versity of the Philippines, was awarded the PLAI
Hall of Fame Award for 2007 during the Fellowship
Luncheon of the Philippine Librarians Association,
Inc. held at Kamay Kainan, TriNoma, Quezon City
on November 30, 2007.
Atty. Santos was conferred the award for his
“outstanding contribution to Philippine Librarianship
in helping craft RA 9246 repealing RA 6966

Our distinguished guest of honor and speaker, Dr. Holger Knudsen, our respected mentors,
I say mentors or our advisers who are here today, Mrs. Susima Gonzales and Atty. Antonio
Santos, fellow officers of the past and present Board, fellow librarians, friends, good morning.
I am having a mixed feeling right now. Some of my close friends know how much I have

former Chair of the Board for Librarians and now President of the Philippine Librarians

my boss and also past President of PLAI; Ms. Milagros Santos-Ong, also past
president of PLAI and other organizations; and, Ms. Alegria

I have now served the PGLL Board for six years. I would
say that this is really a very special group. I would like to task
the new officers including myself to invigorate activities for our
members like networking, formal and informal. Of course, we will continue to look into the
continuing education of our members, maybe come out with publications, etc. These are the
only things that I can think of right now and these have to be considered in the annual planning
activity of the Board.
Lastly, I thank everyone who gave his/her trust and confidence to this new Board. We will
not make big promises, but only a promise to dispose of our duties to the best of our ability.
I would also beg for your support especially the support and guidance of our advisers.

Palawan seminar discusses partnering

A favorite vacation destination famous for its natural beauty of white sand beaches, unique underground river and pleasant
climate, Palawan is the venue for the three-day seminar, “Partnering for Successful Library and Information Services”
organized by the Philippine Group of Law Librarians, Inc. to be held at the Asturias Hotel in Puerto Princesa from 21-23 April
2008.
The objectives of this seminar are for the participants to be updated on the new trends in librarianship; to gain awareness of
what, how and why partnering is important to library and information services; to know the issues and problems of partner-
ships; and, to jumpstart partnering among the participants.
PGLL is leaving no stone unturned in making this seminar a success. Invited resource speakers are: Professor Jules
Winterton, Associate Director and Librarian, Institute of Advanced Legal Studies, University of London, England; Ms.
Harvinder Kaur, Chairperson of the University of Malay Law Library; Ms. Milagros S. Ong, Library Director of the Supreme
Court; and, Director Lilia R. Austriaco, Professor and Dean, College of Engineering, Angeles University, Pampanga.
Aside from PGLL members, librarians, library administrators, library support staff, information specialists, knowledge
managers, researchers/associates, friends and stakeholders of library and information services who want to know more about
partnering, networking and resource sharing with international librarians are encouraged to attend this seminar.

2. “Roundtable Discussion on “Republic Act
No. 9246, Philippine Librarians Act of 2003: Issues
and Updates” held at the College of Law Library, on
February 28, 2007. The Board for Librarians,
Chairperson Ms. Corazon M. Nera, Ms. Elnora L.
Conti and Ms. Elizabeth R. Peralejo were invited to
expound on the librarianship law and clarify issues
raised.
3. “Forum on Book Writing, Publishing and
Selling” at the World Trade Center, Pasay City, on
September 1, 2006.
The Finance Committee submitted an audited
PGLL Financial Report for 2005-2007 which is
published separately in this newsletter issue.
The Publication Committee, tasked to come out
with the PGLL Newsletter, published three issues:
July- December 2005, January-June 2006 and July-
December 2006.
The Membership Committee listed 68 paying
members.
The NOMELEC with Ms. Girlie R. Dayrit serving as
the Chairperson, reported fifteen candidates for the
positions of the 2007-2009 Executive Board. Ballots
were sent out to members, later canvassed and
tallied on October 15, 2007 at the National Library.
The nine candidates who got the highest votes
were declared winners and will soon take their
oaths of office.
The Legislation Committee looked into the
proposed amendments to the PGLL By-laws and
recommended its approval and implementation.
A PGLL website (http://www.geocities.com/
pgllboard) was set up, and the registration of the
organization with both Bureau of Internal Revenue
and the Security and Exchange Commission were
taken up for discussion and action.
It was our distinct honor and privilege to serve
the association. Thank you for the trust and
confidence you have given us to lead the PGLL for
the years 2005-2007.

The involvement of Ms. Rey in librarian-
ship activities, such as conferences and
seminars, as either an active organizer,
resource speaker, trainor or facilitator/
moderator proves her zeal and dedication to
the profession she has chosen.
Ms. Rey believes in patronizing “saliring

founding member and president of the Philip-
pine Group of Law Librarians; and for being a
distinct voice in the cause of Southeast Asian
leadership.”
His genuine love and dedication to librarian-
ship has earned him national and international
recognition. He holds the distinction of being
the first recipient of the Outstanding Librarian
of Southeast Asia given in Singapore by the
Congress of Southeast Asean (CONSAL) in
2002. Worth mentioning are two of the numer-
ous prestigious awards he has received: the
Professional Regulation Commission for
Outstanding Professional in the field of Library
Science in 1999 and the University of the
Philippines’ Gawad Chanselor for Pinakama-
husay na REPS (Professional Staff) in 2003.
Lawyer-librarian Santos, who is not to rest on
his laurels, serves as an adviser to the PGLL
Executive Board. He is presently a member of
the Congress of Southeast Asean (CONSAL)
