHS) procedures will be strictly followed. All reports and returns required by the client will be followed and submitted in time. G.4. PLANNED INSPECTIONS: Regular planned inspections will be undertaken, Supervisors / Engineers will continuously monitor safety on the site as an integral part of their line responsibility. To encourage and enhance safety awareness and safe working practices, the safety inspection system will involve members of the agencys workforce. Agencies will be required to actively encourage and promote this participation. As part of the projects environmental health and safety culture planned, senior management will undertake health and safety walks. These Health and Safety walk are designed to be a highly visible walkabout by senior management with the aim of demonstrating management commitment to its environmental, health and safety policy. G.5. ACCIDENT AND INCIDENT NOTIFICATION: All injury accidents will be recorded in the relevant Accident / Incident Report Form. The relevant employer will report all legally reportable injuries, diseases, and dangerous occurrences to the appropriate enforcing authority. G.6. ACCIDENT AND INCIDENT INVESTIGATION: The Contractor will undertake detailed investigations into all accidents and incidents including near misses to establish causes and prevent occurrence. G.7. RECORDING OF INJURIES AND DANGEROUS OCCURRENCED:

These would be immediately reported to the client and the Corporate Office. All new misses will be reported to the Project. In charge who will have these investigated and take remedial / preventive measures. A summary of monthly injuries and record of accident register would be sent to the Corporate Safety Manager. G.8. ACCIDENT / INCIDENT STATISTICS. The Company will ensure that up to date accident statistics are maintained for the project, this will include gathering the total number of hours worked on the project and the total number of man days worked to enable accident statistics to be produced. G.9. TRAINING OF PERSONNEL: All persons being inducted at site would be made to go through and training programme. Training would cover following aspects : Site Rules Emergency plans Fire plans Site Layout and Traffic plans Safety Procedures at Work to include Working at heights Welding and cutting works Manual lifting Mechanical lifting Layout of stores and tools Exit and Entrance Hygiene conditions Road Construction House keeping.

G.10. SAFETY COMMUNICATIONS: SCIL will establish and maintain a safety management meeting. The aim of these meetings is to promote zero accident performance, monitor the efficiency of the site safety plan, review the site accident record, and identify any trends and to provide a forum to plan accident prevention initiatives. Safety Notice Boards will be erected and maintained. The name and contact details of the Safety Representatives will be prominently posted on the notice board along with other Items of safety interest. DOC NO: REV NO:

PROJECT NAME: PROJECT CODE: METHOD STATEMENT FOR ENVIRONMENTAL, HEALTH AND SAFETY PLAN Tool box talks will be used as a means of communicating safe systems of work to the workforce on a weekly basis. A programmed of regular weekly toolbox talks conducted by the respective first line supervisors for the operatives under their immediate control will be implemented on site for all employees and subcontractors personnel. Pre-work briefing will be provided before a new work activity (e.g. excavating ground). After receiving toolbox talks and / or pre-work briefings, operatives will be encouraged to give feedback to the training provided on health and safety matters relating to the work. All attendees will be required to sign a confirmation of training record sheet. G.11. HAZARDOUS SUBSTANCES: The Project Manager will ensure that a procedure for the Control of Substances Hazardous to Health is fully implemented to control risks arising from the handling, storage, use and disposal of substances hazardous to health. G.12. PERSONAL PROTECTIVE EQUIPMENT (PPE): General: All workers and staff shall wear suitable working clothing of a minimum of 1 Shirt, Trousers, Safety foot wear on job site Safety Helmet shall be required for the locations where overhead obstruction and lifting etc are involved Personal Protective Equipment for devices, machines, specialized and or hazardous work, shall be furnished as required. The ITDCL and his agencies shall enforce their use, any safety equipment utilized shall be in accordance with recognized standard. Face protection: Workers are engaged in welding, gas cutting, brazing, and grinding shall be required to wear suitable face masks, hand gloves and apron to protect them from injuries. Safety belt and Harness: Workers are working in steep slopes, swinging scaffolds, man cages, structural steel (erection and fabrication work) or unstable work areas at an elevation of 3 (three) metres or more above the ground or water shall be secured by safety belts / harness, life jackets and secure life lines. Safety nets shall be provided where the use of scaffolding, safety belts / harness or life jackets are impractical. Access and Egress: Adequate, clear and safe access and egress shall be provided by ITDCL and his agencies to all working locations. Access shall be a minimum of 1 (one) metre wide and hand railed at a height of over 3 (three) metre with hand rail of height 1 (one) metre and 0.5 (half) metre, unless a life line is provided. Ladder access is to be provided to work platforms as required ladders are to be of sound construction, secured at the top. G.13. SITE ENVIRONMENTAL PROTECTION: DOC NO: REV NO:

PROJECT NAME: PROJECT CODE: METHOD STATEMENT FOR ENVIRONMENTAL, HEALTH AND SAFETY PLAN The SCIL and its agencies shall take all precautions the environment during the course of the construction of the works. They shall abide by all laws, rules and regulations in force governing pollution and environ protections that are applicable in the working area. At all times during construction work, the site including all compounds, access ways, and work places shall be maintained in a clean and orderly condition as practicable. Cleanliness of working area will be maintained as practicable. G.14. BEHAVIOUR MODIFICATION AND DISCIPLINARY ACTION: The real or basic cause of non-conformance occurs because of either a lack of knowledge or skill or an improper motivation or attitude. It follows that the solution for lack of knowledge or skill is proper training and coaching. In the case of improper motivation or attitude, it is the duty of the person in charge of the offender to establish the cause by using counseling and coaching. When people are knowledgeable and counseling and coaching have not provided a solution then disciplinary action should arise. A formal system that makes provision for training, coaching, counseling and punishment shall be introduced. G.15. SITE TRAFFIC: SCIL recognize the importance of ensuring pedestrians is able to move around site safely. So far as is reasonably practicable traffic routes shall be arranged so that pedestrians may move safely and without risks. Suitable and sufficient signage and adequate physical barriers shall be erected to warn both drivers and pedestrians of unavoidable interfaces. G.16. SITE FIRST AID: Qualified first aiders and First aid facilities will be available. Every injury will be reported and treated First aides shall be in possession of a valid first aid certificate holder issued by a competent authority. G.17. FIRE PREVENTION AND PROTECTION: SCIL will ensure that adequate preventative and protective measures are taken to control fire hazards. Unauthorized fires are not permitted on the construction site. Burning will only be done in designated areas.

G.18. WORK AT HEIGHT: Where work at height is required, the Contractors will ensure that all such work is properly controlled and that safe access and working platforms are provided in accordance with statutory requirements. Workers are working in steep slopes, swinging scaffolds, man cages, structural steel (erection and fabrication work) or unstable work areas at an elevation of 3 (three) metres or more above the ground or water shall be secured by safety belts / harness, life jackets and secure life lines. Safety nets shall be provided where the use of scaffolding, safety belts / harness or life jackets are impractical. Access and Egress: Adequate, clear and safe access and egress shall be provided by ITDCL and his agencies all working locations. ELECTRICAL SERVICES: Experience and competent personnel will install all site electrical supply systems. Such electrical supply systems shall be maintained in safe condition. All overhead supplies will be protected with suitable means and prominently placed precautionary signs. G.20. TRENCHES AND EXCAVATIONS: Before commencing any excavation work, the Engineer will ensure that the proposed works have been adequately assessed and planned to ensure that they are executed safely and without risks to health. The factors to be assessed and planned will include:A thorough survey of the area to determine the presence of any underground or overhead services. The survey will include a review of drawings provided by the relevant statutory authorities and the Client.

The effect of excavation on nearby structures. The foreseeable presence of hazardous contaminants. The proximity of mobile plant. The provision of edge protection (fall prevention of people and materials) by providing slope. Access and egress. Flooding. Ventilation.

G.21. LIFTING OPERATIONS: Lifting operations will be required to be carried out for erection of Plant and other heavy material. It will be ensured that, Suitable capacity cranes or other lifting appliances are selected based on Weight to be lifted. A supervisor is detailed to supervise lifting operations. Use of proper / standard slings.

G.22. USE OF EXPLOSIVES. The area where blasting is to take place shall be surveyed. Thereafter a detailed method statement will be prepared in which the proposed method, sequence of blasting, the procedures and precautions to be observed will be entered. The method statement should cover all activities leading up to the blast and those that occur immediately after the blast. The permission of the designated authority must be obtained before explosives are brought on to the job or site. General: 1. 2. 3. 4. All the statutory laws, regulations, rules, etc., pertaining to the acquisition, transport, storage, handling and use of explosives shall be strictly followed. The magazine for the storage of Explosives Department concerned and located at the approved site. No unauthorised person shall be admitted into the magazine. A notice that smoking is strictly prohibited with in the fenced area. All explosives shall be stored in a secure manner in compliance with all law and ordinances, where no local laws or ordinances apply, storage shall be provided to the satisfaction of the Engineer.

Personnel: 1. 2. The blasting operation shall remain in the charge of competent and experienced supervisor and workmen. The competent and experienced supervisor and workmen are thoroughly acquainted with the details of handling explosives and blasting operations.

G.23. SAFETY DURING ROAD WORKS: Accident can cause death or a serious injury such as permanent disability of the victim. An accident causes agony to the victim and the victim and his nearest kith and kins, shattering the whole family. India has hardly 1% of all the total vehicles in the world and yet contributes to 6% of the total accidents in the world. Measures will take to prevent accidents by. H. Training the drivers under ITDCLs or its agencys control. Putting safety barriers. Displaying safety placards. Stationing traffic controller as and when required.

CONCLUSION : Skanska Cementation India acknowledges the importance of Environment, Health and safety. It is the duty of all employees to look after the health and safety of their own and that of their Co-Workers. It is important that the supervisor and front engineers ensure observance of all rules and regulations to ensure that there are No Lost Time Injuries leading to better quality of life and higher profitability. The Environmental, Health and Safety Plan is intended to be a living document and will continue to evolve through the various stages of the project. Additions and revisions will therefore be done as often as is necessary.
