In effect, I proved that Ramzi Ahmed Yousef, the original WTC bomber, put the 9/11 plot into motion as early as 1994 in Manila. He and his uncle Khalid Shaikh
Mohammed had six targets on both coasts including the Twin Towers, The Pentagon, Cf A HQ in Langley, the Sears and Transamerica towers and a nuclear facility
Further, thai they had 10 Islamic radicals training then (1994) in U.S. flight schools. All of this information was turned over by iht Philippines National Police to
the U.S. Embassy in Manila as early as April of 1995, but after a preliminary investigation, the FBI stopped any further probe.

I then went back and proved (by a preponderance of the evidence) that the New York Office of the FBI could have stopped Ramzi Yousef in the fall of 1992 as he built the •
1,500 Ib. ANTO device that detonated on the B-2 level below the WTC on Feb. 26, 1993 killing six and injuring 1000.

If the Bureau had stopped Yousef then, they would have stopped [he attacks of 9/11 which Osama bin Laden's master bomber had planned and set in motion.

For the first time, my investigation names names and lays the culpability for the failure to stop the attacks on the New York office of the FBI, the bin Laden "office of
origin.'
