TO: Greater Dallas Hispanic Chamber of Commerce Board of Directors (as of May 6, 2009)

Like several before me, I have had the true pleasure of serving the Greater Dallas
Hispanic Chamber of Commerce as a Director on the Board, with 2009 marking my
second year. This chamber has faced historical growth opportunities, program
expansions, and earned a reputation for being the best Hispanic chamber in the country,
serving the needs and expectations of Hispanic small business members, constituents,
and even staff. Achieved progress has been recognized, not only by many in the Dallas
community, but across the country.

Until last Wednesday, May 6, there was no reason to doubt the tremendous momentum,
positive energy, and usually unified effort of the board to carry out the mission as
reflected in the GDHCC by-laws. As for myself, I’ve always tried to exercise
professionalism, diplomacy and fairness, but like others, my character has also come
under attack and I can no longer restrain my disgust for people’s self-serving ambitions.

When thirteen members of our so-called Hispanic community leadership barged into our
conference room, uninvited, and made unjustified and vicious demands of the Board, I
was aghast! From all indication, the individuals present represented LULAC District 3
and one of the sixteen presidential candidates. Since when does LULAC dictate the
direction of the Chamber? They claim they are speaking as members, but as of that
date, I don’t believe they were paid members in good standing at all!

The GDHCC Board, voted in by the membership, formulated, carefully evaluated and
approved both a Presidential Search Committee and Process. It was fair, clear, and
APPROVED. I am saddened that we allowed a group of community rebels to derail a
well formulated and documented process just to serve their interests. Equally as sad, is
the fact that three highly qualified candidates were scheduled for employment interviews
and they had to be turned away. Surely all read the subsequent scandal in local
newspapers, television or REDLatina.

I was one of four individuals singled out by this group, but they offered no evidence of
any wrongdoing. Why? Because there was none! Whoever is supplying this group with
information is either exercising poor judgment, misinformation, or simply acting on a
purely personal agenda. By doing this, he or she has created havoc that has disrupted
the progress of the chamber.

I value my personal reputation, character and integrity as well as the work that I do and
that of my company in the community. I will continue to support the community and
organizations, but only if my work is valued and appreciated. Therefore, it is with
sadness that I tender my resignation as a member of the Board of Director of the
GDHCC, effective immediately.

Sincerely,

Gloria Tostado
