2012 Urban Shield EHP Exercise Scenario Red Area Command US&R Scenario 6: Low-Angle Grandview California Water

A US&R task force comprised of a Type 1 or 2 US&R team, local jurisdiction fire engine staffed with three firefighters, a police officer, a pubic works supervisor, an ALS ambulance staffed with two paramedics, and a ten person CERT/BERT team of which one is a ham radio operator will respond to a simulated vehicle accident where a bus has come to rest at the foot of a steep embankment.

The accident was caused by a foreign terrorist seeking to kidnap a large number of persons and then martyring him self and the buses passengers in the crash. The task forces mission will be to access the accident site, stabilize the bus, treat the injured and bring them to safety.. This exercise will test the ability of US&R teams: 1) to develop and participate in a unified command, 2) perform a size-up, 3) develop a tactical action plan that utilizes all the personnel, vehicle and equipment resources at their disposal, 4) create the necessary infrastructure to sustained support search and rescue operations at a low-angle rescue site, 5) eliminate and/or control hazards that are present, 6) search for victims, 7) perform simple triage and treatment, 8) extricate injured victims, 9) prepare victims for transport to definitive medical care, 10) extricate deceased victims, 11) prepare deceased victims for coroner, 12) collect evidence. Upon arrival, US&R task force personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, location of the first-aid/rehab, hand washing stations and bathrooms. No one will be allowed to participate if they lack the necessary PPE, training or has failed to attend the safety briefing. The entire exercise will be located at the Grandview water tank operated by California Water Company. First-aid/rehab will also be available at this location. The scenarios check-in/staging and briefing areas, vendor cache, drop points and additional bathrooms will be located at the Wind Harp, a nearby public park owned by the City of South San Francisco. Both locations are surrounded by perimeter fencing and gates controlled by assigned scenario staff. Night time operations will be augmented with additional portable lights.
