Dear Ms. Wilson, For the past two and one half years I have given my heart, soul and time to the City of Columbia. During this time many positive results occurred and we have moved the Police Department forward. What I did not realize was that I was neglecting my family and health. I was so committed to leading the Police Department forward that I overlooked some of most important aspects of my life. On my leave of absence I received counseling and help in realizing that my personal life is as important as my law enforcement career. I learned that the stress of being the Chief of the Columbia Department has brought out severe stress related issues. This is more commonly known as Post Traumatic Stress Disorder that I have from incidents that have occurred in my career. As a result I now know that I must refocus my life on being the best father I can be to my children and deal with my issues. Therefore, I submit my resignation with a two week notice as Police Chief for the City of Columbia effective when you desire. I offer my full assistance in a transition to your selection of my replacement. I will forever be grateful to the men and women of Columbia Police Department and the City of Columbia. We have made a positive difference.

As a result of the resignation of Chief Randy Scott, my expectation is that you assume the role of the chief law enforcement agent of our City and all the responsibilities associated with the position. Chief Santiago, I remain very proud of your accomplishments in handling the daily operations and community based assignments for the Columbia Police Department. Whenever asked, you have served well as Acting and/or Interim Chief, and I am certain that you will fulfill this role admirably.
