Introduction:
The company we have chosen is Pakistan Railways. The reason behind this choice is to look at the reasons behind this enormous organization suffering losses bigger than itself not only currently but from the past many decades. It will be interesting the functioning of this particular organization based on its services mix and would be a great addition to knowledge to be able to find out the reasons behind the constant decline Pakistan Railways is facing.

History and brief Overview:


The history of transport is as old as that of the man himself. The Railway is a younger member of the transport .The first Railway built for general use was opened in 1804. It was on 13th May 1861 that the first line was opened for traffic between Karachi and Kotri (105 miles) on the land, which is now Pakistan. The Railways network in this part of the country was named as "North Western railway". It was subsequently renamed as "Pakistan Western Railways" and from 1961 and onwards it is known as "Pakistan Railways".

In 1954 railway line was extended to Mardan and Charsada section and in 1956 Jacobabad Kashmore 2-6 line was converted into broad gauge. Kot Adu-Kashmore line was constructed between 1969 to 1973, providing an alternate route from Karachi to up country. Today, Pakistan Railway comprises 8,775 route km, 781 stations and 42 train halts. It has a fleet of 555 diesel electric locomotives, 25,815 wagons and 2,099 passenger coaches. Pakistan Railways is multi system and operates on three gauges, i.e. broad gauge, meter-gauge and narrow gauge. Maintenance is provided by three major locomotive workshops and thirty-five smaller workshops. Signaling facilities at important stations are track circulated within interlocking limits. Most routes have VHF radio coverage for communication between train dispatchers and trains. Freight traffic during the past five years has averaged 5-6 million tones per annum. It was 15 million tones per annum in the 1960 but trucking has steadily taken over the freight market. PR carried about 145 million passengers per annum in the 1970 but during the past five years, it has dropped to 70 million per annum due to the private transportation providers i.e. buses, air service, personal cars etc.

The services mix, also known as extended marketing mix comprises of 7Ps. These Include: 1. Product 2. Price 3. Place 4. Promotion 5. People 6. Process 7. Physical Evidence

1. Product
The core product of Pakistan Railways is to provide transportation service to its customers. The objective of Pakistan Railway is to provide secure and comfortable Journey to its customers. For the pleasure of its valuable customer, Pakistan Railways has different types of Wagons. These include AC sleeper, Parlor Car, AC lower, First sleeper, Economy and Business class.

Along with the transportation service provided to people, Pakistan Railways is committed to provide affordable and reliable Cargo service, be it any private industry or government sector. One major contribution of Pakistan Railways is to transport the Armed forces equipment to every part of the country, wherever required. Government servants are also enjoying the facility of very affordable transportation to every corner of the country owing to Pakistan Railways.

Apart from the above mentioned services, Pakistan Railways provides residential, educational and health facilities to its employees and their families. While Pakistan Railways bears all the expenses of the above mentioned facilities it offers to the employees, external bodies are given the contracts to fulfill the requirements of these facilities. e.g. even though Pakistan Railways is

Group 2 not the life insurance provider itself, it will enter a deal and pay State Life Insurance the required amount for the life insurance policy of its employees.

2. PRICE
As Pakistan Railways is a Government operated organization, the fares and the prices to be charged are decided by the Ministry of Railways and PRACS. The prices vary as per the facilities provided during the journey and the mileage covered. It charges approximately 1 Rupee/Kilometer to its travelers in economy class. The prices keep fluctuating as the fuel expense, which keeps increasing day by day, forces Pakistan Railways to change its prices every now and then. Freight charges are based on two variables i.e. Weight and Distance. A single freight wagon can carry up to 22 tons of goods and on average Pakistan Railways charges Rs 1.06/Km to industries. The strategies used by Pakistan Railways are penetrating and Competitive because of government obligation to provide affordable transportation to all its citizens, only low prices can ensure that this obligation is fulfilled. On the other hand, competitors such as private transportation buses, private cargo carriers and air service are another factor in determining its price.

3. PLACE
Place in services mix normally refers to the place where you can get the service from. In case of Pakistan Railways the core product that is the transportation service is given at railway stations located at different places around the country. The headquarters of Pakistan Railways is located in Lahore from where all the activities and operations are monitored. Being one of the biggest organizations of the country and the carrier of 70 million people per annum, it needs to maintain a large workforce in order to entertain such big number of people utilizing its services. Proper training to be conducted of its employees, furnishing them with the customer service skills to handle the large number of travelers for maximizing customer satisfaction. From reservation officer till the ticket collector, each and every member of the workforce is needs to be properly trained and equipped with proper resources in order to maximize their work potential. Railways department is one of the 12 departments that hire individuals after a written examination of Civil Superior Services and only after rigorous training; they are made officers in Pakistan Railways. 6. PROCESS
Pakistan Railways Locomotive workshop in Risalpur assembles the parts that are imported, mainly from Japan and from other countries as well, and when the locomotive is tested. Just like any other organization, Pakistan Railways is a direct victim of hyper inflation that Pakistan is facing currently. Rising fuel prices are making things even worse for Pakistan Railways. Statistics prove that fuel expense is one of the highest expenses that the Pakistan railways are bearing at the moment. With higher costs of operation, it is only natural for Pakistan Railways to increase the fare which is ultimately result in less people being able to afford its services. Pakistan imports all of the parts required to assemble locomotives, decrease in the value of Pakistani currency contributes in making situation graver for Pakistan Railways. Lower the value of rupee, higher the amount Pakistan Railways needs to pay for its imports.

Many countries around the world have the technology and have equipped their respective railways with bullet trains that can travel up to 200 miles per hour. Where as in Pakistan if a train goes by half of that speed its considered a miracle. Another unfortunate and obsolete system prevailing in Pakistan railways is the signal system, on which the whole rail network is dependent on. Most of the countries around the globe are equipped with latest technologies that make the life of travelers much easier and enjoyable journey, but in Pakistan rail travel is only by necessity. Many accidents are shouting out for this obsolete system to be replaced with a more advanced and efficient system, minimizing human error and enhancing security and safety of travelers. Another dilemma a consumer of Pakistan Railways services has to face when he or she needs to book his place on the train. Unlike most of the countries around the world, in Pakistan one needs to stand in long queues before they are able to get their seats reserved for the journey ahead.

Given this quantity of assets it possess the potential of capturing the transportation market if it works on its full capacity

Weaknesses

One of the biggest weaknesses of Pakistan Railways is that the image in the eyes on consumers is not what it should be. Being the only railway service provider one would expect a better service and a more efficient workforce from Pakistan Railways but in reality it is the other way around. Inefficiency of the workforce has converted many of Pakistan Railways strengths into weaknesses for example the wide infrastructure of rail tracks is a strength on one hand while lack of maintenance shows the weakness of the organization at the same time. While transporting precious item and goods, very little attention is paid towards securing the goods and delivering the items safely. Another dilemma of Pakistan Railways is that being on time is more of an event than a habit.

Opportunities

Pakistan Railways has the opportunity of providing its service to the government and the countrys economy by contributing to international trading with the neighboring countries by utilizing its vast range of tracks. It can carry petroleum from Iran, food items to and from Afghanistan and other commodities trade with India and China. Doing this will save a lot of money for the country as trucking industry with the current high prices of diesel and fuel is costing more burden than the countrys economy can bear.

Group 2 We live in the world of technology and if we look around bullet trains and high speed engines are to be seen everywhere. Pakistan Railways with proper utilization of resources and by cutting out the corruption and the commission culture can avail these advancements in technology to further enhance their performance and customer satisfaction.

Threats

The major threat Pakistan Railways is facing is the private trucking industry which is offering the same service of goods transportation with more reliability and assurance. If Pakistan Railways does not improve performance then competitors will remain to be the biggest threat. Given the current law and order situation of the country, it tracks and infrastructures are highly venerable to terrorist attacks. More security arrangement needs to be done tackle this threat. Working under the federal government can turn out to be a threat if the political scene is cloudy and uncertain. Rapid change in administration and irregular policies is another threat to the functioning of Pakistan Railways.

Corruption:

Corruption is a menace that can destroy the very foundations of any organization and the same thing is happening to Pakistan Railways. From day one till now corruption has been the culture

Group 2 of Pakistan Railways. From top to bottom, almost everyone is involved in destroying the image and reputation of Pakistan Railways. The commission culture needs to be checked and dealt with if any hope is to be left of the revival of Pakistan Railways. A live example of high level corruption in Pakistan Railways is begging for attention. Six hundred million (600 M) work of scrap was sold for thirty million rupees (PKR 30M), which means that the economy and Pakistan Railways had to bear a loss of five hundred and seventy million rupees. 2.

Loose Check and Balance:

This would imply to the scenario where a ticket checker would not perform his duties honestly and there will not be a check on his actions. He is the authority and there is no scientific method to check how many tickets he collected and how many passengers were actually on the train. This is also a corruption at a smaller level but when it is added up it accounts for a large sum of unaccounted money.

Illegal tender notices:

As per the law, a tender needs to be published in at least two newspapers, one in English and the other one in Urdu newspaper. A tender announced on the 30 of April 2010, was published only in one English daily and on Pakistan Railways Website, which is a clear violation of tender laws. In that tender it was mentioned thats bids should only come from United Stated of America and as per the requirements of the tender only one company named General Electrics (GE) can fulfill the requirements which creates a situation of monopoly. Had this tender been an open tender with bids welcomed from every company that can fulfill the order, there was a high possibility for Pakistan Railways to find a cheaper bid with the same quality of work. This report was published in DAWN on 6th of May 2010 Quoted:

An American company in February this year offered to supply 150 locomotives at the price that was 235 per cent more than the latest purchases made by Pakistan Railways from a Chinese firm in December last year, a senior officer of the Railways Ministry told Dawn on Wednesday.

Furthermore the DAWN on the same day quoted:

Quoting documents, the officer said that General Electric of the USA submitted an offer on Feb 12 for supply of 150 locomotives for freight on board (FOB) price of $3.325 million for 3000HP locomotive per piece and $2.975 million for 2000HP per piece. All locomotives - 75 of 3000HP

and 75 of 2000HP capacity - would be completely Built Units i.e. no local assembling or manufacturing at Pakistan Railways Locomotive Factory at Risalpur.

The transaction would be around $475 million, more than Rs40 billion, and the Railways Ministry has finalized a commercial loan agreement of $438 million with EXIM Bank of the US.

Pakistan Railway Advisory And

Consultancy Service (PRACS)


Pakistan Railway Advisory and Consultancy Services, being a subsidiary of Pakistan Railways is sponsored by the Government of Pakistan. It provides consultancy and advisory services for the planning, design and management of projects in all disciplines of railways.

According to Mr. Tanveer who is at the capacity of group officer in Pakistan Railways states that

The member of PRACS are involved in corruption and they enjoy good amounts of commission from private transporting companies for manipulating the functioning of the cargo service of Pakistan Railways by unnecessarily disturbing the timings and the freight charges in order to repel existing and potential customers, to the benefit of the competitors.

Further telling about PRACS he said

It goes without saying that not all the members of the above mentioned committee are involved in this malpractice but those who are involved must be checked and dealt with accordingly.

Not utilizing full capacity:

A locomotive on average can carry with it up to 18 wagons. Be it the freight wagon or the passenger wagon. If an engine is towing one wagon the fuel expense and the operating the wage of the labor would still be the same when it would be working on its full capacity of 18 wagons. So working under the capacity is another reason for Pakistan Railways to incur these huge amounts of losses. Steps need to be taken and proper planning should be done to make sure that the capacity is utilized to the most and no additional expense should be bared if the revenue and expense equilibrium is not reached. Apart from the above mentioned example, the Railway officials doing favors to their family and friends and letting them avail this service for free, can be sighted as another low level corruption which adds up to big numbers. These seats occupied by friends and family, if utilized and purchased would save these losses and be a source of income for Pakistan railways.

An interview was conducted with the railway employee having an experience of 18 years. He disclosed that in the advisory committee that some of the suggestions and recommendation

Group 2 being made are against the best interest of Pakistan Railway. Private transporting companies are the beneficiaries out of these recommendations instead of the railway itself. This is to be suggested that all recommendations made by this very important committee must be discussed and evaluated in the majlis-e-shura (The Parliament). The pros and cons of all recommendations must be considered and only those recommendations should be implemented which are in the best interest of the Pakistan Railways.

2.

Emphasize on Quality:

Today, customer satisfaction is the most important for success of any organization. In case of Pakistan Railways the number of customers exceeds 70 million per annum, and the needs and expectations of these customers must be fulfilled. The fulfillment of expectations can only be achieved with proper customer care and customer value based on customer perception. The main emphasis should be on providing the best possible quality of service to customers and in order to do that, a research to be done in which all the areas that the service provided by Pakistan Railways covers should be looked into. If a customer requires a comfortable and reliable journey, utmost effort should be done to meet the customers expectations. As mentioned before, for an organization customer satisfaction is the first priority and in the case of Pakistan Railways, given that it is a welfare organization, this should be of even more importance. Reliable, Comfortable, Secure, Clean, Facilitative and pleasurable journey is what a customer expects and is what a customer must get.

3.

Transparency:

Every deal, every action taken by the officials must be transparent and no information should be hidden from public as this organizations fundamental goal is to serve the people of Pakistan. All the tenders should follow the proper guidelines of public procurement regulation authority (PPRA).There must not be any secret dealing behind the curtains, hidden from the eyes of the proper authorities. Neutral bodies should audit the accounts of the organization and if they find any irregularities in the books, required measured must be taken to arrest the free flow of corruption.

Group 2 With customers exceeding 70 million per annum, special attention to be given towards the staff training to handle the big numbers of these valuable customers. A dedicated customer service department with properly trained customer service representatives should be formed and complains and suggestions to be dealt with and taken seriously. Once on board, the customers should feel attended and not left all by their selves. The queries must be answered in a proper way with a smile on the staffs face. Apart from customer service training, emphasis should be laid down on proper technical training of the staff to help them be of a greater utility to Pakistan Railways. As long as the manual signal system is in effect, the staff responsible for this highly sensitive duty must be thoroughly trained and equipped with all the required abilities to perform this most important duty in the most efficient manner. In short, every employee from the ranks of highest officer to the labor laying down the tracks must know their job description and fully trained from their duties. Only then there potential will be of any use to Pakistan Railways.

5.

Upgrade Locomotive workshops

Pakistan has one of the largest locomotive workshops in Asia but unfortunately the technology and the machinery they possess is obsolete and cannot manufacture a single locomotive of its own. Major workshops in Mughalpura are responsible only for the maintenance of Pakistan Railways assets where as the workshop in Risalpur assembles the parts that Pakistan has to import from foreign countries. With the onetime investment these workshops can be upgraded and they can be equipped with the necessary technology to be able to manufacturer their own locomotives in Pakistan, instead of buying locomotives from abroad giving the corrupt officials an unlocked door towards earning commissions and promote corruption. Upgrading these workshops with a onetime investment would save huge sums of foreign exchange reserves of Pakistan and over the period of time will achieve the economies of scale.

6.

Link Tourism to Railways:

Before 9-11-2001, Pakistan used to generate a lot sum of revenue from the tourism industry. Now the situation is complete opposite of what it was before. Not only the foreign citizens, but the local residences are petrified to get out of their homes to go see the different areas of the country. Together with the tourism industry, which is also suffering losses, Pakistan Railways can start a joint venture and market the beautiful and iconic places of Pakistan and encourage the foreigners plus the locals to go out and visit different areas of the country using the services of Pakistan Railways. Special discounts should be given to given to tours and special arrangements should be made to accommodate the tourists. This would not only serve the purpose of Pakistan Railways but also greatly help the tourism industry

7.

Railway, a Service. Not a Business:

Pakistan Railways is a welfare organization and its fundamental objective is to serve the nation and provide the general public the government servants and the armed forces personnel with the great service of moving from destination to destination. It should take pride in the fact that a huge number of people are benefiting from the services it is providing and should further pursue betterment in its service keeping the principle of serving intact.

Privatization of Pakistan Railways creates many doubts and many questions with unclear answers. First of all there is no guarantee that the service would meet the expectations of people. Next, the government workers employed in Pakistan railways have this insecurity that privatizing Pakistan Railways would do no good to them and the fear losing their jobs under private companys code. Hundreds of thousands of people travel by train every single day in pursuit of employment to earn their livelihood to different cities. Privatizing Pakistan Railways may as well improve the quality of the journey to a small extent but is sure to increase the fare by a bigger percentage, which will greatly harm the cause of those traveling everyday to earn their bread and butter.

Prescribed detailed bidding documents including technical specifications, evaluation criteria can be obtained from the office of Director Procurement, Pakistan Railways, Carriage Factory, Admn, Building, Sector I-11, Islamabad, Pakistan on payment of Rs. 500,000/- (Non-refundable) through a Bank Draft / Pay order in the name of FA & CAO/M&S, P.R.Islamabad.

Technical bids alongwith the financial proposal and the financial package in separate sealed cover may please be dropped in the Tender Box at Director Procurement Office by 11:00 A.M on 07th June, 2010 which will be open at 1130 AM on the same day as per Two Stage Two Envelope bidding procedure according to rule 36(d) of PPRA Rules 2004 of Pakistan.

This tender is subject to approval of Sellers Export Credit Facility by the Government of Pakistan and will be governed by the Public Procurement Rules-2004 of Pakistan.
