Groundwater availability is at the core of hydrogeology as a
discipline and, simultaneously, the concept is the source of
ambiguity for management and policy. Aquifer yield has undergone
multiple definitions resulting in a range of scientific methods to
calculate and model availability reflecting the complexity of
combined scientific, management, policy, and stakeholder
processes. The concept of an aquifer-yield continuum provides an
approach to classify groundwater yields along a spectrum, from non-
use through permissive sustained, sustainable, maximum sustained,
safe, permissive mining to maximum mining yields, that builds on
existing literature. Additionally, the aquifer-yield continuum provides
a systems view of groundwater availability to integrate physical and
social aspects in assessing management options across aquifer
settings. Operational yield describes the candidate solutions for
operational or technical implementation of policy, often relating to a
consensus yield that incorporates human dimensions through
participatory or adaptive governance processes. The concepts of
operational and consensus yield address both the social and the
technical nature of science-based groundwater management and

La disponibilidad del agua subterrnea es el centro de la
hidrogeologa como disciplina y, simultneamente, el concepto es
una fuente de ambigedad para su gestin y la poltica. El
rendimiento de un acufero ha sido objeto de mltiples definiciones
que derivan en un abanico de mtodos cientficos para calcular y
modelar la disponibilidad reflejando la complejidad de los procesos
combinados, cientficos, de la gestin, de la poltica y de las partes
interesadas. El concepto de continuidad del rendimiento de un
acufero proporciona una aproximacin para clasificar los
rendimientos del agua subterrnea a lo largo de un espectro, desde
el no uso, a travs de rendimientos, permisivos sostenidos,
sostenibles, mximos sostenidos, seguro, permisivos mineros a
mximo minero, que se basan en la literatura existente.
Adicionalmente, el rendimiento continuo del acufero proporciona
una visin de los sistemas de la disponibilidad de agua subterrnea
para integrar aspectos fsicos y sociales al evaluar las opciones de
gestin a travs de la configuracin de los acuferos. El rendimiento
operacional describe las soluciones candidatas para la
implementacin operacional o tcnicas de la poltica, a menudo

La disponibilit de l'eau souterraine est au centre de l'hydrogologie
en tant que discipline, et simultanment le concept est source
d'ambigut pour les processus de gestion et de police de l'eau. Le
terme dbit d'un aquifre a connu de multiples dfinitions rsultant
de la gamme des mthodes scientifiques de calcul et modles
disponibles, refltant la difficult de concilier science, processus de
gestion, police de l'eau et dpositaires d'enjeux. Le concept d'un
continuum aquifre-dbit fournit une approche pour classer les
prlvements d'eau souterraine dans un spectre s'tendant de la
non utilisation au dbit exploitable assur, dbit exploitable, dbit
maximum exploitable, dbit de scurit, dbit d'exploitation tolr
des rserves, jusqu' l'exploitation des rserves ultimes, spectre
la base de la littrature existante. De plus, le continuum aquifre-
dbit fournit une vision systmique de la disponibilit de l'eau
souterraine pour intgrer des aspects physiques et sociaux dans
l'valuation des options de gestion exploitation selon les catgories
d'aquifres. Le dbit oprationnel dcrit les solutions candidates
pour une mise en place oprationnelle ou technique d'une politique
de l'eau, souvent en relation avec une production consensuelle
incluant des dimensions humaines travers des processus de
gouvernance participative ou adaptative. Les concepts de dbit
oprationnel et consensuel concernent la fois la nature sociale et
technique de la gestion et la gouvernance scientifique de l'aquifre.

como disciplina e, simultaneamente, o conceito origem de
ambiguidade para a gesto e para as polticas da gua. A
produtividade dos aquferos teve mltiplas definies, de que
resultaram diversos mtodos cientficos para o clculo e modelao
da disponibilidade, refletindo a complexidade da combinao dos
processos cientficos, gestionrios, polticos e os parceiros
envolvidos. O conceito de continuum aqufero-produtividade fornece

In water-scarce regions, access to and exclusion from water and its
planning and management are determined by relative power
relations within society. South Africaa semiarid country with
uneven power relationsprovides the case material for this study,
with special focus on the Inkomati Water Management Area
dominated by irrigated agriculture. Under apartheid, investments in
water engineering favored the white minority population, and this
produced environment allowed a form of geographical inertia to
develop and persist. South Africa's democratically elected
government embraced the new paradigm for water management. Its
pioneering 1998 National Water Act looked to decentralized
participatory governance as a route to achieve redress. This
empirically based article will show how the potential of participation
to change the geography of water has been stifled in the Inkomati.
The legacy of apartheid, with resultant power imbalances and the
determination of the existing elite to preserve their relative
advantage, have combined to ensure that the reallocation of water
has been negligible. It is high time for development practitioners to
break free from the shackles of participation and promote sustained
political pressure for state-led reallocations. This could be achieved
within a more acceptable time frame than the participatory approach

En las regiones de escasez hdrica el acceso al agua o su
exclusin, lo mismo que su planificacin y administracin, estn
determinados por las relaciones relativas de poder dentro de la
sociedad. Sudfricaun pas semirido caracterizado por sus
desiguales relaciones de poderproporciona el material de caso
para este estudio, centrado especialmente en el rea de
Administracin Hdrica de Inkomati, en donde predomina la
agricultura de riego. Bajo el apartheid, las inversiones en ingeniera
del agua favorecieron la minora blanca de la poblacin, y este
medio ambiente producido permiti que se desarrollara y
persistiera una forma de inercia geogrfica. El gobierno de
Sudfrica que se eligi democrticamente adopt un nuevo
paradigma para el manejo del agua. Su pionera Ley Nacional del
Agua de 1998 busc descentralizar la gobernanza participativa

On the 5th World Water Forum, under the topic of governance and
management, the human right to water and the human right to
sanitation were put at debate. Recognizing the right to water and
sanitation entails setting up mechanisms to ensure their
enforcement and to demand responsabilities when they are not
guaranteed, thus becoming a management issue. In late 2008,
Mexico announced that it had already achieved number 7
Millennium Development Goal, relating to coverage of access to
drinking water and sewer systems. However, when studies are
made at regional or local levels, data shows us a different outlook.
One that proves that one of the main problems still to be overcome
in the country is an appropriate coverage to water public service in
marginalized areas in both rural and urban parts of the country. This
problem is largely due to a lack of a local institutional capacity.

El V Foro Mundial del Agua puso a debate el derecho al
saneamiento, adems del derecho humano al agua, como uno de
los temas de gobernanza y gestin. Reconocer el derecho al agua y
el saneamiento implica establecer mecanismos para su
cumplimiento y exigir responsabilidad cuando no se garantiza; en
consecuencia, se convierte en un problema de gestin. Mxico

The article presents a study which explores the role of groundwater
scientists in improving national and local groundwater-governance
provisions. The mission of the International Association of
Hydrogeologists (IAH) to ensure sustainable utilisation and effective
protection of groundwater resources is outlined. The criteria for
evaluating groundwater-governance provisions are highlighted
which include aquifer delineation, groundwater-pollution hazard
assessment and the existence of basic hydrogeological maps. The
economic value of groundwater resources is also discussed.

In order to make reference to environmental governance, in which
global civil society plays a key role, four key concepts are defined:
civil society, networks, environmental governance, and geopolitics.
Secondly, the concept of water as much more than a service, and
indeed a right, is presented and defended. However, it is shown that
it took more than a decade for this idea to be recognized at the
international level. Lastly, two cases are presented which illustrate
the successes of global civil society. They show that networks
strengthen the value of existing information and from that, GCS is
successful at denouncing irregularities occurring around the globe.
This dynamic reveals a struggle for power between multiple
international players, driven by underlying geostrategic interests.
This combination can result in future conflicts and where more
analysis is needed focused on collective action theory regarding the

Para referirse a la gobernanza ambiental en la que tiene un rol
importante la sociedad civil global, se precisa, en primera instancia,
determinar cuatro conceptos clave: sociedad civil, red, gobernanza
ambiental y geopoltica. En segunda instancia, trabajar el recurso
ms que un servicio es un derecho que ha de ser inabrogable,
justamente por ser una necesidad. Sin embargo, tom ms de una

Local groundwater management in Yemen and the means by which
stakeholders can work together to improve water governance are
discussed. In the last few decades the discourse on groundwater
management in Yemen has increasingly been cast in terms of crisis,
triggered by rapidly declining water tables around cities and in the
main agricultural areas. However, in some places in Yemen,
communities have responded by implementing local rules that have
reduced conflict and provided more reliable and equitable access to
water. This trend towards development of local groundwater
governance is described, and could make a major contribution in
realizing the goals of national water-sector policies and strategies.
Twenty-four cases have been identified from different parts of the
country and five cases are presented in detail. The article discusses
how the process of local management could be nurtured and how it
could contribute to rebalancing water use in several parts of Yemen.

Se discuten el manejo local del agua subterrnea en Yemen y los
medios por los cuales los usuarios pueden trabajar en conjunto para
mejorar la gobernanza del agua. En las ltimas pocas dcadas el
discurso sobre el manejo del agua subterrnea en Yemen se ha
proyectado crecientemente en trminos de crisis, disparado por una
rpida declinacin de los niveles freticos alrededor de las ciudades
y en las reas agrcolas principales. Sin embargo, en algunos
lugares de Yemen, las comunidades han respondido
implementando normas locales que han reducido el conflicto y
proporcionaron un acceso al agua ms confiable y equitativo. Se
describe esta tendencia hacia el desarrollo de la gobernanza local
del agua subterrnea, lo que constituira una contribucin mayor
para alcanzar las metas de las polticas y estrategias de los
organismos nacionales de agua. Se han identificado veinticuatro
casos de diferentes partes del pas y se presentan cinco casos en
detalle. El artculo discute como el proceso del manejo local podra
ser alimentado y como podra contribuir para un uso rebalanceado

autour des villes et dans les principales rgions agricoles. Toutes
fois, en certains endroits au Ymen, des collectivits ont rpondu en
mettant en place des rgles locales qui ont rduit le conflit et fourni
un moyen d'accs l'eau plus sr et plus quitable. Cette tendance
vers un dveloppement local de la gouvernance de l'eau est dcrit,
qui pourrait reprsenter une contribution majeure la ralisation des
objectifs des politiques et stratgies dans le secteur de l'eau. Vingt
quatre cas ont t identifis dans diffrentes parties du pays et cinq
cas sont prsents en dtail. L'article discute comment le processus

This article documents the increasingly variegated pattern of urban
water supply privatization since the 1990s. The analysis cautions
against sweeping generalizations of postneoliberalism often
associated with putative alternatives to private water supply. The
continued growth of private-sector activity, combined with the
strategic retreat of private companies from certain countries and
regions, should be interpreted as a partial intensification ofrather
than straightforward retreat fromneoliberalization. The article
concludes with reflections on the relevance of the findings for
broader debates over neoliberalization and postneoliberalism.

privatizacin del suministro de agua urbana a partir de los aos
1990. El anlisis adopta una postura cuidadosa frente a las
generalizaciones que a menudo asocian al posneoliberalismo con
alternativas putativas que buscan privatizar el suministro de agua.
El continuo crecimiento de actividades del sector privado,
combinada con el retiro estratgico de compaas privadas de
ciertos pases y regiones, debe interpretarse como una parcial

The article provides a brief sociological comparison of two
processes that occurred recently in Costa Rica that may be studied
from the theoretical prism of governance on a local scale. The first
one refers to the partial and temporary closing of the Hotel Allegro
Papagayo, located in Guanacaste, ordered by the Ministry of Health
as a response to the requests placed by the neighbors given the
contamination that the Hotel was causing to the estuary and the
surroundings. The political decision took into account the general
interest and was not even objected by the rest of the hotel owners.
The second process refers to the construction and enlargement of
the aqueduct of Sardinal, also in Guanacaste, that began to develop
a private partnership in order to assure, with priority, the provision of
water to some hotel owners, putting at risk the future supply of water
to the local neighbors. The combination of private and public agents,
is an example of a partial and biased process of governance that
was legally objected, thanks to the mobilization of local
organizations, who brought down to a hall, although temporarily, the

El primero de ellos se refiri al cierre temporal y parcial del Hotel
Allegro Papagayo, ubicado en Guanacaste, ordenado por el
Ministerio de Salud como respuesta a peticiones de los vecinos por
la contaminacin que el hotel provocaba en el estero y en el lugar.
La medida poltica tomaba en consideracin intereses de conjunto y
ni siquiera fue objetada por los restantes hoteleros. El segundo
proceso se refiri ms bien a la ampliacin del acueducto de
Sardinal, tambin en Guanacaste, que comenz a desarrollar un
consorcio privado para asegurar el suministro del agua en forma
prioritaria para algunos empresarios hoteleros, arriesgando as el
abastecimiento futuro del agua para los vecinos de la zona. La
conjugacin de agentes privados y de agentes pblicos,
ejemplificaba un claro proceso de gobernanta parcial y parcializada
que fue legalmente objetada, gracias a la movilizacin de
organizaciones vecinales, lo que condujo a la paralizacin -al

The public participation processes that are taking place in Spain as
a result of the implementation of the Water Framework Directive
(WFD) constitute an important step forward toward the
democratization of water management in Spain. Grounded in
document analysis and exploratory interviews, this article highlights
some of their strengths and weaknesses. In general, the most
problematic aspects of these processes are related to their lack of
credibility for some potential participants, as well the persistence of
an institutional setup for water decision making that strongly favors

concluding remarks on the need for a reformed institutional design
for the management of water resources, according to the idea of

Los procesos de participacin pblica implementados a raz de la
Directiva Marco del Agua (DMA) constituyen un importante salto
adelante para la democratizacin de la gestin del agua en Espaa.
En el presente texto, a partir de un anlisis documental y entrevistas
exploratorias, se sealan algunas de las virtudes y debilidades de
dichos procesos. En general, se observa que los puntos ms
problemticos tienen que ver con la inercia institucional que
conforma las relaciones entre los organismos de cuenca y los
usuarios tradicionales del agua, as como con la falta de credibilidad
que algunos de estos procesos han tenido para algunos de sus
potenciales participantes. Como conclusin se advierte la necesidad
de pensar nuevos diseos institucionales que respondan a la idea

River basins are complex and adaptive socialecological systems.
This article discusses the implications of polycentric governance for
more adaptive forms of river basin management. It considers the
evolution of water quality management in the European Union (the
Rhine) and China (the Zhujiang) to illustrate how the institutional
dynamics of a polycentric governance system influence processes
underpinning adaptive capacity. The article posits that the influence

of a polycentric governance system on adaptive capacity depends
on the internal power dynamics among the components of a system,
their competitive versus collaborative patterns of interaction, and the
emergence of functional operational linkages. The latter enable a
system to perform critical functions, such as systematic exchange of
data and information, during processes of experimentation,
monitoring, and learning. In the European case, polycentrism and
the variety of legal, economic, and political incentivesput in place
at local, national, basin, and European scaleshave been
successful in promoting such operational linkages and hence have
promoted adaptive capacity. In the Chinese case, where economic
growth goals and strong political control mechanisms frame
incentives for cooperation, a less diverse institutional environment is
being complemented by expedient informal practices and locally
devised collaboration mechanisms. Yet, given current obstacles to
effective monitoring of the water environment and to greater access
and exchange of water quality data and information at river basin
scale, the current institutional capacity of this increasingly
polycentric system remains insufficient to manage water quality
issues in an adaptive manner.[ABSTRACT FROM PUBLISHER]
Las cuencas fluviales son sistemas socioecolgicos complejos y
flexibles. Este artculo discute las implicaciones de la gobernanza
policntrica para formas ms flexibles de manejo de las cuencas
fluviales. El artculo considera la evolucin del manejo de la calidad
del agua en la Unin Europea (el Rin) y China (el Zhujiang), para
ilustrar la manera como la dinmica institucional de un sistema de
gobernanza policntrica influye en los procesos que apuntalan la
capacidad adaptativa. El artculo sostiene que la influencia de un
sistema de gobernanza policntrica sobre la capacidad de
adaptacin depende de la dinmica interna de poder entre los
componentes del sistema, de sus patrones de interaccin
competitivos contra los colaboradores, y de la emergencia de
vnculos operacionales funcionales. Esto ltimo habilita un sistema
para realizar funciones crticas, tales como el intercambio
sistemtico de datos e informacin durante los procesos de
experimentacin, monitoreo y aprendizaje. En el caso europeo, el
policentrismo y la variedad de incentivos legales, econmicos y
polticoscolocados en su lugar a escalas local, nacional, de
cuenca y europeahan tenido xito en promover tales vnculos
operacionales, promoviendo as la capacidad adaptable. En el caso

Societal use of freshwater, ecosystems dependence on water, and
hydroclimatic processes interact dynamically. Changes in any of
these subsystems can cause unpredictable feedback, resulting in
water insecurity for humans and ecosystems. By drawing on
resilience theory, we extend current productivedestructive framings
of water security to better address societalecosystem
hydroclimatic (SEH) interactions, dynamics, and uncertainties that
drive insecurity but also offer response opportunities. Strengthening
water security in this sense requires strategies that (1) conceptually
and practically interlink SEH subsystems; (2) recognize extreme
conditions and thresholds; and (3) plan for water security via
structured exchanges between researchers and decision makers in
ways that account for institutions and governance frameworks.
Through scrutiny of case evidence from water-scarce regions in
western North America and the Central Andes, we assert that

ensuring water security requires adaptive management (interactive
planning that accounts for uncertainties, initiates responses, and
iteratively assesses outcomes). Researchers and stakeholders from
these regions are pursuing a multiyear series of workshops that
promote science-based decision making while factoring in the
political implications of water planning. This study briefly reviews an
emerging water security initiative for the arid Americas that aims to
enhance understanding of adaptive approaches to strengthen water
security. Finally, by synthesizing efforts in the arid Americas, we
offer insights for other water-insecure regions.[ABSTRACT FROM

El uso social del agua potable, la dependencia de los ecosistemas
del agua y los procesos hidroclimticos interactan dinmicamente.
Cualquier cambio que ocurra en uno de estos subsistemas puede
causar impredeciblesfeedbacksque resulten en inseguridad hdrica
para humanos y ecosistemas por igual. Apoyndonos en la teora
de la resiliencia, extendemos los actuales marcos productivo
destructivos de seguridad del agua para abocar mejor las
interacciones societariashidroclimticasecosistmicas (SHE), la
dinmica y las incertidumbres, que acarrean inseguridad pero que
tambin ofrecen oportunidades de respuesta. Para fortalecer la
seguridad del agua en este sentido se requieren estrategias que (1)
entrelacen conceptual y prcticamente los subsistemas SHE; (2)
reconozcan las condiciones y umbrales extremos, y (3) planifiquen
la seguridad del agua a travs de intercambios estructurados entre
investigadores y directivos decisores, de tal suerte que tomen en
cuenta las instituciones y los marcos de gobernanza. Mediante el
escrutinio de evidencia de caso en regiones pobres en agua del
oeste de Norteamrica y en los Andes Centrales, reafirmamos que
para garantizar la seguridad del agua se requiere de un manejo
flexible (planificacin interactiva que tome en cuenta las
incertidumbres, que inicie respuestas y que reiterativamente evale
los resultados). Los investigadores y los interesados adelantan en
estas regiones una serie de varios talleres por ao que promueven
la toma de decisiones con fundamentacin cientfica, al tiempo
exploran las implicaciones polticas de la planificacin del agua.
Este estudio resea brevemente una nueva iniciativa de seguridad
hdrica para las Amricas ridas que busca enaltecer la
comprensin de enfoques flexibles para fortalecer aquella
seguridad. Finalmente, al sintetizar los esfuerzos que se hacen en
las Amricas, estamos ofreciendo salidas inteligentes para los
