Few suggestions from the desk of Naresh Kadyan, Member of the State Committee for Slaughter Houses (Govt.

of Haryana) for the next meeting of Haryana Gau Seva Ayog (Govt. of Haryana) for consideration, which to be held on July 31, 2013. 1. Cow progeny be declared as state domestic animals of Haryana in first phase then in second phase rules and regulation be prepared then announcement of pension scheme for cow progeny. 2. To raise funds for pension scheme, Haryana Gau Seva Ayog creates a Cow progeny protection fund and then applies for FCRA to collect funds from the International communities starting stray cow progeny adoption scheme. The UN affiliated OIPA www.oipa.org chapter in India will generate funds from its members. 3. CSR of the multi nationals companies can be utilised to generate more funds and wide participation of the society to protect cow progeny, to avoid it disappearance. 4. Special incentives to promote organic farming, utilisation of male calves. 5. Introduce scheme for more lactation from the cows, marketing their products. 6. To protect original species of Indian breed of cows. 7. To start animal ambulances and shelter for cows progeny in distress. 8. Offenses against animals needs to be cognizable, non bailable in legal terms, being an animal as state subject. 9. All toll tax barriers needs attention to stop and control cruel animal transportation. 10. Fixation of rates of feeding charges for all kinds of animals, to be kept in infirmaries during court trials. 11. Infirmaries are to be set up as required under section 35 of the PCA Act, 1960. 12. All SPCAs be notified by the Govt. and then registered under the Societies Registration Act, 2012 as applied in case of Haryana Livestock Development Board by the Govt.of Haryana. 13. Haryana Animal Welfare Board may kindly be reconstituted. 14. Gau Charan common land needs attention and renotified. 15. Combine machines be avoided, its speed limit be fixed not more than 20 kms per hours, if Combine machines used then obtained undr taking from the owners of the land and combine machine that they will convert the straw in to fodder, to avoid unnecessary pollution, burning of straws. 16. To introduce awards for best animal breeders and activist in the name of freedom fighter Ch. Ranbir Singh Hooda. 17. To design a prototype of suitable vehicles to transport animals from one place to another, like wise Haryana State Animal Transportation Rules, 2013 be introduced. 18. The National Cattle Commission Report, 2002 be viewed for implementation of its best features, recommendations.

19. To introdce humane behaviour with animals protocal, animal welfare subject in educational Institutions, to teach as its our fundamental duties as defined in article 51 A(g) of Indian Constitution. 20. Session trail for all offenders in fast track court. 21. Special Task Force be set up under the Haryana Gau Seva Ayog empowered with Police powers as per section 34 of the PCA Act, 1960. 22. Haryana Gau Seva Ayog, SPCAs and selected NGOs be authorised to collect fines from the animal abusers one animal one offense, animal transportation in goods transport vehicles be banned, RTAs be directed to obtain undertaking from the vehicle owners, not to transport animals violating the Cattle Transport Rules, 1978 amended in 2001 read with the Haryana Motor Vehicle Rules, 1973. 23. Animal Welfare Act, 2011 draft under consideration with the Ministry of Environment and Forest may kindly be considered as model, sub committee may kindly be constituted to examine the legislations enforce for animal welfare in Haryana, prepare draft for replacement. The UN affiliated OIPA in India and PFA Haryana demands: Animal is a state subject in the federal system in India, then state governments should declare the cow and oxen as a state domestic animals to protect their species, the Animal Welfare Board of India - AWBI may approve and recommend the same.
