1.1 Scope

2 Overview
2 Overview
Long-Term Evolution (LTE) is evolved from Universal Mobile Telecommunications System (UMTS). It will dominate the mobile communications technologies worldwide. During the initial stage of LTE network deployment, it is difficult to provide seamless LTE coverage in the entire network. To solve this problem, the mobility between UMTS and LTE feature is introduced. With this feature, a UE supporting both UMTS and LTE can obtain higher rates in areas covered by both the UMTS network and the LTE network. In addition, the UMTS network can take over LTE UEs in areas where the LTE network does not provide coverage or the LTE network capacity is not enough. In this way, the feature protects the investment in the existing network, improves the quality of service (QoS), and enables smooth network evolution. A normal initial deployment scenario can be that an LTE network provides high-speed mobile broadband services in hotspots, whereas a UMTS network provides low- and medium-speed mobile broadband services and seamless coverage in wide areas. If some neighboring LTE cells have higher absolute priorities than the serving cell, the UE measures these LTE cells. In addition to this, even if some neighboring LTE cells have lower absolute priorities than the serving cell, the UE still measures these LTE cells under the condition SrxlevServingCell <= Sprioritysearch1 or SqualServingCell <= Sprioritysearch2. Sprioritysearch1 and Sprioritysearch2 are determined through the ThdPrioritySearch1 and ThdPrioritySearch2 parameters respectively, which can be set through the ADD UCELLSELRESEL or MOD UCELLSELRESEL command on the RNC LMT. For details about Srxlev and Squal, see 3GPP TS 25.304.
For neighboring UMTS cells and GSM cells, the criteria for inter-RAT measurement are the same as those associated with the hierarchical cell structure (HCS), which are described in the UE Behaviors in Idle Mode Feature Parameter Description.

For cell reselection between UMTS and GSM, the UE uses the H criteria or R criteria. For details about the H criteria and R criteria, see the UE Behaviors in Idle Mode Feature Parameter Description. For cell reselection between UMTS and LTE, the UE uses the cell reselection criteria based on absolute priorities. If the absolute priorities of LTE frequencies are configured for the serving cell, the UE reselects a neighboring LTE cell if one of the following conditions are met:

If there are multiple cells meeting these conditions, the UE reselects a cell with the highest absolute priority. If there are still multiple cells meeting the conditions, the UE reselects a cell with the highest SrxlevnonServingCell. Threshserving,low is determined through the ThdServingLow parameter, which can be set through the ADD UCELLSELRESEL command on the RNC LMT. Threshhigh, Threshlow, and Treselection are determined through the ThdToHigh, ThdToLow, and Treselections parameters respectively, which can be set through the ADD CELLNFREQPRIOINFO command on the RNC LMT.
For each UMTS cell, the absolute priorities of a maximum of eight LTE frequencies can be configured.
If an LTE frequency has a higher absolute priority than the serving cell, the UE reselects an LTE cell if other conditions for LTE cell reselection are also met. If the broadcasting of SIB19 is disabled or each LTE frequency has a lower absolute priority than the serving cell, the UE reselects another UMTS cell according to the H criteria or R criteria.
The enabling or disabling of SIB19 broadcasting is controlled through the SibCfgBitMa parameter, which can be set through the MOD UCELLSIBSWITCH command on the RNC LMT.

BSC690 ADD Meaning: This parameter indicates the absolute priority 0 UCELLSELRESEL(Opt level of the serving cell when the UE performs cell ional) reselection. That is, when the priority level of the serving cell is smaller than that of the neighboring frequency, the UE measures the neighboring frequency. If the signal of cells on the neighboring frequency satisfies relevant requirements, the UE initiates the cell reselection. When the priority level of the serving cell is greater than that of the neighboring frequency, the UE measures the neighboring frequency only when the signal of the serving cell is weak. If the signal of cells on the neighboring frequency satisfies relevant requirements, the UE initiates the cell reselection. The value of this parameter is set during network planning. The greater the absolute priority level of the serving cell is, the harder the UE performs cell reselection, the smaller the absolute priority level of the serving cell is, the easier the UE performs cell reselection. NPriority
Meaning: This parameter specifies the absolute priority level of the E-UTRA frequency. The UE compares the value of this parameter with the absolute priority level of the serving cell, and specifies the target frequency based on the comparison result. That is, when the value of this parameter is greater than the priority level of the serving cell, the UE measures the neighboring frequency. If the signal of cells on the neighboring frequency satisfies relevant requirements, the UE initiates the cell reselection. When the value of this parameter is smaller than the priority level of the serving cell, the UE measures the neighboring frequency only when the signal of the serving cell is weak. If the signal of cells on the neighboring frequency satisfies relevant requirements, the UE initiates the cell reselection. The value of this parameter is set during network planning. The greater the value of this parameter is, the easier the UE reselects a cell on this frequency, the smaller the value of this parameter is, the harder the UE reselects a cell on this frequency. Meaning: This parameter specifies the RSRP above which the UE performs cell reselection from the serving cell to a cell on the target frequency when the absolute priority level of the target frequency is smaller than that of the serving cell. The UE measures cells on the target frequency for cell reselection. Within the interval defined by Treselections, if the RSCP of the serving cell is smaller than the parameter of RSCP threshold of low-prio-freq reselection, whereas the RSRP of the cell on the target frequency is greater than the value of this parameter, the UE performs cell reselection. The value of this parameter is set during network planning. The greater the value of this parameter is, the harder the UE reselects a cell on the target frequency, the smaller the value of this parameter is, the easier the UE reselects a cell on the target frequency. EMeasBW
Meaning: This parameter indicates the measurement bandwidth information common for all cells on the target frequency and is defined by Transmission Bandwidth Configuration. The value of this parameter indicates the number of resource blocks over which the UE could measure. In the E-UTRA system, the sign N is used to indicate the cell bandwidth. The current protocol supports six types of bandwidth, namely, N = 6, 15, 25, 50, 75, and 100, mapping with 1.4 MHz, 3 MHz, 5 MHz, 10 MHz, 15 MHz, and 20 MHz respectively. In the UTRA system, the cell bandwidth is 5 MHz. For details on this parameter, see 3GPP TS 25.331. Meaning: This parameter indicates the minimum required RSRP of the cell on the target frequency. During cell reselection decision, the Srxlev is obtained by the RSRP of the cell on the target frequency measured by the UE minus the value of this parameter. If the Srxlev is greater than the parameter of the target cell during the interval defined by Treselections, the UE performs cell reselection to the target cell. The value of this parameter is set during network planning. The greater the value of this parameter is, the harder the UE reselects a cell on this frequency, the smaller the value of this parameter is, the easier the UE reselects a cell on this frequency. EDetectInd
