SRINAGAR, JULY 19: On Friday it was the second consecutive day for the all important Srinagar Jammu National highway to remain closed for traffic on account of tension in Ramban district in which four persons were killed. The highway has been closed for vehicular traffic as a precautionary measure, a spokesman of the Traffic department said. Traffic on the highway was suspended yesterday after protests at Ramban, Ramsu and Banihal against the killings.Amarnath Yatra has been halted for the time being till the situation turns normal. Although stranded vehicles were allowed to move towards their destinations at 6.00 pm last evening after curfew was imposed in Ramban district, no vehicles were allowed today, the spokesman said. Officials said authorities are monitoring the situation and a decision to allow traffic on the highway - the only road linking Kashmir with rest of the country - will depend on the emerging law and order situation. Four persons were killed yesterday when security personnel opened fire at a mob that had gathered at a BSF camp in Ramban district to protest against alleged manhandling of an Imam of the area by the force. JAMMU, JULY 19: Police has registered three FIRs on Friday against BSF and state police personnel in connection with firing at Gool in Ramban district .Four persons died in the firing. Based on complaints from locals, these FIRs have been registered under various sections and police were already looking into it, he added. HINDUS IN PAKISTAN WORST VICTIMS OF RAPE SAYS A REPORT


ISLAMABAD, JULY 19: Areport by an independent American group. In the past 18 months, has reported that Hindus in Pakistan are the worst victims of rape with seven incidents of Hindu girls being raped were reported, says the study by the US Commission on International Religious Freedom (USCIRF). Not on ly this, two Hindus were killed and four injured in 16 attacks in Pakistan. Besides this, three Hindus were killed in targeted attacks, the Daily Times cited the report as saying. There were three cases of attacks on Sikhs in Pakistan, leading to the death of one person. In the last 18 months, 203 incidents of sectarian violence resulted in 1,800 casualties including 717 deaths. Of these, 635 were Shia Muslims. NEW DELHI, JULY 19: An "upset" government may file a review petition on the Supreme Court verdict scrapping common entrance test for medical colleges, w ith health minister Ghulam Nabi Azad making it clear on Friday that legal recourse is the only option available. Azad said the apex court order will create difficulties for students aspiring for medical degrees and the health ministry has sought legal opinion on the judgement. "We are very upset," he said while commenting on Thursday's ruling by the top court. He has already asked officials to study the judgement to decide the future course of action. The minister said the government was "expecting a better outcome" but "unfortunately that did not happen." The court ruling, he said, was "a little demoralising for us because we wanted to clean up a number of things". Asked what the government planned to do, the minister said, "there is a legal recourse. ROHIT SINGH RANA The downslide in Indias political narrative is not good for the democracy least for the political system. Every nation passes through turbulent times when a political churning takes place, which ultimately lays foundation of the course on which it finally moves along. France, Germany, Italy and off course England and America too have passed through this kind of churning which ultimately gave expression to a new way. Unfortunately, in India the way political narrative is being allowed to decline is not a healthy sign of a democracy. While as efforts should have been taken in hand to develop a holistic idea of a nationhood, so central to discipline and identity of a nation, efforts are on to weaken the idea of India in order to make some quick electoral gains. It is just like a person engages in corrupt practices in order to make a fast buck. Curiously, in the present context the idea of India is not important to define. Ask any politician what he thinks about India. He will frown, get confused or in his supreme political wisdom say that it is an amorphous, discontinuous land mass which needs the uniting force of secularism to bind. It is only secularism that according to many politicians binds India. Little, they know or care to know that during the heydays of brutal assault on India by Sultans and Mughal kings, there was still amity and the country did not fell apart. Secularism is a natural discourse of India and if any political party seeks to cash on assumed, real or managed threats to it and then they do not understand India. This country has witnessed brutal attacks on its institutions and cultural symbols but still India is a secular country not because of overzealous politicians but because in the DNA of India there is nothing else but secularism. Having said so the war of words between so called secular parties on one side and Modi on the other is not good for the country. The secular card cannot be flogged much because it will eventually backfire on those who without rhyme and reason use it every day and every minute. There was a time when soon after independence, the first Lok Sabha was formed. Nehru, Tandon, Shayma Prasad Mukherjee, Maulana Azad, Mahavir Tyagi, P G Mavlankar, Acharya Kriplani, Kamraj etc adorned the political landscape of the country. Even a cursory glimpse on the quality of debates in the Parliament and level of political discourse between the opposition and ruling party in those times should open the eyes of all politicians who today engage in monkey gesticulations and wicked demonstration of deranged vocabulary. Things have come to such a pass that nobody from ruling UPA, and even the Vice President and Speaker of Lok Sabha turned up in the Parliament when floral tributes were to be paid to Shyama Prasad Mukherjee on his death anniversary. Reason, he challenged Nehru, who always listened to Mukherhjee with respect and rapt attention. Manish Tiwari, Kamal Farooqi, Digvijay Singh, Laloo Yadav, Mulayam Singh, Mani Shankar Iyer, Modi, Varun Gandhi have time and again indulged in debased attacks and some have even gone too personal in their attack on each other. Amidst this unruly slugfest, the political discourse has suffered; courtesy the mad race for garnering votes. Even on the death of 22 children after taking contaminated mid day meal, the political dialogue turned out to be only a pathetic blame game and nothing else. In this drama of duplicity and arrogance, poor Indians are made to swallow every day, the pill of secularism and threatened with assumed dangers to democracy and the country. Today, the political class must come out with what they think India is. Is it a people of Hindus, Muslims, Sikhs, castes, or is it a nation which has some historically continued streak of unity binding it together. Unfortunately, the Congress and its tributaries do not understand what India is and the BJP plus Sang Parivar can for too long ignore Gandhi, Nehru or other Congress stalwarts. They are too big to be ignored and their contribution is historical. Presently India does not need assertion on secularism, what it needs is the creation of a sense of nationhood in its people. India needs assertion of its identity; a sustained war on corruption, hunger and poverty. Are Indias politicians capable of that remains to be seen.

MOB ATTACKS ON SECURITY FORCES : EXPRESSION OF FREEDOM?


The Gool incident in which unfortunately five protestors were killed and many injured raises many questions. It has become a trend in some areas of the State that in the event of an incident of firing or dealing with suspicious persons, security forces are targeted en mass by mobs. It happened in Markundal village of Sumbal Tehsil last month. An army ambulance was targeted by violent mobs which tried to set it on fire along with its occupants. In such grave circumstances, the only option left with the army was to fire in self defence. This resulted in loss of lives. Similarly, a mob of thousands in strength instigated by a Molvi tried to set the BSF camp on fire in the Gool Town. BSF fired in self defence, tragically lives were lost. If we take the view of villagers as gospel truth still the Molvi had no right to instigate th e people. T here are many ways in democracy to express anger. But in the troubled areas in valley and elsewhere people behave as if they do not live in a democratic set up. They seem to have rejected the option of peaceful protest; the result though very unfortunate is for all to see. RANASAHIB

NEW DELHI: If signals coming from Shiv Sena are taken into consideration then it is likely that the Sena might not support Narandra Modi as the Prime Minister for the 2014 elections. "The country needs a reliable face. Can you find one face who fits? Can you see one? Since we cannot see a clear face, let us elect a strong government," Shiv Sena chief Uddhav Thackeray said at a programme organised by Assocham. Later, when asked by reporters who would be the face of NDA in the elections, Thackeray said, "We have a lot of credible people. Have some patience. We will definitely show you the face." The Sena chief's apparent disinclination to back Modi assumes significance considering that BJP has virtually decided to project him as its prime ministerial nominee for the Lok Sabha elections slated for next year. He later had an hour-long meeting with senior BJP leader L K Advani, who had last month revolted against Modi's nomination as BJP's election campaign committee chief. Shiv Sena has been having reservations to the projection of Modi as PM candidate, apparently because of his proximity to Uddhav's estranged cousin and Maharashtra Navnirman Sena chief Raj Thackeray. BJYM to launch month long membership drive


JAMMU, JULY 19: With an aim to attract youth towards the Bharatiya Janat Yuva Morcha (BJYM) which has undertaken a country wide compaign in this regard, the Jammu district BJYM will launch month long membership drive from July 23, the day coinciding with the birth anniversary of Shaheed Chandrashekhar Azad. SRINAGAR, JULY 19: Minister of State for Health, Mr. Shabir Ahmad Khan has said that government would bring all districts under the benefit of National Programme of Non Communicable Diseases (NCDs) adding that at present such facility is being provided in six districts of the State three each in Kashmir and Jammu Divisions. He said in this regard the Union Health Ministry in Principal have agreed to provide funds and a detail proposal would be mooted soon to the Centre for approval. This was stated by the Minister while reviewing the status of several healthcare schemes under implementation in Kashmir Division at meeting of the officers of Health Services of Kashmir. Special Secretary Health & Medical Education, Director Indian System of Medicines, Dr. Ab. Kabir, Director Health Services, Kashmir, Mr. Saleem-ur- Rahman, Mission Director, NRHM, Dr. Yash Pal Sharma, State Surveillance and Nodal Officer, NCD, Dr. Rihanna Kounsar were among other senior officers attended the meeting. Mr. Shabir Said presently this programme is under implementation in the districts of Kupwara, Kargil and Leh in Kashmir Province, where the patients having ailments ofDiabetes, malignancy, cardio-vascular disorders, Cancer and hypertension gets free treatment facilities with the cent percent financial assistance of Central Government. The Centre is funding the programs at district level to scan the patients with these diseases in the State, he said and added that during last two years the Centre has released Rs 5.84 crore and against which Rs 4.08 crore have been incurred on the free treatment of different contagious diseases in these districts. He said under National Programme of Healthcare for Elderly Rs 2.06 crore expended on the different treatments in these districts. He instructed the concerned authorities to formulate a detailed proposal soon to moot it Union Health Ministry for approval of funds, as the Ministry in principal has agreed to grant funds to launch this Scheme to other high focused districts of the State. Receiving appraisal about the status of NCD implemented in 3 districts of Kashmir Division, the Minister was informed that so far 36383 patients has been provided different free medicare facilities, which includes chemo doses to 116 patients, oncology to 421, pain and palliative care to 975 patients and NCD clinic OPD and IPD to 22241 patients. He was also apprised that under National Programme of Healthcare for Elderly 40000 elderly persons provided OPD and IPD care services while as 22039 such persons referred for laboratory investigations and 7781 persons provided physiotherapy. Mr. Shabir asked the field functionaries of the department to carry out mass awareness especially in rural and remote areas about the precautionary measures of infectious diseases. He directed that surveys and tests of water borne diseases should be frequently made to avoid the out breaks of epidemic diseases like measles, food poisoning, influenza, mumps, chicken pox and enteric fever especially in remotest and slum areas. While reviewing the healthcare facilities of school children, the Minister emphasized the need for ensuring monthly health checkup of school children and their proper treatment. He was informed that during first quarter of current fiscal 1030 schools visited by field health teams in the Valley, where 65161 children examined, out of which 16017 school children provided free treatment of different ailments besides distributed vitamin and iron folic tablets to them. The Minister also received detailed appraisal of the different health care activities from Director ISM and instructed the concerned functionaries to encourage people to avail this choice of treatment. He said the government had set up ISM health centers at all state and district level hospitals, besides primary health centers, where free of cost medicines and other related facilities had been made available to needy patients. He asked the concerned to ensure these treatment facilities to the patients. Mr. Shabir said the government was keen to promote the Indian system of treatment in the state. He said in this regard 438 AYUSH medical officers have been engaged at PHCs., 160 posts of Ayurveda and Unani medical officers created by corresponding reduction of equal number of posts of Assistant surgeons besides 396 AYUSH Pharmacist have also been engaged under National Rural Health Mission at Primary Health Centers across the State. He said that upgradation of ISM infrastructure in the State also received focused attention of the government adding that construction work on 5major ISM hospitals and 30 dispensaries at an estimated cost of Rs 101 crore is apace across the State.

Jora chairs meeting of SDA, HUDCO officers


Discusses construction of various projects taken in hand by SDA
SRINAGAR, JULY 19: Minister for Urban Development and Urban Local Bodies, Mr. Nawan Rigzin Jora on Friday convened a meeting of officers of Srinagar Development Authority (SDA) and HUDCO in his office chamber and discussed various issues related to development of infrastructure in Srinagar city for housing people and to improve facilities provided to the people of the city. The meeting was attended by Commissioner-Secretary, Housing & Urban Development, Mr. Jeet Lal Gupta, Vice Chairman, Srinagar Development Authority, Mr. Mohammad Shafi Rather and Regional Chief, HUDCO, Mr. Harjit Kumar, besides other senior officers of the concerned departments. During the deliberations, the meeting was told that SDA has decided to co-opt HUDCO as Consultants for three major projects including construction of Shehjar Apartments, development of Railhead Nowgam and Sangarmal phase-II. Mr Jora while asking the concerned officers to go ahead with the proposed construction on the new projects said that these newly proposed development projects will not only accommodate the houseless people but will also provide employment avenues to the un-employed. Earlier Vice Chairman SDA informed the meeting that SDA has already taken in hand the process for accomplishment of three flagship projects, construction of 300 residential flats-Shehjar Apartments at Bemina, development of an Integrated Housing and Commercial Centre (ICC) at Railhead Nowgam for which around 1500 kanals of land has already been notified by the Government and construction of a mini- convention Centre, Corporate Office complex and hostel as a part of Sangarmal Phase-II. He further said that the Proposed Railhead Nowgam Complex would be a business hub of various commercial activities including housing, hotels, motels, restaurants, shopping plaza etc. The meeting was further told that Shehjar Apartments at Bemina will be the first planned vertical housing colony in Srinagar with various facilities like parking, recreational areas, banquet hall and sports avenues. It was also told in the meeting that HUDCO has already agreed to finance these projects.

German Ambassador calls on Governor


SRINAGAR, JULY 19: Mr. Michael Steiner, German Ambassador to India, called on Mr. N. N. Vohra, Governor, at the Raj Bhavan here today. The Governor and Mr. Steiner discussed issues arising from the world wide economic draw down and several important matters relating to the strong bi-lateral ties between the two countries. They also discussed the possibilities of German investors assisting the establishment of business and commercial ventures for the rapid economic growth of J&K, particularly in the areas in which the State was keen to secure foreign collaboration. The Governor and Mr. Steiner also held discussions in regard to the opportunities available for the youth of the State to pursue their education at the centres of higher learning in Germany, as well as availing job opportunities there. It is pertinent to recall that the Governor, as the founder Co-Chairman of the IndoEuropean Union Round Table during 2001-08, has had extensive experience of promoting bi-lateral and multi-lateral understandings between India and the European Union countries.

Agriculture Minister meets Governor


SRINAGAR, JULY 19: Mr. Ghulam Hassan Mir, Minister for Agriculture, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here this evening. The Governor and Mr. Mir discussed the longer term adverse consequences of climate change on the agricultural and horticultural productivity of the State and the measures which must be implemented in the short and medium term. They also discussed issues arising from the growing shortages of water faced in several areas and the need for urgent steps being taken by farmers and growers to optimize available moisture resources. The Governor and the Minister also discussed issues relating to delays in democratic decentralization.

It was informed in the meeting that State Panchayat Resource Centres (SPRCs) and District Panchayat Resource Centres (DPRCs) are planned to be established under RGPSA in various Districts. Moreover, Rs 50,000 will be provided to each Halqa Panchayat for various services including street Lighting, sanitation, repairs of Halqa assets etc under the Scheme. For administrative and technical support to Panchayats, services of 4 member team comprising Panchayat Development officer, Accountant Cum Data Entry Operator, Panchayat Sahayak and Junior Engineer are needed under the scheme. As such the total requirement of personnel for data entry operator is 2064 with a target of 518 operators during the current financial year and placement of 1032 Panchayat Sahayaks, the meeting was SRINAGAR, JULY 19: In order to further strengthen the Panchayati raj System in Jammu and Kashmir, the State level High Powered Committee headed by Chief Secretary Mohammad Iqbal Khanday discussed and approved the Annual Plan 2013-14 under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) to the tune of Rs 55.50 crore for funding. Maintaining that capacity building and training of all Panchayat functionaries is important for efficient functioning of Panchayats in the State, Chief Secretary asked for organizing more exposure visits to different outside State Panchayats to acquaint them with their working. He also called for performing a Base Line Survey to generate effective Data Bank at Halqa Panchayat level to help Panchayats in the Development of plans. informed. Besides administrative and technical support to Panchayats, Rajiv Gandhi Panchayat Sashaktikaran Abhyan also envisages a range of activities such as, Panchayat infrastructure support, capacity building and training of elected representatives (ERs)) and other functionaries, upgradation of institutional structures that provide training and capacity building to PRIs, promotion of active gram sabhas, eenablement of Panchayats, appropriate accounting procedures and accountability processes such as social audit etc. The meeting was attended by Principal Secretary Planning and Development B R Sharma, Commissioner Secretary Rural Development Department Farooq Ahmad Peer and other senior officers.

SRINAGAR, JULY 19: The Union Health and Family Welfare Ministry would provide funds to the State government for establishment of modern Drug Testing Laboratory of International standard at Srinagar and asked the State government to identify alternate land for the purpose to create necessary infrastructure well in time. This was apprised by Union Joint Secretary, Health and Family Welfare, Dr. A.K.Ponda to the Minister of State for Health, Mr. Shabir Ahmad Khan during his meeting with him held at Civil Secretariat last evening. The meeting was also attended by Drug Controller General, India, Dr. G. N. Singh, besides other Senior Officers of Union Health Ministry and State Health Department.During the meeting several issues related to strengthen of Drug and Food Testing Laboratories besides ensuring supply of quality drugs in the State were discussed and decisions were taken for immediate strengthen of the existing Drug and Food Testing infrastructure in the State. The Health Minister said that State government has already mooted Programme Implementation Plan (PIP) to the Centre for release of funds for strengthen the necessary infrastructure in drug testing Labs at Srinagar and Jammu and urged for its early approval. He assured that alternate land for setting up of modern Lab of international standard at Srinagar would be identified and a proposal for sanction of funds would be submitted to the Union Health Ministry soon.The Minister also informed the Central team about the several measures taken by the State government for improvement of healthcare facilities in the State under State and Centre Plans. Shabir asked the central team to take positive view of the proposals already send to Union Health Ministry for funding, keeping also in view the topography of the State. He said timely release of funds under centrally sponsored Schemes like NRHM prove much beneficial to complete the under execution health infrastructure besides upgrading the diagnostic equipment's with manpower in the hospitals of the State.The Joint Secretary and Drug Controller General of India assured the Health Minister that they would take positive view to sanction the genuine proposals of State government meant for improving better health care facilities of the people of the State.

MUMBAI: Indian Institute of Management-Kozhikode ( IIM-K) will be hosting the 6th All India Conference of China Studies (AICCS) in collaboration with the Institute of Chinese Studies, New Delhi, from December 12-14, 2013. The AICCS is the annual flagship event of the Institute of Chinese Studies (ICS), Delhi. The theme of the conference is 'Reforms, Management and Social Transformation'. The conference seeks to cover the economic reforms in China in the post-Mao era (after 1978) and its multifaceted impact on the Chinese society in its path to becoming a major economic power. The world has witnessed a very unique social engineering in China in the name of 'socialism with Chinese characteristics' and as a result there have been constant innovations in the management of party- state-society relations, leading to a major Chinese social transition and transformation. In this regard the theme of the conference, Reforms, Management and Social Transformation is a conscious selection. The basic eligibility criteria for a BE / B.Tech is 10+2 or equivalent examination, with Physics, Chemistry and Mathematics. After the bachelor's one can go in for a Masters degree. Preschool education doesn't come cheap


CHENNAI: Educating a toddler costs more than you think. In some cases, parents are finding, it costs more than the sum spent on a child in high school. The recently-released fee structure for individual schools shows that the government, which questioned the 'exorbitant fee' collected by educational institutions, has recognised the need for some schools to charge close to 30,000 a year to impart learning to children below 5 years. The government-appointed fee committee, under justice S R Singaravelu, has determined the highest fee of 28,400 for kindergarten classes in Sri Sankara Senior Secondary School, Adyar. A few preschools in the state reportedly charge double this amount. Schools say the fee collected is proportionate to the amount spent on children. A school correspondent said more manpower and equipment were required to run pre-KG and KG classes than for higher classes. A play gym used by 10 children costs close to 20,000, and preprimary books are very expensive. "The life span of everything, from furniture to play equipment, is much shorter. You can't expect discipline or responsibility in a twoyear-old. So, we have to replace things more often," said the correspondent of a school. The sum spent on conducting activities is huge. "We have at least one small activity and one major event in a week. We invite guests and parents for some of them," said a preschool head. He added that parents were proactive when children were in preschool, and schools were expected to raise the bar. "I am always checking what my threeyear-old does in school, than what my seven-year-old does," said Madhusha, a mother of two boys. She added that she gave her feedback on everything - from the syllabus to the sanitation standards. "Parents don't hesitate to compare our KG section with other schools. They don't do that in higher classes," said a principal. Teachers also said that what happens in a preschool or kindergarten class cannot be considered as less important than that taught in higher classes. Studies have shown that early childhood care is key to the child's academic performance later in life. Those who can afford it are coughing up the money. But, at such rates, many may not be able to access learning at a young age. "Education, expected to be the leveller, will lose potency if the state does not soon come out with its own early learning programmes for children of the socio-economically poor," said education activist P B Prince Gajendra Babu.

UG counselling to begin soon at Allahabad University


ALLAHABAD: The authorities of AllahabadUniversity have constituted committees for conducting admissions. The committees would announce the counselling schedule for BA, BSc and BCom on July 19. Director of admission cell B N Singh said that the final dates of counseling would be announced on July 19. BSc counselling may commence from July 22. It would be held at Pravesh Bhawan, Chatham Line, from 8.30 am to 11.30 am. Singh said that each candidate clearing the entrance test had to come with documents like admit card (original), one set each of high school marksheet and certificate and intermediate marksheet. They would have to bring original transfer/migration certificate with weightage certificate and testimonials. The result of PGAT-2013 is ready it would be send to respective departments in the next couple of days and admissions in PG courses could be completed within the first week of the next month. It would be ensured that the university website would be updated daily for the benefit of students living in other cities. Meanwhile, the chairman of BALLB (Hons), five-year integrated course said that the revised time of reporting for admission at the course would be 9:00 am to 11:00 am and counselling would begin from 12 noon onwards

4,500 Class XI seats vacant in government schools


CHANDIGARH: On the end of the third day of the second counselling session for admissions to Class XI in government schools, nearly 8,000 forms were taken by students who wish to apply for admissions and those who wish to change the school or stream. Officials in the education department said nearly 4,500 seats in the general and reserved category are lying vacant in all streams in the 37 government schools. According to the tentative list issued by the UT education department, there are 969 seats lying vacant in the science stream in all schools, including 396 seats in the general category. In the commerce stream, there are 400 seats, out of which 165 are for the general category. In humanities, there are 2,600 seats lying vacant of which 1,123 are in the general category. There are 700 vacant seats in the general category.

National Eligibility cum Entrance Test fixed state syllabus but foxed students
BANGALORE: When the curtains were raised for the National Eligibility cum Entrance Test (NEET), panic buttons were pressed in Karnataka. For, the odds were stacked against students. The pre-university students did not even have prescribed textbooks in the state till then. All they followed were books and guides written by 'subject experts'. After a common entrance for the entire country was announced, the government came under fire. The Centre had proposed a common Science curriculum three years before and the state was yet to implement it. Karnataka students would not fare well in NEET, everyone feared. Pushed to the wall, the government decided to immediately introduce NCERT textbooks. This drew flak from every stakeholder as the sudden shift from state syllabus to NCERT textbooks was seen as a hurdle both for students and teachers. Bridge courses were held for students, but they did not help. Today Karnataka has a common syllabus and is on par with the rest of the country. It finally follows a common Science curriculum. The students have been rescued from the textbook lobby. But the flip side is, the whole purpose seems defeated with SC quashing NEET. The students will not forgive the urgency with which they were made scapegoats by introducing a new syllabus. Whether NEET was the answer to Indian students' entrance woes is a matter of debate. There are two sides, like every coin. That the students can avoid writing multiple tests saving time, money and energy, was the principal argument for it. "When the idea of having a common national test was conceived, it was done only with a view to prevent students going from city to city and appearing for 25 medical entrance tests in different states. There are 45,600 medical seats all over the country. If a student takes the test, there are so many seats for him/her. Writing multiple tests would restrict the student only to that particular college or university. And increasingly, examinations clash. Look at the cost implications. The student has to travel to different cities to write the test of that particular university. Besides, an eligibility test would have eliminated those not capable of studying medicine at one go. It would been a criteria for each state to admit students," said Dr Devi Shetty, who was chairman of the MCI governing council when NEET was proposed. But when the final draft of NEET was put to the test of law, it was a concocted one. The controversial clause like mandatory surrender of 50 per cent seats by the private managements to government quota nailed the proposal. Colleges were up in arms against giving up so many seats to the government. "We have been conducting the test and counselling in the most transparent way. Where is the question of us according anybody else's exam as better than ours? As a management, we should know whom we want to admit and not have someone else give us the merit list, The idea of a single exam was not a bad idea, but is not practicable in a country like India where there is so much of difference at various levels among students," said ComedK test director A C Ashok. Educationists say it was a deliberate move on part of the government to provoke college managements and ensure NEET was dead. "We had proposed it as an eligibility test and was never aimed at taking away the powers of private colleges or state governments. Why would private colleges or even state government allow someone else to dictate terms to them? The idea was not to tamper with the rights of private medical institutions," Shetty said. But for thousands of medical course aspirants who travel from city to city for that coveted medical seat, the search continues.

IIT-Kharagpur alumni start 'PPC for director' movement


NEW DELHI: The alumni association of IIT-Kharagpur has started a campaign called 'PPC for director' to press for the appointment of Partha Pratim Chakrabarti as the institute's head. A silent march will be organised Saturday in three cities -- Delhi, Kolkata and Bangalore -- to press for this demand, the alumni association announced in the national capital Friday. "We have lost faith completely (in the system) and so we are organising the silent march. We demand that P.P. Chakrabarti be appointed by July 29, as it would be a year since he was issued an appointment letter," said Arjun Malhotra, IIT-Kharagpur alumnus and co-founder of Hindustan Computers Limited (HCL). The post of the director of the institute has been vacant since June 30, 2012. Partha Pratim Chakrabarti was to be appointed the new director. However, his appointment was halted as he was accused in the Coal Net case, between IIT and Coal India Limited (CIL), a matter into which the Central Bureau Investigation (CBI) and Central Vigilance Commission (CVC) conducted a probe. The Coal Net issue involved a Rs.28crore project that would enable data sharing between the coal ministry, CIL and its subsidiaries, that was awarded to IIT-Kharagpur. However, against the rules, the institute awarded the project to a third, private party, owned by an alumnus. "CBI report had recommended only minor penalty against Chakrabarti. His appointment is pending as we are awaiting clearance from the CVC," Arjun Malhotra said. According to CVC guidelines, matters with minor penalty must be resolved within two months of receiving statements -- alumni members say Chakrabarti had responded to the first CVC/CBI enquiry over four-and-ahalf years ago. He also said there were other professors who carried out the project, too, namely R.N. Banerjee and Anil Bhowmick, and the CBI report had recommended that they be given major penalty.

IGNOU invites applications for watershed management course


NEW DELHI: The Indira Gandhi National Open University (IGNOU) has invited applications for a one-year diploma course in watershed management for its session commencing July 2013, an official said Friday. Diploma in Watershed Management (DWM) programme has been developed with financial support of Department of Land Resources, Ministry of Rural Development, Government of India. "The course intends to impart basic knowledge and skills for water harvesting, conservation and utilisation, soil erosion and its management, crop and animal husbandry, agro-forestry, fish farming etc.," said a statement by IGNOU. "It will provide the basic understanding of various activities undertaken during the development of watershed programmes, address the workforce requirement of the watershed management and focus on upgrading the knowledge and skills of existing personnel," it added. Although the duration of the programme is one year, candidates have the flexibility of completing it within four years. The mediums of instruction are English and Hindi. The course fee is Rs.10,000. The programme is open only for candidates who have passed either class 12 or Bachelor Preparatory Programme (BPP) from IGNOU. IGNOU is the world's largest open university system with a pan-India and international reach with flexible entry qualifications and a wide range of academic programmes at affordable cost.

ADAMANT AS BEFORE The Supreme Court has rightly thwarted the Congress-

led UPA Government's bid to reclaim control over the investigations that the Central Bureau of Investigation is conducting in the coal block allocation irregularities. Both the CBI and the Government had been smarting from the dressing-down which the apex court had earlier given them for being complicit in a bid to compromise the investigations, and they were looking for ways to wriggle out of the situation. They thought they had found the way out when the CBI asked the court for permission to share some portions of the ongoing probe with the Government on the pretext that the investigating agency would require the Government's sanction to prosecute certain officials. The CBI also argued that it needed to share details of the probe with the Government because the Government's prosecutors had to be kept informed and prepared to face the court in subsequent hearings. In other words, the CBI requested the apex court to modify the latter's earlier order directing the probe agency not to share details of the investigation with the Government. Mercifully, the court saw through the game and struck down the request to share the details, and also demanded to know why the Government's sanction to prosecute was needed since the investigations were being carried out under the direct supervision and monitoring of the Supreme Court. We may not have heard the last word on the latter since the Government has to get back with a response, but the court's mood is obvious. Since the Government no longer has a role to play in the probe, it should not be placing obstacles under the garb of following rules. Nevertheless, the court's line of thought on Wednesday is important in that it can restrict the cases where Government sanctions are mandatory for prosecution. Investigating agencies may not require Government clearance for prosecution of officials in matters that the courts are monitoring. This is as it should be, because we have seen in the past - and many senior officials who have served in the Government and as heads of investigation agencies are on record to confirm it - that the Government often takes its time to accord or deny permission to prosecute officials, thereby making a mockery of the probe process. Unfortunately for the Government, its woes do not end here. The Supreme Court has pulled up the Congress-led regime for causing roadblocks in the speedy investigation of the scam by not supplying the CBI certain crucial documents. The Government cannot dismiss the issue because it is the probe agency which has made this allegation in its status report to the apex court. The regime's attempt to drag its feet only reinforces the belief that it is doing everything it can, openly and surreptitiously, to sabotage the inquiry. The fact that the court observed it had found nothing substantially different in the three status reports that the CBI has given it over a period of time goes to demonstrate that the agency is not getting fresh material to take the probe forward. If the Government has nothing to hide, why is it withholding material? Attorney General GE Vahanvati's defence that the CBI's remarks are not true "across the board", is neither here nor there. The Government will have to do more to earn the trust of the apex court.

Just because a case is hanging against an MP or MLA, it is unfair for the person to be assumed disqualified due to the hyped-up fear of a future conviction, as the allegation could well have been fabricated to score political points
The Supreme Court's recent landmark judgement, which ensures that convicted politicians will now get immediately disqualified from contesting in elections or holding office, marks an end to almost a two decade long tug-of-war between political parties and the Election Commission over the right of electoral candidacy to tainted candidates. While it is surely a landmark judgement and it is not fair to be critical about everything, yet, the board is split into equal halves in their opinion towards the Supreme Court ruling, as pros and cons of the judgement seem to weigh equally. On the one hand, just because a case is hanging against a candidate, it is grossly unfair for the person to be assumed disqualified (due to the hyped-up fear of future conviction) - as the allegation could well be fabricated. As it often happens in the political domain, a candidate could be debarred based on false allegation brought about by vested interests to stonewall him from standing in an election. It's quite easy and simple: Just file a case against him, tom-tom the fact that the

candidate could end up getting convicted, and he is done for good. Morally, it is our constitutional right to remain innocent until proved guilty. And if that doctrine is applicable to all Indian citizens, it is only fair that the same applies to the politicians as well. It is not that the Supreme Court judgement goes against this. But the scrutiny that politicians will face now, especially the honest ones who have trumped up cases against them, could well be unfair. The attempts over the years to enforce stringent rules against political candidates has been to stem the growing criminalisation of Indian politics and to debilitate the nefarious nexus of politicians with goons and unlawful activities. But I have to admit, in this attempt to secure a fine balance between being just and unjust, it is debatable how far the strings should be pulled in curbing criminal activities in politics and how much latitude should be given to electoral candidates. The fact also is that a mind-numbing high percentage of Indian politicians have got criminal cases pending against them, most of which are genuine, but they are not convicted due to their muscle power. The Supreme Court ruling also makes the prospect of money and muscle power becoming increasingly in vogue in Indian public life, as often the outcome of investigations are manipulated by ruling parties to their benefit, where evidences are hushed up or conjured up, based on the ruling parties' benevolence. I should mention, all this doesn't mean a truly innocent person would be punished just because an allegation is laid against him. At the same time, the leeway given by the Supreme Court can be a shot in the arms of politicians and particularly the candidates belonging to the ruling Government. And characteristically, parties are being generally silent on the judgement and are giving only guarded statements on the issue. A large number of 'eminent' politicians have faced or currently face criminal charges. From our former Prime Minister PV Narasimha Rao to former and some present Chief Ministers of Punjab, Bihar, Maharashtra, Karnataka, Himachal Pradesh and Jharkhand, all have faced charges that range from misappropriation of money, cheating to other illegal activities. Political parties of all sizes, spread and ideologies are affected by this issue, and these include national parties like the Congress and the BJP, to regional ones like the Akali Dal and the Rashtriya Janata Dal. But then, this powerful bunch of people can easily win a pending case eventually on the strength of their money and muscle power and also with their high level contacts. There is hardly any case in India where a powerful politician is convicted and pun-

ished in the court of law. Comparatively, while there are a number of examples of Chinese lawmakers being incarcerated and even executed on account of their corrupt practices, Indian counterparts are mostly acquitted or are under the blessings of neverending pendency of charges brought against them. In other words, there is quite some possibility of honest politicians, without the muscle power, being affected by the Supreme Court judgement than politicians and ruling parties who shrewdly control investigating authorities like the CBI that are supposed to provide evidence to court. In this light, the

apex court's ruling is perhaps skewed. It is exactly what powerful politicians had been waiting for and may work diametrically opposite to an attempted fight to root out corruption by our political masters. There is clearly no love lost between the Supreme Court and the politicians. One cannot forget the attempt by the Union Law Ministry to change the system of appointment of Supreme Court judges from the present system to a participatory process involving both the executives and the judiciary; that was clearly a subversive attempt to disrupt the neutral image of the Supreme Court. This is apart from various attempts of politicians to stifle a very impartial institution like the Supreme Court when it comments on political issues. All these are being done to protect tainted politicians and office holders from being prosecuted. Scams like 2G spectrum, Coalgate, and the very recent railway recruitment scandal are increasingly becoming an embarrassment and an impediment for the current Government. It's the same case with it will see itself being misused and abused. Today, elections in rural belts are mostly fought on caste and communal equations, while the integrity of the candidates usually takes the back seat. Hunger, social and caste discrimination, education and basic dignity of life are killing issues; clean legal records of electoral candidates are hardly points of contention. These are subject of discussion in the drawing rooms of State capitals and never in the impoverished villages of the hinterlands. Considering all this, the Supreme Court should, in the course of time, come out with a more fool-proof and holistic legislation in order to make the political corridors relatively cleaner and ethical, and a fair entry field for honest politicians without money and muscle power. But then, as they say, something is better than nothing. This one law may show the way for the future, but in the case of the Indian political system, the less said the better. There's only one way to read this: in his appointment of Amit Shah as the chief of the BJP's UP operation and in Shah's subsequent reiteration of the sangh parivar position on the Ram temple, Modi is announcing, as if on a megaphone, that good governance and Hindutvavadi nationalism are joined at the hip, that the former grows out of the latter. On cue Amit Shah followed up his Ram Mandir declaration by saying he had also prayed to god to uproot Congress misrule and replace it with 'good governance'. The idea that Modi's mantra of governance is an attempt to sugarcoat the BJP's appeal to those who have mixed feelings about Hindutva in general and Godhra in particular, is flat-out wrong. Modi's pitch is more radical and more ambitious than that. There is no attempt at misdirection; on the contrary, Modi has asserted in every possible way that the many episodes of violence against Muslims on his watch in Gujarat were, variously, understandable, excusable or legitimate. He is, in effect, making the case that Kodnani and Shah are instruments of good governance because a nation's economy can only progress once its society and polity are secured against its 'enemies'. His obduracy on Godhra, the 'Gujarat model' premised on Muslim subordination through violence and discrimination, the patronage extended to Kodnani and Shah, all these are policy statements that make a single argument: the consolidation of a Hindutvavadi State apparatus is a necessary preliminary to good governance because the 'decisiveness' that creates the one is the quality that makes the other possible. Modi is offering Indians 'good governance' in the service of an alternative nationalism: majoritarian, discriminatory and 'decisive'. He is not trying to live down Godhra; he's trying to live up to it. He is saying to the swing voter as explicitly as he can, that he isn't just pitching for an electorate's votes, he is bidding for the republic's political soul. We should take him at his word.

Mr Modi's package deal

Liberals fear and loathe Narendra Modi not because he is loved by voters who are bigots but because he appeals to some voters who aren't. The Bharatiya Janata Party's gamble on Modi is based on the calculation that he will galvanize the BJP's core vote (bigots), and yet attract swing voters who aren't particularly stirred by the prospect of a Ram temple or excited by the sangh parivar's favoured sport and raison d'etre, minority baiting. On the face of it, this seems counter-intuitive: wouldn't the party be better served by nominating someone less 'divisive' like Sushma Swaraj or Arun Jaitley? As leaders of the Opposition in the two houses of Parliament, they have a reasonable degree of name recognition without the burden of infamy: neither is accused of being the chief patron of a pogrom. Since bigots are likely to be motivated voters, shouldn't the BJP have assumed that Swaraj and Jaitley would get their votes anyway while their 'moderation' and parliamentary mien might attract the uncommitted voter who is put off by Modi's latter-day Lohpurush manner, his pitch-perfect performance as the bhagwa (saffron) Don? The BJP's answer to this question was no. The sangh parivar's cadres made it clear that Modi enthuses them in a way that no other BJP leader, provincial or pan-Indian, does. They love him because Modi is what they signed up to be: a virile Hindu with a magical knack for making Muslims invisible. While bleeding hearts might ventriloquize on behalf of his state's wounded Muslims, in Gujarat, politically, Muslims count for nothing. That, in a sentence, is the very definition of Hindutva heaven: a country where politically neutered Muslims are properly subordinated to potent Hindus. In Hindutva lore, Muslims are feral beasts and in this narrative Modi is a fearless ringmaster, who makes no apology for showing them their place firmly and, if necessary, with a touch of the whip. The fact that the occasional Muslim alim or businessman from Gujarat makes the news for praising Modi, is read by the parivarfaithful as a tribute to Modi's ability to make even recalcitrant creatures jump through hoops. The reason for Modi's hold on Hindutva cadres is that he never tries to play Dr Jekyll; he's always Mr Hyde. So unlike Advani, Swaraj and Jaitley, he has no interest in respectability as defined by the republic's political history: in essence, Modi's project is the re-making of India's political culture in the image of Hindutva. This can be properly realized only through the constitution of a 2nd Republic which isn't going to happen any time soon, but meanwhile cadres want a true

LOST PRIVILEGE

The shield has gone. The Supreme Court has taken away the protection to legislators offered by Sub-section (4) of Section 8 of the Representation of the People Act, 1951 by ruling that it is unconstitutional. This sub-section allowed a legislator convicted of any of the crimes listed in Section 8 of the RPA three months in office after conviction. More, if the convicted member of parliament or member of a legislative assembly or legislative council appealed to a higher court within these three months, he or she could continue in office till the matter was sorted out. Which could easily mean the full term. In the first place, this was highly discriminatory. No one convicted of a crime is allowed to contest elections, appeal or not. The Supreme Court's ruling aims at a level playing field. A convicted legislator is to be disqualified from the moment of conviction, and would not be allowed to contest elections for six years after imprisonment if there is any. There is to be no exception to the rule, even if the offence does not warrant imprisonment but only a fine. The real, and welcome, effect of this ruling would be in the sphere of experience, not just principle. It would be one of the best-defined steps in cleansing Indian politics of its criminal strain, something that proponents of electoral reform have been calling for through the years. Although the ruling is to be applied prospectively, that is, from the day it was made and not retrospectively, it would be immensely powerful in invisibly directing the composition of legislative bodies, for political parties would have to be careful about whom they consider as candidates. Apart from the fact, of course, that no convicted legislator will be allowed to linger in the House. That is a huge moral boost as well. It is not clear what would happen if a higher court finds the convicted legislator not guilty; he may go back, but how would his exile be compensated for? It is a question of fairness. Perhaps this is a risk the court is willing to take, since the moral tone of a House that has hitherto made convicted criminals welcome would be immediately elevated. Predictably, politicians have greeted the ruling with apparent enthusiasm while keeping low profiles. No one has said anything about firm implementation yet. That is the government's headache. It remains to be seen how willing it will be.

However, what the media missed out is that prior to him another lad from Kashmir is already a part of country's cricket team who is none other than Suresh Raina, originally a resident of Rainwari, Srinagar, and Kashmir. The lad had migrated from Kashmir Valley in wake of unprecedented mass migration because of disturbances in Valley in 1990. Undoubtedly, it is by dint of his hard work and self made efforts enabled him to earn name.One wishes that his selection at a young age and in difficult period ,if were highlited earlier, would have inspired many others in achieving such feats till now. Due to a widespread increase in the consumption of electricity, India faces an acute power shortage. A developing country like India must have enough electricity at affordable tariff, otherwise, it would seriously jeopardise its growth and progress. Further, in view of the protests from the public against the building of new nuclear plants for producing electricity, and the depleting supply of coal, and related environmental issues, it is the time for India to focus on producing electricity through solar power. India must cash in on this opportunity as much as possible. believer at the helm, not temporizers in republican motley. This still leaves unanswered the question we raised earlier: how does this help the BJP reach out to the ideologically uncommitted voters it needs to win close to 200 seats? The prevailing wisdom seems to be that Modi's stewardship of Gujarat has been so efficient, particularly in terms of economic development, that Indians committed to economic modernity - shareholders looking for a return on their investment, corporate houses frustrated by red tape, young people looking for jobs, farmers hungry for irrigation and electricity, the urban middle classes thwarted by bureaucratic irrationality and corruption, ordinary citizens maddened by absent infrastructure will vote for a Modi-led BJP because their first priority is 'governance', not an unfortunate spasm of violence that happened more than a decade ago. So in this reading of the BJP's election strategy we have Modi as Janus, whose fierce visage rouses the faithful, while his other, more technocratic, managerial profile draws in desis yearning for decisive, coherent governance that will free them from the economic and political dysfunction of Congress rule. It suggests that the the swing voters who turn against the United Progressive Alliance will do so by suppressing their queasiness about Modi's past because the good governance he offers is ideologically neutral and will lead, if you like, to a secular good: economic progress. But this is not, in fact, the deal that Modi is offering. Modi has done nothing to ease undecided voters over the hump of the Gujarat pogrom: no anodyne word of regret, nopro forma murmurings about reconciliation. He has doubled down on the violence in an explicit, public way. Maya Kodnani, who in the aftermath of the Naroda Patiya massacre was widely believed to have organized the killings of Muslim women and children (a belief legally borne out by the verdict of the special court who found her guilty), was appointed by Modi in 2007 to the post of of minister of women and child development. She only left that office after she was arrested in 2009. More recently - and this is revealing given the imminent elections - Amit Shah, Modi's protg, out on judicial bail as one of the accused in the kidnapping and killing by the Gujarat police in 2005 of Sohrabuddin Shaikh, his wife Kauserbi and Tulsiram Prajapati in a fake 'encounter', was appointed by Modi as the man in charge of the BJP's election campaign in Uttar Pradesh. A man accused of organizing an encounter killing, forbidden from entering Gujarat till the disposition of his bail petition lest he tamper with the evidence, was given political charge of UP in spite of concerns voiced within the BJP.The Times of India reported at the time that "muscle-flexing by Narendra Modi has forced top party-men to fall in line". Less than a week ago Amit Shah visited the improvised temple on the site of the razed Babri Masjid

In Hindutva lore, Muslims are feral beasts and in this narrative Modi is a fearless ringmaster, who makes no apology for showing them their place firmly and, if necessary, with a touch of the whip. The fact that the occasional Muslim alim or businessman from Gujarat makes the news for praising Modi, is read by the parivarfaithful as a tribute to Modi's ability to make even recalcitrant creatures jump through hoops.

CAG audit: Moily says everybody is cooperating


NEW DELHI, JULY 19: With CAG alleging that Mukesh Ambani-run Reliance Industries was delaying furnishing of records for audit, Oil Minister M. Veerappa Moily on Friday said there was no problem and everybody was cooperating. I dont know. That I must find out, he said when asked about the Comptroller and Auditor General of India writing to Oil Secretary complaining about RILs refusal to provide full assess to financial statements and records for audit of its spending on the flagging eastern offshore KG-D6 gas block. We are getting cooperation from everybody. There is no problem at all, he said. The question is we should not destroy them, then you get destroyed yourself, I am telling you. This is what is going to happen. If you destroy somebody, you get destroyed yourself. The CAG Principal Director of Audit (Economic and Service Ministries) AM Bajaj in the July 3 letter stated that RIL was providing information sought in phases and some records sought were still pending. RIL on the other hand says it is collating information sought and will provide it to CAG as and when it is ready. We want public sector to be involved (in exploration and production of oil and gas), we want private to be involved. But nothing should be done by breaking the rules or regulation. That we will safeguard. National interest will be safeguarded, Moily said. CAG at the request of the oil ministry is auditing KG-D6 spending for 2008-09 to 2011-12. It restarted the audit in April after issues like scope and extent of its scrutiny were resolved. RIL had previously stated that CAG cannot contractually perform a performance audit on it and Production Sharing Contract (PSC) only provides for a government appointed auditor to verify reasonableness of all charges and credits. CAG too has stated that it is not planning to a do a performance audit of the company but only wants to examine propriety of expenses made. For doing that CAG has been given the discretion of requisitioning records as it deems fit.

2G case: Anil Ambani, wife called as witnesses


NEW DELHI, JULY 19: Reliance ADA Group Chairman Anil Ambani, his wife Tina and 11 others were on Friday summoned as prosecution witnesses in the 2G spectrum allocation case by a Delhi court. I find that examination of these witnesses is necessary for just decision of the case..., Special CBI Judge O.P. Saini said adding the application is allowed in total and all 13 are summoned. The CBI, in its plea, had sought summoning of Mr. Anil Ambani as witness in the case to ascertain the alleged investment of over Rs. 990 crore by Reliance ADA Group companies in Swan Telecom Pvt Ltd, facing trial in the case along with its promoters Shahid Usman Balwa and Vinod Goenka. Congress slams Rajnaths English language remark


NEW DELHI, JULY 19: Taking on BJP President Rajnath Singh for his remark that the spread of English had hurt Indian culture, Congress on Friday said the opposition party had itself outsourced its vision document to people who only spoke English. I sometimes feel like laughing at our friends. On one side their vision document is outsourced to people who dont speak any language other than English. Is this medievalism or hypocrisy, Information and Broadcasting Minister Manish Tewari said in New Delhi. Tewari said the debate whether preschoolers should be taught English so that they can use the Internet had taken place in other countries also. This attempt to create a dispute over language or saying that one language is better or worse that another, doesnt strengthen the country and is not expected from a responsible political party, Mr. Tewari said.The I&B minister also rejected the criticism of the governments handling of the economy by BJP leader Yashwant Sinha. AMMAN, JORDAN, JULY 19: After Palestinian leaders demanded further guarantees before restarting talks with Israel, U.S. Secretary of State John Kerry discussed his ideas with the chief Palestinian negotiator in Amman on Friday. A stormy, high-level meeting of senior Palestinian leaders called to discuss U.S. Secretary of State Mr. Kerrys latest peace proposal ended with a decision on early Friday to demand that Israel agree on the general border of a future Palestinian state, officials said. The demand casts a cloud of uncertainty over months of U.S. mediation efforts because Israel rejects preconditions. No details were immediately available about Mr. Kerrys meeting with Mr. Erekat. The talks lasted more than two hours with a short break in the middle, possibly for consultations. The Palestinians demand is that the starting said that if Israel accepts the 1967 lines as a basis that would make most of the settlements illegitimate. While Mr. Kerry has not publicized details of his plan, the Arab Leagues decision on Wednesday to endorse his proposal raised speculation that the Palestinians would agree. MUMBAI, JULY 19: The BSE benchmark Sensex Friday gained for the third straight day by adding over 21 points to end at new 6week high on heavy buying in software exporters led by TCS following robust earnings. Sharp losses in BHEL, HDFC and ICICI Bank weighed on the 30share blue-chip index but good gains in IT and auto stocks like Bajaj Auto helped Sensex end in positive terrain. RIL closed 0.7 percent higher ahead of Q1 earnings. The Sensex, which had gained 277 points in past two sessions, advanced further by 21.44 points, or 0.11 percent to 20,149.85. Though, it commenced on a promising note to touch 2-month high of 20,256.60, fag-end profit booking wiped off some initial gains. Brokers said market sentiment bolstered after Tata Consultancy Services (TCS), Asia's largest software exporter by market value, gained 5.3 percent, leading peers like Infosys higher. MUMBAI, JULY 19: Housing finance major HDFC Friday posted 34 per cent rise in consolidated net profit at Rs 1,707.10 crore for the first quarter ended June 30, 2013. It had posted consolidated net profit of Rs 1,275.86 crore in the AprilJune quarter a year ago, HDFC said in a BSE filing. The total income during the period rose to Rs 8,482.85 crore, from Rs 7,388.51 crore in the same period a year ago. The consolidated result includes profit of subsidiaries such as HDFC Bank, HDFC Standard Life, HDFC Ergo General Insurance, HDFC Venture Capital and Gruh Finance Ltd. Parent company HDFC alone recorded a net profit of Rs 1,173.10 crore during the April-June quarter, up 17 per cent against Rs 1,001.91 crore in the same period a year ago. The total income during the period on standalone basis rose to Rs 5,556.94 crore from Rs 4,934.95 crore in the same period of the previous fiscal. The standalone profit of the company was in line with the market expectation. However, shares of the company were trading at Rs 802.60, down 2.46 per cent on the BSE. As of June 30, 2013 the loan book stood at Rs 1,76,993 crore as compared Rs 1,48,262 crore at the end of first quarter of last fiscal.

"Yes, finally, we have been called back by the Director General of Police (DGP) making an end to our stay on the JU campus this afternoon. Since, members of the contingent belong to different wings, we have been directed to report to the 10th Battalion of the Indian Reserve Police (IRP)," head of the contingent, Dy SP, Ashutosh Sharma. After the end of agreement between JU and the Home Department on March 31 last, the entire contingent of the police stayed on the campus without salaries.
