Upon arrival, ofc. contacted Helen Chester. Ms. Chester stated she and her husband were out of their residence from May 27th until about 12:30PM today. Upon their return, they discovered a black Magnavox DVD player (valued at $40) and about 12 DVDs of unknown titles (valued at about $100 total) were missing from the bedroom of their upstairs apartment. Ms. Chester stated she suspected the resident of the downstairs apartment, Joseph Kepler, was responsible, as he has access to the residence and knew where the DVD player was hidden. Ofc. was unable to locate any physical evidence in the residence. Ofc. contacted Mr. Kepler at 105 Ewing Street. Mr. Kepler denied any involvement, stating he was out of the residence the last couple days. Mr. Kepler stated many people frequently come to visit another resident and any one of them could have gone upstairs unnoticed.Ms. Chester stated there was no insurance on the property.Nothing further at this time.

On arrival Ofc. contacted George L Nolan. He said that his son Jason S. Justice and a friend, Eric Ewry were walking in the area of 74 S Hickory St and were approached by Ronald L. Hedrick. He said Mr. Hedrick threatened to have someone beat the two boys up. Ofc. made contact with Jason and Eric. They said they were on their way back from Speedway and Mr. Hedrick ran up to them and was yelling at them about banging on his door at 5:00am this morning. Both advised they were still in bed at 5:00am this morning and did not know anything about anyone banging on his door. Jason said he told his dad what happened and so his dad tried to talk to Mr. Hedrick but ended up calling the police. Ofc. made contact with Ronald L. Hedrick. He said he has had problems with the boys in the past and when his neighbor told him two boys were on video banging on his door this morning he asked if there was one skinny one and one fat one and the neighbor told him yes. He does not know the neighbors name but he lives at 189 S Hickory St. The neighbor was not at home. Ofc advised Mr. Hedrick not to have contact with the two boys again, that he should have called the police instead of what he did. He said that the police didn''t do anything, then said that the boys had to pay for damage they had previously done as a result of an investigation. Ofc advised him apparently the police did do something and that until it could be proven the boys were banging on his door, no charges will be filed. Ofc. did warn him about his behavior and advised him he could be charged for harassing the kids. He said he understood. Ofc. reminded the boys they are barred per the prior incident and advised Mr. Nolan Ofc. would contact him should Ofc determine the boys did bang on the door this am. All parties then departed.

A few minutes later Phil saw and contacted Michael in the parking lot where Michael admitted that the shoes that he wore out of the store did not belong to him but told Phil that he wore the wrong shoes out of the store by mistake. Ofc advised Michael of his Miranda rights and Michael told Ofc the same thing. Ofc placed Michael under arrest for theft and transported him to the Ross Co Jail where he will be held in lieu of bail or until his court date of 5-30-13 at 9am. Ofc also advised Michael that he was barred from Kohls and Michael told Ofc that he understood. Ofc obtained a copy of the video from Kohls as well as a written statement form Phil and a receipt for the shoes. Nothing further.

Upon arrival Officer spoke with Thomas Speas who stated his daughter, Shantel Thompson and Nicholas Mccabe got into a verbal argument and that Mccabe has been drinking all day. He requested Mccabe be barred from his property. Officer attempted to speak with Shantel, however she would not tell Officer what had happened other than Mccabe has been drinking and that they are only friends. Mr. Speas stated Mccabe ran to the second floor and has not came back down. Officer found Mccabe in the fetal position. Officer attempted to speak to him but he would not say anything. Officer smelled a strong odor of an alcoholic beverage on his person and he then stood up and placed his hands behind his back. Officer still attempted to talk to him and Officer then noticed his eyes were blood shot and watery. Officer then arrested him for Disorderly Conduct Intoxication and escorted him the my cruiser. He was then transported to the Ross County Jail and while en-route he stated he and Shantel argued about her wanting to do heroin and other drugs. Mccabe was given to the Jails custody and he was issued a mm citation for Disorderly Conduct Intoxication, ticket number 09-4138. He then advised he was barred from 333 East Main Street and his court date and time was June 7 2013 at 9am in the Chillicothe Municipal Court.

Sgt. T. Gay was serving a search warrant with the Chillicothe Police Dept. Special Response Team (SRT) at the Americas Best Value Inn room 77. The warrant was a No-knock search warrant. The entry team arrived at the door and checked the door and found it was locked. While Ofc. Mather started to swing the ram to force the door Sgt. observed Ronald Maxwell open the door from the inside. All members of the SRT team yelled "Police Department, search warrant,open the door," and Ronald Maxwell pushed the door closed. At that time Ofc. Mather and Ofc. Dubay tried to push the door open and Ronald Maxwell and possibly another person, later identified as Christian Brown, continued to push the door closed. Ofc. Mather used the ram and struck the door two more times and was able to force the door open. Ofc. Dubay threw a flashbang into the hotel room and then the entry team entered while still yelling repeatedly "Police Department, search warrant, get on the ground." All five of the occupants in the room then complied and laid down on the floor. Ronald Maxwell did delay Officers in the performance of their jobs by closing the door and continued to push the door closed even though Officers did identify themselves and yelled numerous times, "Police Department, search warrant, open the door." Sgt. did see Ronald open and shut the door. Sgt. did not see Christian Brown push the door closed, however, he was laying down on the floor directly behind the door and beside Ronald Mawell. The other persons in the room were John Johnson and Sarah Parker who Sgt. saw laying down on the floor inbetween the two beds. The last person was identified as Jahmol Cruse who was laying on the floor at the end of the 2nd bed and closest to the bathroom. Sgt. handcuffed Jahmol Cruse who was laying up against the bottom of the bed. Sgt. moved Cruse out away from the bed toward the middle of the floor and observed he was laying on a clear plastic bag containing numerous off-white rocks of what appeared to be crack cocaine. The bag was on the floor underneath Cruse by his left front pants pocket. There was another clear plastic bag laying under his right arm that appeared to be empty. Sgt. placed the bags on the end of the bed out of Cruse reach and notified Det. Campbell and Det. Goble of the find.
