LYON COUNTY
Population Estimates
Lyon County has a population of 35,981 as of July 1, 2007 (US Census Bureau). The
population increased by 0.13% from the year 2000 to 2007. As per the 2000 census
survey, population of the county was 35,935 with median age of 30.9 years. In 2000,
Lyon County had twenty-one percent of its population under the age of 15 years, 33.7%
in the age group 15 to 34 years, 30.4% in the age group 35 years to 59 years and
14.8% of the population above 60 years of age.

Median household income for Lyon County is $36,455 which is 14.95% less than the
state median income. The median household income had declined by 5.25% from 1999

Poverty Rates
The current poverty rate for Lyon County is more than that of the state. In 2000, Lyon
County’s poverty rate was 11.4% which increased to 20.2% in 2007. The poverty rate
for Kansas in the same period went from 8.9% to 11.2%.

Industry Analysis
Industry employment increased by approximately 17% from 1990 to 2007 in Lyon County. Average pay (after adjusting for
inflation) has declined by 1.71%, and the number of establishments in the same period increased by around 11%. The
county had maximum number of establishments in the year 1999 and the growth was steady from 1990 up till 1999. After
that the number of establishments started declining, but the county again saw an increase in industry as number of
establishments went up from 900 in 2006 to 940 establishments in 2007.

LYON COUNTY
Retail Trade is the largest sector in Lyon County in terms of number of establishments with 141 establishments, and this
sector accounts for 1,870 jobs in the county. The highest paid sector is the Transportation and Warehousing sector with
annual average wages of $42,927. Other high wage paying sectors are: Wholesale Trade (annual average wages of
$42,805) and Mining (annual average wages of $38,950). The maximum number of jobs is in the Manufacturing sector.
Health Care and Social Assistance is a sector with both high numbers of establishments as well as jobs.

Key Industries
Lyon County is home to some very well performing industries. These industries may be a part of existing or emerging
clusters. For identifying key industries and clusters, three criteria were used:
1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industry
employment as a base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003)
2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry
has average wages 10% above the US average, it is considered to be a good performing industry.
3. Growth Rate – Growth rates for the employment were calculated over three year time period from 2003 to 20064;
growth rates above 5% were considered to be an indicator of good industry performance.
Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good
potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there
are good performing industries, a cluster may emerge in the near future.
There are four industry sectors satisfying all three of the above stated criteria. They are the Radio, Television & Other
Electronic Stores (NAICS 443112), Consumer Electronic & Appliances Rental (NAICS 532210), Tax Preparation Services
(NAICS 541213) and Offices of Optometrists (NAICS 621320). The Consumer Electronic & Appliances Rental sector has
had a growth rate of 35.72% over the last three years, and the wages are 51.94% more than the national average. The
location quotient for the sector is 2.85 (Table 11). Offices of Optometrists (NAICS 621320) have the highest LQ of 4.56.

There were two reasons for selecting 2003 base year. 1) The numbers were more likely to be free from 9/11 impacts as compared to 2001 or
2002 numbers. 2) NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

Most of the industries with high growth rates are local instead of traded5 industries in Lyon County. The highest growth
rate is for the Kidney Dialysis Centers, and the Temporary Help Services sector is the largest employer in the high growth
industry for Lyon County. The Kidney Dialysis Centers have a growth rate of 523%, and it is a part of the
Biomedical/Biotechnical Cluster. The second highest growth rate is for the Vocational Rehabilitation Services with a
growth rate of 196.25%, and this sector is a part of the Local Health Services.

The Dog and Cat Food Manufacturing sector (NAICS 311111) has the highest LQ in Lyon County of 242.22. Out of the
top ten sectors with highest LQ, four are a part of the Agribusiness, Food Processing and Technology cluster. These four
sectors are: Dog and Cat Food Manufacturing (NAICS 311111), Animal, except Poultry, Slaughtering (NAICS 311611),
Commercial Bakeries (NAICS 311812), and Soybean Processing (NAICS 311222). This is a good indicator that the
Agribusiness, Food Processing and Technology cluster may exist or is emerging in Lyon County, or the sectors are a part
of the cluster at a broader geographical scope across a multi-county or possibly state region.

national averages, and the sector is a part of the Transportation Equipment Manufacturing cluster. The majority of the
sectors with high wages are local instead of traded. The Industrial Machinery and Equipment Merchant sector has wages
about 74% higher than the national averages. This sector is a part of the Local Industrial Products and Services cluster.

national growth share, industry mix share and local share. This analysis is used to account for the competitiveness of a
region’s industries and to analyze the local economic base7.

This is the share of growth (decline) in employment in a region that can be attributed to the competitiveness of a
region.
Local Share = Employment in base year *(Region’s industry growth rate – National Industry growth rate)
The industry with the highest local share in growth is Temporary Help Services. The employment in the sector increased
by 272, of which 269 were due to local growth (Table 15). The second highest growth in employment was in the Dog and
Cat Food Manufacturing. In this industry there was a net growth of 245 jobs, of which 235 were attributable to local growth
in the region.

Traded Clusters
The Glass & Ceramics cluster has the highest growth rate in Lyon County. The cluster has a high growth rate of 132.08%
and high LQ of 1.28, but wages are 13.76% less than the national average. The Machinery Manufacturing cluster has a
high growth rate of 11.90% and high LQ of 3.27 but has considerably lower wages than the rest of the nation. Also, the
Agribusiness, Food Processing and Technology cluster has a high LQ of 9.68. Other clusters with high growth rates are
the Fabricated Metal Product Manufacturing, Business & Financial Services and the Defense & Security clusters.
Investments into these sectors should be considered to make them more competitive.

Local Clusters
The only local cluster with average wages higher than national average is the Local Industrial Products & Services with
wages around 79% higher than the national averages. Local Food and Beverages Processing & Distribution is the only
cluster with LQ higher than 1.25 and the LQ for this cluster is 1.55. The highest growth rate is for the Local Personal
Services (Non-Medical) cluster. This cluster has a growth rate of 10.52%. Other local clusters with high growth rates are
the Local Entertainment & Media and the Local Financial Services cluster.
