ACTED operations in Sri Lanka began in 2005 in the aftermath of the tsunami, with an intervention focused on short term emergency disaster relief. Since then, ACTED Sri Lanka has evolved with the changing needs of the country. Sri Lankas newfound stability after almost three decades of civil war has offered from 2011 on an incredible opportunity for the island nation to harness its untapped development potential and build a strong foundation for sustainable peace and prosperity. With a brighter and more stable future on the horizon, ACTED Sri Lanka looked in 2011 beyond the provision of emergency and rehabilitation response programs, towards a long-term country strategy, while still retaining the capacity to react to urgent needs as they arise. The focus was on agricultural livelihoods and economic development, local governance, environment and national resource management, cross-cutting issues such as gender, disaster risk reduction (DRR) and advocacy.

III. Position Profile

The Area Coordinator is responsible for the implementation of ACTEDs global mandate in the East of Sri Lanka, which covers Trincomalee, Batticaloa and Mullaitivu, and for the scope of activities developed within this mandate. The Area Coordinator will be under the direct supervision of the Country Coordinator and will be reporting to him/her. The responsibilities of the Area Coordinator are to: 1. Ensure ACTED Representation in the area of activity Participate in official meetings to ensure maximum visibility vis--vis provincial authorities;

Assist when needed the Country Coordinator in donor meetings at provincial level and communicate relevant information to the Country Coordinator in terms of security, ongoing programmes, sectoral needs in the area of intervention; Participate in inter-NGO / UN Coordination meetings, and any other relevant inter-governmental institution in the area of intervention; Lead the production of progress reports to the local authorities as requested in the proper format and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information; Direct coordination with other agencies present in the area when needed.

More generally, the Area Coordinator is expected to contribute to the positive image and overall credibility of the organisation, notably through the application of ACTEDs mandate, ethics, values and stand-point with regard to other actors. 2. Contribute to the development of a general intervention strategy and to support its implementation in the area of intervention. Analyse the context (opportunities and risks) and develop strategic plans, in consultation with the Country Coordinator and programme managers; Define an operational strategy organisation for finances and HR in the area of intervention and ensure that ACTED procedures are respected; Oversee and contribute to drafting of projects in the areas of intervention and budget development; In collaboration with the AME unit in the area of intervention, act as focal point for the consolidation and analysis of humanitarian assessments, and the realisation of exploratory field missions beyond the areas of interventions; Supervise Programme and Project Managers of the area of intervention in project implementation in line with the global intervention strategy; Prepare and follow country programme work plans for the area of intervention Ensure global coordination and complementarity amongst programmes and projects within the area of intervention; Act as the focal point in terms of accountability towards the local authorities, the targeted communities and the Country Coordinator regarding the outcomes and impacts of projects and programmes; Lead fund-raising and negotiations with Donors in the area of intervention. Plan and supervise the development of narrative and financial reports; Ensure adherence to FLAT procedures; Facilitate the role and functions of the national FLAT audit officer within the base;

More generally, communicate systematically to the Country Coordinator the development of the area strategy and its implementation. 3. Oversee staff and security Guide and direct the staff of the area of intervention; Update when needed and oversee the implementation of ACTED Sri Lankas internal capacity building plan; Ensure a positive working environment and good team dynamics (solve out potential conflicts); Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; In the absence of a Security Officer for the country of intervention, monitor the local security situation and inform the Country Coordinator of developments through formal and informal contacts (as per the security guidelines); Ensure that security procedures are respected by the whole staff in the area of intervention; Is accountable towards the Country Coordinator for the respect of security procedures as defined in the security guidelines;

IV. Qualifications:

Qualified candidates must have: From 2 to 4 years of professional experience in humanitarian and/or development organisations at a programme coordination position (including at least 1 year of notable experience in complex emergency / security context); Relevant experience in project cycle management in development / emergency context Aptitude to creatively mainstream the involvement of all stakeholders in a common project with a focus on strengthening institutional capacities whenever possible; Aptitude for training, mentoring and transferring technical informations in a clear and appropriate manner; Knowledge of donor practices and programme proposal processes; Excellent communication and drafting skills in English required; Commitment to gender equity, ability to work in both development and emergency contexts (including security), passion for development an absolute requirement; Must be able to work independently as well as being a strong team player; Dynamic nature, cross-cultural sensitivity and flexibility required; Ability to operate Microsoft Word, Excel, Power Point required, preferably with a relevant experience in using MS Project;

V. Conditions:
