The Board of Education adjust-
ed the 2013-2014 school year budg-
et from $67.6 million to $66.9 mil-
lion, shrinking the per-year tax
increase by $70.
Residents with an average as-
sessed home of $445,716 will now
pay $6,743 in school taxes, which
represents a $30.78 annual in-
crease.
According to business adminis-
trator Lynn Shugars, the board
had a few concerns going into
budget discussions. She said after
seeing no tax increase for the past
two years, the board took into
consideration that taxpayers
would pay 1.61 percent more.
Although the slight increase is
well below the 2 percent cap, the
change also brought concerned
teachers to the April 17 meeting.
According to Moorestown Edu-
cation Association president Lisa
Trapani, proper notification was
not given to the public regarding

The town hall/library project
is far from completion, but Sus-
tainable Moorestown and the
Ragan Design Group are working
together to include eco-friendly
elements in exterior plans of the
building.
According to Rick Ragan, ar-
chitect and president of Ragan
Design, eco-friendly elements will
encompass the inside and outside
of the project.
The 46,000-square-foot building
will include UV filters in the
HVAC units to help purify the air.
Ragan said since there are dust
particles produced by old books,
the UV filters would help elimi-
nate the particles from circulat-
ing throughout the building.
Inside, high efficiency lighting
will also be installed, as well as
carpet made from 100 percent re-
cycled material, and UV rating
windows to restrict sunlight from
heating the building in the sum-
mer. Low-VOC paints will also be
used and a solar heating system is
going to be installed.
Councilman Greg Newcomer is
also requesting a charging station
on the property for battery-pow-
ered vehicles.
Sustainable Moorestown is
working with Ragan Design and
Rutgers Cooperative Extension
Program which educates and
aids state municipalities when it
comes to agriculture and the en-
vironment, management of natu-
ral resources, family stability,
economic security and more to
fund a rain garden, roof garden
and water cistern.
According to Lisa Petriello,
Sustainable Moorestowns secre-
tary, the plans for the eco-friendly
additions are not definite.
When the projects plans were
close to completion, Sustainable
Moorestown was just setting its
roots.
Petriello said the organization
was involved in the beginning
plans, and the relationship be-
tween the two groups just hap-
pened.
We came along at the very
end. Our group has only been to-
gether maybe a year. So all of this
stuff has already been in the

the change and its effect on the
schools.
The impact of it couldnt be
fully researched, so people who
came to the budget forums and
read what was printed were in
the full belief that this was the
budget that was going forward,
Trapani said.
Board president Don Mishler
said board members went
through the proper steps before
finalizing the budget, but felt
changes must be made before
final submission.
A majority of the board mem-
bers thought the budget should
have been at a different level than
what was previously presented,
he said, adding the budget was
subject to change.
Shugars said the change in-
cludes adjustments to miscella-
neous revenue projections such
as that for the kindergarten pilot
program.
Miscellaneous revenues were
decreased by $50,000 to $483,000
from the previously proposed
budget. Overall, revenues in-
creased by $554,204, or .83 percent
from last year.
A change was also made to em-
ployee salaries, excluding general
administration, business/person-
nel and district technology. Total
budgeted salaries have been de-
creased from the original budget
by $411,647. Salaries would see an
increase of $585,097 from 2012-
2013.
Another concern sparked at
the meeting was future funding
for the schools.
Trapani said measuring up
to other schools is reflected in
various ways. If there is a de-
crease in generated revenues,
funding for education would be
limited.
South Valley Elementary
School teacher B.J. Lemaire said
this budget would tie the hands
of all future board of education
members when it comes to find-
ing ways to generate money.
The less the board is budget-
ing, the less that we will have
each year going forward, she
said, explaining other school dis-
tricts such as Haddonfield in-
creased their budget by 1.91 per-
cent while Cherry Hill and Del-
ran budgeted to cap.
She said it should not be in the
best interest of the board to de-
crease educational funding for fu-
ture Moorestown students.
When board members looked
at the budget before the change,
Shugars said they reviewed how
adjustments could be made with-
out having an extreme impact on
one particular category.
She said their concerns are un-
derstandable and they are look-
ing out for their best interests
and what it means for them in
terms of salaries and resources.

Groups to plant 75 trees along local lake April 27
On Saturday, April 27, from 9 to
11 a.m., Save the Environment of
Moorestown and the Moorestown
Shade Tree commission will be
planting 75 trees and 25 shrubs at
Strawbridge Lake along Route 38
between Pleasant Valley Avenue
and Nixon Drive.
The NJ Tree Foundation donat-

Local art series for students to begin April 27
The Spring Arts and
Crafts/Creative art series for stu-
dents in kindergarten to fourth
grade, as well as special needs,
will start session two on Satur-
days, April 27 to June 1. Creative
Art includes a variety of tactile
craft and art mediums. The times
are as follows: Grades kinder-
garten to first will begin at 10
a.m.; children in second to fourth
grade will begin at 11 a.m.; and
special needs children will begin
at noon.
The program will be held at the
New Albany Road Recreation
Center. The fee is $40 (non resi-
dents $60).

Alyssa Caffrey will play the
harp at the FEP Music and Dance
Medley, which will be held in the
dining hall/commons of
Moorestown Friends School on

Moorestown High School fresh-
man, Caffrey, is one of 25 school-
age children who will participate
in this annual event, which show-
cases young talent and is an eclec-
tic, fast-paced program of music
and dance. She will play Angel of
Music by British composer An-
drew Lloyd-Webber.
A total of 25 young people are
on the program. Also included
are violinists Anna Cai, Maria
Heffernan, Nina Johnson, Justin
McAllister, Karina Santos, Elliot
Smith, Matthew Wolverton, and
Paige Young; pianists Rose Ge-
bremedhin, Sophia Gillespie, and
Emma Giordano; FEP dancers
Mary Bradley, Aaliyah Champi-
on, Latrice Ellis, Azoriah
Matthews, Karina Santos, Tamia
Shannon, Jada Walker, Destiny
Williams, and Paishence Young.
Rose Gebremedhin will also play
the guitar.
Aside from performing as hip-
hop dancers, the FEP dancers will
perform as praise-dancers under
the direction of Moorestown
High School junior Desiree
Williams and as intro-to-ballet
dancers under the direction of
Moorestown Friends School sen-
ior Ashleigh Cartwright.
Refreshments will follow the
performances.
Admission is free. However,
freewill donations will be grate-
fully accepted.

W
hat can be said about the
Boston Marathon tragedy
that hasnt been said al-
ready? Its another senseless act of
anonymous violence.
Add the Boston Marathon to the list:
Newtown, Conn.; Columbine, Colo.; At-
lanta, Ga.; Waco, Texas; Oklahoma
City, Okla.; New York, N.Y.; and count-
less others.
The person who committed this act
is a terrorist make no mistake about
that. While suspects have not been
named as of press time, the identity of
the perpetrator is insignificant. He or
she, or the group responsible, prayed
on innocent lives in a vulnerable situa-
tion.
Three victims were killed, including
an 8-year-old boy, and almost 200 others
were wounded by two bombs that were
placed in bags near the Marathons fin-
ish line.
The victims of the tragedy stretch
far beyond the city of Boston, the state
of Massachusetts, and the region of
New England. Runners travel from
near and far to participate in the
worlds oldest annual marathon, which
began in 1897, and family and friends
travel with them to watch them finish.
Our thoughts and prayers go out to
everyone involved.
When will these acts of mass vio-
lence end? Its scary to think the more
appropriate word to use is if and not
when.
But we need to continue living our
lives. We cant live in fear, as difficult
as that may be. We cant stop attending
our sons and daughters Little League
games, our parents marathon runs,
our favorite professional or college
sports teams big games, our favorite
bands concerts just because violence
may happen where large groups of
people congregate.
It may happen thats an unfortu-
nate reality of our lives. We can height-
en and increase security (which we
should do), but we ultimately cant pre-
vent every act of terror.
Thats a sad reality.
What we can do is continue to live
our lives like normal, remembering
the victims and helping their families
along the way. This is what the terror-
ist doesnt want, and this what we
should give him, her or them.

ty of the rain garden, the roof-top garden
and the cistern. We were just in that mode
exploring that possibility, Petriello said.
Rutgers became involved during the
grant exploring process.
Petriello said RCE is currently working
on a regional stormwater management
plan for Pompeston Creek, since the pro-
jects site is less than a mile away.
The grant wasnt specifically for the
town hall projects, she said. [Rutgers]
just has the grant money available.
Don Powell, Sustainable Moorestowns
treasurer, said the grant money from Rut-
gers will hopefully pay for a majority of
the projects.
Official plans have not been created.
Petriello said the plans are not definite,
but installing a water cistern, creating a
roof garden and a rain garden are last-
minute tasks that would not change the
structural plans.
There are financial benefits when in-
stalling a water cistern and rain garden.
Petriello said a cistern could be used to ir-
rigate the property by using reclaimed
water.
According to Rutgers NJ Green Build-
ing Manual, a cistern collects rainwater
from rooftops and stores it for later use. It
is typically used for large commercial ap-
plications and helps eliminate flooding and
runoff.
So you do not have to pay for water,
she said.
The rain garden would serve the same
purpose as the cistern, except it does not
store water for later use.

said.
The roof garden would also cut
back on thermal production,
Ragan said.
According to Petriello, there
are skyscrapers in major cities
that have rooftop gardens to help
reduce carbon production.
That might not be the case for
Moorestown. She said the roof
top garden would be basic.
Theoretically, it would keep
the building cool, she said,
adding there are many reams of
knowledge that go into planning
a roof garden to maximize effi-
ciency.
According to RCEs Program
Associate Benjamin Pearson, the
Water Resources Program ap-
proached the township to help en-
hance storm water management
on the site when they found out
about the plans.
The Water Resources Pro-
gram has approached the town-
ship, Ragan Design Group,
Alaimo Engineering and the En-
vironmental Commission to try
to work out an agreement regard-
ing enhancing the landscape plan
to include more trees and native
vegetation, to incorporate a sec-
tion of green roof, and also to in-
corporate a rainwater harvesting
component to provide rainwater
for irrigation, Pearson said in an
email.
That is still all being worked
out. These are still ideas that may
or may not have a place in the
plan.

Tumblin Tots, a pre-school ex-
ercise program sponsored by the

second session from May 2 to
June 6. The session will be fol-
lowed by a Summer Session at the

28, July 12, 19, 26, and Aug. 2.
Children will participate in
basic exercise using games,
music, and gymnastics for ages 18
months (Mommy and Me for
ages 18 months to 2) and for chil-
dren 2 to 4, emphasizes building
confidence and socialization by
combining practical exercises
with a low-key atmosphere, help-
ing to improve movement, agility,
motor skills and coordination.

The six-week program is held
in the gymnasium at the Church
Street Recreation Center on
Thursday mornings at 9:30 a.m.
for age 18 months to 2, and 10:15
a.m. for ages 2 to 4.

ceive a scholarship from the
Washington Crossing Audubon
Society to attend "Sharing Na-
ture: An Educator's Week," a
teacher's workshop at National
Audubon's Hog Island Center on
Muscongus Bay in Maine. The
workshop will take place in July.
Audubon will have a complement
of well-known environmental in-
structors covering many aspects
of teaching and field techniques
including identification of differ-
ent habitats and the plants and
animals that occupy them. Work-
shops using techniques in art,
music, theater, journaling and
other disciplines will be present-
ed, along with field trips, includ-
ing a boat trip to the restored At-
lantic Puffin and Tern colony on
Easter Egg Rock.
Lord, a geologist and
Moorestown resident, is a part-
time teacher at Palmyra Cove Na-
ture Park and has served in vari-
ous capacities, including grant
writing, program development,
and water monitoring, for the
Pompeston Creek Watershed As-
sociation. In addition, she is a
part-time technician for the Rut-
gers University grants for Devel-
oping a Regional Stormwater
Management Plan for Pompeston
Creek and for Implementation
Grant for Pompeston Creek.

to run for Assembly
The Burlington County Repub-
lican Committee has wholeheart-
edly nominated former mayor
Anthony H. Ogozalek as a candi-
date for New Jersey General As-
sembly in the 7th District.
Ogozalek (or Oggie) seems a
stranger to no one. He is outgo-
ing, actively engaged, and sports
an upbeat spirit and work ethic
that voters are sure to appreciate
and embrace.
His first foray into elected of-
fice came in his hometown of Del-
ran, where he served a five-year
term on council, followed by a
year as mayor.
But during the
period (1992-1997), Anthony was
laying the groundwork for a ca-
reer in law.
He was an investigator in the
Burlington County Sheriff s De-
partment, and followed that up as
a patrol officer in Evesham, and
later, in Delran, where he also
served as a school resource offi-
cer and detective.
Ogozaleks list of law enforce-
ment training credentials and
certifications literally fills two
pages, and covers everything
from strategic gangs operations
to computer crime training to
anti-terrorism intelligence.
He had earned a degree in busi-
ness administration from Seton
Hall in 1992, and topped that off
in 2006 when he graduated from
Rutgers School of Law in Cam-
den. From there, Ogozalek em-
barked on a new challenge and ca-
reer, namely, as a practicing attor-
ney.
Today, he is a partner in the
firm of Beckman Roth Ogozalek
& Perez, based in Gibbsboro, spe-
cializing in regulatory and gov-
ernmental affairs, internal af-
fairs investigations, and insur-
ance cases.
The record will also reflect that
Ogozalek has past and present af-
filiations with the Girl Scouts of
Central and Southern New Jer-
sey, the Fraternal Order of Police,
and both state and county Bar As-
sociations.
Anthony has two daughters,
Sydney, 14, and Hailey, 12. He and
his fianc Melanie will be mar-
ried this summer, adding two
stepchildren, Moira and William
to his family.

senior Daphni Sawyer, of
Burlington, was recently honored
in the 2013 Scholastic Art & Writ-
ing Awards competition. Sawyer
received a Silver Key award for
her poems entitled Curiosity,
Ode to Coffee Cups The War:
Life of a Pregnant Teen and
Lighthouse.
In 2013, more than 230,000
works were submitted to the
Scholastic Art & Writing Awards
nationwide and only the top 10 to
15 percent of all regional submis-
sions were recognized with Silver
Key Awards.
The Scholastic Art & Writing
Awards date back to 1923 and a
noteworthy roster of past win-
ners includes: Andy Warhol,
Sylvia Plath, Truman Capote,
Richard Avedon, Robert Redford
and Joyce Carol Oates. The
awards are an important opportu-
nity for students to be recognized
for their creative talents.
Each year, the Alliance for
Young Artists & Writers partners
with more than 100 visual- and lit-
erary-arts focused organizations
across the country to bring the
awards to local communities.
Teens in grades seven to 12 can
apply in 28 categories of art and
writing for the chance to earn
scholarships and have their
works exhibited or published.
Luminaries in the visual and
literary arts, some of whom are
past award recipients, jury sub-
missions.
Panelists look for works that
best exemplify originality, techni-
cal skill and the emergence of a
personal voice or vision.

Why does my teenager keep cracking their neck and back?
Many teenagers develop a habit of stretching and rotating the spine and neck until it cracks.
This behavior is not a nervous tick but an attempt to get relief from structural problem in

CROP Walk set for May 5 at 2 p.m.
The 2013 edition of the
Moorestown CROP Walk is sched-
uled to take place on Sunday, May
5, at 2 p.m. For those not familiar
with this annual event, it solicits
donations to fight hunger both
globally and locally.
Under the theme Ending
Hunger One Step at a Time, the
event supports the Scriptural
message, Lord, when was it that
we saw you hungry or
thirstyand did not take care of
you? (Matthew 25:44).
Monies raised by participants
through per-mile pledges as well
as contributions from the public
support programs of Church
World Service (www.church-
worldservice.org), a joint Chris-
tian ministry organization of 37
different denominations, as well
as the work of local food banks to
combat hunger here in South Jer-
sey.
The walk will leave from the
First United Methodist Church
(at Camden and Pleasant Valley
Avenues). Participants should
register and sign-in at 1:30 p.m.
Water and bathroom facilities
will be available at checkpoints
along the walk, and there will be
refreshments for the walkers
when they return to the
Methodist church.
The five-mile scenic course
that walkers will follow through
Moorestown (or optional shorter
3-mile and 1-mile routes for those
individuals who prefer a shorter
course) is meant to symbolize the
reality that so many people in the
world face who must walk many
miles each day to obtain food and
drinking water.
Currently, more than 2,000
communities across the U.S. join
in more than 1,600 CROP Hunger
Walks each year. The Moorestown
CROP Walk has been held annual-
ly for the past three decades.
More than 5 million CROP
Hunger Walkers have participat-
ed in more than 36,000 CROP
Hunger Walks in the last two
decades alone. Since 1974 our
community event has raised
$532,550 and $133,125 has been
given to support hunger related
programs in Moorestown.
The needs of the poor and hun-
gry around the world and in our
midst are now more critical than
ever.
In addition to providing emer-
gency food supplies and hunger
relief, CROP Walk funds also pay
for resources that help enable
people to meet their own needs
like seeds, agricultural tools,
wells and water systems, techni-
cal training and micro-enterprise
loans.
Residents of the greater
Moorestown community can sup-
port this years CROP Walk in a
variety of ways.

ual church coordinator in one of

Summer parks program coming
The Summer Parks Program,
for Moorestown children ages 5 to
12, will take place at four different
locations in the township: Mary
Roberts School, George C. Baker
School, New Albany Road Recre-
ation Center, and South Valley
School. The program runs from
Monday, June 24, to Friday, July
26, from 9 a.m. to 1 p.m. Activities
at the sites will include games,
sports, arts and crafts, special
events, tournaments, and other
active and passive events. Half-
day trips (requiring an additional
$15) will also be offered through
the summer. Registrations will be
accepted until June 14 or until ca-
pacity is reached.
The Childrens Summer The-
ater Program, for children ages 7
to 15, will begin with auditions
for the Wizard of Oz on Monday,
June 24, and Tuesday, June 25,
from 9 a.m. to 1 p.m. Rehearsals
will begin with full cast on
Wednesday, June 26, and continue
until the production dates. The
production will be performed on
Wednesday, July 31, and Thurs-
day, Aug. 1, at 1 p.m.; Friday, Aug.
2, and Sunday, Aug. 3 at 7:30 p.m.
Children will be familiarized
with all phases of producing a
musical show, from auditions
through the actual production.
