Public Notice Voluntary Load Disclosure Scheme (VLDS) for Domestic and Non Domestic / Commercial Consumers.

It has been observed that the consumers covered under Schedule 1; Domestic Category and Schedule 2; Non Domestic / Commercial Category extend their electrical installations for using modern gadgets like ACs, Microwave Ovens, Washing Machines etc. but dont get their load regularized. In the absence of data of actual installed load, JKPDD is unable to plan and upgrade the existing transmission and distribution system to cater the actual load. This leads to more interruptions/breakdowns of supply due to overloading of distribution system, causing avoidable inconvenience to our esteemed consumers. The matter has been considered and it has been decided to introduce Voluntary Load Disclosure Scheme (VLDS) for Domestic Category and Non Domestic / Commercial Category Consumers to give them opportunity to get their unauthorized load regularized within three months of publication of this notice. The salient features of VLDS shall be as under:i.

There will be no checking of connected load during the period VLDS remains in force and no penalty for unauthorized extension in load disclosed voluntarily shall be levied. For the purpose of computing total connected load, the actual continuous rating of an apparatus/appliance connected to the wiring will be taken into account. However, the following standard wattage ratings will be adopted for assessing the connected load, if actual rating is not specified by the consumer: CFL 15 Watts Bulb Tube Light Fan Tape recorder / Music System Television Mixie Electric Iron Fridge Cooler 60 Watts 40 Watts 60 Watts 100 Watts 90 Watts 375 Watts 750 Watts 150 Watts 250 Watts

The connected load of UPS indicated in kVA will be converted in kW by multiplying with the power factor of 0.9. However sockets installed on the output side of UPS will not be taken into account. No Service Connections Charges and Security Deposit shall be recovered from the consumers for the enhanced load declared under VLDS. Any additional infrastructure required to be provided by Non Domestic/ Commercial Consumers for the purpose of accommodating additional load declared under VLDS shall at the charge of the consumers. While regularizing the load under VLDS, field officers shall ensure that the connection is not being misused by the consumer of domestic category for Industrial/ Commercial purpose. Domestic consumers shall be allowed to extend their load under VLDS subject to total load of 100 kW.

The VLDS scheme will be available only for three months

only. As such consumers are requested to avail this facility in order to avoid penal action besides levy of load surcharge on account of unauthorized load if detected during checking by JKPDD after the expiry of VLDS period.
