Population Estimates
Ellsworth County has a population of 6,310 as of July 1, 2007 (US Census Bureau). The
population declined by 3.3% from the year 2000 to 2007. As per the 2000 census
survey, population of the county was 6,525 with median age of 41.8 years. In 2000,
Ellsworth County had 16.4% of its population under the age of 15 years; 22.9% in the
age group 15 to 34 years; 35.7% in the age group 35 years to 59 years and 25% of the
population above 60 years of age.

Poverty Rates
The current poverty rate for Ellsworth County is less than that of the state. In 2005,
Ellsworth County’s poverty rate was 8.8% which increased to 9.4% in 2005. The poverty
rate for Kansas in the same period went from 8.9% to 11.7%.

Educational Attainment
About eighty-four percent of the population above the age of 25 is at least a high school
graduate. 26.8% of the population above the age of twenty-five had some college
education, and 22.5% hold some kind of college degree.

maximum outflow of workers from Ellsworth County is to Saline County (8.63% of
workers commute to Saline County for work).

Industry Analysis
The total industry employment for Ellsworth County increased by 22.35% from 2304 in1990 to 2819 in 2007. Average pay
(after adjusting for inflation) increased by 12.4%, and the number of establishments in the same period decreased by
14.89%. This could be an indicator that company size is increasing, hence the increase in employment in the county as
population in the county has been declining every decade since 1990 (Figure 1).

The Retail Trade sector has the maximum number of establishments in Ellsworth County (29 establishments and 197
jobs). The highest paid sector is the Information sector with annual average wages of $55,110, and Manufacturing is the
second highest paying sector with annual average wages of $36,689. Health Care & Social Assistance is the largest
sector in terms of employment in the county with 750 jobs. Other major employer sectors are: Manufacturing (326
employees) and Retail Trade (197 employees).

Key Industries
Ellsworth County is home to some very well performing industries. These industries may be a part of existing or emerging
clusters. For identifying key industries and clusters, three criteria were used:
1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industry
employment as base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003).
2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry
has average wages 10% above the US average, it is considered to be a good performing industry.
3. Growth Rate – Growth rates for the employment were calculated over a three year time period from 2003 to 20064;
a growth rate above 5% was considered to be an indicator of good industry performance.
Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good
potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there
are good performing industries, a cluster may emerge in the near future. (For further details of methodology, please see
Appendix B).
The industry satisfying all three of the above stated criteria is the Bowling Centers (NAICS 713950). The sector
employment has grown by approximately 175% over the last three years, and the wages are 38.74% more than the
national average. The location quotient for the sector is 16.83(Table 11).

There were two reasons for selecting 2003 as the base year. 1) The numbers were more likely to be free from 9/11 impacts as compared to 2001 or 2002
numbers. 2) NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

Growth Rate
Most of the industries with high growth rates are local instead of traded5 industries in Ellsworth County. The highest
growth rate is for the Community Food Services and Office of Optometrists. Office of Physicians is the largest employer in
the high growth industry for Ellsworth County.

Location Quotient
The sector Chemical & Fertilizer Mineral Mining (NAICS 212393) has the highest LQ in Ellsworth County of 859.38. There
are three sectors in the Fabricated Metal Product Manufacturing cluster that have high LQ. The sectors are: Industrial
Valve Manufacturing, Ornamental and Architectural Metal Work Manufacturing, and Fabricated Structural Metal
Manufacturing. This is a good indicator that the Fabricated Metal Product cluster may exist or emerge in Ellsworth County.

Average Wages
The county’s landscaping services industry has wages about 44% higher than the national wages. Also, Bowling Centers
(NAICS 713950) have average wages around 38% more than the national average. This may be because of two reasons
– this sector is a well performing industry with higher profits and they pay higher wages, or there is shortage of labor so to
retain employees they have to pay higher wages.

Shift share analysis breaks down changes in employment (growth or decline) over a period of time into three components:
national growth share, industry mix share and local share. This analysis is used to account for the competitiveness of a
region’s industries and to analyze the local economic base7.
Local Share
This is the share of growth (decline) in employment in a region that can be attributed to the competitiveness of a
region.
Local Share = Employment in base year *(Region’s industry growth rate – National Industry growth rate)
The industry with the highest local share in growth is the Offices of Physicians (except Mental Health). The employment in
the sector increased by 165, and all 165 of those jobs were due to local growth (Table 15). The second highest growth in
employment was in the Outpatient Care Centers. In this industry there was a net growth of 86 jobs, out of which 70 were
attributable to local growth in the region. Majority of the industries with high local share in shift share belong to the NAICS
sector 62 i.e. Health care and Social Assistance.

Traded Clusters
Fabricated Metal Manufacturing and Biomedical/Biotechnical clusters may be emerging in Ellsworth County. The
Fabricated Metal Manufacturing cluster has a growth rate of 6.46%, LQ of 10.18 but wages are 25% less than national
average. The Biomedical/Biotechnical cluster has a very high growth rate of 12.02%, LQ of 1.77 but has considerably
lower wages than the national average. Investments into these sectors should be considered to make them more
competitive. The arts, entertainment, recreation & visitor industries have a high growth rate of 16.55% but a low LQ and
considerably lower wages than national averages.

Local Clusters
Local Health Services seem to be an emerging sector in the county with a growth rate of about 120% and an LQ of 4.29.
Similarly, Local Community & Civic Organizations have grown by about 49% and the sector has a LQ of 1.69. Other
sectors with high growth rates are the Local Utilities and Local Personal Services.
