3.1.4 HANDOVER
With the introduction of the AMR feature new Intracell Handovers are performed when Half Rate is activated. Those Intracell Handovers can either be for a capacity reason (FR to HR) or a quality reason (HR to FR) We can monitor the Execution Failure Ratio for each of these two causes:
