The Bulletin has been improved for easier on-screen reading. It now summaries new content placed on Epic
(http://npsintranet.probation.gsi.gov.uk/index.htm) in the previous week and significant messages that have been
circulated on the Chief Officer gateway. Articles can now be read by either scrolling down the page or by clicking the
titles below:
The Service Level Agreement (SLA), Offender Management and Interventions metrics guidance and technical notes
have been updated, and are available on EPIC.
A new guide for staff about SFO reviews has been published. It provides a short summary of the purpose of the SFO
review process and clarifies the distinction between any interviews undertaken as part of the SFO review process
and any interviews undertaken in any subsequent capability (or, rarely, disciplinary) proceedings. The guide has
been put together in consultation with NOMS HR and with NAPO and UNISON.

The nomination period for the 2007 Justice Awards opened on 14 May 2007 to all staff and volunteers across the
Criminal Justice System.
The Justice Awards are an annual campaign to reward frontline staff and volunteers who ‘go the extra mile’ in their
work with victims, witnesses, defendants or offenders. The campaign will run in tandem with Inside Justice Week
which is taking place between 3 and 10 November 2007.

The Ministry of Justice’s Better Regulation Unit wants to hear your suggestions and proposals to cut bureaucracy
and regulation. This is part of a strategy involving every government department in addressing the over-regulation
and unnecessary bureaucracy that gets in the way of delivering services.

This Circular provides details of the revised learning and development programme for
PSOs and equivalent grades. Following on from work undertaken in the Role Boundaries
project it was agreed that the curriculum and structure of the programme needed revising
for 2007-08 to take into account changes in practice since 2005. Specific attention has
been given to the production of workbooks and other materials to support the
programmes. The circular has been discussed and agreed with NAPO and UNISON
learning and development representatives.
This Circular gives further advice on the use of Risk Matrix 2000 (RM2000).
It also advises Areas of a new end of programme report format for accredited sex
offender programmes, the Structured Assessment of Risk and Need (SARN)
Finally it restates the position regarding consultancy from the Lucy Faithfull Foundation
for probation officers working with certain high risk male sex offenders and with female
sex offenders.
