Population Estimates
Ottawa County has a population of 6,006 as of July 1, 2007 (US Census Bureau). The
population decreased by 2.55% from the year 2000 to 2007. As per the 2000 census
survey, population of the county was 6,163 with median age of 40.1 years. In 2000,
Ottawa County had about 20% of its population under the age of 15 years, 21.5% in the
age group 15 to 34 years, 36% in the age group 35 years to 59 years and 22.3% of the
population above 60 years of age.

Poverty Rates
The current poverty rate for Ottawa County is less than that of the state. In 2005,
Ottawa County’s poverty rate was 7.7 which increased to 8.4 in 2005. The poverty rate
for Kansas in the same period went from 8.9 to 11.7.

some other county for work. The maximum outflow of workers from Ottawa County is to
Saline County (1,290 workers i.e. about 42% of labor force commutes to Saline County
for work).

Industry employment in Ottawa County increased by 17 % from 1990 to 2007. Average pay (after adjusting for inflation)
has grown by 8.57%, and the number of establishments in the same period decreased by around 1.85%. The number of
establishments has gone up and down a number of times in the given time period. The number of establishments was
maximum at 162 in 1990 and minimum at 144 establishments in 2007.

establishments in the county. Other high wage paying sectors are: Wholesale Trade (annual average wages of $35,984)
and Finance & Insurance (annual average wages of $31,994).

Key Industries
Ottawa County is home to some very well performing industries. These industries may be a part of existing or emerging
clusters. For identifying key industries and clusters, three criteria were used:
1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS levels were calculated with US industry
employment as a base. The cutoff for LQ was taken as 1.25 (based on previous studies, Cortright 2003).
2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry
has average wages 10% above the US average, it is considered to be a good performing industry.
3. Growth Rate – Growth rates for the employment were calculated over a three year time period from 2003 to 20064;
growth rates above 5% are considered to be an indicator of good industry performance.
Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good
potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there
are good performing industries, a cluster may emerge in the near future.

There were two reasons for selecting 2003 base year. 1) The numbers were more likely to be free from 9/11 impacts as compared to 2001 or 2002 numbers. 2)
NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

Most of the industries with high growth rates are local instead of traded5 industries in Ottawa County. The highest growth
rates are for the Wood Kitchen Cabinets & Countertop Manufacturing sector (NAICS 337110) followed by the Nursing
Care Facilities sector.

dealings (Porter 2003).

The sector Metal Tank, Heavy Gauge, Manufacturing (NAICS 332420) has the highest LQ in Ottawa County of 290.68.
The top three sectors with highest LQ are a part of the Fabricated Metal Product Manufacturing. These are the sectors –
Metal Tank, Heavy Gauge Manufacturing; Electroplating, Anodizing & Coloring Metal; and Bolt, Nut, Screw, Rivet &
Washer Manufacturing. Although there is only one establishment reported in each of those sectors, they provide for a total
of 158 jobs together. Also, there are four sectors with a high LQ that are a part of the Agribusiness cluster. The sectors
are Grain & Field Bean Wholesale; Farm & Garden Machinery & Equipment Merchant Wholesalers; Farm Supplier
Merchant Wholesalers and Animal Production.

averages. This may be because of two reasons – this sector is a well performing industry with higher profits and they pay
higher wages, or there is shortage of labor so to retain employees they have to pay higher wages. The annual average
wage for the sector is $41,264.

Shift share analysis breaks down changes in employment (growth or decline) over a period of time into three components:
national growth share, industry mix share and local share. This analysis is used to account for the competitiveness of a
region’s industries and to analyze the local economic base7.
Local Share
This is the share of growth (decline) in employment in a region that can be attributed to the competitiveness of a
region.
Local Share = Employment in base year *(Region’s industry growth rate – National Industry growth rate)
The industry with the highest local share in growth is the Electroplating, Anodizing & Coloring Metal industry. The
employment in the sector increased by 43 jobs, and all of the jobs were due to local growth (Table 14). The second
highest growth in employment was in Metal Tank, Heavy Gauge Manufacturing. In this industry there was a net growth of
39 jobs, all of which were attributable to local growth in the region.

Traded Clusters
A Glass & Ceramic cluster may exist in Ottawa County. The cluster has a growth rate of 42.10% and LQ of 24.72,
although the wages are 35% less than the national average. The Fabricated Metal Product Manufacturing cluster has a
very high growth rate of 18.64% and a, LQ of 13.19, but it has considerably lower wages than the rest of the nation. Also,
the Energy cluster has a high growth rate 22.92% and LQ of 1.89. Investments into these sectors should be considered to
make them more competitive.

Local Clusters
Although none of the clusters satisfy all three set criteria, Local Health Services has a high growth rate of 65%, and Local
Community & Civic Organizations has a growth rate of around 58%. The highest LQ of 3.33 is for the Local Financial
Services, but this sector has a low growth rate and wages less than national averages. The other clusters with high
growth rates are Local Motor Vehicle Product & Services and Local Utilities.
