than the state median income. The median household income had declined by 1.75%
from 2000 to 2005, but that rate is far less than the rate state median income has

Poverty Rates
The current poverty rate for Pottawatomie County is less than that of the state. In 2000,
Pottawatomie County’s poverty rate was 7.8% which increased to 8.0% in 2007. The
poverty rate for Kansas in the same period went from 8.9% to 11.7%.

About fifty-four percent of the labor force works in the county itself. The maximum
outflow of workers from Pottawatomie County is to Riley County (2,694 of the total
9,016 workers i.e. about 30% of workers commute to County for work). Another 751
workers (about 8% of workers) commute to Shawnee County for work.

The maximum inflow of workers to Pottawatomie County is from Riley County. More
than 1800 workers commute to Pottawatomie County from Riley County for work, and
342 come from Wabaunsee County. In total 3,060 workers commute to Pottawatomie
County for work.
Industry Analysis
Industry employment increased by 48.60% from 1990 to 2007 in Pottawatomie County. Average pay (after adjusting for
inflation) has increased by 18.62%, and number of establishments in the same period increased at around 40.56%. This is
a good indicator of growing industry in the county as employment and number of establishments in the county has
increased in the last two decades. The same is also true for the fact that around 3000 workers commute to Pottawatomie
County for work according to 2000 census numbers (Table 8).

Manufacturing is the largest employing sector in Pottawatomie County with 1911 jobs. The highest paid sector is the
Administrative and Support and Waste Management and Remediation sector with annual average wages of $42,306. The
maximum number of establishments is in the Construction sector, and it is also the third largest sector in terms of
employment in the county with 759 jobs. The second largest in employment is the Retail trade sector with 830 jobs. Other
high wage paying sectors are: Information (annual average wages of $40,151) and Transportation & Warehousing (annual
average wages of $37,874).

Key Industries
Pottawatomie County is home to some very well performing industries. These industries may be a part of existing or
emerging clusters. For identifying key industries and clusters, three criteria were used:
1. Location Quotient – Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industry
employment as a base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003).
2. Average Wages – Average wages at 6-digit NAICS codes were compared to US average wages. If any industry
has average wages 10% above the US average, it is considered to be a good performing industry.
3. Growth Rate – Growth rates for the employment were calculated over a three year time period from 2003 to 20064;
growth rates above 5% are considered to be an indicator of good industry performance.
Any industry that satisfies one of these three conditions is either a good performing industry or an industry with good
potential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if there
are good performing industries, a cluster may emerge in the near future. (For further details of methodology, please see
Appendix B.)
The industry satisfying all three of the above stated criteria is the Motor Vehicle Towing sector (NAICS 488410). This
sector has grown by approximately 14.47% over the last three years, and wages are 12.49% more than the national
average. The location quotient for the sector is 3.87(Table 11).

There were two reasons for selecting 2003 the base year. 1) The numbers were more likely to be free from 9/11 impacts as compared to 2001 or 2002 numbers.
2) NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

Most of the industries with high growth rates are local instead of traded5 industries in Pottawatomie County. The highest
growth rate is 163.45% for the Temporary Help Services (NAICS 561320), and this sector is a part of the Local
Commercial Services cluster. Drinking Places (Alcoholic Beverages) (NAICS 722410) has the second highest growth rate
of 162.07% and is a part of the Local Hospitality Establishments cluster.

County. This sector is a part of the Chemicals and Chemical-based Products cluster. Most of the industries with high LQ
are traded. The sector All Other Publishers (NAICS 511199) has the second highest LQ of 237.98 and is a part of the
Printing & Publishing cluster.

The county’s Fine Art Schools (NAICS 611610) sector has average wages around 286% higher than the national
averages. The sector is a part of the Education & Knowledge Creation cluster. Telemarketing Bureaus (NAICS 561422)
has wages 169.24% higher than the average national wages for the same sector. This industry sector belongs to the
Local Commercial Services cluster (Table 14). Four of the ten industry sectors in the following table are a part of the Local
Commercial Services cluster. They include: Telemarketing Bureaus (NAICS 561422), Temporary Help Services (NAICS
561320), All Other Support Services (NAICS 561990) and Facilities Support Services (NAICS 561210).

national growth share, industry mix share and local share. This analysis is used to account for the competitiveness of a
region’s industries and to analyze the local economic base7.
Local Share
This is the share of growth (decline) in employment in a region that can be attributed to the competitiveness of a
region.
Local Share = Employment in base year *(Region’s industry growth rate – National Industry growth rate)
The industry with the highest local share in growth is the Nursing Care Facilities sector. The employment in the sector
increased by 168, and all of the jobs were due to local growth (Table 15). The second highest growth in employment was
in the Temporary Help Services sector. In this industry there was a net growth of 121 jobs, all of which were attributable to
local growth in the region.

Traded Clusters
The cluster with the highest growth rate is the Education & Knowledge cluster with a growth rate of 67.68%. Its LQ is 0.46,
but wages are far less than the national average. The Electrical Equipment, Appliance and Component cluster has a
growth rate of 60.38% and an LQ of 2.39, but it has considerably lower wages than the rest of the nation. The Machinery
Manufacturing cluster has the highest LQ of 6.48 and a growth rate of 7.56%. Howerver, wages are less than national
average. The Chemicals & Chemicals-based Products cluster has LQ of 4.85 and a growth rate of 8.45%. Wages, though,
are less than rest of the nation. Investments into these sectors should be considered to make them more competitive.

Local Commercial Services and Local Entertainment & Media are the two local clusters with wages higher than the
national wages. The Local Commercial Services cluster has wages around 28% higher than national averages, but it has
a low LQ and decline in employment. The Local Entertainment & Media cluster has wages 82.96% higher than the
national averages. The highest growth rate is for Local Health Services (66.53%) and the second highest growth rate is
for Local Retail Clothing & Accessories (17.42%). Local Household Products & Services has the highest LQ of 2.48.
