You need to know if the heat rate is based on the gross or the net plant output, and if the heat rate is based on the Lower Heating Value (LHV) or Higher Heating Value (HHV) of the fuel. Since this is a combined cycle plant it is most likely based on the LHV. For any specific load point (such as full load) the heat rate will be different depending on the ambient conditions (ambient temperature, ambient pressure, and humidity). For a known heat rate (BTU/KWH) at a known power output (KW) the product of the two values is the heat input (BTU/hr). PTC46 Overall Plant Performance is sort of man umbrella standard. PTC 22 covers the Gas Turbine, PTC51 the Inlet Air-Conditioning System, PTC 6.2 the Steam Turbine, PTC4.4 the Heat Recovery Steam Generator, PTC 12.s covers steam Surface condensers and PTC 30.1 covers Air-Cooled Steam Condensers.
