The Chief Secretary, Northern Province Mrs.R.Wijialudchumi Chaired the Meeting and welcomed Government Agent, representatives of Government Agents, Provincial Secretaries, Deputy Chief Secretaries, Heads of Departments and all the participants for the 1 st Quarter Provincial Planning Committee Meeting for the year 2013.Further she mentioned that, the District and Provincial level development matters will be reviewed at this forum. This effort will promote the better coordination among all stakeholders with in the Province as well as Districts.
1. Adoption of Minutes Minutes of the previous meeting held 12 th December 2012 was adopted unanimously proposed by Eng.A.E.S.Rajendra Secretary, Ministry of Infrastructure Development, Northern Province and Seconded by Mr.M.Kirubasuthan, Director Planning, Kachcheri, Vavuniya.
2. Matters arising out of the previous Meeting 2.1 Divisional Statistical Hand Book All reports have been received from all five Districts for the year 2012. 2.2 Divisional Resource Profile All Divisional Resource Profiles for the year 2012 were received from all 5 Districts. It has been pointed out that, the requirement of the preparation of Divisional Statistical Hand Books and Resource Profiles for the year 2013 and for this purpose Rs.25,000/-have been allocated for each Divisional Secretaries. This amount will be sent to the respective Government Agents/District Secretaries by the Provincial Planning Secretariat.

3. Approval of Memoranda Deputy Chief Secretary Planning tabled the following memoranda which were approved by the Secretarys Committee Meeting held on 15 th March 2013 under CBG and PSDG for the approval of the 1 st quarter Provincial Planning Committee for the year 2013. After the brief discussion 01 memorandum under CBG and 06 memoranda under PSDG were approved with the condition to implement those projects. 4. Annual Development Plan 2013 Deputy Chief Secretary-Planning has informed that the details of budgetary allocation for the year 2013. According to the budgetary allocation apportionments of funds have been approved by the Finance Commission A sum of Rs.195 Mn has been allocated for Criteria Based Grant (CBG) and Rs. 1,030 Mn allocated under PSDG for the year 2013. 5. Review of Progress Deputy Chief Secretary Planning presented progress position for the year 2013 first quarter on AIP. . 5.1 Progress under Criteria Based Grant (CBG ) 2013 Budgetary allocation of the year 2013 under CBG is Rs.195Mn.Out of this allocation Provincial Treasury has received imprest of Rs.50 Mn from the General Treasury. A sum of Rs.19.6 Mn has been released as an imprest for various provincial departments. Rs.11.06 Mn reported as an expenditure by the respective departments up to February 2013.
5.2 Progress under Provincial Specific Development Grant (PSDG)-2013 Budgetary allocation of the year 2013 under PSDG is Rs.1, 030 mn . Out of this allocation Provincial Treasury has received imprest of Rs.352 Mn from the General Treasury. A sum of Rs.74.40 Mn has been released as an imprest for various departments. Rs.6.46 Mn reported as an expenditure by the respective departments up to February 2013. The Government Agent, Mullaitivu has requested to complete the road works in the Mullaitivu areas urgently. It has been informed that, the action is being taken by the Provincial Director, Department of Roads to improve the roads condition in Mullaitivu areas. 6. UNICEF The representative, UNICEF has informed that the Multiyear work plan for the period of 2013 2014 have been completed by the UNICEF and the discussion is going on with the Chief Secretary, Northern Province. After finalizing the plan agreement will be signed between UNICEF and Chief Secretary, NP. 7. Performance Improvement Project (GIZ- PIP) The representative, GIZ- PIP explained the progress position for the year 2013. x This programme covers Human Resource Development and Local Governance for the period of 2011 -2013 x In all 34 Local Authorities, Public Redress Systems are functioning in the Northern Province. x Public Redress System and outreach mechanism launched in the Vadamaradchchi North ,Manthai West, Vavuniya North, Maritiampattu and Karachchi PS areas. x 331 Officers successfully completed STEPS course in 2012.(1746 officers Completed course since 2006) x 76 Upper Secondary School English Teachers and 16 Officers successfully completed ELT & Methodology training. x 535 participants successfully completed Good Governance Course. x 20 Trainers successfully completed TOT training on Responsiveness and Women in Local Govt. x The followings are identified targets for the 1 st Quater 2013. 9 Coaching of Local Authority staff in monitoring and analysis of Public Redress system (PRS). 9 Covering more communities through Public Redress system (PRS) Outreach 9 3 STEPS courses for 60 Officers 9 New Administrative Building and Resource Centre 9 Introduction to Governance in 25 LAA areas. 7
8. Resource Management and Communication Technology x The training programmes on Internet, Networking and Hardware have planned to this year for 173 officers in 7 programmes. 6 Programmes already have been completed for 143 officers in the 1 st Quarter 2013.
x Trilingual Programme for District and Divisional Officers Sinagala and Tamil Classes has planned to this year.
9. Early Childhood Development (ECD)
The Director, Early Childhood Development has presented the progress position on ECD. x Preschool Management Committee formed in all preschool and functioning. x About 1,500 Preschool Teachers received Monthly Allowances from January 2013. x 1,642 Preschools are functioning with 2,890 Teachers and 48,252 Children. x 645 Preschool Teachers follow the Diploma Course for the year 2012/2013 in 9 Education Zones. 10. Divineguma , Samurthy and Indian Housing Programme in the Northern Province Secretary, Ministry of Agriculture has requested to the Provincial Director of Agriculture to give technical support, Inputs, Training and other service for the needed areas. Three Officers already have been attached for these purposes from Ministry of Economic Development .The Chief Secretary have been requested the District Administration to implement this programme with the Coordination of Provincial respective departments. The Governments Agents/District Secretaries and Director Planning of Northern Districts presented the status of Samurthy, Indian Housing and Divineguma Programme which were implemented in their respective Districts. Vavuniya District x 512 beneficiaries have been identified for the Indian Housing Assistance. 1,371 beneficiaries were selected in the stage-II and 2,317 beneficiaries for Stage III also identified. Jaffna District x Samurthy Beneficiaries 54,199 x In 2012 Rs.11 Mn have been allocated for the Housing Programme. Each beneficiary will get between Rs. 10000/- to Rs.100,000/- for repairs /construction x Rs.20.20 Mn have been provided to the Livelihood Activities for the Samurthy Beneficiaries in 2012 x Under the Indian Housing Assistance, 397 for Stage I, 2,108 for Stage II and 6,105 for Stage III 150 Houses were completed as a Pilot Project. Out of 397 houses 378 beneficiaries were received 1 st payment. 276 beneficiaries received 2 nd payment and 3 rd
payment received by 105 beneficiaries.

Mullaitivu District x Under the Divineguma Programme.34,021 beneficiaries benefitted. Rs.18.90 Mn was allocated. Works are commenced. x Under the Indian Housing Programme, 1,500 beneficiaries were selected for Stage-I and 3,000 beneficiaries identified for Stage -II Programme.
Kilinochchi District x Under the Divineguma Programme, 25000 beneficiaries benefitted.24,824 Fruit Plants, 48,900 Seeds Packets issued.160 beneficiaries received Textile Inputs and 109 Beneficiaries received training in Agriculture, Food Products and Book Binding. x 11,733 Families received Samurthy Assistance x Under the Indian Housing Programme, 601 beneficiaries were selected for Stage-I. Out of this 10 Houses only completed. 2,639 beneficiaries identified for Stage -II Programme.
Mannar District x Under the Divineguma Programme, 70,000 beneficiaries benefitted.22,950 seed packets, 2,000 chicks,5,250 Cashew Plants issued and 262 members received training on Industrial activities. x Under the Vidhatha Center, 420 beneficaries were selected for Livelihood Programme and 36 Schools were selected for Fruit Plant Programme at a cost of Rs.4.0 Mn. x 13,166 Families received Samurthy Assistance in 2012 .Rs.15.4 Mn was spent for their livelihood Activities. x Under the Indian Housing Programme, In stage I , 754 beneficiaries were Selected. 2,816 beneficiaries for stage II and 7,267 beneficiaries for Stage III also identified.
11. Resettlement Plan for Long Term IDPs It has been informed that, according to the Hon. Governors instruction the plan for Long Term IDPs has been already prepared and tabled at the forum. Under the PSDG allocation for the year 2013, priority has been given for Long Term IDPs in resettled areas in the Northern Province. 12. Urban Development Authority Representative of UDA, Jaffna has informed that, the following programme have been initiated in the Northern Province. x Jaffna Beach Park project is being implemented at the estimated cost of Rs.12 Mn.by the Municipal Council, Jaffna .75% of works has been completed and the balance will be completed end of May 2013. x Mannar Town Park land clearing work has completed and Architectural Drawings have been prepared. The estimated cost of this project is Rs.14 Mn. x Kilinochchi Town Park land clearing work has completed and Architectural Drawings have been prepared.
