RE: April 21, 2013 letter, [1] purported Chief Clerk response on my
letter [2] in re: certification of court decisions, appointment record of
Chief Clerk, etc.
To the Honorable Chief Clerk Israel Hen:
Your letter, referenced above, [1] cannot be deemed by a reasonable
person as a valid response on my letter of the same date, [2] for the
following reasons:
a) The letter, appears on irregular State of Israel letterhead. At the top of
the letter, under the coat of arms of the State of Israel, the writing
appears State of Israel, with no mention of the government unit,
issuing the correspondence. (In comparison, see previous letters, which
state Magistrate Courts, Haifa District, Office of District
Administration [3,4]). There is a reasonable foundation for suspicion of
falsification of State letterhead in this case.
b) My letters are all addressed to Chief Clerk Israel Hen. In the
response letter, Ms Shulamit Gonen states her authority as Area
Administrator, Magistrate Courts, Haifa District, which is apparently
an office in the District Administration, but not the office of the Clerk of
the Court.
On the matters themselves:
1. Mr Israel Hen, in case he is lawfully appointed Chief Clerk, is again
asked to certify True copy of the original with his signature,
pursuant to the Regulations of the Courts (Office of the Clerk)
2004, one of the conflicting March 17, 2013 decision records by
Judge Esperanza Alon. Both Judge Alon and Area Administrator
agree that the decision record was altered. Therefore, Mr Hen's
refusal to certify to correct version remains inexplicable.

2. Mr Israel Hen, in case he is lawfully appointed Chief Clerk, is again

asked to present his lawful appointment record as Chief Clerk of
the Magistrate Court Haifa. Following repeated requests, directly
addressed to Mr Hen in this matter [5,6], the above referenced
response letter says: relative to your request for a copy of Mr
Israel Hen's appointment records as Chief Clerk... please refer the
request to him.
Relative to the matters themselves:
1. Mr Israel Hen, in case he is lawfully appointed Chief Clerk, is
asked, pursuant to the Regulations of the Courts (Office of the
Clerk) 2004, to provide certification True Copy of the Original
of one of the two conflicting March 17, 2013 decisions by Judge
Esperanza Alon. In this matter, both Judge Alon and the Area
Administrator agree that the decision record was altered.
Therefore, the refusal of the Chief Clerk to certify the correct
record True Copy remains inexplicable.
2. Mr Israel Hen, in case he is lawfully appointed Chief Clerk, is asked
to present his lawful appointment record as Chief Clerk of the
Court. Following repeated requests [5,6], which were directly
addressed to Mr Hen, the above referenced response says:
regarding your request to receive a copy of Mr Israel Chen
appointment as Chief Clerk... please address it to him.
3. Mr Israel Hen, in case he is lawfully appointed Chief Clerk, is asked
to provide the specific written reference for procedures, which are
probably procedures of the Office of the Clerk, relative to which the
above referenced letter says: The authentication letter is
automatically produced by the computer, and there is no necessity
for a physical signature of the Clerk, pursuant to Procedures, but
only the round stamp .[sic- jz]
