New patrols designed to enforce pedestrian safety

The Moorestown Sun
Main Street is one of the
busiest areas in town. From the
number of restaurants and stores
to pedestrian traffic and on-street
parking from North Church
Street to Chester Avenue, cross-
walk safety is important.
The Moorestown Police Depart-
ment is working jointly with the
Burlington County Sheriff s De-
partment to implement crosswalk
safety in the township. A $30,000
grant was recently awarded to the
county by the states Division of
Highway Traffic Safety to help en-
force pedestrian safety.
The money will be used to con-
duct 30 patrols throughout the
county until June 30, 2014. One
has already occurred in
Moorestown.
According to Police Lt. Lee
Lieber, Moorestown requested as-
sistance from the county.
We are trying to promote
pedestrian safety and educate
pedestrians so they see the proper
way to enter the crosswalk, in-
stead of stepping off the curb and
running into the street, he said.
According to the sheriff s de-
partment, the Pedestrian Enforce-
ment Grant will have undercover
officers posing as pedestrians
using the crosswalk. If vehicles

tance of the crosswalk or drive

through, violators will be given
warnings and tickets.
A $200 fine, plus court fees,
would be given to violators with a
possible sentence of community
service. If a pedestrian is struck
and seriously injured, fines would
increase up to $500 and come with
a sentence of up to 25 days in jail.
The stopping distance is deter-
mined at the speed they should be
traveling. If the driver continues
on through, they will be stopped,
Lieber said.
According to the state Motor
Vehicle Commissions driving
handbook, the proper braking dis-
tance for drivers traveling at 20
mph is 25 feet with a reaction time
of 22 feet. The faster the vehicle,
the longer it takes to stop. Burling-
ton County Sheriff Jean Stanfield
said the first time officers patrol
the crosswalks is for educational
purposes, passing out cards with
pedestrian safety information and
issuing summonses to violators.
The second time, they will
take a harder stance. I think by
doing this throughout the county,
it will create a greater aware-
ness, she said.
If drivers dont stop after an of-
fense, the license plate will be
recorded and a ticket will be
mailed to the offenders home.
Since 2009, 25 pedestrians have
been involved in crashes, while 39
fatalities occurred between 2007
and 2011. A county officer, along
with one municipal officer, will
patrol the crosswalks for a few
hours. She said the department
selects the time of day best suited
for patrolling, and the grant cov-
ers local officers overtime.
This is the first year the county
received this type of grant from
the state.
If we can continue to receive
funding for this, it will make us
more effective. The more we are
out there, the more people will see
us, she said.

On Saturday, July 13, the Sun-
nybrook swim team traveled to
Greenwood Park in Turnersville,
for its fourth A meet of the 2013
season. The Sunnybrook Mako
Sharks left with another win in a
highly competitive match that
went to the very last event before
being decided. During this meet,
the Sunnybrook Makos set four
new club records, including two
more than 20 years old.
The 15 to 18 boys were respon-
sible for three of the new club
records. The team of Alexander
Martin, Devin Nielsen, Timmy
Runfola and Will VanFossen best-
ed the 1992 club record of 1:54.47
in the 200-meter medley relay by
more than a second, with a new
time of 1:53.25. The team of
Nielsen, VanFossen, Martin, and
Matt Schaeffer then bested the
Sunnybrook 200-meter free relay
record of 1:41.49, set in 2007, with
a new standard of 1:40.74. For the
100-meter backstroke, Alexander
Martin broke the 2009 record of
1:00.97 in the 100-meter back-
stroke for 15 to 18 boys, with a
new time nearly two seconds
faster at 59.03.
The other broken club record
was set by 8 and under swimmer
Mia Peper. Peper broke a 22-year-
old record in the 25-meter back-
stroke, besting the previous time
of 21.11 with a new time of 20.82.

Meet started with event sweep in IM 100-meter
Individual Medley
The meet started with an event sweep by
the 11 to 12 girls. Annie Wixted placed first
in the 100-meter, followed by Annabel Gor-
man second and Janey Galski third.
The 11 to 12 boys captured first (James
Santarpio) and third (Hunter Fazler).
Catherine Wilson placed second and
Tara Thornton third for the 13 to 14 girls.
Jed Fazler swam to third for the 13 to 14
boys. Samantha Trivinia placed second for
the 15 to 18 girls, and Timmy Runfola cap-
tured second and Brian Wardzinski third
for the 15 to 18 boys.
Medley Relays
The clubs split the medley relays, each
winning five. For Sunnybrook, the win-
ning teams were the 8 and under girls

In the 25-meter 8 and under girls

and Charlie Duffy third.
Libby Hock was second in the 50-meter
for 9 to 10 girls and Jack Thornton third,
for the 9 to 10 boys. The 11 to 12 girls placed
one-two with Julia Darmo swimming to
first and Shannon Raue to second, in the
50-meter.
Patrick Hartshorne grabbed the blue
ribbon for the 11 to 12 boys.
For the 13 to 14 girls 100-meter, Tara

inally, nine months after Super-
storm Sandy touched ground,
New Jerseys economy is gain-
ing momentum.
A report released last week by Wells
Fargo, the states second largest bank
by deposits, says that federal and in-
surance money flowing into the state
to aid in the Sandy recovery started to
pay dividends in the first half of 2013,
and should continue to propel the
economy for the rest of this year.
According to the report, the state
added 4,200 construction jobs from
January to June of this year. The
same time last year, the industry lost
4,500 jobs.
Its a great sign for the state. Gov.
Christie estimated New Jersey suf-
fered $37 billion in damage from the
storm. Approximately 22,000 homes
were left uninhabitable and 325,000
others were significantly damaged.
Now, in the dead of the summer,
with the start of hurricane season ap-
proaching again, construction is heat-
ing up, fueling the states overall eco-
nomic recovery.
The Wells Fargo report wasnt all
peachy, though. While New Jerseys
economy was significantly better in
the first half of this year compared to
last, it still lags behind national aver-
ages. Six percent of all mortgages are
in foreclosure, the second-highest rate
in the country behind only Florida.
Housing prices grew only 2.9 percent
year over year, while the national aver-
age stood at 12.2 percent. New Jerseys
unemployment rate dropped almost a
point in the last year, and that trend is
expected to continue, but it still sits at
8.7 percent compared to the national
average of 7.6 percent.
These stats beg the questions:
Should we compare New Jersey to the
rest of the country? Or should we just
compare the Garden State to itself ?
New Jersey is a very unique state in
that its economy is fueled strongly by
two major metropolitan regions whose
city is in another state. The economy
works differently here. Employment
works differently here. Elections work
differently here. So why, then, if we
are an outlier, must we compare our-
selves to others?
For once, we need to focus on our
own recovery, and ensure we are
adding as many jobs as we can, no
matter what our stats look like com-
pared to every other state.

The backstroke event started
and ended with new Sunnybrook
club records. For the 8 and under
girls, Mia Peper swam for first
place and the new club record in
the 25-meter. Emma Holmgren
was right behind her for second
and Caitlin Barr for third, for an-
other event sweep by the Mako
Sharks. In the 8 and under boys
backstroke event, Holden Zim-
merman placed second and
Michael Laufer third. Anu Bezwa-
da captured second and Grace
Buss third for the 9 to 10 girls 25-
meter back.
The 11 to 12 girls powered to the
third Sunnybrook sweep in the 50-
meter, with Janey Galski first,

The beginning of the school
year is creeping up for parents,
children and teachers, but a con-
tract agreement has yet to be
reached between the board of edu-
cation and Moorestown Educa-
tion Association.
A meeting is scheduled for Aug.
5 with a state-appointed mediator,
said board member Kevin OSulli-
van, who sits on the negotiations
committee. The MEA requested a
mediator in the beginning of May.
Two meetings were scheduled for
that month, but were cancelled.
Up until the last round of ne-
gotiations, the MEA and the board
of education always reached a set-
tlement before the start of school.
It is, and always has been, our
goal to reach a settlement before
school starts. Hopefully, the Aug. 5
meeting will result in a settle-
ment, MEA president Lisa Tra-
pani said.
OSullivan said the board and
MEA are on opposite ends of the
spectrum, and while a mediator
will navigate between two differ-
ent rooms to help bring the two
sides together, the bottom line is
the issues keeping the two sides
apart are the cost of health care,
salary and contract language.
Health care is by far the cen-
tral issue of this current negotia-
tion, he said.
The cost of health care is con-
stantly increasing, and while the
board recognized that factor,
changing from a state plan to
Aetna is saving the district more
than $1 million.
According to OSullivan, teach-
ers paid approximately 12 percent
toward health-care costs, while
the board paid 88 percent in 2013.
Under the contract that ex-
pired June 30, the board of educa-
tion takes seven times the risk of
the employee. If health care goes
up by $1 million per year, the em-
ployee pays $120,000 and the board
of education pays $880,000, he
said.
Not all employees are paying
the same percent toward health
care. OSullivan said some are
paying 3 percent of premiums.
Others are paying more than 20
percent.

Keys Aug. 10
The Burlington County Sher-
iff s Department will be holding a
free presentation designed to re-
duce teen driver crashes by in-
creasing parental involvement.
The program, Share the Keys,
will be held Aug. 10 from 1 to 3
p.m. at the Emergency Services
Training Center, 53 Academy
Drive, Westampton. This pro-
gram is designed for teens who
are just getting or have their driv-
ing permit and their parents.
Door prizes, including AAA mem-
berships, will be given out during
the class.
For already licensed teens the
department is offering two defen-
sive driving classes on Aug. 10
and Aug. 24 from 8:30 a.m. to 3:30
p.m. at the Emergency Services
Training Center. Participants are
eligible to receive an insurance
discount of up to 5 percent as well
as have two points removed from
their driving record.
The National Safety Council re-
quires a $10 check or money
order. The department is encour-
aging parents to attend the class
with their teen driver.
Every 10 minutes a teen in the
state is involved in a car crash.
These are most often due to driv-
er distraction, inexperience,
speeding and failure to yield.

It is the more volatile part of
the budget and keeps increasing
exponentially. Its such a large
part of the budget that it crowds
out any other increase of invest-
ment opportunity, he said.
When the 2013-2014 budget was
passed in April, it showed a 1.61
percent increase, or $30.78 more in
school taxes annually for the aver-
age assessed home. Under the
state-mandated cap, teachers were
concerned that the school boards
decision to not take advantage of
raising taxes to 2 percent would
affect the future generation of
money and educational resources
available from lack of funding.
If the board increased the taxes
to cap, the actual budget increase
would have been more than 4 per-
cent, OSullivan said.
Although taxes were increased
by 1.61 percent, the district in-
creased its budget by 2.4 percent
for the 2013-2014 school year be-
cause of expected revenues from
nontax sources such as the
agreement with Delanco and the
state-mandated use of $700,000 in
excess budget funds, he said.
According to OSullivan, what
the MEA is looking for is an in-
crease the board does not have in
its budget.
We could either raise taxes by
4 percent or more every year,
which is highly unlikely, or cut
$1.1 million out of the budget.

as health-care costs continue to
consume a larger share of the
budget, he said.
If it came down to cutting from
the budget, OSullivan said the
cost of salaries and benefits
would have to be reduced, which
might result in outsourcing or lay-
offs.
In June, the board approved a
three-year contract with ABM, a
janitorial service company, out-
sourcing night custodial staff at
William Allen Middle School.
Some parents and teachers
were unhappy with the boards de-
cision, many saying safety issues
and lack of proper upkeep are
concerns.
Before the dispute over out-
sourcing WAMS night custodians
arose, the district had already out-
sourced in areas that would not
directly affect student learning.
The school district outsources
other services such as bus drivers,
lunch staff and grounds person-
nel.
The district is attempting to
save money in areas that would
not greatly affect students, board
president Don Mishler explained
to The Sun in June.
Rumors were also spread re-
garding outsourcing of parapro-
fessionals, a possibility many did
not take lightly.
There is more concern with the
2014-2015 school year.
According to OSullivan, the es-
timated payroll for next year is $40
million and health care is approx-
imately $10 million. If 2 percent
raises are given on top of existing
raises, the district would spend
$800,000. But if health care in-
creases, there would be an in-
crease in expenses, resulting in an
increase of taxes more than the
cap.
If insurance increases by the
maximum negotiation rate, 16
percent, there would be a $1.4 mil-
lion increase in expenses, or a 5.5
percent increase.
The problem is we can only
raise taxes 2 percent of our cur-
rent tax levy of $54 million. That
leaves us with a $1.1 million prob-
lem, he said.
Coming up on an expired term
and not seeking reelection, OSul-
livan said addressing the raising
cost of health care in the current
three-year contract is vital for the
2014-2015 school year, and a rea-
sonable salary settlement would
alleviate the issue.
I want to leave them in good
hands, he said.

Youth soccer clinic for
boys and girls this fall
A youth soccer clinic will be
conducted this fall for boys and
girls entering kindergarten to
sixth grade.
Paul Wimbleton, who has 22
years as a professional soccer
player in the International
League and 15 years of youth
coaching experience, will conduct
all clinics. Tuesday sessions will
be held Sept. 10 to Oct. 29 and
Thursday sessions will run from
Sept. 12 to Wednesday, Oct. 30.
Clinic times are from 4:30 to
5:30 p.m. for children in kinder-
garten to second grade, and 4:30
to 5:45 p.m. for children in third to
sixth.
The clinics are designed to de-
velop solid soccer players in a
noncompetitive and educational
atmosphere, using foundation
skills and sportsmanship. Clinics
will be conducted at Jeff Young
Park, 109 New Albany Road.
Players should bring shin
guards (mandatory), sneakers or
cleats and a water jug.
The cost for the program is $60
for residents, $80 for nonresident
children attending school in
Moorestown.

The Moorestown Sun
The Moorestown Board of Ed-
ucation recently approved a rev-
enue generation pilot program
slated to begin in the fall at the
high school.
The board unanimously ap-
proved the implementation of a
stadium banner pilot program in
the hopes that it would attract
more sponsors to advertise on
recreational fields throughout
the school district.
We wanted to bring this for-
ward right away because the op-
portunity is finally solidified
enough to come before the
board, board vice president
Kathy Goldenberg said.
According to board president
Don Mishler, the Moorestown
Football Club will coordinate and
pay for creating and maintaining
banners at the high school stadi-
um and would be reimbursed
from the proceeds if it does not
exceed $200.
The parameters of the pilot
program are for advertisements
at the stadium and possibly the
tennis courts, Goldenberg said.
As of now, it is only for the fall
season. Booster clubs or teams
soliciting sponsorships will re-
ceive 50 percent of net proceeds.
The board of education will re-
ceive 40 percent and the facility
host team 10 percent.
Its a program that is ready to
go and we are pretty sure its
going to be successful. The idea is
to entice others to think about
the idea about how they can get
in, Mishler said.
All high school sports teams
may participate.
All banners would be uniform
in size and color, with school ap-
propriate materials tobacco,
firearms, alcohol, gentlemans
clubs, adult videos and others are
prohibited.
Both MHS Athletic Director
Neil Rosa and the school board
must approve before banners are
created and displayed.
The proceeds from the pro-
gram will go into the student
fund account, Mishler said.
According to board member
Dave Weinstein, the board ap-
proved a policy on the first read-
ing for school advertising. The
policy committee is in the
process of setting further param-
eters for what can and cannot be
advertised on school grounds.
There is going to be differ-
ence in interpretation, he said.
Banners would be installed on
Sept. 1 and removed at the end of
the fall season upon direction of
Rosa.
The next board meeting will be
held on Tuesday, Aug. 20, at 7:30
p.m. in William Allen Middle
School, 801 N. Stanwick Road.

to host winery tour Oct. 19
Indian Springs Questers of
Moorestown is hosting a winery
tour visiting three local wineries
on Saturday, Oct. 19.
The first stop is Heritage
Wineries where participants will
be given a private, guided vine-
yard tour, followed by wine tast-
ing in the barrel room. There will
be time set aside for people to pur-
chase wines and browse the gift
shop before departing for the next
destination.
The second stop is Monroeville
Wineries, a fairly new winery
home to award-winning wines. A
wine room has been reserved for
the occasion and includes wine
tasting and lunch.
The final stop of the day is the
Wagonhouse Winery for a private
wine tasting under a party tent.
Afterward, participants can visit
its beautiful wine room and gour-
met shop.
The cost of this all-day event is
$95 per person including lunch.
The money is due no later than
Wednesday, Sept. 11.
All proceeds from this event
will be donated to the 2014 New
Jersey State Questers Preserva-
tion and Restoration Fund. Space
