Name of Contract & Employer


The name of the contract shall be Sengkang LNG and the Client will be Energy World International (EWI). This document represents the preliminary information required to undertake a Ground Investigation (GI) for the above contract.

Description of Site
The site is located approximately 4km south east of the village of Keera, Sulawesi, Indonesia. The site is divided into two locations; Location A on the high ground and Location B by the sea shore, the two areas are linked by a haul road. Location A is located about 1km inland from the sea shore and comprises an area of relatively high ground (10-12metres Above Sea Level (mASL)) to the north west of the site that is set to banana plants and long grasses, the site falls to the east and the south to a low lying coastal plain, at a nominal level of 2mASL, that is set to rice plants that have gone to seed or other scrub vegetation. Location B is located at the shore line comprises a relatively flat area at around 1mASL, that is set to dried out fishing ponds and drainage channels. The north west corner of the site is being filled in an un-engineered manner for use as a lay-down area for the proposed construction.

Main Works Proposed and Purpose of Contract


It is proposed to construct an 67m diameter LNG tank at the shore Location, B. At this stage the nominal loads are thought to be in the order of 158MN. The purpose of the investigation is to provide additional detailed information about the ground and groundwater conditions and likely soil parameters at the location of the proposed structure. The ground conditions investigated will include the nature and condition of the ground and groundwater regime with regard to the proposed foundation design.

Scope of Investigation
It is envisaged that the scope of works will comprise (but not be limited to) the following general elements: 2 no rotary boreholes to evaluate the ground conditions to 100mBGL Collection of geotechnical samples In-situ geotechnical testing

A detailed schedule of ground investigation works is presented below.

Geology and Ground Conditions


The following assessment of the geology of the site and ground conditions has been inferred from information available in the following document: Soil Investigation for the Proposed LNG Plant Site at Keera, Sengkang, South Sulawesi, Indonesia, PT Soilens, July 2009. The geology at Location A generally comprises a downward succession of Topsoil underlain by stiff plastic clay underlain by Hard Clay of the Walanae Formation. High land: Boreholes BH-5, BH-8 and BH-9 The anticipated ground conditions in the high land area are likely to comprise of a downward succession of Topsoil between 0.0 1.0m BGL underlain by firm to very stiff high plasticity clay between 1.0 8.0m BGL underlain by very stiff to hard clay. The hard clay was penetrated to a depth of 20.45m BGL but could include beds of very stiff high plasticity clay. Groundwater was recorded at around 13m BGL. Low land: Boreholes BH-6, BH-7 and BH-13 The anticipated ground conditions in the low land area are likely to comprise a downward succession of soft to firm Topsoil/subsoil between 0.0 2.0m BGL underlain by firm to very stiff high plasticity clay between 2.0 8.0m BGL. The high plasticity clay could include beds of water-bearing sands. The high plasticity clay is underlain by very stiff to hard clay between 8.0 65m BGL that could include beds of very stiff high plasticity clay. The hard clay was underlain by interbedded hard clay and sandstone defined as bedrock. The bedrock was penetrated to a depth of 100.45m BGL and could include beds of stiff high plasticity clay. Groundwater was recorded at around 2m BGL. Slopes: Borehole BH-10 The anticipated ground conditions in the southern slope area is likely to comprise of a downward succession of Topsoil between 0.0 0.5m BGL underlain by firm to very stiff high plasticity clay between 0.5 14.0m BGL underlain by very stiff to hard clay. The hard clay was penetrated to a depth of 20.45m BGL but could include beds of very stiff high plasticity clay. Groundwater is likely to be encountered around 9m BGL.

The geology at Location B generally comprises of a downward succession of very soft clay underlain by high plasticity clay (Alluvium) underlain by Hard Clay of the Walanae Formation. The ground investigation has indicated significant variations in the ground conditions and as such Location A has be sub-divided into the following three areas: North: Boreholes BH-1 and BH-4 The anticipated ground conditions in the northern area are likely to comprise of a downward succession of soft alluvium between 0.0 1.0m BGL underlain by firm to very stiff high plasticity clay between 1.0 8.0m BGL. The high plasticity clay is underlain by very stiff to hard clay between 8.0 30m BGL that could

include beds of sand. The hard clay was underlain by interbedded hard clay and sandstone defined as bedrock. The bedrock was penetrated to a depth of 100.45mBGL and could include beds of stiff high plasticity clay. Groundwater was recorded at around 0.7m above ground level. Central: Boreholes BH-2 and BH-11 The anticipated ground conditions in the central area are likely to comprise of a downward succession of soft alluvium between 0.0 1.0m BGL underlain by firm to very stiff high plasticity clay between 1.0 14.0m BGL, the high plasticity clay may contain beds of silt. The high plasticity clay was underlain by very stiff to hard clay and was penetrated to a depth of 20.45m BGL. Groundwater was recorded at around 0.7m above ground level. South: Boreholes BH-3 and BH-12 The anticipated ground conditions in the southern area are likely to comprise of a downward succession of soft alluvium between 0.0 1.0m BGL underlain by firm to very stiff high plasticity clay between 1.0 5.0m BGL which is in turn underlain by very stiff to hard clay that was penetrated to a depth of 20.45m BGL. Groundwater was recorded at around 0.7m above ground level.

Particular Contract Restraints


The following contract constraints are required: Field exploratory hole records are to be provided 24 hours after completion of the holes to which they refer. Draft exploratory hole records are to be provided 1 week after completion of the holes to which they refer. All laboratory testing to be completed 4 weeks after scheduling of the test. A draft factual report to include Engineers logs and including all testing data should be provided within 4 weeks of completion of site works including a full checked AGS report and logs amended to reflect the laboratory test data. The final Factual Report including AGS should be supplied one week after the approval or comments are reported on the draft report by the Engineer.

The following restrictions to free movement of ground investigation plant were noted during the site walkover: Location A: Locally dense vegetation and trees. Location A: Sloping ground Location A: Soft soils that may require special access equipment Location B: Fishing pond bunds Location B: Fishing pond drainage channels Location B: Soft soils that will require special access equipment

The site is likely to have controlled movement due to the presence of construction activities and as such the free movement of ground investigation operations is unlikely. A permit to dig system may be implemented by the land owner. Access to the exploratory holes may be restricted with the use of security passes.

For particular project requirements where a suitable item does not exist within the schedule of rates additional rates shall be agreed prior to mobilization. On completion of the works, or at other periods if required by the Engineer, the Contractor shall reinstate the site and access routes and remove all plant, equipment, surplus materials, spoil etc. The expense of reinstating avoidable damage shall be borne by the Contractor. Damage assessed to be unavoidable shall be reinstated by the Contractor and reimbursed accordingly at rates agreed with the Engineer.

Particular general arrangements


Services are unlikely to be present within the area, however indicative service plans should be provided by the utility companies via the Client prior to commencement of site activities. The provision of any such drawings shall not relieve the Contractor of his obligations under the Contract to satisfy himself of the position of any potential services. Full time professional attendance is required by suitably qualified member of staff from the Contractor, it is recommended that a member of Arups geotechnical practice be present on site throughout the field work period. There may be requirements for site demarkation to isolate the drilling works from the site activities. Delimitation equipment could include but should not be limited to barriers, cones, flashing orange lights and barrier tape. All drilling / boring personnel shall hold suitable valid certification, a copy of which should be forwarded to Arup for their records prior to mobilization. Any subcontractor to be used shall require the approval of the Engineer prior to mobilization. The Contractor shall be responsible for the services to be provided by the sub-contractor and shall be liable for defects and omissions from them. The Engineer shall be consulted prior to backfilling of any exploratory hole, or demobilization of plant at any location. All exploratory holes should be reinstated to the satisfaction of the Engineer. The Contractor shall be responsible for the disposal of all samples and arisings at a suitable location to the satisfaction of the Engineer. Contaminated samples and arisings shall where necessary be disposed of at an appropriate licensed landfill site approved by the engineer. The appropriate sample disposal certification will be presented to the Engineer for Quality Assurance purposes.

Particular borehole requirements


A schedule of provisional exploratory hole depths, minimum dimensions and particular requirements are detailed in Schedule 2 below. An underground utility survey shall be undertaken prior to any excavation works to determine the presence of any services, at the location of each boring. Efforts should be made to minimize damage to surrounding areas at each exploratory location during access and egress from the site, and maneuvering around the site. Any damage caused shall be made good after agreement of the costs for such works with the Engineer. Backfill instructions will be issued by the Engineer on completion of boring but will likely comprise either 50mm standpipe piezometers or backfill with cement bentonite grout as detailed in Schedule 2 below.

Particular Sampling Requirements


Suitable accreditation is required for laboratory testing carried out as part of this contract. The Contractor shall provide blank laboratory testing schedules with a list of the samples collected to the Engineer for scheduling purposes within 7 days or completion of the exploratory hole to which they refer. The Contractor is to liaise with the laboratory to co-ordinate sample dispatch and maintain chain of custody for samples collected for chemical analysis. Provisional sampling requirements and sequences for each hole shall be confirmed on site. A schedule of provisional sampling requirements is detailed in Section 12 below. Sampling sequences may be altered during the course of each investigation to reflect the actual ground conditions encountered.

Particular In-Situ Testing Requirements


In-situ testing shall be to the appropriate US Standard or as amended by the Engineer. In-situ testing requirements shall be provided in Schedule 2 and Sections 18 and 19 below. Relevant calibration certificates shall be required where appropriate. These shall be supplied to the Engineer prior to any testing being undertaken. The following insitu testing is likely to be required: Pocket penetrometer testing Standard penetration testing P-S Suspension Method Shear wave velocity determination High pressure dilatometer pressuremeter tests

Particular instrumentation and monitoring requirements


A schedule of provisional instrumentation and monitoring requirements are detailed in Schedule 2 but is likely to include: Groundwater monitoring installations Ground gas monitoring

Particular Laboratory Testing Requirements


Laboratory test schedules will be submitted by the Engineer within 1 week of samples being taken. All tests shall be carried out in accordance with the appropriate ASTM or US EPA standards, unless otherwise indicated in the Schedule of Rates. Draft test results including digital data will be required to be submitted within 4 weeks of scheduling. 12.1 Contamination Testing

Particular Reporting Requirements


Field logging and testing records shall be submitted within 24hrs of completion of the work to which they refer. Preliminary logging and testing records shall be submitted within 7 days of completion of the work to which they refer. Draft and final factual reports will be required to be submitted as stated above. The fieldwork, monitoring and laboratory test data shall be submitted in digital format at both the draft and final report stages. The report submission will not be considered complete without the digital data. Timely submission of complete and correct digital data is considered to be of paramount importance. Where long term in-situ monitoring or testing is carried out digital data shall be submitted as agreed by the engineer. Prior to issue of electronic data the files shall be checked by a commercial anti virus program that has been updated within the previous three months. The site plan may be provided as an AutoCAD DWG or DXF drawing file. Where such digital information is provided the Contractors exploratory hole layout drawing shall be returned in a similar digital format.

Particular Supervision Requirements


The Contractor shall include on site a full time graduate engineer or engineering geologist with a minimum of 3 years experience of this type of work and geology in a professional capacity for the preparation of geotechnical and environmental logs of the exploratory holes. To ensure the efficient running of site operation, the Contractor shall not replace or substitute staff without the Engineers permission.

Schedule of Exploratory Holes


15.1 General Schedule Items Prior to the commencement of boring the contractor shall perform an underground utility survey of the area to investigate the presence of services followed by a hand auger borehole up to 1.5m (5ft) to ensure no services are present. In granular soils SPT's should be taken at 0.75m (2.5 ft) intervals to 12m (40 ft), then 1.5m (5 ft) intervals to the bottom of the borehole. In cohesive soils Shelby Tube samples should be taken at 1.5m (5 ft) intervals followed by an SPT, or an SPT at 1.5m intervals if the soil is too hard for Shelby Tube samples. Small disturbed samples should be taken every metre (3 ft) and at every change of strata. Bulk disturbed samples should be taken in the upper 3m (10 ft) every metre (3 ft) and at every change of strata.

Sampling

Small disturbed samples should be taken every meter (3 ft) and at every change of strata. Bulk disturbed samples should be taken in the upper 3m (10 ft) at the same intervals. In cohesive soils Shelby Tube samples should be taken at 1.5m (5 ft) intervals followed by an SPT. In cohesive soils a Pocket Penetrometer should be taken at 0.25m intervals between ground level and 10mBGL. In granular soils SPT's should be taken at 0.75m (2.5 ft) intervals to 12m (40 ft), then 1.5m (5 ft) intervals to the bottom of the borehole.

In cohesive soils an SPT taken through the base of any Shelby Tube sample taken or at 1.5m intervals if the soils are too stiff for Shelby tube sampling. 3 High pressure dilatometer pressuremeter tests are required to be carried out in each borehole nominally one per stratum encountered, at locations directed by the engineer. Recommendations for Further Work


Arup recommends the following works: A desk study report A Ground Investigation, as described above.

There is a possibility that the material on site may be contaminated from previous land use. This should be considered when planning the Ground Investigation.

Geotechnical Risk
The main aspects of the scheme which affect the degree of geotechnical risk are given below. The further work recommended will confirm the ground conditions and reduce geotechnical risk to the project. Other specific criteria such as those listed below will be discussed in future geotechnical reports. Structural foundations bearing capacity and settlements.

The key geotechnical risks (and hence cost risks) identified at the date of this report are given below: Unknown geotechnical properties of founding strata Groundwater variability Variable engineering quality soils Soils of poor engineering quality low bearing capacity and high settlement Minimal in situ testing, further situ testing is required to confirm the geological model. Aggressive ground conditions. This may arise due to high sulphate levels in alluvial soils. Contamination: This may arise due to the presence of Made Ground and past / current land use.

Mitigation of these risks should be based on refinement the ground model resulting from appropriate supplementary ground investigation and interpretation of these data. The following will also vary: environmental risks and constraints, potential contaminated land risks, geotechnical risks, the type of engineered solutions, and the cost and risks associated with construction.

SPECIFICATION PRESSUREMETER TESTS

High pressure dilatometer tests

Instrument

Measurements shall be made using a 95mm diameter Cambridge Insitu High Pressure Dilatometer. The instrument shall have a maximum pressure capacity of 20MPa and a displacement measuring system capable of measuring an increase in the diameter of at least 25% of the original diameter of the instrument. Displacement shall be measured directly at the mid point of the membrane at three or more equidistant points around the circumference by displacement transducers mounted within the instrument. The total pressure shall be measured by a transducer within the instrument. The resolution of the transducers shall be to within 0.05% of their full working range. The data acquisition system used within the instrument shall be capable of recording the transducer outputs to that resolution.

Calibration

The contractor shall supply a statement from the manufacturer stating that the instrument meets the requirement of the specification for straightness and sensitivity. Calibrations for each instrument shall be kept in a register for that instrument and be available for inspection. The mean and standard deviation for the correlations of each transducer shall be given. Calibrations should be carried out in shaded clean dry conditions. The record of each calibration shall include the ambient temperature at which the calibration was carried out and a description of the location where it was carried out.

The output from the transducers shall be read to within 0.05% of the output over the full working range. The data for each transducer shall be tabulated and presented as a graph of measured displacement against corresponding output. Regression analysis shall be used to determine the correlation between output and displacement or pressure and the coefficient shall be expressed to at least three significant figures. The coefficient of determination (r2) for each calibration shall be greater than 0.95. The correlation coefficient for each calibration shall be within 5% of the mean correlation given in the register. Calibrations which do not meet these criteria will not be acceptable without the approval of the Engineer. Component calibration Displacement transducer (Type 1): The calibration of the displacement transducer shall be the change in output from the transducer against the movement of the transducer measured by a micrometer. The micrometer shall read to 0.01mm. The displacement shall be continuously increased up to the maximum working range of the transducer and then reduced to zero at increments of displacement no greater than 2mm. Each transducer shall be calibrated independently. Total pressure transducer (Type 2): The instrument shall be placed in a cylinder strong enough safely to restrain the expansion at full working pressure. The pressure in the instrument shall be continuously increased in equal increments, such that there are 10 to 20 increments up to the total working capacity of the installed pressure transducer. The pressure in the instrument shall be reduced by the same number of increments used for pressurisation. The pressure at the end of each increment or decrement shall be held constant until the readings from the transducer remain substantially constant, readings being recorded at 10sec intervals throughout. The calibration of a pressure transducer shall be the change in output from the transducer against the pressure applied to the transducer measured by a calibrated Bourdon gauge. The maximum capacity of the Bourdon gauge shall be between 100% to 120% of the maximum capacity of the transducer and shall read to within 0.25% of the maximum capacity of the gauge. Membrane stiffness (Type 4): The instrument shall be clamped in position. A new membrane shall be inflated up to the maximum movement of the displacement transducers and deflated to the deflated instrument

diameter at least three times before calibration. The membrane shall be inflated in free air by applying pressure in increments until the expansion commences. There shall be sufficient increments of pressure to accurately define the initial portion of the expansion. Upon expansion a cavity strain rate shall be selected to give sufficient data to accurately define the expansion curve. The expansion shall continue until the maximum movement of one of the displacement transducers is achieved. The membrane shall then be deflated by reducing the diameter of the membrane in the same decrements as the increments used for inflation. The output from all the transducers shall be recorded at 10sec intervals. The data for each transducer shall be converted to engineering units by applying the calibration coefficients determined for the Displacement and Total Pressure Transducers and presented as a graph of measured total pressure against corresponding cavity strain or displacement for each displacement transducer. The membrane stiffness calibration coefficients shall be expressed as the pressures required to lift the membrane away from the body of the instrument and to move the membrane away from the body of the instrument to the maximum movement of the displacement transducers. The coefficients shall be expressed to at least two significant figures. Membrane compression (Type 5): The instrument shall be placed in a cylinder of known elastic properties strong enough safely to restrain the expansion at full working pressure. A cylinder with a ratio of internal diameter of the cylinder to deflated instrument diameter of no greater than 1.1 shall be used with high pressure dilatometers. The instrument shall be pressurised up to its working pressure capacity. The pressure in the instrument shall be reduced to 10% of the working capacity of the instrument and then increased up to the working capacity in equal increments. The maximum increment or decrement shall be no greater than 5% of the working capacity. The pressure in the instrument shall then be reduced to zero. The pressure at the end of each increment or decrement shall be held constant until the readings from the transducer remain sensibly constant, readings being recorded at 10sec intervals throughout.

The data for each transducer shall be converted to engineering units by applying the calibration coefficients determined for the Displacement and Total Pressure Transducers and Membrane Stiffness. The data shall be corrected for the expansion of the cylinder and presented as a graph of total pressure corrected for membrane stiffness against average cavity strain. The membrane compression calibration coefficient shall be expressed as the average movement of the displacement transducers with pressure to at least two significant figures. Frequency of calibration The transducers shall be calibrated prior to the commencement and following the completion of the testing on site. A copy of the calibrations shall be presented to the Engineer. Membrane stiffness shall be carried out prior to the commencement of testing on site and after the completion of every borehole. A new membrane shall be calibrated before use and after it is first removed from the borehole. The displacement and pressure transducers shall be recalibrated on site following any repair of the transducers and associated instrument hardware. The Engineer shall be able to inspect the instrument calibration register or shall be provided with copies as required. Installation Drilling to form a test pocket below the base of a hole for the insertion of the high pressure dilatometer shall be carried out using equipment, techniques and a flushing medium consistent with achieving minimum pocket disturbance. The test pocket diameter shall not be less than the deflated instrument diameter and the ratio of the test pocket diameter to the deflated instrument diameter shall be no greater than 1.1. The length of the test pocket shall not be less than 3m. The orientation of the instrument prior to commencement of testing shall be recorded. The instrument should be inserted in the test pocket as soon as possible after the pocket has been drilled and preferably within 30 min of completion of construction of test pockets. The instrument shall be placed at least 1m above the base of the test pocket and at least 0.5m below the top of the test pocket. The time taken between the end of the test pocket construction and the

start of the test shall be recorded and passed to the Engineer as part of the deliverables. Testing procedure Stress controlled tests shall be carried out at a constant rate of pressure increase, with two unload-reload loops included in the loading sequence. The maximum pressure prior to unloading should be progressively increased. The first unload-reload loop should be carried out at when either the cavity has increased in diameter by between 1% and 3%, or as soon as a linear expansion has been established (whichever occurs first) or as otherwise agreed with the Engineer. The pressure increments shall be no greater than 0.5MPa and shall be adjusted to ensure that there are at least 15 increases in pressure throughout the loading stage (excluding any unload-reload cycles). The size of the pressure increment shall be adjusted during the early stage of the test to ensure that a sufficient number of readings are taken to accurately define when the membrane comes in contact with the side of the pocket and shall be no greater than 0.2MPa. Before each unload/reload loop the pressure increment shall be held constant for 3 minutes at that test pressure to establish any creep movement. The output from the transducers shall be recorded at 10 sec intervals throughout the test. The pressuremeter shall be pressurised until either the material is showing clear signs of failure, maximum pressure capacity is reached, or any one of the displacement transducers has reached its full working range or there is undue risk of damage to the equipment. The reason for termination of the test shall be recorded and presented to the Engineer as part of the deliverables. During unloading and subsequent reloading, the pressure increments shall be similar in magnitude to the increments used in the loading stages. The stress reduction during any unload-reload loop shall be limited to ensure that it remains within the elastic range of the ground under test. BOREHOLE VELOCITY LOGGING


This specification is based on the Geovision Procedure for P-S Suspension Seismic Velocity Logging. This procedure describes a method for measuring shear and compressional wave velocities in soil and rock. The P-S Suspension Method is applied by generating shear and compressional waves in a borehole using a Suspension Logger borehole tool and measuring the travel time between two receiver geophones or hydrophones located in the same tool. The outcome of this procedure is a plot and table of P and SH wave velocity versus depth for each borehole. Standard analysis is performed on receiver to receiver data. Processed data is presented in report format, and transmitted in Excel, Word or ASCII format. Logging contractor must exhibit at least 10 years experience, and specifically demonstrate capability in both receiver-to-receiver and source-to-receiver measurements. 19.1 The Borehole

The P-S Suspension Logging Method can be used in either cased or uncased boreholes. Uncased boreholes are preferred because the effects of the casing and grouting are removed. For best results, the borehole must be between 10 and 20 cm in diameter, or 4 to 8 inches. The borehole should be drilled uncased using the rotary methods with a mud flush. This method does little damage to the borehole wall, and the drilling fluid coats and seals the borehole wall reducing fluid loss and wall collapse. The borehole fluid is required for the logging, and must be well circulated prior to logging. If the borehole must be cased, the casing must be PVC and properly installed and grouted. Any voids in the grout will cause problems with the data. Likewise, large grout bulbs used to fill cavities will also cause problems. The grout must be set before testing. This means the grouting must take place at least 48 hours before testing. For borehole casing, applicable preparation procedures are presented in ASTM Standard D4428/D4428M-91 Section 4.1 (see ASTM website for copy). A rathole of 5m is required to obtain data to the full depth desired. This is due to the construction of the P-S suspension tool. 19.2 Test Procedure

Calibration within last 12 months of the probe and digital recorder is required. The P-S Suspension Logging tool should incorporate both the source and the receivers in the same instrument probe.
