FILING: Proceed to the Customer Service Counter to have your documents checked for completeness, and secure a Driver's License Application Form. Get a queue number and wait for your number to be called. When your number is called, proceed to the transaction counters to submit all required documents to the Evaluator. Proceed to the Photo-taking/Signature Area to have your picture and signature taken when your name is called. Proceed to the Cashier when your name is called to pay the necessary fees and obtain an Official Receipt. Proceed to the Releasing Counter, present the Official Receipt and claim the temporary student permit/license.

Note: A foreign driver's license is not acceptable for conversion into Philippine driver's license if: The foreign license is not written in the English language; or The country of origin of the driver's license has no embassy in the Philippines.
IMPORTANT: Drivers License Receipt (DLR) represents payment for a Drivers License. It serves as a Temporary License of the applicant for ninety (90) days from the date of issuance while the Card-Type license is being processed and printed at the LTO Central Office provided the applicant passed both the Written Examination and Actual Driving Test. The DLR must be SIGNED by the driver and must be PRESENTED in claiming the Card-Type Drivers License from the District Office where the applicant applied.

MANILA, Philippines Signed into law last May 30 by President Benigno Aquino III, R.A. 10586 states that drug testing will only be conducted for those driving under the influence (DUI) as determined by law enforcement authorities based on certain manifestations, like overspeeding, weaving, lane straddling, swerving and others.1 The 15th Congress, Senate of the Philippines, press-released the new law criminalizing drunk driving or driving under the influence of drugs revoked an inutile provision in the Dangerous Drug Act of 2002 which required mandatory drug testing for those applying of drivers' licenses. It states that Senator Vicente C Sotto III, the principal author of RA 10586, stressed that there is no more mandatory drug testing when one applies or renews for a drivers' license. This is because the new law, Republic Act No. 10586, expressly revoked Sec. 36 (a) of the Dangerous Drugs Act of 2002 which mandated the drug testing.2 The senator, who has been one of the most ardent advocates against illegal drugs, pointed out that the mandatory drug test has become a waste of money for motorists as well as an ineffective requirement, citing data mined from the Department of Health and the Dangerous Drug Board. 3 Torres, however, said she would meet with some government agencies this week to discuss Republic Act 10586, which, according to its principal author Sen. Tito Sotto, scraps costly drug tests as a requirement.4 Starting June 28, 2013, there will be no more drug test for license applicants. It became a rule yesterday afternoon following a meeting of the technical working group crafting the IRR of Republic Act No. 105865, according to Land Transportation Office (LTO) chief Assistant Secretary Virginia Torres.6

PROCEDURES The renewal of drivers licenses of Filipino nationals who are staying abroad shall be guided by the following procedures: The authorized representative shall present to the LTO License Section/District Office/Licensing Center the above-mentioned requirements. The License Section/District Office/Licensing Center shall accept renewal; collect required fees issue/release the owners copy of the Drivers License Receipt (DLR) to the representative. The releasing Clerk shall stamp the words LICENSEE ABROAD. FOR THE PHOTOTAKE WITHIN 30 DAYS UPON ARRIVAL at the right side portion of the DLR. The License Section/District Office/Licensing Center shall keep on file all the documents until such time that the licensee appears at the LTO office for photograph taking. The Licensee shall present himself/herself within Thirty (30) days upon arrival to the same office where the renewal was made for photograph taking with the following documents: Original DLR (in case of lost DLR, submit a duly notarized affidavit of loss) Original passport Submit a valid drug test result
The License Section/District Office/Licensing Center shall retrieve from the files the documents previously submitted to incorporate with the other requirements. The evaluator shall process the documents and after approval, recommend for the production of the drivers license and release same to the licensee. A Penalty fee shall be collected from the holder of an expired license submitted for renewal.

VALIDITY If your Philippine drivers license is valid for one year, the PIDP will be valid for one year from the date of issue. If the Philippine drivers license is valid for less than one year, the PIDP will follow the validity of your Philippine drivers license. So if your license will expire in six months, your PIDP will also expire in six months. If your PIDP has expired and you are still abroad, you can renew it in any AAP office through a representative (friends or relatives in the Philippines) or send an application for renewal online by visiting the AAP website at www.aap.org.ph. In case of an online renewal, a representative will still need to proceed to any AAP office to complete the process and submit the requirements needed. If the Philippine drivers license presented upon the previous application for your PIDP is still valid, the representative can just present a photocopy to renew the PIDP. If your local license is already expired, the representative needs to secure a temporary license from LTO and present it to any AAP office, together with the Official Receipt (OR). If the renewed drivers license is with you abroad, a photocopy together with the original LTO certification and OR will be needed for the renewal. The PIDP is issued only by the AAP. However, interested parties may also apply for PIDP thru Mail and More outlets nationwide except for SM Malls, which are authorized by AAP to accept and process PIDP. A PIDP issued elsewhere is most likely fake and using it can get the one holding it into serious trouble abroad. Choose the bank for payment on the Bank dropdown box then click submit. Enter the pertinent card details such as the ATM card number, pin number and account type at the form then click pay. The confirmation window will appear containing all your payment details. This will serve as your transaction receipt and proof of payment. Click continue to finalize your transaction. Copy or print the reference and sales invoice number in the AAP acknowledgement window should you inquire on the status of your online application.
